D1.1. Open Access Transdisciplinary dataset: FLOW Encyclopædia is the first deliverable of WP1 Knowledge Integration and inFLOW lens, in the project FLOW: Future Lives with Oceans and Waters. In contribution to the EU mission Restore our Oceans and Waters by 2030, FLOW is an international and interdisciplinary project studying young generations relations and engagement with water and oceans, their expectations, and emotions. The FLOW consortium consists of four partners: Radboud University, Fraunhofer ISI, UiT The Arctic University of Norway, and Volonteurope. The purpose of D1.1. Open Access Transdisciplinary dataset: FLOW Encyclopædia is to facilitate exchanges on the topic of "changing human-water relations" from both a domain- and critical-perspective, by clarifying a series of concepts and theories. This clarification is the stepping-stone to proceed with the interdisciplinary research tasks that will be undertaken in order to achieve the objectives of the FLOW project, as described above

This report presents the results of a study on "Expectations and assumptions for the future in the Work Programme 2021-2022 of Horizon Europe". The study scanned the HE Work Programme 2021-2022 for assumptions and expectations about the future and conducted a Delphi survey of experts on the likely time of realization of those expectations and assumptions. The analysis revealed three over-lapping but distinct types of challenges associated with assumptions and expectations that should be recognised in future workprogrammes: policy challenges, diversification challenges and reflexivity challenges.

Public engagement is viewed as a prominent aspect of responsible research and innovation (RRI) both in academia and policy circles. In our paper, we would like to contribute to refining the notion of public participation as an RRI element by assessing the potential of four domains of participatory R & I theory and practices that have to date received little recognition in the RRI context: 1. Participatory design, 2. user-led innovation, 3. participatory research and 4. systemic R & I policy instruments. We test the usefulness of our concepts with a set of case studies from a recent RRI research project.

Die Bundesregierung macht von dem Ansatz Gebrauch. Konkrete Empfehlungen für den Einsatz von Strategischer Vorausschau gibt eine im Regierungsauftrag erstellte Studie des Fraunhofer-Instituts für System- und Innovationsforschung ISI.

This paper outlines new perspectives for data-supported foresight by combining participatory expert-based futures dialogues with the power of artificial intelligence (AI) in what we call the hybrid AI-expert-based foresight approach. To this end, we present a framework of five typical steps in a fully fledged foresight process ranging from scoping to strategizing and show how AI can be integrated into each of the steps to enable the hybrid AI-expert foresight approach. Building on this, we present experiences gained from two recent research projects of TNO and Fraunhofer ISI that deal with aspects of the hybrid AI-expert foresight approach and give insights into the opportunities and challenges of the new perspectives for data-supported foresight that this approach enables. Finally, we summarize open questions and challenges for future research.

Im Zuge der COVID19-Pandemie ist der Begriff der Resilienz zu einem zunehmend wichtigen Leitbild geworden. Stimmen aus Politik, Wirtschaft und Gesellschaft fordern Strategien, um Krisen besser zu überstehen oder sie am besten gar nicht erst entstehen zu lassen. In the wake of the COVID-19 pandemic, the concept of resilience has become an increasingly important guiding principle. Voices from politics, business and society are calling for strategies which help to better weather crises or ideally prevent them from occurring in the first place.

This paper presents the methodology and findings from a Foresight process on the advancement of social sustainability in global value production networks. A methodology was developed that combines exploratory scenario development with elements from backcasting and normative scenario building in order to develop transformative transition pathways. The approach was applied in two scenario workshops one focusing on smartphone production the other on the textile sector. In total seven transition pathways were developed, five for smartphones and two for textiles. After explaining the methodology we present in detail the findings from both workshops. We then discuss implications for fostering transition towards more socially sustainable value production networks. Finally, we assess the lessons learned in terms of methodology and suggest further avenues of development for the transformative scenario building approach. [Introduction] Since about 15 years, science, technology and innovation (STI) policies are increasingly geared towards addressing objectives reaching beyond an immediate economic focus on growth and competitiveness. This "normative turn" (Daimer et al. 2012) is expressed in the strategic reorientation of national and supranational STI policies to address the so-called ‘grand challenges’ (Kallerud et al. 2013). Well known examples for this ongoing paradigm shift are the European Union's Europe 2020 strategy, the US Strategy for American Innovation or Germany's Hightech Strategy. What is more, the quest to address ‘grand challenges’ such as health, demographic change, wellbeing and sustainability by the means of research and innovation is complemented by and propelled forward by the emerging discourse on responsible (research and) innovation. In essence, RRI aims at improving the alignment of the impacts of technology and innovation with societal demands and values as far as possible. The concept is inherently characterised by a high degree of normativity in order to provide necessary guidance as to what constitutes desired or ‘responsible’ research and innovation (Randles et al. 2014; Lindner and Kuhlmann 2016). The prominent position of RRI in the European Union's research and innovation programme 'Horizon 2020' and the endorsement of the "Rome Declaration on RRI in Europe" by the European Council in 2014 indicate that RRI is increasingly developing relevance for policy, research funding and scientific communities. Im Jahr 2012 wurde die VDI Technologiezentrum GmbH (VDI TZ) mit der Suchphase des zweiten Foresight-Zyklus (2012-2014) vom Bundesministerium für Bildung und Forschung (BMBF) beauftragt. Zusammen mit dem Unterauftragnehmer, dem Fraunhofer-Institut für System- und Innovationsforschung (ISI), bildete sie das Büro Foresight. Das BMBF verfolgt mit Foresight das Ziel, früh Orientierungswissen über zukünftige gesellschaftliche Herausforderungen zu erlangen. Gleichzeitig soll Foresight als Ideengeber für Strategieprozesse und zukünftige Forschungsprogramme und Projekte dienen. Büro Foresight wählte hierzu einen methodischen Ansatz, der auf der Annahme beruht, dass Innovationen aus einem Zusammenspiel von technologischen Entwicklungen (""Technology Push"") und gesellschaftlichen Bedarfen (""Demand Pull"") entstehen. Dieser Artikel beschreibt den dreistufigen Prozess, den Büro Foresight wählte, um genau dieses Zusammenspiel herauszuarbeiten.
