This paper examines the extent to which biofuel production has been driven over time by the U.S. Renewable Fuel Standard (RFS) and the extent to which it was driven by non-RFS policies and market forces. While the RFS has played a critical role in providing a secure environment to produce and use more biofuels, at least in the 2000s, it was not the only factor that encouraged the biofuel industry to grow. While the existing literature has successfully identified the key drivers of the growth in biofuels, it basically has failed to properly quantify the impacts and contributions of each of these drivers separately. This paper develops short- and long-run economic analyses, using Partial Equilibrium (PE) and Computable General Equilibrium (CGE) models, to differentiate the economic impacts of the RFS from other drivers that have helped biofuels to grow. Results show: 1) the bulk of the ethanol production prior to 2012 was driven by what was happening in the national and global markets for energy and agricultural commodities and by the federal and sometimes state incentives for biofuel production; 2) the medium-to long-run price impacts of biofuel production were not large; 3) due to biofuel production, regardless of the drivers, real crop prices have increased between 1.1 and 5.5% in 2004–11 with only one-tenth of the price increases were assigned to the RFS, 4) for 2011–16, the long-run price impacts of biofuels were less than the time period of 2004–11, as in the second period biofuel production increased at much slower rate; 5) biofuel production, regardless of the drivers, has increased the US annual farm incomes by $8.3 billion between 2004–11 with an extra additional annual income of $2.3 billion between 2011–2016; 6) the modeling practices provided in this paper assign 28% of the expansion in farm incomes of the period of 2004–2011 and 100% of the extra additional incomes of the period of 2011–16 to the RFS.

Abstract Background It has been argued that the US biofuel policy is responsible for the land use changes in Malaysia and Indonesia (M&I). In this paper, following a short literature review that highlights the relevant topics and issues, we develop analytical and numerical analyses to evaluate the extent to which production of biofuels in the US alters land use in M&I. The analytical analyses make it clear that market-mediated responses may generate some land use change in M&I due to biofuel production in the US. These analyses highlight the role of substitution among vegetable oils in linking these economies in markets for vegetable oils. To numerically quantify these effects, we modified and used a well-known Computable General Equilibrium model (CGE), GTAP-BIO. We conducted some sensitivity tests as well. Results According to the simulation results obtained from two base case scenarios for corn ethanol and soy biodiesel, we find that producing 15 BGs of corn ethanol and 2 BGs gallons of soy biodiesel together could potentially increase area of cropland in M&I by 59.6 thousand hectares. That is less than 0.5% of the cropland expansion in M&I for the time period of 2000–2016, when biofuel production increased in the US. The original GTAP-BIO model parameters including the regional substitution rates among vegetable oils were used for the base case scenarios. The estimated induced land use change (ILUC) emissions values for corn ethanol and soy biodiesel are about 12.3 g CO2e MJ−1, 17.5 g CO2e MJ−1 for the base case scenarios. The share of M&I in the estimated ILUC emissions value for corn ethanol is 10.9%. The corresponding figure for soy biodiesel is much higher, 78%. The estimated ILUC emissions value for soy biodiesel is sensitive with respect to the changes in the regional rates of substitution elasticity among vegetable oils. That is not the case for corn ethanol. When we replaced the original substitution elasticities of the base case, which are very large (i.e., 5 or 10) for many regions, with a small and uniform rate of substitution (i.e., 0.5) across the world, the ILUC emissions value for soy biodiesel drops from 17.5 g CO2e MJ−1 to 10.16 g CO2e MJ−1. When we applied larger substitution elasticities among vegetable oils, the estimated ILUC emissions value for soy biodiesel converged towards the base case results. This suggests that, other factors being equal, the base case substitution elasticities provide the largest possible ILUC emissions value for soy biodiesel. Finally, our analyses clearly indicate that those analyses that limit their modeling framework to only palm and soy oil and ignore other types of vegetable oils and fats provide misleading information and exaggerate about the land use implications of the US biofuels for M&I. Conclusion (1) Production of biofuels in the US generates some land use effects in M&I due to market-mediated responses, in particular through the links between markets for vegetable oils. These effects are minor compared to the magnitude of land use change in M&I. However, because of the high carbon intensity of the peatland the emissions fraction of M&I is larger, in particular for soy biodiesel. (2) The GTAP-BIO model implemented a set of regional substitution elasticities among vegetable oils that, other factors being equal, provides the largest possible ILUC emissions value for soy biodiesel. (3) With a larger substitution elasticity among all types of vegetable oils and animal fats in the US, less land use changes occur in M&I. That is due to the fact that a larger substitution elasticity among vegetable oils in the US, diverts a larger portion of the additional demand for soy oil to non-palm vegetable oils and animal fats that are produced either in the US or regions other than M&I. (4) Those analyses that limit their modeling framework to only palm and soy oils and ignore other types of vegetable oils and fats provide misleading information and exaggerate about the land use implications of the US biofuels for M&I.

