This study aims to analyze the relationships between corporate governance instruments on the wealth of financial intermediaries in wide-ranging. The data employed in this study are secondary data from nine (9) commercial banks and covered the years 2013-2020. The approach used in data processing is a 2SLS estimation and multilevel mixed-effects for the dependent variable natural logarithm of total assets. The results provided by the econometric analysis show that board size, sovereign committees, Net Interest Margin (NIM), Non-Performing Loans (NPL’s), and equity to liabilities have an important impact on the protection of the assets of financial institutions. While surprising results have been generated in the composition of the board structure in terms of gender diversity, they have turned out to be insignificant. The originality and value of this study lie in the approach of including the characteristics of the board, as well as the combination of some financial indicators different from previous studies, which makes more comprehensive the study of the impact of board composition on increasing the wealth of banks.

In kapitalistischen Gesellschaften ist die Bedrohung eines ökonomischen Scheiterns allgegenwärtig. Besondere Aufmerksamkeit von Historiker*innen verdient der spezifische soziale Umgang mit scheiternden Kredit- und Schuldbeziehungen. Der Autor nimmt sich in einer praxisorientierten Quellenanalyse fast 600 Berner Geldstagsrödel (Konkursakten) an. Er beschreibt über 150 Jahre hinweg die Alltäglichkeit des Scheiterns und interpretiert in interdisziplinärer Perspektive den Geldstag als Verfahren, das den bedrohten Haushalten immer auch Zukunftsperspektiven eröffnete. Dieses solidarische Konkursregime weicht deutlich vom Leitmotiv des herrschenden Konkursnarrativs - Nichts als Elend! - ab.

This thematic issue examines the insurance function as a mechanism to underlie wealth effects on various outcomes. The articles in this issue shed an innovative light on the insurance function of wealth concerning a range of topics relevant to social stratification and social policy researchers. This editorial provides an overview of the contributions of this thematic issue and highlights some gaps and remaining open questions. Altogether, the contributions suggest that wealth can provide insurance against adverse life events in various contexts. However, this insurance effect depends on welfare state characteristics, wealth portfolios, and the way families handle their wealth.

Das traditionelle Bild Lateinamerikas als Krisenregion scheint sich auch nach der Corona-Krise fortzuschreiben, nunmehr im Zeichen der Folgen des Ukraine-Krieges und der Sanktionsmaßnahmen des Westens. Inflationsdruck, Budgetdefizite und die Gefahr eines Abrutschens breiter Kreise der Bevölkerung in die Armut beflügeln Nega­tivszenarien. Es gibt erste Hinweise, dass bereits einige Länder in Zahlungsschwierigkeiten geraten. Auf die Tagesordnung gesetzt werden Forderungen lateinamerikanischer Regierungen nach Schul­denerlass oder Neuverhandlung der Auslandsschulden im Zuge einer Neuausrichtung des Entwicklungsmodells an Nachhaltig­keitskriterien und Klimaschutz. Dies erfordert einen tiefgreifenden Strukturwandel, weg von der traditionellen Rohstoffprägung der Ökonomien und hin zu einem umwelt- bzw. sozialverträglichen Entwicklungspfad. Auf diesem Weg müssen auch Deutschland und Europa einen Schwenk vollziehen, indem sie einen Beitrag zum Erhalt der natürlichen Ressourcen leisten und nicht nur zu deren Ausbeutung. (Autorenreferat)

A crucial function of wealth is to protect individuals from the consequences of adverse life events. However, sometimes wealth also implies additional financial risks. In addition to the insurance function of homeownership (the most common form of wealth), we therefore also examine financial squeezes that reflect the indebtedness and social embeddedness of homeowners and limit their options for dealing with social risks. A third hypothesis expects a trade‐off between social protection and homeownership. Taking the example of unemployment, we examine the effects of short‐term unemployment on the perceived financial situation of households based on data derived from EU‐SILC for 27 European countries. It can be shown that debt‐free homeownership reduces financial stress in the case of unemployment compared to tenants and indebted owners. A debt‐free home thus offers an additional buffer and insurance against the financial consequences of unemployment. However, indebted homeowners are particularly hard hit by unemployment because they have to use all their financial resources to pay off their mortgages. Finally, we did not find a trade‐off but a cumulation of advantages due to homeownership and generous unemployment benefits in countries with high net replacement rates.

