The Laser Ranging Interferometer (LRI) instrument on the Gravity Recovery and Climate Experiment (GRACE) Follow-On mission has provided the first laser interferometric range measurements between remote spacecraft, separated by approximately 220 km. Autonomous controls that lock the laser frequency to a cavity reference and establish the 5 degree of freedom two-way laser link between remote spacecraft succeeded on the first attempt. Active beam pointing based on differential wavefront sensing compensates spacecraft attitude fluctuations. The LRI has operated continuously without breaks in phase tracking for more than 50 days, and has shown biased range measurements similar to the primary ranging instrument based on microwaves, but with much less noise at a level of $1\,{\rm nm}/\sqrt{\rm Hz}$ at Fourier frequencies above 100 mHz.

Researchers have used data from the GRAIL mission to the Moon to make the first in-flight verification of ultra-stable oscillators (USOs) with Allan deviation below 10 13 for 1-to-100-second averaging times. USOs are flown in space to provide stable timing and/or navigation signals for a variety of different science and programmatic missions. The Gravity Recovery and Interior Laboratory (GRAIL) mission is flying twin spacecraft, each with its own USO and with a Ka-band crosslink used to measure range fluctuations. Data from this crosslink can be combined in such a way as to give the relative time offsets of the two spacecrafts USOs and to calculate the Allan deviation to describe the USOs combined performance while orbiting the Moon. Researchers find the first direct in-space Allan deviations below 10(exp -13) for 1-to-100-second averaging times comparable to pre-launch data, and better than measurements from ground tracking of an X-band carrier coherent with the USO. Fluctuations in Earth s atmosphere limit measurement performance in direct-to-Earth links. Inflight USO performance verification was also performed for GRAIL s parent mission, the Gravity Recovery and Climate Experiment (GRACE), using both Kband and Ka-band crosslinks.

A room temperature sapphire acoustics resonator incorporated into an oscillator represents a possible opportunity to improve on quartz ultrastable oscillator (USO) performance, which has been a staple for NASA missions since the inception of spaceflight. Where quartz technology is very mature and shows a performance improvement of perhaps 1 dB/decade, these sapphire acoustic resonators when integrated with matured quartz electronics could achieve a frequency stability improvement of 10 dB or more. As quartz oscillators are an essential element of nearly all types of frequency standards and reference systems, the success of MSAR would advance the development of frequency standards and systems for both groundbased and flight-based projects. Current quartz oscillator technology is limited by quartz mechanical Q. With a possible improvement of more than x 10 Q with sapphire acoustic modes, the stability limit of current quartz oscillators may be improved tenfold, to 10(exp -14) at 1 second. The electromagnetic modes of sapphire that were previously developed at JPL require cryogenic temperatures to achieve the high Q levels needed to achieve this stability level. However sapphire fs acoustic modes, which have not been used before in a high-stability oscillator, indicate the required Q values (as high as Q = 10(exp 8)) may be achieved at room temperature in the kHz range. Even though sapphire is not piezoelectric, such a high Q should allow electrostatic excitation of the acoustic modes with a combination of DC and AC voltages across a small sapphire disk (approximately equal to l mm thick). The first evaluations under this task will test predictions of an estimated input impedance of 10 kilohms at Q = 10(exp 8), and explore the Q values that can be realized in a smaller resonator, which has not been previously tested for acoustic modes. This initial Q measurement and excitation demonstration can be viewed similar to a transducer converting electrical energy to mechanical energy and back. Such an electrostatic tweeter type excitation of a mechanical resonator will be tested at 5 MHz. Finite element calculation will be applied to resonator design for the desired resonator frequency and optimum configuration. The experiment consists of the sapphire resonator sandwiched between parallel electrodes. A DC+AC voltage can be applied to generate a force to act on a sapphire resonator. With the frequency of the AC voltage tuned to the sapphire resonator frequency, a resonant condition occurs and the sapphire Q can be measured with a high-frequency impedance analyzer. To achieve high Q values, many experimental factors such as vacuum seal, gas damping effects, charge buildup on the sapphire surface, heat dissipation, sapphire anchoring, and the sapphire mounting configuration will need attention. The effects of these parameters will be calculated and folded into the resonator design. It is envisioned that the initial test configuration would allow for movable electrodes to check gap spacing dependency and verify the input impedance prediction. Quartz oscillators are key components in nearly all ground- and space-based communication, tracking, and radio science applications. They play a key role as local oscillators for atomic frequency standards and serve as flywheel oscillators or to improve phase noise in high performance frequency and timing distribution systems. With ultra-stable performance from one to three seconds, an Earth-orbit or moon-based MSAR can enhance available performance options for spacecraft due to elimination of atmospheric path degradation.

