Resumo Este artigo examina a iniciativa implementada a partir de 2010 pelo governo brasileiro de concessão de margens de preferência em licitações para empresas que manufaturam seus produtos no Brasil ou realizam atividades de P&D em território nacional. Discute-se também como o governo japonês, antes de seu ingresso na OMC em 1995, utilizou-se de processos licitatórios como forma de promover o crescimento de empresas locais. O presente estudo argumenta que, enquanto a abordagem japonesa adotada antes de 1995 foi eficiente em criar parcerias entre o governo e firmas nacionais focadas no alcance de objetivos de políticas industriais em setores de impacto na economia, a política recentemente adotada pelo governo brasileiro apresenta a vantagem de possuir procedimentos mais transparentes e isonômicos.

This paper discusses the key role played by public research institutes for promoting socioeconomic inclusion of local communities based on traditional knowledge and traditional medicine. Nongovernmental organizations and cooperatives have had an important role in raising financial resources, being involved with advocacy of local communities and advancing legislation changes. But strict best manufacturing practices regulations imposed by the Brazilian National Health Surveillance Agency on the requirements for approval and commercialization of drugs based on herbal medicine products call for the involvement of strong public research institutes capable of supporting community-based pharmacies. Thus, public research institutes are pivotal as they can conduct scientific research studies to evidence the efficacy of herbal medicine products and help building the capacity of local communities to comply with current regulations.El artículo señala el papel desempeñado por institutos públicos de investigación en Brasil en la promoción de la inclusión socioeconómica de comunidades locales por medio del uso del conocimiento tradicional y de la medicina popular. Organizaciones no gubernamentales y cooperativas son importantes para recaudar recursos, defender los intereses de las comunidades locales e influenciar cambios en el ordenamiento jurídico. Mientras tanto, exigencias de carácter legal relacionadas con las Buenas Prácticas de Fabricación y con la necesidad de comprobación de la eficiencia de medicamentos, impuestas por la Agencia Brasileña de Vigilancia Sanitaria, tienden a demandar la intervención de un instituto público de investigación capaz de auxiliar dichas comunidades en la aprobación y comercialización de medicamentos producidos a partir de plantas medicinales. Por lo tanto, institutos públicos de investigación son esenciales para realizar estudios científicos que comprueben la eficiencia de las plantas medicinales y para auxiliar a las comunidades locales en la creación de la infraestructura necesaria para atender las exigencias de la Agencia con relación a las Buenas Prácticas de Fabricación.O artigo mostra o papel desempenhado por institutos públicos de pesquisa no Brasil na promoção da inclusão socioeconômica de comunidades locais por meio do uso do conhecimento tradicional e da medicina popular. Organizações não-governamentais e cooperativas são importantes para angariar recursos, defender os interesses das comunidades locais e influenciar mudanças no ordenamento jurídico. Entretanto, exigências de cunho legal relacionadas às Boas Práticas de Fabricação e à necessidade de comprovação da eficácia de medicamentos, impostas pela Agência Nacional de Vigilância Sanitária, tendem a demandar a intervenção de um instituto público de pesquisa capaz de auxiliar tais comunidades na aprovação e comercialização de medicamentos produzidos a partir de plantas medicinais. Assim, institutos públicos de pesquisa são essenciais para realizar estudos científicos que comprovem a eficácia das plantas medicinais e para auxiliar as comunidades locais a criarem a infraestrutura necessária para atender às exigências da Agência quanto a Boas Práticas de Fabricação.

