A complement of Readiness, Implementation and Management Plans (RIMPs) to facilitate management of post-launch product test activities for the official Geostationary Operational Environmental Satellite (GOES-R) Level 1b (L1b) products have been developed and documented. Separate plans have been created for each of the GOES-R sensors including: the Advanced Baseline Imager (ABI), the Extreme ultraviolet and X-ray Irradiance Sensors (EXIS), Geostationary Lightning Mapper (GLM), GOES-R Magnetometer (MAG), the Space Environment In-Situ Suite (SEISS), and the Solar Ultraviolet Imager (SUVI). The GOES-R program has implemented these RIMPs in order to address the full scope of CalVal activities required for a successful demonstration of GOES-R L1b data product quality throughout the three validation stages: Beta, Provisional and Full Validation. For each product maturity level, the RIMPs include specific performance criteria and required artifacts that provide evidence a given validation stage has been reached, the timing when each stage will be complete, a description of every applicable Post-Launch Product Test (PLPT), roles and responsibilities of personnel, upstream dependencies, and analysis methods and tools to be employed during validation. Instrument level Post-Launch Tests (PLTs) are also referenced and apply primarily to functional check-out of the instruments.

Since natural and triggered lightning are demonstrated hazards to launch vehicles, payloads, and spacecraft, NASA and the Department of Defense (DoD) follow the Lightning Launch Commit Criteria (LLCC) for launches from Federal Ranges. The LLCC were developed to prevent future instances of a rocket intercepting natural lightning or triggering a lightning flash during launch from a Federal Range. NASA and DoD utilize the Lightning Advisory Panel (LAP) to establish and develop robust rationale from which the criteria originate. The rationale document also contains appendices that provide additional scientific background, including detailed descriptions of the theory and observations behind the rationales. The LLCC in whole or part are used across the globe due to the rigor of the documented criteria and associated rationale. The Federal Aviation Administration (FAA) adopted the LLCC in 2006 for commercial space transportation and the criteria were codified in the FAA's Code of Federal Regulations (CFR) for Safety of an Expendable Launch Vehicle (Appendix G to 14 CFR Part 417, (G417)) and renamed Lightning Flight Commit Criteria in G417.

Since natural and artificially-initiated (or "triggered") lightning are demonstrated hazards to the launch of space vehicles, the American space program has responded by establishing a set of Lightning Flight Commit Criteria (LFCC), also known as Lightning Launch Commit Criteria (LLCC), and associated Definitions to mitigate the risk. The LLCC apply to all Federal Government ranges and similar LFCC have been adopted by the Federal Aviation Administration for application at state-operated and private spaceports. The LLCC and Definitions have been developed, reviewed, and approved over the years of the American space program, progressing from relatively simple rules in the mid-twentieth century (that were inadequate) to a complex suite for launch operations in the early 21st century. During this evolutionary process, a "Lightning Advisory Panel (LAP)" of top American scientists in the field of atmospheric electricity was established to guide it. Details of this process are provided in a companion document entitled "A History of the Lightning Launch Commit Criteria and the Lightning Advisory Panel for America s Space program" which is available as NASA Special Publication 2010-216283. As new knowledge and additional operational experience have been gained, the LFCC/LLCC have been updated to preserve or increase their safety and to increase launch availability. All launches of both manned and unmanned vehicles at all Federal Government ranges now use the same rules. This simplifies their application and minimizes the cost of the weather infrastructure to support them. Vehicle operators and Range safety personnel have requested that the LAP provide a detailed written rationale for each of the LFCC so that they may better understand and appreciate the scientific and operational justifications for them. The history of the Lightning Launch Commit Criteria (LLCC) used at all spaceports under the jurisdiction of the United States is provided. The formation and history of the Lightning Advisory Panel (LAP) that now advises NASA, the Air Force and the Federal Aviation Administration on LLCC development and improvement is emphasized. The period covered extends from the early days of space flight through 2010. Extensive appendices provide significant detail about important aspects that are only summarized in the main text.

We employ a model of wave-driven OH nightglow fluctuations to calculate the effects of gravity waves on the chemical exothermic heating due to reactions involving odd hydrogen and odd oxygen species in the mesopause region. Using a model based on time means and deviations from those means, it is demonstrated that gravity waves contribute to the time-average exothermic heating. The effect can be significant because the fractional fluctuations in minor species density can be substantially greater than the fractional fluctuation of the major gas density. Our calculations reveal that the waves mitigate the exothermic heating, demonstrating their potential importance in the heat budget of the mesopause region.

Data from the 1985 VEGA Venus Balloon Mission indicate that the mountainous region known as Aphrodite influences atmospheric motions at balloon float altitudes near 54 km, an altitude located within the middle cloud region. It is shown that stationary gravity waves, generated by surface topography and Doppler-shifted by a wind blowing over the terrain, can propagate upward to the middle cloud layers. Under the right circumstances, waves are amplified considerably in excess of their amplification due to the decrease of density with altitude. The additional amplification is due to resonance that results from variations of static stability and mean zonal wind with altitude. Computed atmospheric propagation characteristics, combined with terrain slopes in Aphrodite estimated from Pioneer Venus radar altimeter data, can be sufficient to produce wind amplitudes at 54 km comparable to those observed by the VEGA-2 balloon as it overflew Aphrodite. The dominant waves have horizontal wavelengths of the order of several hundred kilometers.

A linearized planetary scale wave model is used to investigate the effects of thermal and mechanical damping on atmospheric tides. When the damping rate is comparable to the frequency of solar diurnal forcing the circulation consists of three parts: a classical vertically propagating 'atmospheric tide' in the upper atmosphere, a simple thermally direct subsolar-to-antisolar circulation or 'Halley cell' in most of the lower atmosphere, and finally, a reversed 'anti-Halley cell' near the surface. The near-surface circulation produces horizontal divergence near the subsolar point. While tides are a frequently encountered phenomenon (Venus, earth, and Mars), there is so far no observational evidence of a Halley circulation in any planetary atmosphere. A subsolar-antisolar circulation might be possible in Venus' slowly rotating lower atmosphere if the mechanical dissipation time scale is of the order of or less than a Venusian day. Such a circulation could be a factor in maintaining the superrotation of Venus' upper atmosphere.
