Presented text concerns vocational counseling for persons from special risk groups, based on the example of inmates. Convicts are classified as having a special situation on the labor market. Such people often adopt a passive attitude towards seeking employment. The aim is to show how career counseling is implemented for people from special risk groups on the example of convicts. The method used was a diagnostic survey. The results showed that career counseling is a significant element in the process of professional activation of prisoners. It is a good starting point for further activities, awakens the need to raise qualifications and start work, and can contribute to the effective social readaptation of inmates. Il counseling professionale per i detenuti come persone a rischio. Il presente contributo affronta il tema della consulenza professionale per detenuti, considerati come persone a rischio. I detenuti vengono considerati come persone per le quali si configura una situazione particolare per quanto concerne il loro inserimento lavorativo. Sono persone che spesso adottano un atteggiamento passivo nella ricerca di un lavoro. L’obiettivo del contributo è di illustrare in che modo è svolto il “career counselling” rispetto a persone a rischio, prendendo come oggetto di analisi il cluster delle persone ristrette nella loro libertà. Il metodo utilizzato è stato quello dell’indagine diagnostica. I risultati dello studio dimostrano che il career counselling è una componente significativa nel processo di attivazione professionale dei detenuti. È un buon punto di partenza, risveglia la necessità di migliorare la professionalizzazione, motivare allo svolgimento di una attività lavorativa e può contribuire all’efficace reinserimento sociale dei detenuti.

Abstract Background Return to work is a key rehabilitation goal for people with cardiovascular disease (CVD) because employment matters to individuals and societies. However, people recovering from CVD often struggle with returning to work and maintaining employment. To identify people in need of vocational counselling, we examined the probability of feeling under pressure to return to work following CVD. Methods We conducted a combined survey- and register-based study in a randomly selected, population-based cohort of 10,000 people diagnosed with atrial fibrillation, heart failure, heart valve disease, or ischaemic heart disease in 2018. The questionnaire covered return-to-work items, and we reported the probabilities of feeling under pressure to return to work with 95% confidence intervals (CIs) in categories defined by sex, age, and CVD diagnosis. Results The survey response rate was 51.1%. In this study, we included 842 respondents (79.7% men) aged 32–85 years, who had returned to work following a sick leave. Overall, 249 (29.7%) had felt pressure to return to work. The probability of feeling under pressure to return to work ranged from 18.3% (95% CI: 13.1–24.6) among men aged > 55 years with atrial fibrillation to 51.7% (95% CI: 32.5–70.6) among women aged ≤ 55 years with atrial fibrillation. In addition, 66.0% of all respondents had not been offered vocational rehabilitation, and 48.6% of those who reported a need for vocational counselling had unmet needs. Survey responses also indicated that many respondents had returned to work before feeling mentally and physically ready. Conclusion A substantial proportion of people with cardiovascular disease feel under pressure to return to work, and this pressure is associated with age, sex, and diagnosis. The results show that vocational rehabilitation must be improved and emphasize the importance of ensuring that cardiac rehabilitation programmes include all core rehabilitation components.

4. Development and psychometric properties of the Nonverbal Vocational Interest Scale (NVIS)

Vocational interest inventories play an important role in supporting adolescents and young adults in their vocational choice. However, existing verbal and pictorial questionnaires have limitations regarding the complexity, abstraction level, and ambiguity of the item material. The presented research attempts to overcome these limitations by developing a new pictorial questionnaire. Study 1 describes the construction process of the Nonverbal Vocational Interest Scale (NVIS) and its psychometric properties, evaluation, and construct validation. Data from N = 363 adolescents and young adults in lower secondary school and vocational training centres were considered. Study 2 was conducted to confirm convergent and discriminant validity. N = 237 adolescents and young adults completed the revised form of the NVIS and the Photo-Interest-Inventory (F-I-T). The results confirm that the NVIS is a reliable and valid computer-based instrument for assessing vocational interests. Limitations and implications for further research and use in vocational training and counselling settings are discussed.

Family members, educators, and counsellors are key agents in accompanying adolescents in self-knowledge and the search for their vocational identity. This accompaniment should begin in stages prior to adolescence so that when they reach this stage, the support received from adults has prepared them to make decisions for themselves, choosing those options that respond to their deepest motivations. Although the current generations of young people have extraordinary technological resources that facilitate their access to higher studies and professional field, they find it difficult in previous stages to lay the foundations for coping with this process. The lack of training and criteria, the difficulty of self-knowledge, together with the ease of peer influence in decision-making, highlight the importance of intensifying personal and professional guidance during this stage of adolescence. In der Glorifizierung des Berufsbildungssystems der Schweiz bleibt oftmals ungenannt, wie viel Mühe einzelne Jugendliche zu bewältigen haben, bis sie einen Ausbildungsplatz erhalten. Von der Bildungspolitik als »gefährdet« eingestuft, verfügen sie nicht nur über geringere Ausbildungschancen, auch stehen sie Lehrpersonen und Berufsberatungen gegenüber, die grundsätzlich an ihrer Ausbildungsreife zweifeln. Vor diesem Hintergrund zeigt Luca Preite, weshalb sich »gefährdete« Jugendliche in der Beratungspraxis des Übergangssystems oft querstellen: Sich zu widersetzen ist schließlich die einzige verbleibende Möglichkeit, um den eigenen Werdegang aller Ungleichheit zum Trotz mitzugestalten.

