Since 2015 the gravitational-wave observations of LIGO and Virgo have transformed our understanding of compact-object binaries. In the years to come, ground-based gravitational-wave observatories such as LIGO, Virgo, and their successors will increase in sensitivity, discovering thousands of stellar-mass binaries. In the 2030s, the space-based LISA will provide gravitational-wave observations of massive black holes binaries. Between the ∼ 10 -103 Hz band of ground-based observatories and the ∼ 1 0 - 4 -10- 1 Hz band of LISA lies the uncharted decihertz gravitational-wave band. We propose a Decihertz Observatory to study this frequency range, and to complement observations made by other detectors. Decihertz observatories are well suited to observation of intermediate-mass ( ∼ 1 0 2 -104 M ⊙) black holes; they will be able to detect stellar-mass binaries days to years before they merge, providing early warning of nearby binary neutron star mergers and measurements of the eccentricity of binary black holes, and they will enable new tests of general relativity and the Standard Model of particle physics. Here we summarise how a Decihertz Observatory could provide unique insights into how black holes form and evolve across cosmic time, improve prospects for both multimessenger astronomy and multiband gravitational-wave astronomy, and enable new probes of gravity, particle physics and cosmology.

The fundamental processes responsible for energy exchange between large-scale electromagnetic fields and plasma are well understood theoretically, but in practice these theories have not been tested. These processes are ubiquitous in all plasmas, especially at the interface between high and low beta plasmas in planetary magnetospheres and other magnetic environments. Although such boundaries pervade the plasma Universe, the processes responsible for the release of the stored magnetic and thermal plasma energy have not been fully identified and the importance of the relative impact of each process is unknown. Despite advances in understanding energy release through the conversion of magnetic to kinetic energy in magnetic reconnection, how the extreme pressures in the regions between stretched and more relaxed field lines in the transition region are balanced and released through adiabatic convection of plasma and fields is still a mystery. Recent theoretical advances and the predictions of large-scale instabilities must be tested. In essence, the processes responsible remain poorly understood and the problem unresolved. The aim of the White Paper submitted to ESA's Voyage 2050 call, and the contents of this paper, is to highlight three outstanding open science questions that are of clear international interest: (i) the interplay of local and global plasma physics processes: (ii) the partitioning during energy conversion between electromagnetic and plasma energy: and (iii) what processes drive the coupling between low and high beta plasmas. We present a discussion of the new measurements and technological advances required from current state-of-the-art, and several candidate mission profiles with which these international high-priority science goals could be significantly advanced. In the White Paper, submitted in response to the European Space Agency (ESA) Voyage 2050 Call, we present the importance of advancing our knowledge of plasma-neutral gas interactions, and of deepening our understanding of the partially ionized environments that are ubiquitous in the upper atmospheres of planets and moons, and elsewhere in space. In future space missions, the above task requires addressing the following fundamental questions: (A) How and by how much do plasma-neutral gas interactions influence the re-distribution of externally provided energy to the composing species? (B) How and by how much do plasma-neutral gas interactions contribute toward the growth of heavy complex molecules and biomolecules? Answering these questions is an absolute prerequisite for addressing the long-standing questions of atmospheric escape, the origin of biomolecules, and their role in the evolution of planets, moons, or comets, under the influence of energy sources in the form of electromagnetic and corpuscular radiation, because low-energy ion-neutral cross-sections in space cannot be reproduced quantitatively in laboratories for conditions of satisfying, particularly, (1) low-temperatures, (2) tenuous or strong gradients or layered media, and (3) in low-gravity plasma. Measurements with a minimum core instrument package (< 15 kg) can be used to perform such investigations in many different conditions and should be included in all deep-space missions. Some of the major discoveries of the recent Cassini-Huygens mission have put Titan and Enceladus firmly on the Solar System map. The mission has revolutionised our view of Solar System satellites, arguably matching their scientific importance with that of their host planet. While Cassini-Huygens has made big surprises in revealing Titan's organically rich environment and Enceladus' cryovolcanism, the mission's success naturally leads us to further probe these findings. We advocate the acknowledgement of Titan and Enceladus science as highly relevant to ESA's long-term roadmap, as logical follow-on to Cassini-Huygens. In this White Paper, we will outline important science questions regarding these satellites and identify the science themes we recommend ESA cover during the Voyage 2050 planning cycle. Addressing these science themes would make major advancements to the present