Die vorliegende literaturbasierte Bachelorarbeit beantwortet die Frage, mit welchen Herausforderungen eine auf einen ganzheitlichen Beratungsansatz abzielende moderne Soziale Schuldnerberatung aktuell konfrontiert ist und auf welche Lösungsansätze in der Bearbeitung eben dieser Problemstellungen zurückgegriffen werden kann. Die Herausforderungen reichen von der gesetzlichen, empirischen, theoretischen und methodischen Basis der Sozialen Schuldnerberatungsarbeit, über die ökonomischen und institutionellen Rahmenbedingungen, den gesellschaftlichen und demographischen Wandel und dem aktuell noch etwas vernachlässigten Arbeitsfeld der Prävention von Überschuldung bis hin zur enorm zunehmenden Digitalisierung. Die Literaturrecherche zeigt deutlich: Die Herausforderungen sind mannigfaltig und vielfältig. Gleichzeitig besteht eine Vielzahl an Lösungsansätzen für eben diese konkreten Problemstellungen. This literature-based bachelor thesis answers the question of what challenges modern social debt counseling, which aims at a holistic counseling approach, is currently confronted with and which approaches to solving these problems can be used. The challenges range from the legal, empirical, theoretical and methodological basis of social debt counseling work, the economic and institutional framework conditions, social and demographic change and the currently still somewhat neglected field of work of the prevention of over-indebtedness to the enormously increasing digitalization. The literature research clearly shows that the challenges are manifold and diverse. At the same time, there are a large number of approaches to solving these specific problems.

Junge Erwachsene befinden sich in einer entscheidenden Lebensabschnittsphase. Der Schritt der Verselbstständigung birgt für diese Gruppe ein hohes Verschuldungsrisiko. Diese Arbeit setzt sich damit auseinander, wie Bewährungshilfe bei der Betreuung straffällig gewordener junger Menschen auf dieses Risiko reagieren kann. Dazu werden Elemente der Bewährungshilfe, die Beziehungsarbeit und die Rückfallvermeidung dahingehend geprüft, wie in der Praxis bei NEUSTART die finanzielle Situation der Klient*innen berücksichtigt wird und wo Schuldenpräventionsmaßnahmen ansetzen können. Die Ergebnisse dieser Literaturarbeit zeigen, dass Bewährungshilfe durch ihre Beziehungsarbeit nah am Lebensalltag der Klient*innen ist und dadurch mit ihnen gemeinsam individuelle Konzepte im Umgang mit Geld und Verschuldung erarbeiten kann. Das notwendige Fachwissen dafür können Einrichtungen der Schuldner*innenberatung wie KLARTEXT zur Verfügung stellen. Young adults are at a crucial stage in their lives. For this group, the step of becoming independent carries a high risk of indebtedness. This paper examines how probation services can respond to this risk when caring for young people who have committed crimes. For this purpose, elements of the probation service, relationship work and avoidance of recidivism are examined in terms of how the financial situation of the client is taken into account in practice at NEUSTART and where debt prevention measures can be applied. The results of this literature study show that probationary services are close to the everyday life of clients through their relationship work and can therefore work with them to develop individual concepts for dealing with money and debt. The necessary expertise for this can be provided by debtor counseling institutions such as KLARTEXT.