This classic essay—'Berufsberatung und Berufsberater' by Aloys Fischer (1880–1937) is here published for the first time in English, in a translation by Christopher Winch. Fischer discusses the vocational situation after the end of the First World War and considers the needs of young people seeking to choose an occupation in difficult circumstances. He emphasises that vocational choice is difficult and requires specialist help. To this end he describes what he takes to be the aims and duties of the role of vocational counsellor and describes that kind of preparation that such a counsellor needs in order to properly fulfil his/her role. Much turns in the discussion on differences between German and English expressions, and these are discussed in the complementary essay, 'Aloys Fischer: Vocational Orientation and Vocational Choice as Fundamental Prerequisite for Vocational Education' by Erika Gericke, which also explores Fischer's significance in the light of contemporary German VET. Recognition counselling as a support service for persons with qualifications acquired abroad is becoming increasingly important to society and is the same time confronted with legal and social contradictions. This dissertation offers a systematic description and justification of Recognition Counselling as a new form of Specialist Counselling service and shows how educational and vocational guidance can position itself and become more professional in the society of migration., Im Ausland erworbene Qualifikationen sind aufgrund struktureller Hindernisse oftmals nur schwer für die berufliche Integration nutzbar. Doch gerade dieser Aspekt gewinnt zunehmend an gesellschaftlicher Bedeutung und wird in der Anerkennungsberatung im Einzelfall verhandelt. Dieser Prozess ist aber mit nicht unerheblichen rechtlichen und gesellschaftlichen Herausforderungen konfrontiert. Birgit Schmidtke untersucht aus einer anerkennungs- und beratungstheoretischen Perspektive, welche Handlungsstrategien die Berater_innen in Auseinandersetzung mit den rechtlichen und gesellschaftlichen Bedingungen entwickeln. 13. Investigating the relationship between post-injury occupational change and persistent occupational identity: A mixed methodological study combining quantitative analysis of a survey of adult Australians with qualitative analysis of interviews with Truck Drivers who have experienced occupational change

The literature regarding occupational change indicates that identification with one occupation can present a barrier to making the change to another. Rehabilitation Counsellors are often given the responsibility of assisting individuals to make that change, usually through vocational counselling. The principles which underpin the conduct of vocational counselling commonly do not include consideration of the effect of persistent occupational identity on occupational change. While the concept of occupational identity has been the topic of extensive research for several decades there is no consensus regarding its definition, or how it is different from related concepts and very limited research into how it may influence the outcome of attempted occupational change after injury. Consequently, this study had three aims. Clarification of what occupational identity is; an examination of the experience of occupational identity; and an exploration of its influence on post-injury experiences of occupational change. A mixed methodological approach was adopted consisting of a quantitative analysis of survey data, and qualitative analyses of the experience of occupational identity and post-injury attempts at returning to a more suitable occupation. The survey involved 336 participants who provided demographic details relevant to their working life and an assessment of the level of their occupational identity. Analyses of chi-squared tests indicated that gender, level of educational qualification, employment status and occupational type were influential on the level of occupational identity. As a result of these analyses, recommendations are presented for how occupational identity might be defined and differentiated from related concepts. The qualitative analyses consisted of semi-structured interviews with 11 Truck Drivers who had experience of career disruption due to injury. Esta investigación tiene enfoque cualitativo y diseño fenomenológico, y su objetivo principal fue explorar el contenido de las representaciones sociales sobre vocación, profesión y trabajo de estudiantes de secundaria. La muestra estuvo conformada por ocho estudiantes peruanos, entre 15 y 17 años, de cuarto y quinto grado de secundaria de colegios públicos y privados. La técnica de recolección de datos fue la entrevista semiestructurada. Se encontró que los participantes están tomando sus decisiones profesionales basados en imaginarios sociales que no reflejan la complejidad de la realidad actual. La vocación, la profesión y el trabajo presentan funciones similares para los jóvenes, vinculadas con el desarrollo de actividades educativas y/o laborales. Específicamente, la profesión se encuentra ligada con una formación educativa que otorga cierto rango e identidad, el trabajo constituye un medio de ingreso económico para la subsistencia y la vocación implica placer e involucra solo aspectos personales, mas no sociales.

An activity required in the educational field is the vocational counseling, which is considered fundamental because of the importance on the future of the students. Nevertheless there are only a few researches that meassure the correlation between the dominant areas identified by the career adviser and with the professional career election taken by the student at the end of high scholl degree.The methodology used in this research allow the vocational counseling or career adviser to provide the student with information of the specific area attached to their interests and flairs. The results of this research work, demonstrate that there is a correlation between the interests, skills and specific areas identified in the student, with the race which elects the graduation of his high school.

In recent years, much attention has been paid to how young people in the ‘not in education, employment or training’ group can get education or work, not only to ensure welfare and social mobility but also because education constitutes an important bridge between childhood and adult life. This article discusses the usefulness of work pedagogy for young people in this transition Theoretically, the article draws on a socialization theory concept of life history and a critical theory concept of work. Methodologically, it is based on a narrative autobiographical interview with a young girl in a Danish ‘production school’. This enables a critical analysis of how young people's educational participation is closely linked to life history experiences and transitions from childhood to adult life. These experiences form the basis for the young people’s subsequent participation in various forms of (compensatory) adult education.