Gravity Recovery and Interior Laboratory, or GRAIL, is a NASA mission to map out the gravity field of the moon to an unprecedented level of detail. The instrument for this mission is based on GRACE (Gravity Recovery and Climate Experiment), an earth-orbiting mission currently mapping out the gravity field of the earth. This paper will describe the similarities and differences between these two instruments with a focus on the microwave ranging measurements used to determine the gravity parameters and the testbed built at Jet Propulsion Laboratory to demonstrate micron level ranging capability. The onboard ultrastable oscillator and RF instruments will be described and noise contributions discussed.

We have demonstrated high Q measurements in a room temperature Miniature Sapphire Acoustic Resonator (MSAR). Initial measurements of bulk acoustic modes in room temperature sapphire at 39 MHz have demonstrated a Q of 8.8 x 10(exp 6). The long term goal of this work is to integrate such a high Q resonator with small, low noise quartz oscillator electronics, providing a fractional frequency stability better than 1 x 10(exp -14) @ 1s.

This paper provides an overview and update of a specialized frequency reference system for the NASA Deep Space Network (DSN) to support Ka-band radio science experiments with the Cassini spacecraft, currently orbiting Saturn. Three major components, a Hydrogen Maser, Stabilized Fiber-optic Distribution Assembly (SFODA), and 10 Kelvin Cryocooled Sapphire Oscillator (10K CSO) and frequency-lock-loop, are integrated to achieve the very high performance, ground based frequency reference at a remote antenna site located 16 km from the hydrogen maser. Typical measured Allan Deviation is 1.6 -14 1 0a't 1 second and 1.7 x 10 -15 at 1000 seconds averaging intervals. Recently two 10K CSOs have been compared in situ while operating at the remote DSN site DSS-25. The CSO references were used operationally to downconvert the Ka band downlink received from the Cassini spacecraft in a series of occultation measurements performed over a 78 day period from March to June 2005.

We report on the development of a compact cryocooled sapphiere oscillator 'VCSO', designed as a higher-performance replacement for ultra-stable quartz oscillators in local oscillator, cleanup, and flywheel applications in the frequency generation and distribution subsystems of NASA's Deep Space Network (DSN).

We report on the design, construction and test of a new all-cryogenic RF Pound circuit used to stabilize a 100 MHz VCXO. Here, all active and passive RF components used to accomplish the phase modulation and detect a PM to AM conversion have been installed into the cryogenic environment.

We present recent progress on the 10 Kelvin Cryocooled Sapphire Oscillator (10K CSO). Included are incorporation of a new pulse tube cryocooler, cryocooler vibration comparisons between G-M and pulse-tube types, phase noise, and frequency stability tests. For the advantage of a single stage pulse tube cryocooler, we also present results for a 40K Compensated Sapphire Oscillator (40K CSO).

A cryocooled Compensated Sapphire Oscillator (CSO), developed for the Cassini Ka-band Radio Science experiment, and operating in the 8K - 10K temperature range was previously demonstrated to show ultra-high stability of sigma(sub y) = 2.5 x 10 (exp -15) for measuring times 200 seconds less than or equal to tau less than or equal to 600 seconds using a hydrogen maser as reference. We present here test results for a second unit which allows CSO short-term stability and phase noise to be measured for the first time. Also included are design details of a new RF receiver and an intercomparison with the first CSO unit. Cryogenic oscillators operating below about 10K offer the highest possible short term stability of any frequency sources. However, their use has so far been restricted to research environments due to the limited operating periods associated with liquid helium consumption. The cryocooled CSO is being built in support of the Cassini Ka-band Radio Science experiment and is designed to operate continuously for periods of a year or more. Performance targets are a stability of 3-4 x 10 (exp -15) (1 second less than or equal to tau less than or equal to 100 seconds) and phase noise of -73dB/Hz @ 1Hz measured at 34 GHz. Installation in 5 stations of NASA's deep space network (DSN) is planned in the years 2000 - 2002. In the previous tests, actual stability of the CSO for measuring times tau less than or equal to 200 seconds could not be directly measured, being masked by short-term fluctuations of the H-maser reference. Excellent short-term performance, however, could be inferred by the success of an application of the CSO as local oscillator (L.O.) to the JPL LITS passive atomic standard, where medium-term stability showed no degradation due to L.O. instabilities at a level of (sigma)y = 3 x 10 (exp -14)/square root of tau. A second CSO has now been constructed, and all cryogenic aspects have been verified, including a resonator turn-over temperature of 7.907 K, and Q of 7.4 x 10 (exp 8). These values compare to a turn-over of 8.821 K and Q of 1.0 x 10 (exp 9) for the first resonator. Operation of this second unit provides a capability to directly verify for the first time the short-term (1 second less than or equal to tau less than or equal to 200 seconds) stability and the phase noise of the CSO units. The RF receiver used in earlier tests was sufficient to meet Cassini requirements for tau greater than or equal to 10 seconds but had short-term stability limited to 2-4 x 10 (exp -14) at tau = 1 second, a value 10 times too high to meet our requirements. A new low-noise receiver has been designed to provide approximately equal to 10-15 performance at 1 second, and one receiver is now operational, demonstrating again short-term CSO performance with H maser-limited stability. Short-term performance was degraded in the old receiver due to insufficient tuning bandwidth in a 100MHZ quartz VCO that was frequency-locked to the cryogenic sapphire resonator. The new receivers are designed for sufficient bandwidth, loop gain and low noise to achieve the required performance.