Der ägyptische Präsident Abdel Fatah al-Sisi hat seine autoritäre Herrschaft in den vergangenen Jahren konsolidiert. Dies ging einher mit einem deutlichen Anstieg von Kairos Auslandsverschuldung, die sich - gemessen am Bruttoinlandsprodukt - zwischen 2013 und 2021 nahezu verdreifacht hat. Die Schuldenpolitik des Landes war direkt an das präsidiale Macht­zentrum angebunden. Der Regierung gelang ein gut choreographierter Mix aus Anreizen, Drohungen und Täuschung, der es ermöglichte, immer neue Kredite aufzunehmen und für machtpolitische Zwecke einzusetzen. Profitiert hat von der Schuldenpolitik zuvorderst das ägyptische Militär, auf dessen Unterstützung Präsident Sisi angewiesen ist, um seinen Herrschaftsanspruch durchsetzen zu können. Die Streitkräfte haben das staat­liche Gewaltmonopol inne und kontrollieren damit auch den Repres­sionsapparat. Durch die machtpolitische Instrumentalisierung der Schuldenpolitik steigt das Risiko, dass Ägypten seine Verbindlichkeiten zukünftig nicht mehr bedienen kann. Vor allem aber unterminiert die Fehlallokation knapper Finanzmittel die sozioökonomische Entwicklung des Landes und befördert polizeistaat­liche Repression. Letztere begünstigt ihrerseits die machtpolitische Instru­mentalisierung der Schuldenpolitik, da sie jegliche Kontrolle des Regierungshandelns verhindert. Die Bundesregierung sollte daher künftig die bilaterale Kreditvergabe und die Unterstützung Ägyptens bei dessen Verhandlungen mit inter­nationalen Finanzinstitutionen an zwei Bedingungen knüpfen: erstens den Rückbau der militärischen Wirtschaftsaktivitäten - wobei auch die Ver­mögenswerte der Streitkräfte offenzulegen sind - und zweitens konkrete Schritte zur Beendigung der polizeistaatlichen Repression. Diese Studie diskutiert die Rolle der österreichischen Gemeinden im Hinblick auf Bildung, Pflege und Klima vor dem Hintergrund der Einnahmen- und Ausgabenentwicklung und des Finanzausgleichs. Die Covid-19-Krise wirkt sich negativ auf die Gemeindefinanzen aus, die Steuerreform verursacht Mindereinnahmen. Zwei Gemeindepakete kompensierten teilweise die krisenbedingten Einnahmenausfälle. Doch die Nettoinvestitionen der Gemeinden sanken im Jahr 2020. Ein Investitionsstau - wie nach der Finanzkrise - könnte zu erheblichen langfristigen Problemen im Bildungs-, Pflege- und Klimabereich führen. Die Studie diskutiert politische Handlungsoptionen, um die Gemeinden im Hinblick auf das Tätigen von wichtigen Investitionen und Zukunftsausgaben in den Kernbereichen Bildung, Klima und Pflege zu unterstützen. Eine zentrale Rolle spielt dabei der kommende Finanzausgleich. This study discusses the role of Austrian municipalities with regard to education, care and climate against the background of revenue and expenditure developments and fiscal equalisation. The Covid-19 crisis has a negative impact on municipal finances, the tax reform leads to revenue shortfalls. Two municipal packages partially compensated for the crisis-related revenue shortfalls. But the net investments of municipalities declined in 2020. An investment backlog - like after the financial crisis - could lead to significant long-term problems in education, care and climate policy. The study discusses policy options for strengthening the finances of municipalities and their investment activities.