This study presents a view of the new constructivist approach to career counselling by specifically addressing a predominant form of that approach-- narrative career counselling. The paper describes features of narrative career counselling and presents prototypical examples of practice. Narrative career counselling facilitates individuals' self-reflection and elaboration of self-concepts toward an enhanced self-understanding and personal meaning. This approach highlights the essentially meaning-oriented work of career counselling. Narrative career counselling can be conceived of as a counselling process in which the client is supported in creating a personal story (or stories) that holistically accounts for his or her life and career, and enables the person to make meaningfully informed career-decisions and actions. Individuals with severe mental disorders continue to experience low employment rates. Occupational therapists play an important role in helping these individuals develop the skills and obtain the supports necessary for productive living. This retrospective cohort study aimed to explore employment outcomes and identify factors predictive of the outcomes of an in-house prevocational training program designed for newly discharged psychiatric inpatients. Data retrieved from the files of 58 participants including demographics, diagnostic history, physical fitness, functional assessment results, the use of vocational counselling service and employment status were analyzed. The overall employment rates among the participants were high (67.2-79.3%) within the 6 months following the prevocational training program. No significant differences were found in the employment rates across the 1, 3 and 6-month time periods post-training. Vocational counselling service post-training and hand function were two factors predictive of participants' employment outcomes. Occupational therapists should attend to the clients' need for continuous vocational support and carefully identify the personal, functional and environmental factors contributing to successful employment. Caution in interpreting the results is warranted because of the lack of control and randomization in this retrospective study. Einleitend zeigen die Autor*innen, in welchem institutionellen Kontext eines sich entwickelnden, die gesamte Bevölkerung einschließenden, also inkludierenden, und gleichzeitig differenzierenden Bildungswesens die in den Beiträgen des Bandes beschriebenen, verschiedenen pädagogischen und psychologischen Praktiken der Kategorisierung und Selektion von Schüler*innen entstanden. Erst in dieser Perspektive einer langen Geschichte schulischer Inklusion wird in aller Klarheit ersichtlich, dass und wie so anscheinend ganz unterschiedliche und unabhängig voneinander existierende Ereignisse und Debatten, wie die um die Entstehung der Hilfsschule in der zweiten Hälfte des 19. Jahrhunderts, die Diskussionen unter Lehrkräften und Schulmännern über die Abiturprüfung um 1900 oder diejenigen unter Vertreter*innen einer empirischen Pädagogik und Psycholog*innen zur Entwicklung der Ausleseverfahren im Übergang von der Grundschule in das höhere Schulwesen in den 1920er Jahren, miteinander verknüpft sind. Gleichzeitig erweist sich dabei auch die Frage nach spezifischen disziplinären und professionellen Blickwinkeln – vor allem der Pädagog*innen und der Psycholog*innen – und deren Praktiken als ebenso eng wie komplex verwoben mit politischen und pädagogischen Ideen eines Aufstiegs durch Bildung, des offenen Zuganges zu Bildungsressourcen und damit schließlich nach Gerechtigkeit. Über den schulischen Umgang mit einer „Heterogenität“ der Schüler*innen wird seit einer Reihe von Jahren heftig debattiert. Der vorliegende Band zeigt, wie seit dem letzten Drittel des 19. Jahrhunderts die Beobachtung von Unterschieden – solchen der Begabung, des Verhaltens und des Interesses – zwischen Schüler*innen in den Schulen mehr und mehr in das Blickfeld rückte. Auseinandersetzungen darüber, wie vor diesem Hintergrund „passende“ Lerngruppen zusammengestellt werden sollten, bestimmten zunehmend das Bild der pädagogischen und schulpolitischen Debatten. Rekonstruiert werden Selektionsmechanismen im Schulsystem zwischen 1880 und 1980, mit denen zwischen Normalen und Nicht-Normalen, zwischen Begabten und Minderbegabten, zwischen solchen, die sich anpassten, und solchen, die das nicht taten, unterschieden wurde. Die Beiträge untersuchen Praktiken des Beobachtens, Prüfens und Beurteilens von Schüler*innen, die dafür eingesetzten Verfahren und Tests sowie die damit verbundenen individuellen, pädagogischen und politischen Bedingungen und Folgen. Kurz vorgestellt wird im vorliegenden Beitrag das als strategische Partnerschaft organisierte EU-Projekt „Connect!” (Laufzeit 2019-2022). Ziel dieses Projektes ist es, Bildungs-, Berufs- und Karriereberatung als Bestandteil von Personalentwicklung zu verankern. Zu diesem Zweck soll ein Know-how-Transfer zwischen VertreterInnen des Human Ressource Management in Unternehmen und Mitarbeitenden von Beratungseinrichtungen gefördert werden. Hochschulen sowie Bildungs- und Beratungsinstitute aus verschiedenen europäischen Ländern, die sich an den Schnittstellen dieser Felder engagieren, reagieren so gemeinsam auf die Tatsache, dass sich ArbeitnehmerInnen aufgrund globaler Wirtschaftsdynamiken laufend an die neuen Entwicklungen des Arbeitsmarktes anpassen und lebenslang weiterlernen müssen. The goal of this project is to anchor educational, job and career counselling as a component of staff development. To this end, it aims to promote a transfer of know-how between representatives of human resource management in companies and employees of counselling services. Universities as well as educational and counselling institutes from different European countries that are active at the interfaces of these fields jointly react to the fact that employees must constantly adapt to new developments on the job market due to global business dynamics and continue to learn their whole life long. Aims: Return to work and employment maintenance following cardiovascular disease (CVD) are important rehabilitation goals for people of working age. To identify people in particular need of vocational rehabilitation, we examined differences in return to work and subsequent detachment from employment among people with atrial fibrillation (AF), heart failure (HF), heart valve disease, and ischaemic heart disease., Methods and Results: We conducted a nationwide cohort study and included all individuals of working age (35-65 years) who were employed when diagnosed with incident CVD in 2018. We estimated sex- and age-standardized probabilities of remaining employed at 3, 6, and 12 months after diagnosis, and of detachment from employment within 6 months after having returned to work. Of 46 912 individuals diagnosed in 2018, 8187 were of working age and employed at diagnosis. The mean age was 54.7 years (SD = 6.7), and 74.0% were men. Within 1 year, 89.8% had returned to work, but within the subsequent 6 months, 23.5% of these experienced detachment from employment. At 3, 6, and 12 months after diagnosis the highest standardized probability of being employed was found among people with AF, whereas the lowest probability was found among people with HF {78.9% [95% confidence interval (CI): 77.3-80.4] vs. 62.2% [95% CI: 59.0-65.4] at 12 months}. Similarly, the highest probability of detachment was found for people with HF [30.3% (95% CI: 26.9-33.7)]., Conclusion: People with HF present the highest probability of not returning to work. 31. “Employment and arthritis: making it work” a randomized controlled trial evaluating an online program to help people with inflammatory arthritis maintain employment (study protocol).