5. Pursuing ways to improve the Brazilian procurement system: a comparison between the framework agreements in the United Kingdom and the Brazilian price registration system

Purpose The purpose of this paper is to conduct a literature review on framework agreements, an instrument for demand aggregation adopted in the UK, to recommend improvements to the price registration system (SRP), a mechanism often used with reverse online auctions in Brazil envisaged to promote more flexibility in centralized tenders, allowing public bodies to establish contracts when the need arises, based on registered prices. Design/methodology/approach A literature review was undertaken to analyze the UK framework agreement approach and the Brazilian SRP. In addition, in-depth interviews with civil servants from the Brazilian Ministry of Economy were conducted to examine the SRP. Findings The experience with framework agreements in the UK reveals at least four ways to improve the Brazilian SRP: i) extending the legal maximum duration of a price registration minute (ARP) ; ii) allowing the registration of additional suppliers in the ARP, instead of only the first lowest bidder; iii) conducting mini-competitions when a contracting authority decides to use the ARP to enter into a contract; and iv) including additional criteria for awarding suppliers, in line with the most economically advantageous tender (MEAT) approach. Social implications The flow of government financial resources into procurement accounted for approximately 16.5% of gross domestic product in Brazil and for an average of 12% in OECD countries in 2017 (OECD, 2019: 135). Public procurement is a strategic function for enabling an efficient public services delivery and infrastructure deployment. It is, therefore, relevant to examine instruments of demand aggregation to improve the outcomes of public procurement. Originality/value Framework agreements are currently not used in Brazil. This paper examines the UK experience with framework agreements to propose potential improvements to the Brazilian SRP, a procurement instrument vastly used in the country.

- Abstract
Shiga Naoya (志賀 直哉1883-1971) é conhecido como um dos principais autores do Shishōsetsu (私小説), ou Romance do Eu. Sua escrita, entretanto, enquadra-se como um tipo de literatura de experiência não somente porque é usualmente baseada em eventos da vida do autor, mas pela capacidade de retratar de forma vívida como os personagens se sentiam ao vivenciar os eventos narrados. Como forma de ilustrar essa habilidade de representar de forma fidedigna as emoções dos personagens em suas obras, o presente trabalho explora o conto A navalha (Kamisori 剃刀), de 1910, que não se enquadra no gênero Shishōsetsu, mas é capaz de transmitir ao leitor de forma verossímil as sensações que levaram o protagonista ao trágico desfecho da história.

7. PERSPECTIVAS DE USO DO SISTEMA DE CREDENCIAMENTO PARA AMPLIAR A EFICIÊNCIA DE PROCESSOS LICITATÓRIOS

- Abstract
Com base em um estudo de caso envolvendo um sistema de credenciamento de companhias aéreas implementado pelo Governo Federal para a aquisição de passagens para viagens a trabalho de servidores públicos, este artigo defende a possibilidade de utilização do credenciamento para imprimir maior celeridade e eficiência em contratações públicas. No caso examinado neste estudo, foram identificadas as seguintes circunstâncias responsáveis pelo sucesso do modelo: (i) existência de um número limitado e identificável de fornecedores; (ii) possibilidade de que todos esses fornecedores sejam credenciados, desde que atendam aos requisitos; (iii) mecanismos que minimizem a formação de conluios entre credenciados; e (iv) realização de minicompetições ou possibilidade de comparação online de preços atualizados de mercado no momento da seleção do fornecedor para a efetiva contratação. O presente artigo argumenta, ainda, que a definição a priori de preços a serem praticados pela Administração não constitui requisito para todos os casos de credenciamento.

- Abstract
Explora-se neste artigo a apropriação de episódios retirados da coletânea clássica japonesa Konjaku Monogatarishû por Akutagawa Ryûnosuke, para a construção do conto Rashômon, publicado em 1915. Além de conservar os principais temas, os personagens e a ambientação da história original, Akutagawa também é capaz de utilizar técnicas para fazer alusão à tradição oral dessas curtas narrativas conhecidas como setsuwa, que normalmente eram transmitidas por gerações por meio de contadores de história. Examina-se como Akutagawa, em sua adaptação da história clássica, consegue fornecer maior riqueza de detalhes e explorar as razões que teriam levado os personagens a adotar as atitudes observadas na narrativa. Discute-se, ainda, dilemas de caráter existencial e ético enfrentados pelos personagens, bem como a questão da subjetividade da verdade, que é um tema abordado por Akutagawa também em outros contos.

