The population of Africa is expected to rise to 2.5 billion by 2050, with more than 80% of this increase concentrated in cities. Africa's anticipated population growth has serious implications for urban resource utilization and management, necessitating multi-level monitoring efforts that can inform planning and decision-making. Commonly, broad extent (e.g., country level) urban change analyses only examine a homogenous "developed" or "built-up" area, which may not capture patterns influenced by the heterogeneity of landscape features within urban areas. Contrarily, studies examining landscape heterogeneity at a finer resolution are typically limited in spatial extent (e.g., single city level). The goal of this study was to develop and test a hierarchical integrated mapping framework using globally available Earth Observation data (e.g., Landsat, Sentinel-2, Sentinel-1, and nightlight imagery) and accessible methodologies to produce national-level land use (LU) and urban-level land cover (LC) map products which may support a range of global and local monitoring and planning initiatives. We test our multi-tier methodology across three rapidly urbanizing African countries for the 2016–2020 period: Ethiopia, Nigeria, and South Africa. The initial output of our methodology includes annual national land use maps (Tier 1) for the purpose of delineating the dynamic boundaries of individual urban areas and monitoring national LU change. To complement Tier 1 LU maps, we detailed urban heterogeneity through LC classifications within urban areas (Tier 2) delineated using Tier 1 LU maps. Based on country-optimized sets of selected features that leverage spatial/texture and temporal dimensions of available data, we obtained an overall map accuracy of between 65 and 80% for Tier 1 maps and between 60 and 80% for Tier 2 maps, dependent on the evaluation country, although with consistent performance across study years providing a solid foundation for monitoring changes. We demonstrate the potential applications for our products through various analyses, including urbanization-driven LU change, and examine LC urban patterns across the three African study countries. While our findings allude to general differences in urban patterns across national scales, further analyses are needed to better understand the complex drivers behind urban LC configurations and their change patterns across different countries, city sizes, and rates of urbanization. Our multi-tier mapping framework is a viable strategy for producing harmonious, multi-level LULC products in developing countries using publicly available data and methodologies, which can serve as a basis for a wide range of informative and insightful monitoring analyses. Geospatial data has proven useful for monitoring urbanization and guiding sustainable development in rapidly urbanizing regions. The United Nations' (UN) Sustainable Development Goal (SDG) Indicator 11.3.1 leverages geospatial data to estimate rates of urban land and population change, providing insight on urban land use expansion patterns and thereby informing sustainable urbanization initiatives (i.e., SDG 11). Our work enhances a UN proposed delineation method by integrating various open-source datasets and tools (e.g., OpenStreetMap and openrouteservice) and advanced geospatial analysis techniques to automate the delineation of individual functional urban agglomerations across a country and, subsequently, calculate SDG Indicator 11.3.1 and related metrics for each. We applied our automated geospatial approach to three rapidly urbanizing countries in Africa: Ethiopia, Nigeria, and South Africa, to conduct multi-level examinations of urban land use expansion, including identifying hotspots of SDG Indicator 11.3.1 where the percentage growth of urban land was greater than that of the urban population. The urban agglomerations of Ethiopia, Nigeria, and South Africa displayed a 73%, 14%, and 5% increase in developed land area from 2016 to 2020, respectively, with new urban development being of an outward type in Ethiopia and an infill type in Nigeria and South Africa. On average, Ethiopia's urban agglomerations displayed the highest SDG Indicator 11.3.1 values across urban agglomerations, followed by those of South Africa and Nigeria, and secondary cities of interest coinciding as SDG Indicator 11.3.1 hotspots included Mekelle, Ethiopia; Benin City, Nigeria; and Polokwane, South Africa. The work presented in this study contributes to knowledge of urban land use expansion patterns in Ethiopia, Nigeria, and South Africa, and our approach demonstrates effectiveness for multi-level evaluations of urban land expansion according to SDG Indicator 11.3.1 across urbanizing countries. Characterization of forest structure is important for management-related decision making, monitoring, and adaptive management. Increasingly, observations of forest structure are needed at both finer resolutions and across greater extents to support spatially explicit management planning. Unmanned aerial system (UAS) based photogrammetry provides an airborne method of forest structure data acquisition at a significantly lower cost and time commitment than existing methods such as airborne laser scanning (LiDAR). This study utilizes nearly 5000 stem-mapped trees in ponderosa pine (Pinus ponderosa Lawson & C. Lawson) dominated forests to