Conventional water metering has a tendency of being unreliable, inaccurate, and a source of dispute and disquiet among customers, and hence it is considered to be one primary reason why water service providers perform poorly and have very low revenue collection figures. The result of this poor performance spirals into poor management, ineffective maintenance, inaccurate billing and high non-revenue water. This study explored what a prepaid metering project in Nakuru, Kenya achieved, and to see whether or not prepayment can be considered to be an innovative way of addressing these concerns, especially how to provide better service, when providing water to the urban poor. In addition, the study investigated micro financing as tools for supporting efforts by water service providers serving the poor and whether they are an effective way of financing projects. Communal prepaid meters were installed in an existing conventional network and data on commonly used performance evaluation parameters collected through interviews, field visits, and existing literature. The results portrayed prepaid metering with positive improvements to the conventional metering. It was found that there is an opportunity in microfinance for win-win partnerships among financial institutions, water service providers and low-income customers to help them in increasing access to water services. Communal prepaid meters are now bankable and viable options for serving urban poor communities.

Convenient access to safe water is central to human health and development. Water-borne disease remains a major cause of mortality and morbidity in the world, much of which could be eliminated by a combination of better water, sanitation and hygiene (WaSH). The WHO estimates that around 502 000 deaths a year in low and middle income countries from diarrheal disease are attributable to unsafe water, and that over 1 000 children under 5 die each day from diarrheal disease caused by inadequate WASH. UNWomen estimates that in Sub-Saharan Africa alone, women and girls spend 40 billion hours a year collecting water, the time valued at around $20 billion a year. Sustainable development goal no. 6 ‘ensure availability and sustainable management of water and sanitation for all’ creates a framework for tackling the challenge of mobilizing the large investments required and making WaSH available at affordable prices. The purpose of the study on which this report is based is to analyze, capture and synthesize lessons learned from closed GPOBA water projects in order to evaluate the impact of the subsidy schemes and inform the scale-up and replication of OBA approaches. These lessons offer insight to successes and failures of project design and implementation as well as solutions to more complex projects and/or less tested environments.

This synthesis report details the process, outputs, intermediate outcomes, lessons learned, and recommendations of the World Bank executed technical assistance (TA) on strengthening local providers for improved rural water supply in Pakistan implemented by the water and sanitation program of the global water practice. The development objective of this TA was to support the Government of Punjab (GoPunjab) in strengthening service provision by communities to ensure improved access to rural water supply, particularly for the marginalized and poor. These objectives were targeted through capacity building and introducing systems to better respond to community needs to manage rural water schemes via community based organizations (CBOs). This TA was primarily focused on the province of Punjab having a population of 100 million with of which 60 percent population live in rural areas. From inception, this TA was focused on institutional strengthening and sustainability. The back-up support mechanism for CBOs and information and communication technology (ICT) monitoring of scheme performance are extremely significant initiatives to have been integrated into the government system.

With the exception of Myanmar, Cambodia has the lowest access to piped water supply in the South East Asia region, which was estimated to be 21 percent in 2015. Less than one in ten rural households (7 percent) have access to piped water services on their premises, while for urban households, three out of four households enjoy these services (75 percent) (WHO and UNICEF, 2015). Against this backdrop, the Government of Cambodia in its National Strategic Development Plan 2014-2018 (Royal Government of Cambodia, 2013) prioritizes the acceleration of access to piped water services, in partnership with the domestic private sector. Private water operators are licensed and regulated by the Ministry of Industry and Handicraft (MIH). Scarce public domestic financial resources are solely channeled to state-owned utilities and enforcement of regulations is generally weak. With the exception of the French Development Agency (AFD), most development partners focus their grant and lending support on public utility investments. In 2012 the private sector is already estimated to provide 1.4 million Cambodians with piped water services, with the immediate potential for expansion of existing schemes covering another 2 million and further new schemes that could viably be developed for another 3 million Cambodians (Sy, Warner, & Jamieson, 2014) and ( (DFAT, 2014). Around 300 private sector utilities, around half of which are licensed by the Ministry of Industry and Handicraft (MIH), have a market share of almost 50 percent of those with access to piped services, mostly situated in rural towns and agglomerations of settlements, with 750 to over 3000 household connections. Driven by demand for higher services, the private sector in Cambodia will be an important driver for increasing access to piped water supply, especially in the rapidly urbanizing rural growth centers of Cambodia.