We present features for an ultra-stable sapphire cryogenic oscillator which has been designed to support the Cassini Ka-band Radio Science experiment. The design of this standard is new in several respects. It is cooled by a commercial cryocooler instead of liquid cryogens to increase operating time, and it uses a technology to adjust the temperature turn-over point to extend the upper operating temperature limit and to enable construction of multiple units with uniform operating characteristics. Objectives are 3 x 10(exp -15) stability for measuring times 1 second less than or equal to (tau) less than or equal to 100 seconds, phase noise of -85 dBc/Hz from offset frequencies of 1 Hz to 1000 Hz at 10 GHz carrier frequency, and a one year continuous operating period.

Synthetic diamond dielectric bodies proposed for use in cylindrical resonators helping to stabilize frequencies of some microwave oscillators. Acting in conjunction with metal resonator cavities in which mounted, such dielectric bodies support "whispering-gallery" waveguide modes characterized by desired frequencies of resonance and by electro-magnetic-field configurations limiting dissipation of power on metal surfaces outside dielectric bodies. Performances at room temperature might exceed those of liquid-nitrogen-cooled sapphire-based resonators.

We report on tests of a compensated saphirre oscillator (CS) which shows frequency-stable operation at temperatures above 77k.The frequency stability for this oscillator shows an apparent flicker floor of 7.5X10(sup -14) for measuring times between 3 and 10 seconds, and stability is better than 2X10(sup -13) for all measuring times between 10 and 100 seconds... Frequency sensitivities os the microwave sapphire resonator to temperature and temperature rate have been characterized, and a careful analysis of several aspects of the ac frequency-lock.

We report on improved stability in a whispering gallery sapphire resonator for which the dominant WGHn11 microwave mode family shows frequency-stable, compensated operation for temperatures above 77K. Several modifications during the past year have led to significant improvements in performance. Current tests with improved thermal stability provide Allan Deviation of frequency of 2.6 - 4 ? 10-13 for measurement times of 1#t#100 seconds. We project a frequency stability of 1014 for this resonator with stabilized housing temperature and with a mode Q of 107.!.

Highly stable oscillator suitable for use as 100-MHz frequency standard consists of 100-MHz hydrogen maser combined with double-phase-locked-loop receiver. Generates 100-MHz signal with reduced noise. Contains 100-MHz voltage-controlled quartz-crystal oscillator (VCO) locked in phase to superconducting-cavity maser oscillator (SCMO). SCMO, locks in phase to hydrogen maser, phase-locking receiver and its SCMO/ VCO combination to hydrogen maser. Aspects of SCMO described in previous reports, including "Performance of Superconducting-Cavity Maser" (NPO-18175), NASA Tech Briefs, Vol. 15, No. 6. Performances of component oscillators complement each other.

Report describes experiments on operation of superconducting-cavity maser - all-cryogenic oscillator. Operates with degree of stability, at short measuring times, superior to that achievable by any other means. All components designed for cryogenic operation and stabilizing cavity very rigid, consisting of sapphire filling coated with lead.

Recent measurements on the superconducting cavity maser (SCM) oscillator show frequency stability of parts in 10 exp 15 for times from 1 to 1000 sec. Phase noise of approximately -80 dB/f-cubed was also measured. This short- and mid-term performance is believed to be better than that of any known microwave oscillator. In particular, stability at a measuring time of 1 sec is 10 times better than that of a hydrogen maser, and phase noise at 8 GHz is more than 20 dB below that of the best multiplied quartz crystal oscillators. Substantial technical improvements have been made to eliminate frequency instability due to operational parameters. They are temperature, pump frequency, pump power, pump frequency polarization, temperature gradient, coupling strength, and output VSWR. Either the parameter was stabilized or the coefficient which couples the parameter to the operating frequency was minimized. A frequency pulling coil has been implemented and tested to enable the SCM to be slaved to a hydrogen maser with a time constant of approximately 50 sec. This combination would allow the excellent long term performance of the hydrogen maser to be improved by the newly available short term performance of the SCM.