La contribution des administrations à la protection sociale est peu étudiée. Celle des PTT, qui occupe entre 1974 et 1990 quelques 450 000 agents majoritairement situés en catégorie C, permet de s’interroger à la fois sur l’effort social consenti par les PTT à cette période, et sur l’usage qui en est fait par les catégories d’origines populaires. Que deviennent les fonds ainsi débloqués pour les postiers ? Comment les comptables régionaux ou départementaux arrivent-ils à répartir les aides pécuniaires au vu des fortes variations départementales ? En s’inscrivant dans la lignée des travaux récents sur la mise en chiffres des missions de l’État contemporain, cet article éclaire, dans une première partie, la façon dont le budget social des PTT est mis en chiffres par les acteurs pour le maintenir à un niveau constant. Dans une seconde partie, l’article met en évidence le phénomène de surendettement des postiers et s’interroge sur le rôle des gestionnaires des comptes sociaux par rapport à celui des assistantes sociales en prenant le cas de deux directions régionales : Provence-Alpes-Côte d’Azur et Nord–Pas-de-Calais). De plus, il montre la progression régulière du budget social en francs courants dans une période où l’endettement des ménages de catégorie populaire augmente lui aussi. The contribution of public administrations to social protection is little studied. That of the PTT, which employed some 450,000 employees between 1974 and 1990, most of whom were in category C, raises questions about both the social effort made by the PTT during this period and the use made of it by categories of working-class origin. What happened to the funds thus released for postal workers? How did the regional or departmental accountants manage to distribute the financial aid in view of the strong departmental variations? In line with recent work on the quantification of the missions of the contemporary state, this article sheds light, in the first part, on the way in which the social budget of the PTT is quantified by the actors in order to maintain it at a constant level. In the second part, the article highlights the phenomenon of over-indebtedness of postal workers and examines the role of social account managers in relation to that of social workers, taking the case of two regional directorates: Provence-Alpes-Côte d'Azur and Nord-Pas-de-Calais.) El de la PTT, que empleó a unos 450.000 trabajadores entre 1974 y 1990, la mayoría de los cuales pertenecían a la categoría C, plantea interrogantes tanto sobre el esfuerzo social realizado por la PTT durante este periodo como sobre el uso que hicieron de ella las categorías de origen obrero. ¿Qué pasó con los fondos así liberados para los trabajadores de correos? ¿Cómo se las arreglaron los contables regionales o departamentales para distribuir las ayudas financieras en vista de las fuertes variaciones departamentales? En línea con los recientes trabajos sobre la cuantificación de las misiones del Estado contemporáneo, este artículo arroja luz, en una primera parte, sobre la forma en que el presupuesto social del PTT es cuantificado por los actores para mantenerlo en un nivel constante. En la segunda parte, el artículo pone de relieve el fenómeno del sobreendeudamiento de los trabajadores postales y examina el papel de los gestores de cuentas sociales en relación con el de los trabajadores sociales, tomando el caso de dos direcciones regionales: Provenza-Alpes-Costa Azul y Norte-Paso de Calais). Además, muestra el aumento regular del presupuesto social en francos corrientes en un momento en que la deuda de los hogares de la clase trabajadora también aumenta. Der Beitrag der PTT, die zwischen 1974 und 1990 rund 450.000 Mitarbeiter beschäftigte, die überwiegend der Kategorie C angehörten, ermöglicht es, sowohl die sozialen Anstrengungen der PTT in dieser Zeit als auch die Nutzung dieser Mittel durch die unteren Bevölkerungsschichten zu hinterfragen. Was geschieht mit den Geldern, die für die Postbeamten freigegeben wurden? Wie gelingt es den regionalen oder departementalen Buchhaltern, die finanziellen Hilfen angesichts der großen Unterschiede zwischen den Departements zu verteilen? In Anlehnung an die jüngsten Arbeiten zur Bezifferung der Aufgaben des zeitgenössischen Staates beleuchtet dieser Artikel in einem ersten Teil die Art und Weise, wie das Sozialbudget der PTT von den Akteuren in Zahlen gefasst wird, um es auf einem konstanten Niveau zu halten. In einem zweiten Teil hebt der Artikel das Phänomen der Überschuldung von Postbediensteten hervor und hinterfragt die Rolle der Verwalter der Sozialkonten im Vergleich zu den Sozialarbeitern am Beispiel von zwei Regionaldirektionen: Provence-Alpes-Côte d'Azur und Nord-Pas-de-Calais). Darüber hinaus zeigt er den stetigen Anstieg des Sozialbudgets in laufenden Francs in einer Zeit, in der die Verschuldung der Haushalte der populären Kategorie ebenfalls steigt.

