With the acceleration of the new generation of information technology innovation, the economy and society are showing important new features of digital transformation, and the digital transformation of the emergency management system, which is an important part of the economy and society and the concentrated expression of national governance capabilities, is on the agenda. This article follows the objective laws of technological industry transformation, based on the theoretical paradigm of technical and economic management, tries to portray the characteristics of modern emergency management systems, constructs a technical system and proposes a policy path to promote digital transformation of emergency management systems. Research shows that the current digital transformation technology system and technical capabilities are becoming more and more perfect, and the emergency management system needs digital transformation. It is facing the construction of an emergency management digital transformation technology system covering the three levels of technology, platform and management. It is an important task to promote the balanced development of the physical world and social systems, platform support and management decision-making, technological innovation and integrated applications. To this end, it is recommended that in the process of subsequent emergency management policy design and the formulation of the “14th Five-Year Plan”, it is necessary to strengthen the digital upgrade of emergency management infrastructure, consolidate the foundation of the digital platform for emergency management, and strengthen the integrated application of digital technology in emergency management practices.

A series of acrylonitrile-butadiene-styrene (ABS) copolymers were prepared using lithium-catalyzed low-cis rubber (PB700A), nickel-catalyzed high-cis rubber (BR9004), and their compounded rubber (PB700A/ BR9004 = 50:50) as toughening agents through bulk polymerization. The effects of molecular structures of rubbers on the dissolving and grafting process of them were investigated. The structure and properties of ABS resins were characterized with FTIR, TEM, and performance measurements. It is shown that the characteristics of rubbers affect their dissolving state and grafting reaction and consequently influence the morphology and properties of ABS materials. BR9004 promotes the formation of irregular microsized rubber particles with special 'salami'-like structure and, therefore, presents better mechanical properties. PB700A has much higher 1,2-isomers, which benefits its dispersion and grafting reaction; its toughening effect, however, is unsatisfactory and can be improved by the incorporation of BR9004. POLYM. A series of low- cis-1,4/high- cis-1,4 polybutadiene composite rubber toughened poly(acrylonitrile-butadiene-styrene) (ABS) terpolymers were prepared and characterized. The morphological analysis shows that specimens exhibit common characteristics of two single rubbers while mechanical measurements reveal that better comprehensive properties can be obtained as more Ni-9004 blended in composite rubber. When increasing Ni-9004/Li-700A ratio, one brittle-ductile transition occurs at 5.0 wt % rubber usage and three transition regions exist under 10.0 wt % usage. In addition, the characteristic force-time curves and fractography demonstrate that failure behavior and crack propagation mode can be effectively evaluated. Conclusively, quasi-brittle fracture can be seen for specimens with obvious cavitation and matrix stripping followed by riverlike fibrous and periodical Wallner stripes, whereas ductile fracture is observed for those with alternate parabolic and firework patterns accompanying stress-whitening and ligament-forming progress. © 2012 Wiley Periodicals, Inc. The reverse water gas shift reaction is one of the most prospective CO 2 utilization approaches. Cu has excellent selectivity for CO and CeO 2 is rich in surface oxygen vacancies for CO 2 activation. These unique properties are often used to develop efficient Cu/CeO 2 catalysts in RWGS. In this paper, Cu/CeO 2 is prepared by plasma-induced micro-combustion. The effect of the subsequent calcination after micro-combustion on the structure and catalytic property is systemically studied. Because of the mild temperature of micro-combustion, highly dispersed Cu species load on the surface of CeO 2 for the catalyst without calcination (Cu/CeO 2 -mc). During calcination, the highly dispersed Cu species form two kinds of species, Cu-Ce solid solution structure and small CuO clusters (Cu/CeO 2 -mcc). The Cu-Ce solid solution effectively enhances the generation of oxygen vacancies, which improves the adsorption and activation of CO 2 . The catalytic performance of Cu/CeO 2 -mcc thereby is superior to Cu/CeO 2 -mc in RWGS. In situ diffuse reflectance infrared fourier transform spectroscopy analysis demonstrates that the formate pathway is the main mechanism of RWGS. CO 2 adsorbed on the surface of Cu/CeO 2 -mcc mainly forms bidentate species. While monodentate generates on the surface of Cu/CeO 2 -mc. And decomposes to CO easier than , thus Cu/CeO 2 -mcc exhibits excellent catalytic properties. Mammalian milk is a key source of lipids, providing not only important calories but also essential fatty acids. Veterinary medicine and omics systems sciences intersection, termed as "veterinomics" here, has received little attention to date but stands to offer much promise for building bridges between human and animal health. We determined the changes in porcine mammary genes and proteomics expression associated with milk triacylglycerol (TAG) synthesis and secretion from late pregnancy to lactation. TAG content and fatty acid (FA) composition were determined in porcine colostrum (the 1st day of lactation) and milk (the 17th day of lactation). The mammary transcriptome for 70 genes and 13 proteins involved in TAG synthesis and secretion from six sows, each at d -17(late pregnancy), d 1(early lactation), and d 17 (peak lactation) relative to parturition were analyzed using quantitative real-time PCR and Western blot analyses. The TAG content and the concentrations of de novo synthesized FAs, saturated FAs, and monounsaturated FAs were higher in milk than in colostrum (p<0.05). Robust upregulation with high relative mRNA abundance was evident during lactation for genes associated with FA uptake (VLDLR, LPL, CD36), FA activation (ACSS2, ACSL3), and intracellar transport (FABP3), de novo FA synthesis (ACACA, FASN), FA elongation (ELOVL1), FA desaturation (SCD, FADS1), TAG synthesis (GPAM, AGPAT1, LPIN1, DGAT1), lipid droplet formation (BTN2A1, XDH, PLIN2), and transcription factors and nuclear receptors (SREBP1, SCAP, INSIG1/2). In conclusion, a wide variety of lipogenic genes and proteins regulate the channeling of FAs towards milk TAG synthesis and secretion in porcine mammary gland tissue. These findings inform future omics strategies to increase milk fat production and lipid profile and attest to the rise of both veterinomics and lipidomics in postgenomics life sciences.