- Abstract
Background: Arthritis and musculoskeletal conditions are the leading cause of long-term work disability (WD), an outcome with a major impact on quality of life and a high cost to society. The importance of decreased at-work productivity has also recently been recognized. Despite the importance of these problems, few interventions have been developed to reduce the impact of arthritis on employment. We have developed a novel intervention called “Making It Work”, a program to help people with inflammatory arthritis (IA) deal with employment issues, prevent WD and improve at-work productivity. After favorable results in a proof-of-concept study, we converted the program to a web-based format for broader dissemination and improved accessibility. The objectives of this study are: 1) to evaluate in a randomized controlled trial (RCT) the effectiveness of the program at preventing work cessation and improving at-work productivity; 2) to perform a cost-utility analysis of the intervention. Methods/Design: 526 participants with IA will be recruited from British Columbia, Alberta, and Ontario in Canada. The intervention consists of a) 5 online group sessions; b) 5 web-based e-learning modules; c) consultations with an occupational therapist for an ergonomic work assessment and a vocational rehabilitation counselor. Questionnaires will be administered online at baseline and every 6 months to collect information about demographics, disease measures, costs, work-related risk factors for WD, quality of life, and work outcomes. Primary outcomes include at-work productivity and time to work cessation of > 6 months for any reason. Secondary outcomes include temporary work cessation, number of days missed from work per year, reduction in hours worked per week, quality adjusted life year for the cost utility analysis, and changes from baseline in employment risk factors. Analysis of Variance will evaluate the intervention’s effect on at-work productivity, and multivariable Cox regression models will estimate the risk of work cessation associated with the intervention after controlling for risk factors for WD and other important predictors imbalanced at baseline. Discussion: This program fills an important gap in arthritis health services and addresses an important and costly problem. Knowledge gained from the RCT will be useful to health care professionals, policy planners and arthritis stakeholders. [ABSTRACT FROM AUTHOR]

This paper examines the relevance of Abraham Maslow’s self-actualization (motivational) theory and Kolb’s experiential learning theory for the pre-service (vocational) training of the individual by the training institution to acquire the requisite knowledge and skills for the workplace. Each employable personnel should have the appropriate subject matter knowledge and the associated critical and analytical skills applicable to the practical context of work. He has to learn from experience and take responsibility for improving own performance on the job. Maslow’s model provides for constant striving by the individual to do things to the best of one’s ability, and better than before, towards self- actualization. This would likely motivate the individual towards acquiring the needed training for the vocation or career aspired to. Kolb’s experiential learning model emphasizes the value/role of concrete experience by doing in both training and re-training for skills acquisition of the individual by the training institution for all levels of employment. To improve individual personnel’s knowledge and skill for direct work applications and ultimately improve organisational performance, the training institution has to knit together the self-actualization need of the individual and the requisite training as propellant for career choice or placement. The implications of these theories for pre-ser\’ice training, workplace training and counselling have been highlighted and recommendations made for improved overall instructional training environment and vocational counselling.

We present some results and conclusions from a study carried out in the Principality of Asturias, with 2,260 pupils, who are in the 4th year of Secondary Compulsory Education, about their academic and professional expectations for the future. The results obtained allow us to conclude that pupils haven’t got enough information about these programs, regardless of where they live. So we believe that this situation would be able to change if both school centres and local agents together develop a proposal of vocational counselling.

