Papers presented at the 11th International Conference on Sustainable Water Resources Management are included in this volume. These research works highlight recent technological and scientific developments associated with the management of surface and sub-surface water resources and as well as river basin management methodologies. Water is essential for sustaining life on our planet and its uneven distribution is a source of permanent conflict. The growth of the human population combined with the irregularity in precipitation and water availability may restrict even further the access to water in certain regions of the world. This problem is made more severe by anthropogenic activities that affect its quality. River Basin Management includes all aspects of Hydrology, Ecology, Environmental Management, Flood Plains and Wetlands. Riverine systems are coming under increasing pressure due to anthropological and natural causes. The chapters in this volume are peer reviewed editions of the papers presented at the 7th meeting of the Rosenberg International Forum on Water Policy which was held in Buenos Aires, Argentina on November 15-17, 2010. The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume's approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas'water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. The purpose of this paper is to present a methodology for estimating space-time stochastic properties of local climatic factors reflecting global climate change. Specifically, daily precipitation amount and daily mean temperature are considered and illustrated with application to the state of Nebraska, U. S. A. Furthermore, a drought index with and without global climate change is examined. The magnitude and consequences of regional response to anticipated climatic changes are uncertain (Houghton et al., 1990). Typical questions to be answered are: can time series of hydrological events or 10cal climatic variables such as daily temperature be conditioned in scenarios of future climate change and if so, how can this be utilized? Can extreme historical drought events be reproduced by a stochastic hydroc1imatological model? Can such a model be used with General Circu1ation Model (GCM) outputs to evaluate the regional/local effects of climate change scenarios? The approach presented in this paper is an extension of the usual analysis of regional hydrometeorological impacts of climate change: we propose to examine time series of GCM­ produced daily atmospheric circulation patterns (CP), thought to be relatively accurate GCM output to estimate local climatic factors. The paper is organized as follows. First, daily CPs are classified and analyzed statistically, first for historical and then for GCM produced data. Next, the height of the 500 hPa pressure field is introduced as an additional physically relevant variable influencing local climatic factors within each CP type.

In case of security threats there is a need for temporal access to complete, updated, reliable information, in a dedicated form, is an essential prerequisite to effectively counter security threats. Currently the necessary information exists in a multitude of forms and formats geographically and physically scattered over different countries, institutes and organisations, and are subject to widely different data policies and management schemes. Moreover, there is no complete and updated overview of the existing information, e.g. in the form of a metadata catalogue. As a result, integration of this information in case of emergencies has proven to be extremely difficult, if not impossible. Although in some cases, interesting and impressive'demonstrations'have been shown of the possibilities of the integration of information, for a number of reasons these have reached the'operational'stage.

Arid and semi-arid regions are defined as areas where water is at its most scarce. The hydrological regime in these areas is extreme and highly variable, and they face great pressures to deliver and manage freshwater resources. However, there is no guidance on the decision support tools that are needed to underpin flood and water resource management in arid areas. UNESCO initiated the Global network for Water and Development Information for arid lands (GWADI), and arranged a workshop of the world's leading experts to discuss these issues. This book presents chapters from contributors to the workshop, and includes case studies from the world's major arid regions to demonstrate model applications, and web links to tutorials and state-of-the-art modelling software. This volume is a valuable reference for researchers and engineers working on the water resources of arid and semi-arid regions.

This book represents the outcome of the Second IWA Leading-Edge Conference held in Sydney, Australia in November 2004. Sustainability is a paradoxical concept. We know we want to protect the environment from human-induced change, yet ecosystems are dynamic, constantly changing and adapting in response to a multitude of factors, the combined effect and subtleties of which are probably well beyond human calculation. Furthermore, our conscious desire to protect the environment - which forces us to think of humans as sitting outside ecosystems - conflicts with the unavoidable fact that we are an unconscious actor within those ecosystems. We must also recognise that the goal of'protecting the environment'is not a clear-cut objective. Perhaps, because of its complexity and propensity to change, we cannot know what the fully protected environment would look like. Individual preferences too make the conceptualisation of an ideal state impossible; do we strive for an ecosystem in which we play a minor part - barely influencing natural outcomes - or one that is more actively managed and provides for our needs or wants? Neither this volume, nor the conference from which it draws, resolve the paradoxes described above. The papers presented here do, however, provide insight into the innovative thinking and practical projects undertaken across the globe that move us from patently unsustainable conditions to those in which our economic activity, impact on ecosystems and desire for positive social outcomes are in better balance.

The provision of safe drinking water is one of the primary responsibilities of all governments, which address and share this responsibility through various levels of administration, ranging from the municipal to federal level, and further sharing of such responsibilities with public or private water utility companies. Recent reviews indicate the existence of significant vulnerabilities of all components of the infrastructure in general, among which the water supply systems are considered the most critical because of it's importance to human life. Indeed, such systems encompas huge number of stuctures, plants and devices that might become a target of sabotage, and they all may be found in major components of each water supply system: the raw water sources (usually a reservoir, a river intake, or groundwater aquifer), water purification plants (encompassing various treatment processes), and water distribution networks bringing potable water to the consumers. Consequently, the reality of the post-September 11 situation forces the operators of water supply systems throught the world to examine the security and safety of their systems, it's vulnerability to intentional interference and sabotage with respect to quantity and quality of potable water. In assessing the system vulnerability, there is an urgent need to develop emergency response plans providing ways and means for alternative water supply for the moment of system operation disruption, and system remediation and recovery after the attack.