Resumo O presente artigo aborda o movimento literário do proletariado no Japão e inclui uma breve discussão sobre alguns de seus principais aspectos históricos e personalidades marcantes. Examina-se também as seguintes obras de Yoshiki Hayama (葉山嘉樹 1894-1945), um dos autores mais influentes do período inicial desse movimento: "A prostituta" (inbaifu 淫売婦)), publicada em novembro de 1925; e "A carta no barril de cimento" (semento-daru no naka no tegami セメント樽の中の手紙), publicada em janeiro de 1926. Procura-se, com a análise dos contos referidos, ilustrar a riqueza de tópicos e a diversidade de personagens tratadas pela literatura proletária japonesa, ainda que o tema central seja limitado a questões que enquadram o conflito de classes. Mostra-se também que o estudo desse tipo de literatura prossegue possuindo relevância para o mundo contemporâneo. Resumen Este artículo examina el movimiento de la literatura proletaria en Japón e incluye una breve discusión sobre algunos de sus principales acontecimientos históricos y personalidades notables. También explora los siguientes trabajos de Yoshiki Hayama (葉山嘉樹1894-1945), uno de los autores más influyentes de los primeros años de este movimiento: "La prostituta" (inbaifu淫 売 婦), publicado en noviembre de 1925, y "La carta en el barril de cemento" (semento-daru no naka no tegamiセメント樽の中の手紙)), publicado en enero de 1926. El análisis de estas historias trata de mostrar la riqueza de temas y la diversidad de personajes en la literatura proletaria japonesa, a pesar de que el tema central se limita a cuestiones relacionadas con la lucha de clases. También pretende demostrar que el estudio de este tipo de literatura continúa siendo relevante en el mundo contemporáneo. Abstract This paper examines the Japanese proletarian literature movement, including a brief discussion of some of its main historical events and notable personalities. It also explores the following works by Yoshiki Hayama (葉山嘉樹1894-1945), one of the most influential authors from the early years of this movement: "The prostitute" (inbaifu淫売婦)), published in November 1925, and "Letter Found in a Cement-Barrel" (semento-daru no naka no tegamiセメント樽の中の手紙, published in January 1926. The analysis of these stories aims to show the richness of topics and diversity of characters in Japanese Proletarian Literature, even though the central theme is limited to issues related to class struggle, and to demonstrate that the study of this type of literature remains relevant in the contemporary world.

10. Uma análise de valores estéticos japoneses do período Heian: Miyabi e Mono No Aware

Este artigo dedica-se à análise de valores estéticos tradicionais japoneses, fundamentando-se em quatro elementos que, segundo Donald Keene, permeiam de forma geral as expressões artísticas japonesas, a saber: a simplicidade, a irregularidade, a sugestão e a perecibilidade. Foram examinados os seguintes valores estéticos, intimamente relacionados a esses quatro elementos, que se revelam como ideais ou qualidades essenciais na apreciação da beleza no Japão, sobretudo no período Heian: miyabi, ou refinamento e elegância da corte, que é observado sobretudo nos poemas incluídos na coletânea Kokinshû; e mono no aware, ou sensibilidade para com as coisas, valor que encontra na obra O conto de Genji sua expressão mais marcante.

