"This document is a demonstration of how the State of Kansas, Kansas Department of Health and Environment (KDHE) plans to implement a strategy to assist existing public water systems in improving their technical, financial, and managerial (TFM) capabilities. This initiative is a requirement imposed by the 1996 Amendments to the Safe Drinking Water Act (SDWA) on all states that wish to receive full funding from the Environmental Protection Agency (EPA) for their drinking water revolving loan programs. Section 1420 of the SDWA specifies five elements that a state must consider when preparing a strategy for helping existing public water systems to improve their TFM capacity." This is an incomplete collection of documents by and about the Republican River Compact Administration and the Republican River Compact from 1943, 1998 and 2002 through 2005. In response to an extended drought during the 1930s, interrupted by a devastating flood in 1935, and the need to agree to an apportionment before federal development in the basin could be undertaken, Colorado, Kansas, and Nebraska began negotiations for a compact in 1940 to allocate the waters of the Republican River Basin above the junction of the Republican and Smoky Hill Rivers in Kansas. Commissioners were appointed by the Governors of the three States. After eight meetings, the commissioners signed a proposed compact in March 1941. The proposed compact was ratified by the legislatures of the three States and consented to by Congress, but President Roosevelt vetoed the bill approving the compact in 1942 because of objections by federal agencies. Congress then passed, and President Roosevelt approved, a bill authorizing further compact negotiations with a federal representative to be involved. A federal representative was appointed to participate in the negotiations, and, with limited changes to satisfy the federal government that did not change the allocations of water to the three States, a second Republican River Compact was signed by the commissioners on December 31, 1942, ratified by the state legislatures and approved by Congress and the President in 1943.

- Abstract
Kansas filed suit in the U.S. Supreme Court in May 1998 complaining that the State of Nebraska had violated the Republican River Compact. The three original parties to the Compact, Kansas, Nebraska, and Colorado, became parties to the case and the United States entered the case as amicus curiae. The parties agreed to a settlement and the United States Supreme Court approved the Final Settlement Stipulation by decree on May 19, 2003. The Stipulation required the States to form a committee to develop a study plan to determine the quantitative effects of Non-Federal Reservoirs and land terracing practices on water supplies in the Republican River Basin above Hardy, Nebraska. The Conservation Committee transmitted the study plan to members of the Republican River Compact Administration (RRCA) in April 2004. The RRCA approved the study plan during the meeting on July 27, 2004. The Conservation Committee provided an annual status report on progress of the study to the RRCA annually. The purpose of this report is to document the study methods and procedures and report the findings of the study to determine the quantitative effects of Non-Federal Reservoirs and land terracing practices on water supplies in the Republican River Basin above Hardy, Nebraska.

The Water Conservation Project Fund received $9,684,425 of the $34,615,146 State of Colorado payment to Kansas, as a result of the U.S. Supreme court ruling on the Kansas v. Colorado lawsuit regarding violations of the Arkansas River Compact. K.S.A. 82a-1803 instructs the Director of the Kansas Water Office to administer these funds in the affected area with priority to projects that achieve the greatest water conservation efficiency for the general good and those that have been required by the Department of Agriculture, Division of Water Resources. The 2008 Kansas Legislature provided opportunity to Southwest KS GMD #3 to administer these funds through a grant agreement with the KWO. This report covers 2012 activities of the fund and was presented to the 2013 Kansas legislature.

The SWPF was established in 1989 to implement programs and projects that address issues identified in the Kansas Water Plan. - Abstract
This is an incomplete collection of documents by and about the Republican River Compact Administration and the Republican River Compact 2010. In response to an extended drought during the 1930s, interrupted by a devastating flood in 1935, and the need to agree to an apportionment before federal development in the basin could be undertaken, Colorado, Kansas, and Nebraska began negotiations for a compact in 1940 to allocate the waters of the Republican River Basin above the junction of the Republican and Smoky Hill Rivers in Kansas. Commissioners were appointed by the Governors of the three States. After eight meetings, the commissioners signed a proposed compact in March 1941. The proposed compact was ratified by the legislatures of the three States and consented to by Congress, but President Roosevelt vetoed the bill approving the compact in 1942 because of objections by federal agencies. Congress then passed, and President Roosevelt approved, a bill authorizing further compact negotiations with a federal representative to be involved. A federal representative was appointed to participate in the negotiations, and, with limited changes to satisfy the federal government that did not change the allocations of water to the three States, a second Republican River Compact was signed by the commissioners on December 31, 1942, ratified by the state legislatures and approved by Congress and the President in 1943.

