4. The Multiverse of Taiwan's Future: Reconsidering the Independence–Unification (Tondu) Attitudes.

Abstract

For decades, scholars have constructed various ways to measure Taiwanese public opinion on the nation's future, the independence–unification (Tondu) question. While existing surveys find that Taiwanese people become more likely to support independence, the majority still favors the "status quo" option. Existing measurements have a number of weaknesses. For instance, most do not inform citizens what the "status quo" means, nor do they specify when and how independence and unification will manifest in reality. We propose a new approach to measuring citizens' preferences of the nation's future by specifying five mutually exclusive options on the independence–unification spectrum and field a nationwide survey to illustrate the validity of the new typology. Compared with traditional measurements, our method has more substantial explanatory power for several key political issues in Taiwan. [ABSTRACT FROM AUTHOR]

Abstract

What impact does the Russo–Ukrainian War have on Taiwanese citizens' attitudes toward the country's self-defense? We used seven waves of representative surveys by the Institute for National Defense and Security Research between September 2021 and March 2023 (n = 10,869) in Taiwan. We tested two major hypotheses: that support for self-defense should increase for all citizens after the Ukraine crisis; and that the effect should be visible only among certain partisans. Using two surveys fielded before and after the Russian invasion, respectively, we found that support for war did not change significantly. Instead, we found a pattern of polarization based on partisanship. Subsequent analyses using seven waves reached the same conclusion. The partisan hypothesis also received additional support from a robustness test. Overall, the paper highlights the importance of context in studying public reactions to security threats. Abstract

The United States has successfully prevented the military conflict between China and Taiwan since the 1980s through the Strategic Ambiguity (SA) strategy, which discourages both sides from deviating from the status quo by not committing to defend or not to defend Taiwan. The recent US–China tensions and the rising nationalism in China and Taiwan drew critics to SA and suggested it be replaced with the strategic clarity strategy. We argue that the choice of Dual Clarity (DC)—the United States promises to defend only if Taiwan does not unilaterally declare de jure independence—is widely ignored. We examine the psychological mechanisms behind the three strategies through a pre-registered, within-subject survey experiment in Taiwan (n  = 910). The result shows that DC can keep the status quo similar to SA—respondents lowered their support of independence in both DC and SA conditions. Abstract

Are Taiwanese voters polarized? By presenting four novel visualizations based on a factor analysis of Taiwan National Security Surveys from 2002 to 2017, this article describes the contours of structural change in Taiwan politics. Overall, the cross-strait position among Taiwanese voters can be described by a stable inverted U shape over time. This arises from the fact that most nonpartisans--typically neglected in the literature on polarization--are moderate. Before 2008, increasing polarization among partisans can be attributed to pan-green voters moving toward independence. Between 2008 and 2014, decreasing polarization stems from moderates self-identifying as panblue supporters. Since 2014, a record-breaking number of nonpartisans have left the pan-blue camp, and more extreme pan-blue voters have contributed to a return of polarization among partisans. The results yield important implications for the study of polarization and populism, as well as for the future of Taiwanese politics. Abstract

Studies of public support for war among non-Western and non-major powers (NWNM) states are distinctive from United States foreign military operations. First, these wars often intrude on subjects' direct livelihood. Second, great powers' intervention can drastically alter the outcome of these wars. These factors have not been examined extensively in the war support literature. We fill this gap by spearheading several hypotheses of war support unique to NWNM countries. Through an original and representative survey experiment on a hypothetical military conflict between China and Taiwan, our analysis yields that the information about the United States coming to Taiwan's defense in an armed conflict with China drives up war support by around 7% among the citizenry, although such information does not make the Taiwanese population more tolerant of combat casualties. In addition, perception of military training increases public support for war significantly. Abstract