This note explores the Bangladesh experience in implementing the widespread use of a private operator model for building and operating rural piped water schemes. Since the early 1990s, the World Bank has, through a series of development projects, designed, piloted, and attempted to scale up use of the model as a mechanisms to address the very real issues of arsenic contamination and delivery at scale. The latest of these projects is still in implementation. The experience with these projects to date has been disappointing, and while a limited number of schemes are still in operation, the model has not been replicated in a large number of communities as intended and has not proved to be particularly sustainable. Over this same period, the government and other development partners also have been using alternative methods to deliver the same kinds of services in rural areas. Some of these efforts seem to have been modestly successful. However, much of the evidence about the performance of these other models is anecdotal and there has been little rigorous analysis to compare the performance of these different models with the private sponsor approach. This paper attempts to do this on the basis of a desk review of existing World Bank literature, including project documents and research reports, coupled with interviews with key stakeholders and World Bank staff. The first section of the paper provides an overview of the rationale and key issues associated with efforts to scale up a private operator model in Bangladesh. The second section reviews government efforts and those of its other development partners, to use a more traditional mode of service provision, involving community management. The third, fourth, and fifth sections review efforts by the government and the World Bank to design, test, and scale up a private operator model for service provision. A sixth section reviews some of the international research that provides insights into the use of such models in other countries and sectors. The paper ends with tentative conclusions about the experience in Bangladesh, lessons learned, and several options for further analysis.

Since the introduction of the Water Law in 2004, national river basin management in Indonesia has been carried out by 30 public river basin management organizations (RBOs), called either Balai Besar Wilayah Sungai(s) (BBWSs) or Balai Wilayah Sungai(s) (BWSs); the two are referenced together here as B(B)WSs. These national government agencies fill both regulatory and management functions, as well as undertaking construction, operation, and maintenance of river infrastructure and irrigation systems larger than 3,000 hectares. Provincial water agencies also provide water resource and river basin management in provincial basins and basins of national river territories, in coordination with the national river basin agencies.

The purpose of this economic and sector work (ESW) is to support the Republic Forum for potable water and sanitation (FOCARD-APS) member countries in improving the resilience of water supply and sanitation (WSS) services. This report summarizes the findings from seven country-specific assessments carried out in 2013 and 2014 that characterize the national disaster risk management (DRM) and climate change adaptation (CCA) frameworks and efforts designed to reduce the vulnerability of WSS services to disasters and climate change. This activity also supports the World Bank strategy for enhancing DRM in Central America. This analytical effort is the result of a comprehensive participatory process that contributed to building the analytical capacities of the institutions that conform the FOCARD-APS’s regional thematic group (RTG) for DRM. It involved thorough document reviews and two rounds of country visits for data collection, as well as consultation with national and regional experts. The findings of all assessments were validated through national and regional workshops by the RTG-DRM. Regional learning exchanges and study visits were organized as part of this activity to provide policy makers with concrete examples of approaches and potential measures for addressing disaster risk challenges from a WSS service provision perspective and through a broader political and sectoral scope covering policy development, financing, capacity building, and institutional reform.

Professionalization contracts are a new concept. The aim of these contracts is to enlist the support of specialized private firms in turning public water utilities into competent professional operators. This report looks at how the business model for such contracts may work. This report builds on fieldwork and consultation in India. The model described in this report reflects two weeks of meetings with water sector stakeholder in India, including a workshop held at the World Bank country office in Delhi on 22 March 2011. The report gives introduction in section one. It describes briefly the need for professionalization contracts in India, and the target market section two. It then summarizes what the contractor will do, and how this differs from traditional capacity building, as well as from traditional public private partnership (PPP) concepts such as management contracts section three. The report then describes the complementary policy and institutional reforms that will be needed at the state and local government levels to make professionalization contracts successful section four. Section five looks at the political economy of professionalization contracts, identifying risks, and how these risks can be mitigated through design of the institutional reforms and the business model. Section six then turns to the true business model aspects by describing indicative costs of the professionalization contract and the complementary investments required. Section seven considers what the sources of funding for these costs would be, and section eight goes on to explain how the contractor will be paid, and hence the incentives under which it will operate. Section nine looks at the market of potential contractors, and examines their incentives to participate. Finally, section ten sets out some considerations for developing the concept.