This analysis, based on the analysis of notarial and judicial series, considers the structural aspects of the financial economy, thus emphasizing the characteristics specific to the economy of the medieval West (12th-15th Centuries). The debt–the debtor’s point of view–is confronted with its debt, the debt–the lender’s point of view. The opposition between two distinct spheres, that of generosities and that of the interest loan, which would aim to obtain profits, proves not to be binary, just as feudalism does not exclude practices falling under capitalism. While debt is not problematic per se, it can become an additional burden when people experience negative life events–like unemployment, a severe disease, divorce, or their partner’s death–which can be detrimental for individuals’ subjective wellbeing. We investigate first, a potential moderating effect of economic resources or, better yet, lack thereof in the relations between negative life events and general life satisfaction, and second, whether this moderating effect is a function of state-level policies. We expect that, on average, debt has a reinforcing effect on the negative relationship between negative life events and general life satisfaction. Moreover, we expect that country-level policies protecting individuals from the negative consequences of experiencing a negative life event or indebtedness can explain the country differences in the moderating effect of debt. We test our assumptions among the population aged 50+ applying data from the Survey of Health, Ageing and Retirement (SHARE). We apply a two-stage fixed-effects regression approach to estimate the moderation effect of debt on the relationship between negative life events and general life satisfaction within and across countries. Although we find an almost zero average moderating effect of debt across countries, we find large variance in the moderating effects between countries. This variance can be explained by debt regime, but not by the generosity of the public unemployment and the public health systems, or the level of gender equality.