Este artigo examina a Igreja da Luz, obra arquitetônica projetada por Tadao Ando e concluída em 1989, de modo a ilustrar como valores centrais da estética tradicional japonesa, em especial wabi-sabi e yûgen, permanecem até hoje como conceitos básicos centrais na apreciação da beleza em expressões artísticas desse país. Argumenta-se que as expressões artísticas japonesas são marcadas por uma tendência cumulativa, e não exclusivista ou substitutiva, dos padrões estéticos. Assim, observa-se que tradições estéticas passadas tendem a ser acolhidas em vez de rejeitadas por novos ideais de beleza, de modo que conseguem coexistir de forma harmônica em uma mesma obra

O presente artigo examina a construção da beleza e sensualidade a partir de uma estética marcada pelo sadismo, perversão e crueldade nas obras de Tanizaki Jun’ichirô, por intermédio da análise do conto A Tatuagem (Shisei), publicado em 1910. Os trechos apresentados da obra demonstram que elementos usualmente ligados a sentimentos negativos, como o sadismo e a crueldade, encontram-se no conto intrinsecamente conectados a valores estéticos clássicos, de tal sorte que o despertar da sensualidade e beleza suprema na heroína é um resultado direto de desejos secretos e latentes de sadismo, crueldade e perversão, instigados pelo tatuador protagonista.

14. Shifting Values Toward Profit-Making in Edo Japan: Insights from the Book Ugetsu Monogatari

This paper illustrates the changes in social values toward a more positive image of profit-seeking activities during the Edo period in Japan, through the analysis of the tale Hinpuku-ron from the book Ugetsu Monogatari by Ueda Akinari, an influential literary work first published in 1776. Akinari's thoughts and theories presented in Hinpuku-ron, including the reinterpretation of religious and philosophical concepts, were highly influenced by the social changes that took place during this period, particularly the rise of the merchant class. The discourse of the character known as the spirit of gold tries to demonstrate that money and profit should not be associated with the idea of evil. The story also attempts to justify the importance of wealth and capital accumulation for a nation's success. The views regarding the role of wealthy people in society as well as the debates on Buddhism and Confucianism depicted in Hinpuku-ron illustrate the shifting values of Edo people toward the acceptance of profit-making as a legitimate enterprise and of the merchant class as an important segment of society.

- Abstract
O presente trabalho realiza uma revisão bibliográfica voltada a definir os principais elementos do estilo de intervenção estatal na economia implementado pelo Japão durante o período pós-guerra, conhecido como modelo do Estado desenvolvimentista, que resultou em altos níveis de crescimento industrial e econômico, sobretudo nas décadas de 1970 e 1980. As discussões realizadas sobre o modelo em questão centram-se na indústria automobilística japonesa, uma vez que funciona como um exemplo de como a intervenção do Estado no setor privado resultou no fortalecimento de montadoras e de fornecedores locais a ponto de atingirem níveis elevados de produtividade, qualidade e competitividade na esfera internacional. Por fim, este artigo realiza considerações sobre aspectos exógenos ao modelo do Estado desenvolvimentista que também contribuíram para o seu sucesso no período pós-guerra e analisa se tal modelo ainda possui aplicabilidade ao mundo globalizado atual.

17. Nurturing domestic firms through public procurement: A comparison between Brazil and Japan

Due to the significant amount of financial resources involved, public procurement can be used as a useful pull mechanism to stimulate private investment and to influence market dynamics, entrepreneurship, and R&D activities, in order to promote the growth of local industries. This study examines recent policies implemented by the Brazilian government aimed at using public procurement to foster the domestic industry. It also discusses how the Japanese government used public procurement as a tool to promote the growth of domestic firms before the country signed the World Trade Organization’s Government Procurement Agreement (GPA) in 1995, in order to present the advantages and drawbacks of each country’s approach. This study argues that, while the pre-GPA Japanese approach was efficient in creating more significant partnerships between the government and key domestic firms to achieve industrial policy objectives in strategic sectors, the Brazilian recently implemented policy has the advantage of being more accountable and transparent. This research argues for the possibility to harmonize transparency and accountability with initiatives to nurture domestic firms in public tenders and contends that an efficient strategy to use public procurement to promote the growth of the national industry should be a mixture of the Brazilian and Japanese approaches.