This paper quantifies the impact of different policy options on the economic viability of sustainable aviation fuel (SAF) production technologies. The pathways considered include isobutanol to jet from corn grain, hydroprocessed esters and fatty acids (HEFA) from inedible fats and oils, HEFA from palm fatty acid distillate, synthesized iso-paraffins from sugarcane, Fischer-Tropsch (FT) gasification and synthesis from municipal solid waste, and micro FT from wood residues. The policies considered include feedstock subsidies, capital grants, output based incentives, and two policies intended to reduce project risk. Stochastic techno-economic analysis models are used to quantify the policies’ impact on project net present value and minimum selling price of the middle distillate fuel products. None of the technology pathways studied are found to be financially viable without policy aid. The median total policy costs required for economic viability range from 35 to 337 million USD per production facility, or 0.07–0.71 USD/liter. Our results indicate that the cumulative impact of multiple policies, similar in magnitude to analogous real-world fuel policies, could result in economically viable SAF production.

Abstract Background The GTAP model has been used to estimate biofuel policy induced land use changes and consequent GHG emissions for more than a decade. This paper reviews the history of the model and database modifications and improvements that have occurred over that period. In particular, the paper covers in greater detail the move from the 2004 to the 2011 database, and the inclusion of cropland intensification in the modeling structure. Results The results show that all the changes in the global economy and agricultural sectors cause biofuels induced land use changes and associated emissions can be quite different using the 2011 database versus 2004. The results also demonstrate the importance of including land intensification in the analysis. The previous versions of GTAP and other similar models assumed that changes in harvested area equal changes in cropland area. However, FAO data demonstrate that it is not correct for several important world regions. The model now includes land intensification, and the resulting land use changes and emission values are lower as would be expected. Conclusions Dedicated energy crops are not similar to the first generation feedstocks in the sense that they do not generate the level of market-mediated responses which we have seen in the first-generation feedstocks. The major market-mediated responses are reduced consumption, crop switching, changes in trade, changes in intensification, and forest or pasture conversion. These largely do not apply to dedicated energy corps. The land use emissions for cellulosic feedstocks depend on what we assume in the emissions factor model regarding soil carbon gained or lost in converting land to these feedstocks. We examined this important point for producing bio-gasoline from miscanthus. Much of the literature suggests miscanthus actually sequesters carbon, if grown on the existing active cropland or degraded land. We provide some illustrative estimates for possible assumptions. Finally, it is important to note the importance of the new results for the regulatory process. The current California Air Resources Board carbon scores for corn ethanol and soy biodiesel are 19.8 and 29.1, respectively (done with a model version that includes irrigation). The new model and database carbon scores are 12 and 18, respectively, for corn ethanol and soy biodiesel. Thus, the current estimates values are substantially less than the values currently being used for regulatory purposes.