The global pandemic crisis has highlighted the inherent weaknesses of governance in countries of the Maghreb. It has underscored Morocco’s lagging human development and infrastructure amid growing authoritarianism. In Algeria, where the government is struggling with an ongoing legitimacy crisis, the pandemic has exposed the state's weak public services. In Tunisia, the pandemic has emphasised the disarray of the coun­try's political elites and the effects of the protracted transition on state output. Yet, the pandemic crisis has pushed some of these governments to seize opportunities, in­cluding speeding up digitalisation, allowing for citizen engagement, and even seeking some self-sufficiency in terms of medical production. As these countries pursue eco­nomic relief and support to overcome the growing economic impacts from the crisis, European partners have the opportunity to use their leverage to promote policies that reduce inequality, prioritise investment in critical infrastructure, and encourage transparent and responsive citizen-government relations. Leseprobe ----- Zusammenfassung Unter dem Begriff der finanziellen Inklusion hat sich im vergangenen Jahrzehnt ein internationales Entwicklungsprojekt der Armutsbekampfung herausgebildet, das darauf abzielt, Menschen ohne Bankkonto (unbanked) uber Kredite und andere Finanzdienstleistungen in das globale Finanzsystem zu integrieren. Aus politokonomischer Perspektive wird die Rhetorik der finanziellen Inklusion unter anderem dafur kritisiert, dass sie die Finanzialisierung sozialer Reproduktion verschleiert, in der (a) die unbanked zu einem neuen Marktsegment fur internationale Kapitalmarkte werden und (b) Haushalte mit geringen und unsicheren Einkommen ihre prekarisierten Lebensverhaltnisse zunehmend durch Verschuldung organisieren mussen. Der Beitrag knupft an diese Kritik an der neoliberalen Entwicklungspolitik an und erweitert sie um eine materialistisch-postkoloniale Reflexion, die die historische Verwobenheit von Verschuldung subalterner Klassen, Kolonialherrschaft und kapitalistische Entwicklung am Beispiel Indiens untersucht. Er zeigt, dass die finanzielle Inklusion/Exklusion ab dem 19. Jahrhundert Resultat einer strukturellen Subsistenzkrise war, welche sowohl durch die britische Kolonialherrschaft als auch durch kapitalistische (Klassen-)Verhaltnisse entscheidend gepragt wurde. The Colonial Roots of the Financialisation of Social Reproduction in India Summary In the past decade, financial inclusion has emerged as leading the international development paradigm to tackle poverty. It seeks to integrate all unbanked (adults) into the global financial system through credit and other financial services. From a political economy perspective, the rhetoric of financial inclusion has been criticised, among other things, for masking the financialisation of social reproduction in which (a) the unbanked become a new market segment for international capital and (b) households with low and insecure incomes must increasingly organise their precarious living conditions through debt. This paper builds on the critique of neoliberal development policy and supplements it with a materialist-postcolonial lens that examines the historical interconnectedness of the indebtedness of subaltern classes, colonial rule, and capitalist development in the context of India. It shows that financial inclusion/exclusion from the 19th century onwards was the response to a structural subsistence crisis that was decisively shaped by both British colonial rule and capitalist (class) relations. Im Frühjahr 2020 brach mit COVID-19 eine weltweite Pandemie aus. Deren teilweise lebensbedrohende Gefahren bekämpften die Staaten mit Lockdowns. Ausser dem Gesundheitssektor, Altersheimen, dem Öffentlichen Verkehr und dem Bau mussten praktisch alle Branchen schliessen, was zu Angebots- und Nachfrageschocks führte. Den drohenden wirtschaftlichen Kollaps versuchten die Industrieländer mit Liquiditätsspritzen und Kurzarbeitstherapie abzuwenden. Die Schweizer Arbeitslosenversicherung benötigte denn auch schon im Sommer 2020 staatliche Unterstützung von über 20 Mrd. CHF. Liquidität floss von der Nationalbank an die Geschäftsbanken, welche dank staatlicher Garantien schnell umfangreiche Kredite an ihre Kunden verteilen konnten. Neben solchen Darlehen an die Firmen gab es grosszügige Direktzahlungen. Tendenziell türmt sich beim Bund für 2020 ein finanzielles Defizit von 21 Mrd. CHF auf und da sind die Ausfallkosten auf die 40 Mrd. CHF durch staatliche Bürgschaften gesicherten Kredite noch nicht eingerechnet. Nun folgt die Zeit der Aufräumarbeiten und der Folgenabschätzung.

We re-examine the relation between taxes and corporate leverage, using variation in state corporate income tax rates. In contrast with prior research, we document that corporate leverage increases following tax cuts for both privately held and publicly listed firms. We use an estimated dynamic equilibrium model to show that tax cuts result in lower default spreads and more distant default thresholds. These effects outweigh the loss of benefits from the interest tax deduction and lead to higher leverage, especially for privately held firms. Overall, debt tax shields appear to be a secondary capital structure consideration.

The paper examines farmers' income, indebtedness and suicides. It concludes that income of farmer is low mainly due to low harvest prices, high cost of inputs and small operational holding size. Low incomes coupled with higher consumption needs force small farmers into high-interest debt trap. There is a need to increase public investment in farm infrastructure, strengthen direct benefit transfer schemes for purchase of inputs, improve institutional credit delivery mechanisms and widen safety nets in rural areas. The recent farm policy related to encouraging Farmer Producer Organizations and contract farming could potentially increase small farmers bargaining power and scale economies to utilise market opportunities.