This report presents a summary of the background for the Surce Water Assessment Program (SWAP), the methods used to establish this program, its subsequent findings, and revisions that were made in the draft report. This report is the conclusion of the first of three steps in safeguarding Kansas's valuable resources. The ultimate goal of this first step was to assess and evaluate the source water vulnerability of the public water supplies in Kansas. The findings of which can be found in Part V of this report. Part V highlights source water vulnerabilities on a state wide level and on an individual river basin level.

- Abstract
In 1998, local, state, and federal agencies along with area water resource users formed the Upper Arkansas Subbasin Working Group to develop a management program to address water resource concerns in the Subbasin. The primary area of focus for this Subbasin program is the alluvial corridor from the Kansas/Colorado state line eastward to the Ford/Edwards County line and the ditch service areas located in eastern Kearny and western Finney counties. The alluvial corridor and ditch service areas represent the only true renewable water bearing units in the Upper Arkansas Subbasin and warrant effective management of the water resources in an effort to sustain economic viability to the region, enhance the current administration of water rights, and minimize the impacts of drought conditions. The Upper Arkansas Working Group is composed of representatives from the associated Ditches of Kansas, Southwest Kansas Groundwater Management District #3, Kansas Department of Agriculture/Division of Water Resources (KDA/DWR), Kansas Geological Survey, municipalities, local stakeholders, and other local, state, and federal agencies with interests in the Upper Arkansas Subbasin.

- Abstract
The 1996 amendments to the Safe Drinking Water Act require that all states develop a source water assessment plan and that source water assessments be prepared for all public drinking water systems within the state. To satisfy these amendments, the Nonpoint Source Section developed the Kansas Source Water Assessment Program Plan (SWAPP). Under the Kansas SWAPP, an assessment of potential sources of pollution that may threaten drinking water sources, within a defined area must be completed. To aid local public water supply systems during the SWAPP process, the Nonpoint Source Section has developed this reference document, which is intended to provide information on potential pollution concerns associated with a given land use or activity. Additionally, the information included is intended to assist in evaluating whether or not a pollution source is being managed adequately. The document also acts as a referral guide to experts in a given environmental field or discipline. These "experts" may be able to provide additional information regarding regulatory status, potential pollutants, proper chemical and/or waste handling, spill prevention, current remedial activities, etc.

- Abstract
More than one hundred small communities across Kansas (typically those with less than 200 homes) are unsewered or have inadequate wastewater treatment and disposal systems, resulting in chronic problems with surfacing sewage or direct pipe discharges to the ground surface or into mine shafts. A small community includes incorporated and unincorporated cities, lakefront communities, and clusters of homes in unincorporated areas of counties. Many problems are due to the age of onsite wastewater systems, poor soils, small lot sizes, poor construction, sizing and/or maintenance of the systems. These conditions present public health and environmental problems and are in violation of state and local laws and regulations. However, solutions are available to address these problems. The purpose of this manual is to provide information to community leaders, environmental health specialists and concerned citizens so they can assist communities having inadequate wastewater treatment facilities. All potential solutions are encouraged to be evaluated, from homeowner education about system maintenance and water conservation; the potential of clustering wastewater treatment for several homes into a common system; and centralized collection and treatment using alternative, as well as conventional collection/treatment systems. Management of all systems, from onsite to centralized, is emphasized throughout this manual. The information presented here is comprehensive and diverse. The more you utilize the various ideas presented herein, the more successful a project you will ultimately develop to address a small community wastewater problem.