This report analyzes the progress and challenges of 16 countries in the Danube watershed in delivering sustainable water and wastewater services to all, while meeting the European Union environmental acquis communautaire. After putting the services that are being delivered into context, the report analyzes the organization of services in the region and the level of access to services, that is, how well countries are doing in terms of providing access to water and wastewater services for the entire population. It then looks at the performance of the sector, including the quality of services provided and customer satisfaction with it. It also draws a picture of the efficiency of services, including whether they reflect accepted good practices. Finally, it analyzes the financing of services, looking at whether the financing of operation, maintenance, and investments is secured and affordable. The report draws largely from existing public data sources at the national and regional level, and consolidates them into a coherent, regional narrative, and analysis. The methods of analysis include horizontal comparisons among countries at a given point in time and trends within the countries or the region over a given period of time. Given shortcomings in the availability and comparability of data across 16 countries, the report seeks to encourage and inform a policy dialogue around sector challenges rather than provide a definitive set of policy recommendations.

The assessment shows that, on average, the country performs well in terms of continuity of access to piped water and flush toilet, collection ratio, nonrevenue water and staffing level. The main deficiencies of Hungary’s water sector identified through the sector sustainability assessment are the operating cost ratio, affordability, and investments. The main sector challenges are: achieving full cost recovery; preventing the degradation of assets in the long term; and preparing for the risks caused by climate change.

Each of these dimensions is measured through three simple and objective indicators. The main deficiencies of the Moldova water sector identified through the sector sustainability assessment are access to piped water and flush toilets, affordability, and investment level.

The main challenges are: financing compliance with the European environmental acquis; ensuring affordability of future tariffs; implementing successfully the aggregation reform; and strengthening regulation in the water sector.

In order to evaluate the sustainability of services in the region, an overall sector maturity assessment was done taking into account four main dimensions: access to services, quality of services, efficiency of services, and financing of services. Each of these dimensions is measured through three simple and objective indicators. For each indicator, best practice values are established by looking at the best performers in the region, and countries closest to those best performers are deemed to have a more mature sector. A more complete description of the methodology to assess sector maturity is included in the annex of the state of the sector Regional Report from the Danube Water Program. The outcomes of this assessment for the Bosnia and Herzegovina water sector are displayed in Figure 10, which also shows average and best practices in the Danube region. The BiH sector maturity score is 57, which is close to the Danube average maturity of 64. The assessment shows that, on average, the country performs well in terms of access to piped water and flush toilets, and customer satisfaction. With regard to the BiH water sector, the main deficiencies identified through the sector maturity assessment are level of investment, staffing level, and wastewater treatment coverage.

The main sector challenges are: strengthening and clarifying sector governance; ensuring tariff setting according to the cost recovery principle to improve overall performance in preparation for EU accession; and enhancing water utility staff capacity and training.

To evaluate the sustainability of services in the region, an overall sector sustainability assessment was done taking into account four main dimensions: access to services, quality of services, efficiency of services, and financing of services. Each of these dimensions is measured through three simple and objective indicators. For each indicator, best practice values are established by looking at the best performers in the region, and countries closest to those best performers are deemed to have a more mature sector. The main sector challenges are: securing a multiyear investment budget; improving the efficiency of service providers; and implementing fully the existing water laws.

The main deficiencies of the Czech water sector identified through the sector sustainability assessment are operating cost ratio and affordability. The main sector challenges are: implementing reform regarding the regulatory framework of the sector. Within the framework of the 2014-2020 operational program for environment, the European Commission stipulated ex-ante conditions, requiring the Czech Republic to establish a regulatory office for the sector. Different alternatives are discussed at the governmental level, and regulatory impact assessment papers are being prepared; and facilitating sector strategic planning despite the heterogeneity of the utility ownership structure. Around 6,000 entities (owners, public services providers) operate in the water sector (Expert estimate). To some extent, the heterogeneity of those entities in terms of size, legal status, scope of competencies and interests prevent effective strategic planning, resource balancing, and efficient asset management of regional systems, including drought and water scarcity issues management. Addressing this situation could help implement more efficient sector planning.

