The purpose of this paper is to present a methodology for estimating space-time stochastic properties of local climatic factors reflecting global climate change. Specifically, daily precipitation amount and daily mean temperature are considered and illustrated with application to the state of Nebraska, U. S. A. Furthermore, a drought index with and without global climate change is examined. The magnitude and consequences of regional response to anticipated climatic changes are uncertain (Houghton et al., 1990). Typical questions to be answered are: can time series of hydrological events or 10cal climatic variables such as daily temperature be conditioned in scenarios of future climate change and if so, how can this be utilized? Can extreme historical drought events be reproduced by a stochastic hydroc1imatological model? Can such a model be used with General Circu1ation Model (GCM) outputs to evaluate the regional/local effects of climate change scenarios? The approach presented in this paper is an extension of the usual analysis of regional hydrometeorological impacts of climate change: we propose to examine time series of GCM­ produced daily atmospheric circulation patterns (CP), thought to be relatively accurate GCM output to estimate local climatic factors. The paper is organized as follows. First, daily CPs are classified and analyzed statistically, first for historical and then for GCM produced data. Next, the height of the 500 hPa pressure field is introduced as an additional physically relevant variable influencing local climatic factors within each CP type.

Most water systems in the industrial regions of the world are already developed. At the same time they are highly complex. This is true with respect to physical configuration, managment, operation, political goals, environmental interactions, etc. Thus the basic systems are already in place. This realization is the starting point for any new water developments and for operation. From this we conclude that whatever we do to meet new exigencies requires an understanding of the presently in-place complex water systems. Their operation is the important thing. And how can we adjust their operation to meet the new demands upon the system? This book deals with complex water systems and their operation. Some chapters are highly theoretical while others are rooted in practical applications. How can we an~lyze the operation of a complex water system and determine how its performance can be improved? Several chapters on mathematical analysis give approaches involving different aspects of this problem. But operation also has political, management, and physical aspects. These problems are addressed in chapters by managers who operate such systems. The main theme of all chapters is how to deal with the different aspects of a complex water system, already in place. We feel the book, in dealing with this question could be a start for new theoretical premises in water planning.

Although many theoretical developments have been achieved in recent years, the progress both in understanding and application of risk and reliability analysis in water resources and environmental engineering remains slow. One of the reasons seems to be the lack of training of engineers with phenomena of statistical nature, including optimum cost and benefit decisions under uncertainty. This book presents, in a unified and comprehensive framework, the various aspects of risk and reliability in bothwater quantity and quality problems. The topics covered include uncertainty analysis of water quantity and quality data, stochastic simulation of hydrosystems, decision theory under uncertaintyand case studies. Methods for risk analysis of extremes in hydrology, groundwater clean-up, river and coastal pollution as well as total risk management are presented.
