4. Mercury-related health benefits from retrofitting coal-fired power plants in China

Abstract

China has implemented retrofitting measures in coal-fired power plants (CFPPs) to reduce air pollution through small unit shutdown (SUS), the installation of air pollution control devices (APCDs) and power generation efficiency (PGE) improvement. The reductions in highly toxic Hg emissions and their related health impacts by these measures have not been well studied. To refine mitigation options, we evaluated the health benefits of reduced Hg emissions via retrofitting measures during China's 12th Five-Year Plan by combining plant-level Hg emission inventories with the China Hg Risk Source-Tracking Model. We found that the measures reduced Hg emissions by 23.5 tons (approximately 1/5 of that from CFPPs in 2010), preventing 0.0021 points of per-foetus intelligence quotient (IQ) decrements and 114 deaths from fatal heart attacks. These benefits were dominated by CFPP shutdowns and APCD installations. Provincial health benefits were largely attributable to Hg reductions in other regions. We also demonstrated the necessity of considering human health impacts, rather than just Hg emission reductions, in selecting Hg control devices. This study also suggests that Hg control strategies should consider various factors, such as CFPP locations, population densities and trade-offs between reductions of total Hg (THg) and Hg2+.

Abstract

China’s “carbon peaking and carbon neutrality” goal relies greatly on the low-carbon transition of the power system, but the existing research rarely explores the low-carbon transition of the regional power system. By using the intergovernmental panel on climate change (IPCC) greenhouse gas inventory compilation method and the network model analysis, the carbon emissions caused by the power generation and the power consumption in Guangdong-Hong Kong-Macao Greater Bay Area (the Greater Bay Area) was quantified. The logarithmic mean Divisia index (LMDI) method was used to quantify the influence of socio-economic factors on the electricity-related carbon emissions in the Greater Bay Area. The results show that Hong Kong and Macao have made slow progress in the low-carbon transition of the power system, and Guangdong’s share of the low-carbon power continues to increase. The rapidly expanding economic scale and the power demand were the most important drivers of the emissions growth in the Greater Bay Area. The low-carbon electricity imported from outside regions and the improved efficiency in the sectoral electricity consumption offset part of the emission growth.

Abstract

The booming development of the digital economy has provided robust technical, management, and institutional means for the in-depth promotion of low-carbon transition. However, at present, there are still problems, such as the limited level of digital technological innovation, the insufficient supply of digital talents, and the urgent need for a sound digital governance system, which constrains the empowering effect of the digital economy on the development of China's low-carbon transition. Based on the Technology-Organization-Environment (TOE) framework, this study discusses the technology iteration, management transform, and system optimization of the influence of digital economy on the development of low carbon transformation. It also elaborates on the critical role of the digital economy in developing a low-carbon transition. 48. Experimental study of rotary ultrasonic high-quality hole processing of Glass Fiber Reinforced Plastic with a new diamond trepanning bit.

Abstract

Glass Fiber Reinforced Plastic is widely used in manufacturing and other fields because of its high specific strength and high specific modulus. Since the workpiece requires secondary hole processing during assembly, machining defects are prone to occur during hole making, which seriously affects the service life of the workpiece. A novel type of thin-walled diamond trepanning bit was fabricated and combined with ultrasonic processing technology to conduct a pilot study on hole processing. Compared with conventional twist drill hole processing, the novel diamond trepanning bit grinding hole-making method can significantly reduce the axial force when drilling, and effectively reduce the delamination and tearing damage at the exit of the hole, so that the delamination ratio at the exit is reduced by 9.6%. Combined with ultrasonic machining technology, hole machining experiments were carried out, and the results showed that: spindle speed increase or feed rate reduction can make axial force, hole wall surface roughness, and exit delamination damage all show a decreasing trend. Compared with conventional machining, the rotary ultrasonic hole machining technology can effectively reduce the axial force by 20.1% and effectively reduce the exit delamination problem by 7.3% in the delamination ratio. At the same time, considering the hole-making quality and efficiency, rotary ultrasonic processing can better reflect the advantages of the process and obtain better hole-making quality at the speed of 3000–4000 r/min and the feed rate of 14–20 mm/min. The above research can provide theoretical and technical support for the hole processing problems of Fiber Reinforced Plastic, which has important engineering application value.