Vocational counselling is the first and one of the most important stages of prevocational education of pupils with SEN that has influence on successful integration into the labour market and human socialization. In the article the parameters of the ideal model of vocational counselling of pupils with SEN have been analyzed. In identifying the criteria of vocational counselling of pupils with SEN it has been referred to the model of systemic analysis constructed by Le Moigne, described by Baranauskienė, Juodraitis (2008), and in which 5 approaches towards successful participation of persons with disabilities in the labour market have been singled out: approaches towards success from the aspect of structure, aims, influence of environment, development, activity. In the article the data obtained during the research of the Delphi group during which the experts from 12 different countries having scientific and practical work experience of work with pupils with SEN present their approaches towards what criteria should be followed in vocational counselling of pupils with SEN have been analyzed and systemized. Das österreichische Arbeitsmarktservice (AMS) ist selbst kein Bildungsanbieter. Als Finanzier, Besteller und „Platzanweiser“ für arbeitsmarktbezogene Qualifizierungsmaßnahmen ist es aber ein wirkmächtiger und entscheidender Akteur in der berufsorientierten Erwachsenenbildung. Zum Zweck der Effizienzsteigerung plante das AMS für das Jahr 2021 die Einführung eines automatisierten, datenbasierten Prognosemodells, das die Entscheidung, welche Unterstützungs- und Qualifizierungsleistungen Arbeitssuchende erhalten sollen, in Zukunft maßgeblich beeinflussen sollte. Der vorliegende Beitrag stellt die Funktionsweise und den Kontext des sogenannten „AMS-Algorithmus“ vor, berichtet von den Argumenten, die für und wider seine Einführung in der öffentlichen Diskussion vorgebracht wurden, und bezieht in dieser Diskussion schließlich selbst Position. Der entscheidende Kritikpunkt der Autoren am AMS-Algorithmus ist sein diskriminierender Charakter. (DIPF/Orig.), Public Employment Service Austria (AMS) is not an educational provider. As a financier, buyer, and „usher“ for labour market-related qualification measures, it is a very powerful and important player in career-oriented adult education. To increase efficiency, the AMS has planned to introduce an automated, data-based forecasting model that would significantly influence the decision what kind of support and qualification services job seekers should receive. This article presents how the „AMS algorithm“ works and in what context, reporting the arguments for and against its introduction that have been put forward in public discussion of it and ultimately taking a position in this discussion. The monthly “Szkoła Zawodowa” (Vocational School) was an organ of the Association of Teachers and Friends of Supplementary Vocational Schools. It was published in 1926–1935. The journal focused on issues of vocational school education, it comprised practical advice and information on school curricula, textbooks and supplementary courses. The activities of vocational schools in Poland and abroad were also presented. The editors of the journal were: Dionizy Królikowski, Ludwik Krąkowski and Tadeusz Gacek. It was a widely spread form of support for teachers and learners at vocational schools. Artykuł przybliża wybrane treści zawarte w Miesięczniku „Szkoła Zawodowa”, który był organem Stowarzyszenia Nauczycieli i Przyjaciół Dokształcających Szkół Zawodowych. Czasopismo ukazywało się w latach 1926–1935 i informowało o sprawach dotyczących szkolnictwa zawodowego, działalności szkół zawodowych w Polsce i za granicą, programach szkolnych, podręcznikach i kursach dokształcających. Miesięcznik stanowił powszechną formę pomocy dla nauczycieli i uczniów szkół zawodowych. Redaktorami pisma byli: Dionizy Królikowski, Ludwik Krąkowski i Tadeusz Gacek.

Im vorliegenden Kapitel wird das Thema von geplanten Schulwegentscheidungen und Bildungsaspiration nach regionalen Merkmalen von Schulen und sozialen Merkmalen von Schülerinnen und Schülern betrachtet. Auch Maßnahmen der Bildungs- und Berufsberatung in der 8. Schulstufe werden behandelt. Übereinstimmend mit bisherigen Forschungsbefunden können dabei starke sekundäre Herkunftseffekte, geschlechtsstereotypes Schulwahlverhalten und bundeslandspezifische Unterschiede nachgewiesen werden. Zu viele SchulabbrecherInnen, zu wenige Lehrstellen in der dualen Berufsausbildung – das sind Problemfelder, die in den letzten zwei Jahrzehnten in Österreich zu einigen bildungs- und arbeitsmarktpolitischen Initiativen außerhalb des traditionellen Ausbildungssystems geführt haben. An deren Entwicklung haben Einrichtungen der Erwachsenenbildung maßgeblich mitgewirkt. So gehen die Lehrgänge zur Absolvierung einer überbetrieblichen Lehrausbildung (ÜBA) und die Gründung von Produktionsschulen, die schließlich gemeinsam mit Coaching-Angeboten von der letzten Bundesregierung im Programm „Ausbildung bis 18“ gebündelt wurden, auf das Engagement von Erwachsenenbildungsinstituten (v.a. BFI, BBRZ, FAB, JaW) zurück. Mit diesen bedarfsgerechten und zielgruppenspezifischen Beratungs- und Qualifizierungsangeboten zur Verbesserung des Übergangs von Schule und Ausbildung zum Berufseinstieg wird für Jugendliche und junge Erwachsene ein wesentlicher Beitrag zur Verringerung der Arbeitslosigkeit und der NEET-Rate (NEET steht für Not in Education, Employment or Training) geleistet. In welcher Form und in welchem Ausmaß dies geschieht und welche Auswirkungen das auf die Erwachsenenbildung insgesamt hat, wird im vorliegenden Beitrag aus Sicht des BFI diskutiert. (DIPF/Orig.), Too many school dropouts, too few internships in the dual vocational education and training system – these are areas of concern that have resulted in several initiatives outside the traditional educational system in Austria in the past two decades. Adult education institutions have made a significant contribution to their development. The supra-company apprenticeship training programmes (Überbetriebliche Lehrausbildung – ÜBA in German) and the establishment of production schools, which were ultimately combined with coaching courses into the programme „Education until 18“ by the previous government, can be traced back to the commitment of adult education institutes (above all BFI, BBRZ, FAB, JaW). Easing the transition from school and education to entry into the workplace, these target group-specific advising and qualification courses offered in line with demand have significant contributed to the reduction in unemployment of teenagers and young adults as well as the NEET rate (NEET = not in education, employment or training). This article discusses in what form and to what extent this is happening and what impact it will have on adult education as a whole from the perspective of BFI. (DIPF/Orig.)