Tourists consider many factors, including health, when choosing travel destinations. The potential for exposure to novel or foreign diseases alone can deter travelers from selecting high-risk locations for disease transmission. The 2015–2016 Zika Virus (ZIKV) outbreak in the Americas and Caribbean prompted the World Health Organization (WHO) to declare a Public Health Emergency of International Concern. This study investigated factors that may contribute to travel avoidance to areas experiencing ZIKV transmission while also considering different levels of health concern and awareness among groups with varying demographics. An online survey was administered February 10–12, 2016 to a sample of U.S. residents (n = 964). Demographics, information about travel behaviors, and levels of health concern were collected. Ordered logit models were employed to assess the impacts of the ZIKV outbreak on travel planning. Respondents giving higher levels of attention to general health were more likely to avoid travel to areas experiencing ZIKV transmission. It is anticipated that the findings of this study may be of interest to public health officials, healthcare providers, and government officials attempting to mitigate impacts of ZIKV. Disease outbreaks in regions of the world typically frequented by vacation or leisure travelers are particularly problematic due to the increased amount of exposure to disease in an immunologically naïve population that may then contribute to the outbreak through their travel plans. Avoiding travel to destinations experiencing outbreaks of disease due to health concerns may be interpreted positively by the public health community but can have negative economic consequences.

We assess consumer demand for traditional fresh potatoes and processed potato products and willingness to pay for new experimental low-acrylamide and sulfite-free potato products. Demand for fresh potatoes, potato chips, and fries is unaffected by household income or education, but demand for chips and fries is affected by consumer age and exercise habits. Subjects display increased willingness to pay for new potato products after receiving a private company perspective about the technology and risks associated with exposure to acrylamide, a carcinogen, in fried conventional potatoes and a new product, potato dices. We find that consumers are willing to pay for enhanced food safety in fresh potato products achieved using biotechnology.

This research asks and answers a question that had been avoided by all the previous research on biofuels impacts. That is, to what extent are the US and EU biofuels sustainability criteria binding in the sense that if applied, sufficient land would be available to implement the programs? In answering the question, we simulate the global land by agro-ecological zone that would be needed to supply feedstocks for the US and EU biofuel programs using an advanced version of the GTAP-BIO model. Then we estimate the global area of land that would not be available due to sustainability criteria restrictions, again by agro-ecological zone. Finally, we determine the extent to which the US and EU sustainability criteria are binding and find that they are not binding at the biofuel levels currently targeted by the US and EU. In addition, we evaluate the same question, but this time freezing global food consumption, and get the same answer—plenty of land is available to meet the targets and supply food demands.

Biofuels impact on global land use has been a controversial yet important topic. Up until recently, there has not been enough biofuels to have caused major land use change, so the evidence from actual global land use data has been scant. However, in the past decade, there have been 72 million hectares added to global crop cover. In this research we take advantage of this new data to calibrate the Global Trade Analysis Project (GTAP) model and parameters. We make two major changes. First, we calibrate the land transformation parameters (called constant elasticity of transformation, CET) to global regions so that the parameters better reflect the actual land cover change that has occurred. Second, we alter the land cover nesting structure. In the old GTAP model, cropland, pasture, and forest were all in the same nest suggesting, everything else being equal, that pasture or forest convert to cropland with equal ease and cost. However, we now take advantage of the fact that pasture converts to cropland at lower cost than forest. The paper provides the theoretical and empirical justification for these two model improvements. Then it re-evaluates the global land use impacts due to the USA ethanol program using the improved model tuned with actual observations. Finally, it shows that compared to the old model, the new model projects: (1) less expansion in global cropland due to ethanol expansion; (2) lower U.S. share in global cropland expansion; (3) and lower forest share in global cropland expansion.

The paper develops a new productive household model and a consistent household full-income/ expenditure demand system for inputs and leisure of U.S. households. The demand system is fitted to U.S. annual aggregate data over the last half of the 20th century and findings include that the price and income elasticity of demand for food-at-home are roughly two times larger than for food-away-from-home and that food-at-home and away-from-home are substitutes. The price and income elasticity of demand for men's unpaid housework are twice as large as for women's unpaid housework and women's and men's unpaid housework are shown to be complements.

This paper assesses consumers' acceptance of nutritionally enhanced vegetables using a series of auction experiments administered to a random sample of adult consumers. Evidence suggests that consumers are willing to pay significantly more for fresh produce with labels signaling enhanced levels of antioxidants and vitamin C achieved by moving genes from within the species, as opposed to across species. However, this premium is significantly affected by diverse information treatments injected into the experiments.