Long-term debt contracts transfer aggregate risk from borrowing firms to lending banks. When aggregate shocks increase the future default probability of firms, banks are not compensated for the default risk of existing contracts. If banks are highly leveraged, this can lead to financial instability with severe repercussions in the real economy. To study this mechanism quantitatively, we build a macroeconomic model of financial intermediation with long-term defaultable loan contracts and calibrate it to match aggregate firm and bank exposure to business cycle risks. Our model exhibits banking crises that closely resemble observed crisis episodes. We find that such crises do not arise in an economy with short-term debt. Our results on the role of long-term debt completely reverse if financial regulation is implemented to increase banks' risk bearing capacity. The financial sector is then well equipped to take on the aggregate risk, such that long-term lending stabilizes the business cycle by providing insurance to the corporate sector.

Trotz Kommunalaufsicht und Finanzausgleich befinden sich viele Kommunen seit Jahrzehnten in einer Haushaltskrise. Um diese Haushaltsprobleme zu adressieren, stellten die Bundesländer wiederholt Schuldenhilfen bereit. Der Aufsatz beschreibt die Entwicklung dieser Schuldenhilfen, beginnend mit den ersten Entschuldungsmaßnahmen in den 1980ern bis hin zur flächendeckenden Verbreitung kommunaler Entschuldungsprogramme nach der globalen Finanzkrise. Anschließend werden unter Zuhilfenahme gängiger Analysekategorien der Policy- Analyse und der Neuen Institutionenökonomik Erklärungen für die unterschiedliche Ausgestaltung, Implementationszeitpunkte sowie Auswirkungen dieser Programme präsentiert. Im Hinblick auf ihre Ausgestaltungsformen werden Schuldenhilfen nach Zielen, Instrumenten und Reichweite kategorisiert. Die unterschiedliche Ausgestaltung und Implementationszeitpunkte von Entschuldungsprogrammen erklären sich primär durch variierenden sozioökonomischen Problemdruck, jeweilige politische Leitbilder und divergierende fiskalische Handlungsspielräume der Landesregierungen. In Bezug auf die Auswirkungen der Entschuldungsprogramme sind Erfolge bei Haushaltskonsolidierung und Schuldenabbau erkennbar, allerdings auf Kosten sinkender Investitionsausgaben und steigender Steuerbelastungen. Die eigentlichen Risiken liegen jedoch in der massiven Einschränkung kommunaler Selbstverwaltung. Despite state supervision and fiscal equalization many German municipalities have suffered from budgetary crisis for decades. To address these problems, most state governments implemented municipal bailouts. Therefore, we describe the historical development of these bailouts, ranging from the first program in the 1980s to the broad dissemination of bailout programs after the global financial crisis. Subsequently, we provide explanations on differences regarding their designs, time of implementation and impacts by using common analytical categories from policy analysis theory. With regard to design, we systematize bailouts according to their goals, instruments and scope. We explain different design and timing by socioeconomic problem pressure, political guiding principles and fiscal capacities of state governments. Concerning their impacts, one can observe improvements with regard to budget consolidation and debt reduction, but at the same time shrinking capital expenditure and higher taxation as well as massive interference with local self-government.

Der Einfluss von Private Equity-Investoren auf deutsche Unternehmen hat seit der Finanzkrise laufend zugenommen. Aus Arbeitnehmerperspektive stehen insbesondere Fragen zur Beschäftigungsentwicklung und zur finanziellen Stabilität der betroffenen Unternehmen im Vordergrund. In der vorliegenden Studie wird empirisch untersucht, wie sich Wachstum, Beschäftigung und Finanzierung von Unternehmen entwickelt haben, die 2013 von Private Equity-Investoren übernommen wurden. Zur spezifischen Beurteilung des Faktors "Private Equity" wird eine Vergleichsgruppe von Unternehmen ohne Private Equity-Eigentümer herangezogen.

This paper discusses the issue of learning in adulthood by those who were indebted during the financial crisis of 2008-2009. The field research was conducted in Iceland, where interviews with indebted Icelanders and migrants were conducted, along with a broader ethnographic study. The result of the study is a model of learning based on Peter Jarvis model, but adjusted when it comes to the context of social crisis and the possibility of migration.
