Abstract

This research was undertaken to delineate cross-sectional differences among U.S. high school seniors and young adults that may be due to variations in recent years in state-level minimum drinking age laws, and to examine the effects of recent changes in minimum drinking age laws on alcohol consumption, and on other relevant attitudes and behaviors. Analyses were conducted using existing data collected by the Monitoring the Future project which involved national surveys of 15,000 to 19,000 high school seniors and annual followup surveys of recent graduates. The major findings were that: (1) higher minimum drinking ages were associated with lower levels of alcohol use among high school seniors and recent high school graduates, even after multivariate controls; (2) lower levels of alcohol use were observed across a broad spectrum of demographic variables; (3) the lower levels of use persisted into the early 20's, even though everyone was of legal age; and (4) lowered involvement in alcohol-related fatal crashes among drivers less than 21 years of age appeared to be due to less drinking of alcohol, in particular less drinking in bars or taverns. Abstract

Evaluations that combine social science and law have tremendous potential to illuminate the effects of governmental policies and yield insights into how effectively policy makers' efforts achieve their aims. This potential is infrequently achieved, however, because such interdisciplinary research contains often overlooked substantive and methodological challenges. This article offers detailed guidance for conducting successful multidisciplinary evaluations that use legal data. It addresses major issues that commonly arise and offers practical solutions based both on the authors' extensive experience and recommended best practices developed in concert with the Robert Wood Johnson Foundation's Public Health Law Research Program. 29. Public Opinion in Puerto Rico on Alcohol Control Policies

Abstract

This article discusses the first study to assess public opinion of alcohol policies in Puerto Rico. In 2001, a telephone survey of 514 adults on the island assessed levels of support for 20 alcohol control policies covering five domains: (a) raising alcohol taxes, (b) restricting alcohol consumption in public places, (c) punishing adult providers of alcohol, (d) restricting youth access to alcohol, and (e) restricting marketing of alcohol. Results show high-level support for all alcohol policies, especially for restrictions on alcohol consumption in public places (93% to 95% support) and increases in alcohol taxes earmarked for alcohol treatment, prevention, and education (92% support). Multiple regression analyses reveal older respondents, compared to younger respondents, and respondents reporting lower levels of alcohol consumption were more supportive of alcohol control policies. Results demonstrate a willingness in Puerto Rico to consider public policy solutions to social and health problems associated with drinking.

31. Handheld Computers: A Feasible Alternative to Paper Forms for Field Data Collection.

Abstract

Compared data collected through paper survey forms to data collected with handheld computer-based forms in a field study of alcohol purchase attempts at 47 community festivals. Agreement between the two methods was greater than 95%. Findings show handheld computers to be a feasible alternative to paper forms for field data collection. (SLD)

32. Secondhand Effects of Student Alcohol Use Reported by Neighbors of Colleges: The Role of Alcohol Outlets.

Abstract

Examined the relationship of a college's level of binge drinking and the number of alcohol outlets to lowered quality of neighborhood life through secondhand effects. Analysis indicated that the number of nearby alcohol outlets was an important factor mediating the relationship between colleges, especially those with high rates of binge drinking, and secondhand effects, such as noise and disturbances, vandalism, drunkenness, vomiting, and urination.