This article examines the use of governmental purchasing power and public laboratories to stimulate domestic production and research and development (RD) activities in the Brazilian pharmaceutical industry. Three main areas in which public laboratories can play an important role are identified: (1) large-scale production of essential medications; (2) production of strategic drugs to reduce the trade deficit in the health sector; and (3) in-house research efforts and stimulation of RD in the private sector through public-private partnerships (PPPs). The analysis of the production and RD structure of the Brazilian pharmaceutical industry tends to show that the Ministry of Health (MOH) purchasing power can be used to nurture the growth of public laboratories and generate positive externalities for the private sector. Nonetheless, fieldwork data reveal that the lack of alignment between health policies and public laboratories' production are resulting in idle production capacity. In order for the current governmental strategy to promote industrial growth, there should be a division of tasks among public laboratories within a long-term framework, based on a stable set of priorities from the MOH.

20. The Advantages of Integration for Social Systems – Evidence from the Automobile Industry

- Abstract
The Japanese integrative approach to social systems can be observed in supply chain management as well as in the relationship between public and private sectors. Both the Lean Production System and the Developmental State Model are characterized by efforts towards the achievement of mutual goals, resulting in initiatives for capacity building which emphasize the system level. In Brazil, although organizations undertake efforts to build capabilities at the individual and organizational levels, the system level is being neglected. Fieldwork data confirmed the findings of other studies in terms of the lack of integration in supply chain management in the Brazilian automobile industry. Moreover, due to the absence of an active role of the Brazilian state in its relationship with the private sector, automakers are not fully exploiting the opportunities in the domestic and regional markets. For promoting a higher level of economic growth as well as to increase the degree of spill-over of technologies and techniques, a more integrative approach is needed.

22. IT governance in the Brazilian central government: developments and constraints

This paper is based on a case study conducted from October 2011 to August 2012 in the Secretariat for Logistics and Information Technology SLTI of the Ministry of Planning, Budget and Management in Brazil. SLTI was successful in improving IT governance in the central government from the mid-2000s onwards, through the adoption of initiatives focused on: 1 enacting, disseminating and enforcing rules and regulations; 2 human resources training and skill development; 3 providing technical assistance through consultancies. The Secretariat effectively disseminated throughout public bodies of the central government the importance of establishing IT committees, conducting IT procurement planning and designing an IT strategy. Nonetheless, this study also shows a number of drawbacks that need to be addressed to further improve IT governance in the Brazilian central government. Particularly, it is necessary to increase the participation of non-IT management staff in the IT committees as a way of promoting greater alignment between IT strategies and organisational objectives and to intensify communication exchange between IT divisions in order to avoid duplication of procurement procedures and inefficient allocation of financial and human resources.

This paper focuses on providing empirical evidence of the advantages of centralised public procurement by means of a case study conducted from March to December 2011 in the Ministry of Planning, Budget and Management in Brazil. The case study analyses public tenders for the acquisition of ICT products and services and demonstrates that centralised procurement can enhance the achievement of the following benefits: 1cost reduction through economies of scale 2product and service standardisation 3quality optimisation of products and services procured 4knowledge sharing among specialists, resulting in better use of human resources. The study also shows that centralised procurement tends to benefit small public bodies, allowing them to acquire better products at a lower cost and to allocate their limited human and financial resources in sectors more directly related to their core competences. Plants have long provided and continue to provide vital resources for the discovery and development of medicines and for primary healthcare. The World Health Organisation (WHO, 2008) has estimated that for some Asian and African countries, close to 80 per cent of the population depend on traditional medicine for primary healthcare. Further, a review by Newman et al. (2003) concluded that 60 per cent of the anticancer drugs and 75 per cent of the anti-infectious disease drugs approved, as well as 61 per cent of all new chemical entities introduced worldwide from 1981 to 2002, could be traced to natural origins. In various countries, including China, India and Brazil, there now is a growing push to modernise traditional medicine and develop a biotechnology industry by marshalling robust scientific research and fostering the manufacture of drugs by industry to ensure standardised, safe and effective herbal formulations.