evaluate several algorithms for detecting individual tree locations and characterizing crown area across tree sizes. Our results indicate that adaptive variable window detection methods with UAS-based canopy height models have greater tree detection rates compared with fixed window analysis across a range of tree sizes. Using the UAS approach, probability of detecting individual trees decreases from 97% for dominant overstory to 67% for suppressed understory trees. Additionally, crown radii were correctly determined within 0.5 m for approximately two-thirds of sampled trees. These findings highlight the potential for UAS photogrammetry to characterize forest structure through the detection of trees and tree groups in open-canopy ponderosa pine forests. Further work should investigate how these methods transfer to more diverse species compositions and forest structures. Continuous characterizations of forest structure are critical for modeling wildlife habitat as well as for assessing trade-offs with additional ecosystem services. To overcome the spatial and temporal limitations of airborne lidar data for studying wide-ranging animals and for monitoring wildlife habitat through time, novel sampling data sources, including the space-borne Global Ecosystem Dynamics Investigation (GEDI) lidar instrument, may be incorporated within data fusion frameworks to scale up satellite-based estimates of forest structure across continuous spatial extents. The objectives of this study were to: 1) investigate the value and limitations of satellite data sources for generating GEDI-fusion models and 30m resolution predictive maps of eight forest structure measures across six western U.S. states (Colorado, Wyoming, Idaho, Oregon, Washington, and Montana); 2) evaluate the suitability of GEDI as a reference data source and assess any spatiotemporal biases of GEDI-fusion maps using samples of airborne lidar data; and 3) examine differences in GEDI-fusion products for inclusion within wildlife habitat models for three keystone woodpecker species with varying forest structure needs. We focused on two fusion models, one that combined Landsat, Sentinel-1 Synthetic Aperture Radar, disturbance, topographic, and bioclimatic predictor information (combined model), and one that was restricted to Landsat, topographic, and bioclimatic predictors (Landsat/topo/bio model). Model performance varied across the eight GEDI structure measures although all representing moderate to high predictive performance (model testing R2 values ranging from 0.36 to 0.76). Results were similar between fusion models, as well as for map validations for years of model creation (2019-2020) and hindcasted years (2016-2018). Within our wildlife case studies, modeling encounter rates of the three woodpecker species using GEDI-fusion inputs yielded AUC values ranging from 0.76-0.87 with observed relationships that followed our ecological understanding of the species. While our results show promise for the use of remote sensing data fusions for scaling up GEDI structure metrics of value for habitat modeling and other applications across broad continuous extents, further assessments are needed to test their performance within habitat modeling for additional species of conservation interest as well as biodiversity assessments. Spatial information about disturbance driven patterns of forest structure and ages across landscapes provide a valuable resource for all land management efforts including cross-ownership collaborative forest treatments and restoration. While disturbance events in general are known to impact stand characteristics, the agent of change may also influence recovery and the supply of ecosystem services. Our study utilizes the full extent of the Landsat archive to identify the timing, extent, magnitude, and agent, of the most recent fast disturbance event for all forested lands within Minnesota, USA. To account for the differences in the Landsat sensors through time, specifically the coarser spatial, spectral, and radiometric resolutions of the early MSS sensors, we employed a two-step approach, first harmonizing spectral indices across the Landsat sensors, then applying a segmentation algorithm to fit temporal trends to the time series to identify abrupt forest disturbance events. We further incorporated spectral, topographic, and land protection information in our classification of the agent of change for all disturbance patches. After allowing two years for the time series to stabilize, we were able to identify the most recent fast disturbance events across Minnesota from 1974–2018 with a change versus no-change validation accuracy of 97.2% ± 1.9%, and higher omission (14.9% ± 9.3%) than commission errors (1.6% ± 1.9%) for the identification of change patches. Our classification of the agent of change exhibited an overall accuracy of 96.5% ± 1.9% with classes including non-disturbed forest, land conversion, fire, flooding, harvest, wind/weather, and other rare natural events. Individual class errors varied, but all class user and producer accuracies were above 78%. The unmatched nature of the Landsat archive for providing comparable forest attribute and change information across more than four decades highlights the value of the totality of the Landsat program to the larger geospatial, ecological research, and forest management communities.