The social and educational exclusion processes are interrelated in the daily practice. In a foundation in the outskirts of Madrid whose intervention is aimed at adolescents considered at risk of social exclusion from a public school, the scores of a Vocational Guidance test were so low that they could not even be analysed. This paper is the result of an applied research related to the vocational orientation of students considered at risk of social exclusion, having as its ultimate purpose to offer an answer to this problem, thus allowing the generation of appropriate Vocational Guidance processes. The methodology used is adapted to the research constraints, the case study being the example of social representativeness of the phenomenon in question. A bibliographic review and an analysis of the test were carried out. Subsequently, an individual Vocational Counselling program formed the base for the case study. Therefore, it is concluded that when Vocational Counselling is limited to a single test, it may constitute another element of social and educational exclusion. Finally, proposals are made so as to address the orientation from a social work perspective., Los procesos exclusión social y educativa tienen estrecha relación en la práctica cotidiana. En una fundación de un barrio de las afueras de Madrid cuya intervención va dirigida a adolescentes considerados en riesgo de exclusión social de un colegio público, no se podían analizar las puntuaciones de un test de orientación vocacional por ser muy bajas en todos sus apartados. Este estudio es el resultado de una investigación aplicada acerca de la orientación vocacional de alumnos catalogados en situación de exclusión social que busca dar respuesta a esta problemática y permita generar procesos de orientación vocacional. La metodología empleada se adapta a la coyuntura de la investigación, siendo el estudio de caso el ejemplo de representatividad social del fenómeno en cuestión. Se realizó una revisión bibliográfica y un análisis del test. Posteriormente se llevó a cabo un programa individual de Orientación Vocacional, el cual constituyó la base para el estudio de caso. Se concluye que si los procesos de Orientación Vocacional son limitados a un test, este puede constituir un elemento más de exclusión social y educativa. Se realizan propuestas para abordar la orientación desde la perspectiva del trabajo social.

Valstybinėje 2013-2022 metų švietimo strategijoje numatyta, kad visuomenė turi tapti veikli, solidari, nuolat besimokanti, o kiekvienas asmuo – atviras kaitai, kūrybingas ir atsakingas. Įstatymai reglamentuoja, kad ugdymo įstaiga užtikrintų, jog kiekvienas joje besimokantis mokinys žinotų, kur, kada ir kaip gali gauti ugdymo karjerai, profesinio informavimo ir konsultavimo paslaugas. Tyrimo metu buvo siekiama išsiaiškinti Marijampolės regiono savivaldybių Švietimo, kultūros ir sporto skyrių specialistų funkcijas kuruojant ugdymo karjerai vykdymą gimnazijose. Tyrime dalyvavo Marijampolės regiono penkių didžiausių savivaldybių švietimo skyrių specialistai (5 specialistai). Siekiant išsiaiškinti savivaldybių Švietimo, kultūros ir sporto skyrių specialistų nuomonę, buvo atliktas standartizuotas (struktūruotas) interviu. Atlikto tyrimo duomenys atskleidė, kad ugdymo karjerai paslaugos ugdymo įstaigose yra teikiamos. Tačiau visų apklaustų informantų nuomone, jos yra nepakankamos, nes mokinių lūkesčiai ne visiškai patenkinami. Be to, ugdymo karjerai paslaugos teikiamos nesistemingai, o specialistams nesuteikiama galimybė kokybiškai teikti paslaugas, neskiriamas pakankamas finansavimas. The National Programme for the Development of Studies, Scientific Research and Experimental (Social and Cultural) Development for 2013–2022 claims that the society has become active, unanimous and lifelong learning, what is more, each person is open to changes, responsible and creative. The laws highlight that an educational institution has to ensure that every student attending it knows where, when and how to get the service of career education and vocational counselling. The research aimed at revealing functions of education specialists working in five biggest municipalities in Marijampole county, as well as guiding the implementation of career education in gymnasiums within Marijampole region. In order to find education specialists‘ opinion, a structured interview was carried out. The research data revealed that the service of career education is available in educational institutions. However, according to the position of the respondents, the service is not adequate to satisfy students` needs. The service of career education is not consistent, furthermore, career education specialists do not have an opportunity to achieve high quality in service provision since it lacks adequate financial support.