knowledge we have about the Solar System, its formation, evolution, and likelihood that other habitable environments exist outside the Earth's biosphere. The goal of Project GAUSS (Genesis of Asteroids and evolUtion of the Solar System) is to return samples from the dwarf planet Ceres. Ceres is the most accessible candidate of ocean worlds and the largest reservoir of water in the inner Solar System. It shows active volcanism and hydrothermal activities in recent history. Recent evidence for the existence of a subsurface ocean on Ceres and the complex geochemistry suggest past habitability and even the potential for ongoing habitability. GAUSS will return samples from Ceres with the aim of answering the following top-level scientific questions: What is the origin of Ceres and what does this imply for the origin of water and other volatiles in the inner Solar System? What are the physical properties and internal structure of Ceres? What do they tell us about the evolutionary and aqueous alteration history of dwarf planets? What are the astrobiological implications of Ceres? Is it still habitable today? What are the mineralogical connections between Ceres and our current collections of carbonaceous meteorites? We present a White Paper with a science theme concept of ocean world evolution and habitability proposed in response to ESA's Voyage 2050 Call with a focus on Titan and Enceladus in the Saturn system. Ocean worlds in the outer Solar System that possess subsurface liquid water oceans are considered to be prime targets for extra-terrestrial life and offer windows into Solar System evolution and habitability. The Cassini-Huygens mission to the Saturn system (2004–2017) revealed Titan with its organic-rich evolving world with terrestrial features and Enceladus with its active aqueous environment to be ideal candidates to investigate ocean world evolution and habitability. Additionally, this White Paper presents a baseline for a multiple flyby mission with a focused payload as an example of how ocean world evolution and habitability in the Saturn system could be investigated building on the heritage of the Cassini-Huygens mission and complementing the recently selected NASA Dragonfly mission. The smallest characteristic scales, at which electron dynamics determines the plasma behaviour, are the next frontier in space and astrophysical plasma research. The analysis of astrophysical processes at these scales lies at the heart of the research theme of electron-astrophysics. Electron scales are the ultimate bottleneck for dissipation of plasma turbulence, which is a fundamental process not understood in the electron-kinetic regime. In addition, plasma electrons often play an important role for the spatial transfer of thermal energy due to the high heat flux associated with their velocity distribution. The regulation of this electron heat flux is likewise not understood. By focussing on these and other fundamental electron processes, the research theme of electron-astrophysics links outstanding science questions of great importance to the fields of space physics, astrophysics, and laboratory plasma physics. In this White Paper, submitted to ESA in response to the Voyage 2050 call, we review a selection of these outstanding questions, discuss their importance, and present a roadmap for answering them through novel space-mission concepts. In this paper, originally submitted in answer to ESA's "Voyage 2050" call to shape the agency's space science missions in the 2035–2050 timeframe, we emphasize the importance of a Venus exploration programme for the wider goal of understanding the diversity and evolution of habitable planets. Comparing the interior, surface, and atmosphere evolution of Earth, Mars, and Venus is essential to understanding what processes determined habitability of our own planet and Earth-like planets everywhere. This is particularly true in an era where we expect thousands, and then millions, of terrestrial exoplanets to be discovered. Earth and Mars have already dedicated exploration programmes, but our understanding of Venus, particularly of its geology and its history, lags behind. Multiple exploration vehicles will be needed to characterize Venus' richly varied interior, surface, atmosphere and magnetosphere environments. Between now and 2050 we recommend that ESA launch at least two M-class missions to Venus (in order of priority): a geophysics-focussed orbiter (the currently proposed M5 EnVision orbiter – [1] – or equivalent); and an in situ atmospheric mission (such as the M3 EVE balloon mission – [2]). An in situ and orbital mission could be combined in a single L-class mission, as was argued in responses to the call for L2/L3 themes [3–5]. After these two missions, further priorities include a surface lander demonstrating the high-temperature technologies needed for extended surface missions; and/or a further orbiter with follow-up high-resolution surface radar imaging, and atmospheric and/or ionospheric investigations. In review of the White Papers from the Voyage 2050 process1 and after the public presentation of a number of these papers in October 2019 in Madrid, we as White Paper lead authors have identified a coherent science theme that transcends the divisions around which the Topical Teams are structured. This note aims to highlight this synergistic science theme and to make the Topical Teams and the Voyage 2050 Senior Committee aware of the wide importance of these topics and the broad support that they have across the worldwide science community.