The main deficiencies of the Ukraine water sector identified through the sector sustainability assessment are investment level, wastewater treatment coverage, and nonrevenue water. The main sector challenges are: improving and clarifying the legal regulatory framework of the water sector; ensuring tariff setting according to the cost recovery principle to improve overall efficiency; and improving staff capacities and expertise.

The overview over the next pages summarizes key themes and findings from on-going technical assistance provided to the Kenyan water sector by the Water and Sanitation Program (WSP) of the World Bank’s Water Global Practice. Kenya’s new Constitution (Constitution of Kenya 2010) came into effect in 2013, declaring water supply and sanitation services a basic right and devolving key water and sanitation functions to the county level. Key legislation, including the County Government Act of 2012 and the Urban Areas and Cities Act of 2011, have provided the framework for far reaching changes. As these changes took shape before and after the new constitution came into effect, WSP’s TA programs have been providing specific advice at the national level1 to align the sector’s legal and institutional frameworks to the new decentralized constitution. The engagement and support to counties to adopt the new frameworks has been stepped up substantially since mid-2013. This is evidenced by the progress of the transition process under the Transition Authority and Commission for the Implementation of the Constitution. This note seeks to briefly highlight priorities and practical suggestions to pursue those priorities in order to support counties as they navigate the process of devolution.

The severe conditions in Zimbabwe, which reached a nadir in 2008 and 2009, led to a collapse of basic systems including the reliability and safety of water supply and sanitation services, leading to an outbreak of cholera with more than 4,000 deaths and over 90,000 people infected. The World Bank provided Technical Assistance (TA) to the City of Harare to improve water and sanitation services in the period October 2012 to June 2014 to the value of approximately 600,000 US dollars. This Summary Note summarizes the key elements of the work undertaken and makes a set of recommendations to the City of Harare, the adjacent local authorities of Chitungwiza, Epworth, Norton and Ruwa, and Government of Zimbabwe to inform a strategic plan to improve water and Sanitation services in the greater Harare area. This Summary Note also sets out the context at the commencement of the TA, summarizes the work undertaken in the TA and the outcomes from this work, and makes recommendations for the way forward.

This study explores the potential of prepaid meters for serving urban poor communities. It provides urban utilities, oversight agencies, and other stakeholders in Africa with a basis for decision-making on the suitability, introduction, and management of such meters. The need for the assessment emerged from prepaid meters increasingly being utilized by water and sanitation utilities in developing countries, including World Bank clients. The technologies adopted have expanded over this period, but there has been a lack of consolidated data and analysis that capture the service delivery, operational efficiency, and access to services aspects of such systems across utilities and regions systematically. The review initially aimed to research experiences in six African countries from the perspective of their communities, as well as from water sector bodies, governments, and other investors. The number of case studies was increased to eight with the addition of Windhoek in Namibia and Nakuru in Kenya, as it became apparent that they may offer additional lessons. Windhoek, for example, is one of the prepaid water pioneers in Africa. The study specifically canvased the perspectives of customers, including market research and opinion surveys on people s experience and views of prepaid water in practice. Women and children were well represented in many of these groups. The analysis aimed to be robustly investigative, deliberately not advocating for prepaid systems in principle, or making firm recommendations, but rather offering balanced analysis and assessment, and considerations to inform policymakers and sector leaders, as well as other stakeholders who may face decisions or challenges on such systems. One of the key conceptual bases that the analysis identified was the need to differentiate between prepaid applications of prepaid system for standpipes, individual connections, and institutional and commercial customers each of which have different implications for their users, as well as for cost effectiveness. Utilities must be able to justify the investment in a prepayment system and its opportunity costs specific to the application they choose, and relative to alternative means of improving services.