CEPS Journal 4 (2014) 1, S. 101-120, This paper considers the problem of the lack of attractiveness of vocational and technical education via a review of legislation on counselling practices, implementing documents, and the social factors by means of which the education system can influence the individual’s decision. It is apparent that legislation regulating the organisation and content of career counselling services in educational sector is inadequate. The organization of career counselling at the level of implementation is also inadequate. Counsellors advise individuals on the basis of their academic results and the results of aptitude tests. Counselling practices deriving from theories that place career planning and management skills in the foreground are more rarely represented. Theories that treat career decisions as a social process show that at the level of the student population the choice of the type of school is a rational decision based primarily on the economic position and level of education to which a specific educational pathway is generally supposed to lead. The lower attractiveness of vocational and technical education coincides with the fact that representatives of lower social classes have a weaker economic position and more frequently have vocational and technical education qualifications than representatives of higher social classes. Nevertheless, the trend of high unemployment among young people with academic qualifications, which opposite of the traditional situation, indicates that it will be necessary to include career planning and management skills in the educational contents of institutionalised and formal education as a whole. Magazin erwachsenenbildung.at (2016) 29, 10 S., This article displays the importance of career guidance in Europe and beyond. The authors provide insight into the Open Method of Coordination (OMC), where mutual peer learning and development is of high importance. This paper highlights some of the elements of OMC in career guidance, discussing the terms “benchmarking”, “peer learning” and “qualitative goals”. Evidently, the OMC is seen as an instrument of governance, albeit a “soft“ one in relation to career guidance. The article points out the advantages of this soft steering model, e.g. mutual peer learning. However, it also talks about the criticism this particular approach earns, as being just another tool for policy convergence in areas that are outside democratic political control. The authors further discuss the focus of OMC to develop common frameworks for quality assurance across Europe. These frameworks put perspective on career management skills in developing quality assurance approaches and on establishing national career guidance coordination. Policies and practices, however, aren‘t interchangeable across national borders to create convergence, as structures, policies, resources, and cultures differ. There is plenty to be learnt from each other, and plenty of silos to be broken down. Practically, the vehicle for applying the OMC approach has been the European Lifelong Guidance Policy Network (ELGPN). (DIPF/Orig.), Der vorliegende Beitrag zeigt die Bedeutung der Bildungs- und Berufsberatung innerhalb und außerhalb Europas auf. Die Autoren gewähren Einblick in die Offene Methode der Koordinierung (OMK), bei der das gegenseitige Lernen von KollegInnen (Peer Learning) und ihre Entwicklung einen hohen Stellenwert einnehmen. Im Beitrag werden einige Elemente der OMK in Hinblick auf die Bildungs- und Berufsberatung beleuchtet und näher auf die Begriffe „Benchmarking“, „Peer Learning“ und „qualitative Ziele“ eingegangen. Die OMK gilt offensichtlich als Steuerungsinstrument – wenn auch als ein „sanftes“ in Zusammenhang mit der Bildungs- und Berufsberatung. Der Beitrag zeigt die Vorteile dieses sanften Steuerungsinstruments auf, wie z.B. das gegenseitige Peer Learning, beschäftigt sich jedoch auch mit der Kritik an diesem besonderen Ansatz: So handle es sich nur um ein weiteres Instrument der Konvergenzpolitik in Bereichen, die sich außerhalb der demokratischen politischen Kontrolle befinden. Die Autoren beschäftigen sich außerdem mit der Schwerpunktlegung der OMK auf die Entwicklung von gemeinsamen Rahmenbedingungen zur Qualitätssicherung innerhalb Europas. Diese Rahmenbedingungen legen das Hauptaugenmerk auf Kompetenzen zur Laufbahngestaltung und zwar durch die Entwicklung von Qualitätssicherungsansätzen und die Einführung einer nationalen Koordinierung der Bildungs- und Berufsberatung. Die Strategien und Praktiken lassen sich zum Zweck der Annäherung jedoch nicht einfach über Ländergrenzen hinweg austauschen, da es sich um unterschiedliche Strukturen, Richtlinien, Ressourcen und Kulturen handelt. Es gibt viel voneinander zu lernen und viele Barrieren müssen abgebaut werden. In der Praxis steht das European Lifelong Guidance Policy Network (ELGPN) als treibende Kraft hinter der Anwendung der OMK. (DIPF/Orig.)

