12. Setting a Permissible Target for Carbon Dioxide Removal.

Abstract

Meeting the net zero emission targets set by many states after the Paris Agreement to help keep global warming well below 2°C above pre-industrial levels will require carbon dioxide removal technologies (CDRs). Several moral concerns arise if the contribution of CDRs to achieving net zero is not specified, but such concerns can be met by defining a permissible target for CDRs. This paper proposes a framework for defining the permissible contribution of CDRs to the net zero targets of individual states. The framework identifies three categories of emissions for which the permissibility of CDRs varies depending on the ethical costs of both emission abatement and CDRs. We argue that a) luxury emissions should be reduced without using CDRs; b) emissions for full membership in society should be abated by structural efforts, although using CDRs is permissible, given certain conditions; and c) CDRs are permissible for residual emissions because otherwise net zero targets cannot be reached. Abstract

The Paris Climate Agreement is an important step for international climate policy, but the compensation for negative effects of climate change based on clear assignment of responsibilities remains highly debated. From both a policy and a science perspective, it is unclear how responsibilities should be defined and on what evidence base. We explore different normative principles of justice relevant to climate change impacts, and ask how different forms of causal evidence of impacts drawn from detection and attribution research could inform policy approaches in accordance with justice considerations. We reveal a procedural injustice based on the imbalance of observations and knowledge of impacts between developed and developing countries. This type of injustice needs to be considered in policy negotiations and decisions, and efforts strengthened to reduce it.

Abstract

ABSTRACTThis paper discusses two approaches to climate ethics for practical reflection and decision-making in concrete local climate change governance. After a brief review of the main conceptual frameworks in climate ethics research, we show that none of these leading approaches is sufficiently context specific and pluralistic to provide guidance appropriate for concrete local climate governance. As alternatives, we present principlism as a methodology of mid-level principles and environmental pragmatism as an ethical approach. We argue that the two methodologies of principlism and pragmatism offer a new pluralistic framework that allows real-world conditions and contexts to be properly integrated into ethical analysis and decision-making in climate governance.

"According to Intergovernmental Panel on Climate Change (IPCC) reports, the risks of negative impactsfrom climate change are very high (IPCC, 2022). Many world regions must already take action to cope with the adverse effects of climate change and minimize the risks of climate losses and damages, for example, loss of lives or cultural heritage, damage to housing or agriculture. Particularly in smallholder farming communities, these climate impacts threaten to undermine livelihoods and food security, likely leading tofamine and other catastrophic consequences for survival and social stability.
