"This document is a demonstration of how the State of Kansas, Kansas Department of Health and Environment (KDHE) plans to implement a strategy to assist existing public water systems in improving their technical, financial, and managerial (TFM) capabilities. This initiative is a requirement imposed by the 1996 Amendments to the Safe Drinking Water Act (SDWA) on all states that wish to receive full funding from the Environmental Protection Agency (EPA) for their drinking water revolving loan programs. Section 1420 of the SDWA specifies five elements that a state must consider when preparing a strategy for helping existing public water systems to improve their TFM capacity." Members of the Stakeholder Group in attendance included: Kansas Municipal Utilities, Wichita State University/Environmental Finance Center, Kanas Rural Water Association, League of Kansas Municipalities, Kanas Water Office, Ranson Financial Consultants LLC, USDA/Rural Development, KDHE Operator Certification Program, KDHE Revolving Loan Program, and KDHE Watershed Management Section. This is an incomplete collection of documents by and about the Republican River Compact Administration and the Republican River Compact from 1943, 1998 and 2002 through 2005. In response to an extended drought during the 1930s, interrupted by a devastating flood in 1935, and the need to agree to an apportionment before federal development in the basin could be undertaken, Colorado, Kansas, and Nebraska began negotiations for a compact in 1940 to allocate the waters of the Republican River Basin above the junction of the Republican and Smoky Hill Rivers in Kansas. Commissioners were appointed by the Governors of the three States. After eight meetings, the commissioners signed a proposed compact in March 1941. The proposed compact was ratified by the legislatures of the three States and consented to by Congress, but President Roosevelt vetoed the bill approving the compact in 1942 because of objections by federal agencies. Congress then passed, and President Roosevelt approved, a bill authorizing further compact negotiations with a federal representative to be involved. A federal representative was appointed to participate in the negotiations, and, with limited changes to satisfy the federal government that did not change the allocations of water to the three States, a second Republican River Compact was signed by the commissioners on December 31, 1942, ratified by the state legislatures and approved by Congress and the President in 1943.

This is an incomplete collection of documents by and about the Kansas-Oklahoma Arkansas River Commission and the Kansas-Oklahoma Arkansas River Compact., Kansas and Oklahoma entered the Arkansas River Compact in 1965 to promote interstate comity, to equitably divide and promote the orderly development of the waters of the Lower Arkansas River Basin, to provide an agency for administering the waters of the basin and to encourage an active pollution abatement program in each state.

This term permit allows the water right holder to exceed their annual authorized quantity of water but restricts the total amount that can be pumped over the 5-year period. The program is voluntary and does not permanently change the water right. At the end of the 5-year period, if the water right is not enrolled in a new MYFA, the original conditions of the water right are restored."

This book presents the results of the Interdisciplinary Research Group "Society - Water - Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change, and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must

This book informs environmental planning professionals, students and those interested in oceans and coasts from an environmental perspective about what is needed for planning and management of these unique environments. It is comprised of twelve chapters organized in three parts. Part I highlights the basics tenets of environmental planning for oceans and coasts including important concepts from the general field of planning and coastal and ocean management (e.g., hydrography, oceans policy and law, geomorphology). Environmental problems inherent within oceans and coasts (such as sea level rise, marine pollution, overdevelopment, etc.) are also addressed, especially those at the land-sea interface. Part II covers those methodological approaches regularly used by planners working to improve environmental quality and conditions of oceans and coasts, among them: integrated planning and management, ecosystem services, pollution prevention, and marine spatial planning. Part III focuses specifically on state of the art tools and technologies employed by planners for marine and coastal protection. These include systematic conservation planning for protected areas, decision support tools, coastal adaptation techniques and various types of communication, including visualization, narration and tools for stakeholder participation. The final chapter in the book reviews the most important concepts covered throughout the book and emphasizes the important role that environmental planners have to play in the protection and well-being of oceans and coasts. Michael K. Orbach, of the Nicholas School of the Environment at Duke University, penned the book's foreword.