Zaposlitev invalida je v Sloveniji in tudi v drugih državah desetletja veljala kot ključni indikator za merjenje uspešnosti izida zaposlitvene rehabilitacije. Obstaja pa povezava med kvaliteto izvajanja poklicne rehabilitacije in dviga kvalitete življenja uporabnikov storitev, ki pa pomembno vplivajo na učinkovitost na delovnem področju. V strokovni literaturi se veliko bolj kot z ustrezno usposobljenostjo strokovnjakov, ki delajo na področju zaposlitvene rehabilitacije, ukvarjajo in razvijajo metodologije in orodja za čim bolj učinkovito izvedbo rehabilitacijskih storitev. Zelo malo avtorjev pa je raziskalo usposobljenost rehabilitacijskih strokovnjakov za uspešno opravljanje te dejavnosti. Pomen pridobivajo nova znanja, ki temeljijo na kompetencah zaposlenih na področju zaposlitvene rrehabilitacije (Matthews et al., 2010, 124-138). Avtorji ugotavljajo, da čeprav so tradicionalna znanja in veščine na področju poklicne rehabilitacije veljala za osrednja na področju rehabilitacijske prakse, je raziskava v avstralskih rehabilitacijskih agencijah pokazala naraščajočo vlogo znanj in veščin povezanih z ravnanjem z invalidnostjo v praksi. Zato je bil cilj raziskave ugotoviti, katere so najpomembnejše kompetence zaposlenih na področju zaposlitvene rehabilitacije in pogostost uporabe kompetenc pri njihovem delu v treh različnih državah (Sloveniji, Avstriji in Veliki Britaniji) na osnovi vprašalnika, ki so ga razvili avstralski raziskovalci. Temeljne kompetence sestavljajo štirje sklopi: poklicno svetovanje, poklicna praksa, osebno svetovanje in vodenje primerov v rehabilitaciji. Specialne kompetence pa sestavljata dva sklopa: vodenje primerov ravnanja z invalidnostjo na delovnem mestu in ukrepi na delovnem mestu in vodenje programov. Vrnjenih smo dobili 131 vprašalnikov, od teh 61 iz Slovenije, 34 iz Avstrije in 36 iz Velike Britanije. Pri tem smo uporabili: t-test za dva neodvisna vzorca (spol), analizo variance (izobrazba, država) in Pearsonov koeficient korelacije za primerjavo med zaznavo temeljnih in specialnih kompetenc. Anketiranci so kot najpomembnejše zaznali osebno svetovanje, poklicno svetovanje in vodenje primerov v rehabilitaciji, najmanj je zaznana pomembnost ukrepov na delovnem mestu in vodenja programov, daleč najpogosteje pa se v praksi poslužujejo osebnega svetovanja, zelo malo pa ukrepov. Podatki raziskave kažejo na močno soodvisnost med zaznavo pomembnosti temeljih in specialnih kompetenc ter srednje močno soodvisnost med pomembnostjo kompetenc in pogostostjo uporabe kompetenc. Ustrezna usposobljenost strokovnjakov na področju zaposlitvene rehabilitacije je eden izmed pomembnih dejavnikov za uspešno zaposlitev invalidov, vendar na uspešnost zaposlitve invalida ne vplivajo samo ustrezno usposobljeni strokovni delavci z ustreznimi kompetencami, ki kvalitetno opravljajo storitve zaposlitvene rehabilitacije, temveč tudi mnogi zunanji faktorji kot so zakonodaja, organiziranost izvajalcev zaposlitvene rehabilitacije, razmere na trgu dela, razpoložljiva delovna mesta, konkurenčnost drugih kandidatov in drugi. Employment of a disabled person was for decades considered a key indicator which measures successfulness of the outcome of vocational rehabilitation. There is a link between the quality of the implementation of vocational rehabilitation and a better life quality of service users these services have a significant impact on the efficiency in the field of work. Very few authors have researched the qualification skills of rehabilitation experts to successfully carry out their activities. A new knowledge is becoming important, which is based on employees' competences in the field of employment rehabilitation (Matthews et al., 2010, p. 124-138). The authors have established that despite of the fact that traditional knowledge and skills in the field of vocational rehabilitation have been considered of key importance in vocational rehabilitation practice in Australian rehabilitation agencies, the research has demonstrated an increasing role of skills and competences related to disability management in practice. Thus, the aim of our study was to investigate the perceived importance of the competences of vocational rehabilitation professionals and the frequency of their application at work in three different countries (Slovenia, Austria and United Kingdom) on the basis of the questionnaire designed by Australian researchers. The objective of the present study was to investigate the perceived importance of the competences of vocational rehabilitation professionals and the frequency of their application at work in three different countries, which was done with a questionnaire that was prepared on the basis of the questionnaire designed by Australian researchers. Basic competences comprise four sets: vocational counselling, professional practice, personal counselling, and rehabilitation case management. Special competences are composed of two sets: workplace disability case management, and workplace intervention and program management. The questionnaire was completed by 131 respondents, of which 61 from Slovenia, 34 from Austria, and 36 from United Kingdom. T-tests for two independent samples (gender), ANOVA (type of education, country), and Pearson correlation coefficient to compare the perception of basic and special competences were used. The respondents perceive as most important personal counselling, vocational counselling, and managing rehabilitation cases, whereas the least importance was assigned to interventions. In practice, the respondents use by far most frequently personal counselling and very few interventions. Based on the analysis, we establish a strong correlation between the perceived importance of basic and social competences, with data indicating medium strong statistical correlation between the perceived importance of competences and the perceived frequency of their use. Appropriate qualification of employment rehabilitation professionals is one of the important factors in successful employment of the disabled, however, successful employment of disabled persons is not influenced merely by appropriately qualified professionals with adequate competences who perform quality employment rehabilitation services, but also by numerous external factors, such as legislation, organization of providers of employment rehabilitation, the situation in the labour market, available jobs, competitiveness of other candidates for the job, and other.