This report presents insights from the FY11 review of the World Bank s water portfolio. The report includes a methodological section followed by reviews of four broad areas: the water related commitments managed by the World Bank Group (WBG) for FY011; the water-related commitments of the International Bank for Reconstruction and Development (IBRD) and of the International Development Association (IDA) for FY11; water-related projects approved in FY11; and analytic and advisory activities (AAA), in particular economic and sector work (ESW) and technical assistance (TA), delivered in FY11. The focus of the report is on the new IBRD and IDA commitments in FY11, which are analyzed not only based on data provided in the World Bank s project database but also with data generated by reviewing the Project Appraisal Documents (PADs) using a newly developed questionnaire. Some of the key findings of the FY11 review are the following: Water-related IBRD and IDA commitments comprised about 95% of the overall WBG managed commitments for water. From FY02 to FY11 they grew more than five-fold, from US$1.3 billion to US$7.4 billion largely driven by increased commitments for water supply and sanitation. In FY11 a total of 105 water-related IBRD and IDA projects were approved. Commitments by region were largest for the East Asia and Pacific Region (EAP) and the South Asia Region (SAR) with 30% and 29%, respectively. With regard to the number of projects, Africa was by far the leading Region with 33 projects. Of the 105 water-related projects, only 22% were mapped to the Water Sector Board (WAT) and most of these were water supply and sanitation projects.

Water, as a resource, is integral to human activities of all kinds. The water sector, as a society's means of ensuring individuals have sufficient water is fundamental to recovery and development. While designing and implementing water supply operations in any societal context is a complicated endeavor, doing so in contexts affected by conflict, fragility and violence is inherently associated with compounded challenges. The objective of this study is to summarize operational lessons from task teams to inform effective water supply and access operations in conflict-affected and fragile situations. This paper defines common operational challenges and describes actions that task teams have taken in Bank projects in order to address those challenges. Further, the paper explores ways to ensure that water supply projects in fragile and conflict-affected situations (FCS) contexts, in addition to achieving technical objectives, can also address perpetual causes of conflict and fragility. The risks of escalating violence and decreasing stability are exacerbated in situations where access to water resources and services is poor, constrained, inequitable, and unsustainable. This knowledge product summarizes lessons from World Bank task teams that have prepared and implemented water supply projects in locations affected by conflict, fragility and violence. The findings intend to support operational problem-solving during water operations that are conducted in these situations. The study engaged task team members and surveyed project documentation, consolidating data on contextual and operational challenges and responsive methods that staff recommend. The findings of this study show that clear priorities in process and organizational capacity, with a focus on access, are needed to ensure that water supply operations in FCS contexts are conflict-sensitive.

This study is a product of the Africa Infrastructure Country Diagnostic (AICD), a project designed to expand the world's knowledge of physical infrastructure in Africa. The AICD provides a baseline against which future improvements in infrastructure services can be measured, making it possible to monitor the results achieved from donor support. It also offers a solid empirical foundation for prioritizing investments and designing policy reforms in Africa's infrastructure sectors. The AICD is based on an unprecedented effort to collect detailed economic and technical data on African infrastructure. The project has produced a series of original reports on public expenditure, spending needs, and sector performance in each of the main infrastructure sectors, including energy, information and communication technologies, irrigation, transport, and water and sanitation. The focus of the AICD country reports is on benchmarking sector performance and quantifying the main financing and efficiency gaps at the country level. These reports are particularly relevant to national policy makers and development partners working on specific countries. This report presents the key AICD findings for Kenya, allowing the country's infrastructure situation to be benchmarked against that of its African peers. Given that Kenya is a relatively well-off low-income country that aspires to become a middle-income country, two sets of African benchmarks will be used to evaluate Kenya's situation. Detailed comparisons will also be made with immediate regional neighbors in the East African community.

Uganda has placed the fight against corruption high on the development agenda by establishing a range of anti-corruption institutions and strategies. The Uganda third National Integrity Survey, released in 2008 by the Inspectorate of Government, recommended that if Uganda was to make real progress in tackling corruption nationwide, individual sectors would need to undertake sector-specific studies to identify best practice and facilitate scaling-up of anti-corruption efforts. In that year, the good governance sub-sector working group, chaired by the Ministry of Water and Environment, commissioned a water integrity study to establish how citizens in both rural and urban areas contractors, private operators, local government officials and staff from the main water utility experience integrity in the provision of water services. The study would also facilitate development of an updated action plan to address integrity risks. This note describes the key ingredients to putting in place a nationwide good governance action plan in Uganda's water sector, the challenges to be overcome and lessons learned to date. The implications for practice are discussed from the perspectives of policy makers, regulators and ombudsmen, development partners, water service providers and civil society actors. This provides guidance for the replication of best practice by stakeholders in other countries and sectors.