With the continuing controversy over genetically modified (GM) foods, some groups advocate mandatory labeling of these products, while other groups oppose labeling. An important issue is how GM labels affect consumers' willingness to pay for these food products in the market. Using a statistically based economics experiment with adult consumers as subjects, we examine how willingness to pay changes for three food products--vegetable oil, tortilla chips, and potatoes--when GM labels are introduced. Participants in the experiments discounted GM-labeled foods by approximately 14% relative to their standard-labeled counterparts. The evidence also showed that sequencing of food labels affects willingness to pay, and that randomizing treatments is an important methodological feature in experiments of willingness to pay.

With the recent shale gas boom, the U.S. is expected to have very large natural gas resources. In this respect, the key question is would it be better to rely completely on free market resource allocations which would lead to large exports of natural gas or to limit natural gas exports so that more could be used in the U.S.. After accounting for the cost of liquefying the natural gas and shipping it to foreign markets, the current price difference leaves room for considerable profit to producers from exports. In addition, there is a large domestic demand for natural gas from various sectors such as electricity generation, industrial applications, and the transportation sector etc. A hybrid modeling approach has been carried out using our version of the well-known MARket ALlocation (MARKAL)-Macro model to keep bottom-up model richness with macro effects to incorporate price and gross domestic product (GDP) feedbacks. One of the conclusion of this study is that permitting higher natural gas export levels leads to a small reduction in GDP (0.04%–0.17%). Higher exports also increases U.S. greenhouse gas (GHG) emissions and electricity prices (1.1%–7.2%). We also evaluate the impacts of natural gas exports in the presence of a Clean Energy Standard (CES) for electricity. In this case, the GDP impacts are similar, but the electricity and transport sector impacts are different.

As a follow-up to the observations of Charles Robertson from 1884 to 1916, we revisited the Carlinville, Illinois, area between 18 August 1970 and 13 September1972 to sample and identify bee species (Hymenoptera: Apoidea). We concentrated on collecting nonparasitic bees (and excluded Apis and Bombus) visiting 24 plant species that bloomed at various times of the year, and upon which Charles Robertson found many bee species. For example, we collected most intensively on spring-blooming Claytonia virginica and fall-blooming Aster pilosus, upon which Robertson reported 58 and 90 bee visitors, respectively. Bees were also collected on an opportunistic basis at some other plants. We updated the species names used by Robertson for revisions and synonymies. This paper summarizes a comparison of the two collections, made about 75 years apart at the same small geographic location. The study considers 214 valid bee species that Robertson collected plus an additional 14 species found by us but not by Robertson. Of these 214, we collected 140 species. The absence of most of the remaining 74 species that we did not collect can be explained by examining their plant preferences. Robertson did not record 47 of these 74 species on the 24 plant species where we collected intensively, and he observed 19 more species on only one or two of the 24 plant species. Additionally, he observed 21 of them on only one of the 441 plants he studied. Of the bee species found by Robertson on the 24 plant species, we collected 82% on the same plant species. The land uses and land cover on Macoupin County's 225,464 ha (558,080 acres), which bear directly on the type and availability of habitat for bees and their host plants, varied considerably over two centuries. For example, in the early 1800s, land cover was about 73% prairie and 27% forest. The estimated 59,792 ha (148,000 acres) of forested land in 1820 diminished to 24,644 ha (61,000 acres) by 1924. It then grew to 34,340 ha (85,000 acres) by 1962. Agriculture is the predominant land use; in 1967, 59% of the land was in harvested crops (primarily row crops) and 15% was in pasture. Despite habitat changes and the passage of 75 years, our 1970 and 1972 Carlinville collections show a high degree of similarity with those of Robertson, possibly because diverse habitats within the agricultural matrix contained the host plants and nesting sites required by the bees. We recommend that a third survey of this area be undertaken as part of a long-term study made possible by the meticulous 19th century records of Charles Robertson, which must be preserved.