Why do people risk their lives fighting in wars? This article looks beyond group grievance and material benefits to add another psychological mechanism explaining why people choose to fight or not to fight – perceived collective action. An individual is much more likely to fight when they perceive that others will also fight. Contrary to the expectations of social identity theory and social pressure theory, the effect of perceived collective action is stronger among those who have a weaker national identity because they are more likely to rationally calculate the chance of winning by accounting for others' decisions. To mitigate the endogeneity in post-conflict cross-sectional surveys, we conduct a survey experiment (n = 1,001) in Taiwan manipulating perceptions of others' willingness to fight in a potential China–Taiwan military conflict. Experimental evidence supports the hypotheses that perceived collective action works only on weak Taiwanese identifiers. Abstract

During the onset of the COVID-19 pandemic, the COVIDiSTRESS Consortium launched an open-access global survey to understand and improve individuals’ experiences related to the crisis. A year later, we extended this line of research by launching a new survey to address the dynamic landscape of the pandemic. This survey was released with the goal of addressing diversity, equity, and inclusion by working with over 150 researchers across the globe who collected data in 48 languages and dialects across 137 countries. The resulting cleaned dataset described here includes 15,740 of over 20,000 responses. The dataset allows cross-cultural study of psychological wellbeing and behaviours a year into the pandemic. It includes measures of stress, resilience, vaccine attitudes, trust in government and scientists, compliance, and information acquisition and misperceptions regarding COVID-19. Open-access raw and cleaned datasets with computed scores are available. Just as our initial COVIDiSTRESS dataset has facilitated government policy decisions regarding health crises, this dataset can be used by researchers and policy makers to inform research, decisions, and policy. © 2022, The Author(s). Abstract

Early studies show that the COVID-19 pandemic causes the rally-around-the-flag effect and increases the level of nationalism among the voters after the outbreak. However, how long does this boost last? Voters may cognitively withdraw their identification to the beloved country if the pandemic is rampant in where they live as well as when the government fails to address it thoroughly. We conducted a pre-registered MTurk experiment (n = 606) on 20 April 2020, in the United States—3 months after the first confirmed case and weeks after the large-scale lockdown. Results show that US subjects who were primed of the COVID-19 in the United States significantly decreased their level of nationalism, especially among Democrats. In contrast, the priming of "COVID-19 in the world" has no effect. The negative impact of COVID-19 on nationalism could be explained by enough time as people could observe and evaluate the government's performance after the outbreak through the partisan lens. Abstract

The 2014 Sunflower Movement led to rising political participation among young Taiwanese. Hence, opposition parties and civic groups created programs to support young candidates running in the village chief elections. Compared with the 2010 election, however, fewer young challengers ran in 2014, and they received fewer votes and won fewer seats. Propensity score matching shows that the presence of young candidates on ballots did not increase turnout. However, young candidates affected the election indirectly: young, new candidates attracted more votes from incumbents than from challengers and therefore decreased the incumbent re-election rate. Abstract

For decades, scholars have constructed various ways to measure Taiwanese public opinion on the nation’s future, the independence–unification (Tondu) question. While existing surveys find that Taiwanese people become more likely to support independence, the majority still favors the “status quo” option. Existing measurements have a number of weaknesses. For instance, most do not inform citizens what the “status quo” means, nor do they specify when and how independence and unification will manifest in reality. We propose a new approach to measuring citizens’ preferences of the nation’s future by specifying five mutually exclusive options on the independence–unification spectrum and field a nationwide survey to illustrate the validity of the new typology. The dataset allows a cross-cultural study of psychological and behavioural responses to the Coronavirus pandemic and associated government measures like cancellation of public functions and stay at home orders implemented in many countries. The dataset contains demographic background variables as well as measures of Asian Disease Problem, perceived stress (PSS-10), availability of social provisions (SPS-10), trust in various authorities, trust in governmental measures to contain the virus (OECD trust), personality traits (BFF-15), information behaviours, agreement with the level of government intervention, and compliance with preventive measures, along with a rich pool of exploratory variables and written experiences. A global consortium from 39 countries and regions worked together to build and translate a survey with variables of shared interests, and recruited participants in 47 languages and dialects. Raw plus cleaned data and dynamic visualizations are available.
