Abstract

This paper sheds light on the extent of the haze problem in Brunei Darussalam and on Brunei's unique position in contributing to the haze through fires occurring in disturbed parts of its peatlands. Brunei's peatland fires, which have their roots in infrastructure development, juxtapose drastically with the drivers of peat fires in other parts of southern Southeast Asia, which are mainly due to small‐ or large‐scale agriculture development. Our discussion highlights how Brunei's status as both a small state in ASEAN and a minor producer of smoke haze has resulted in Brunei remaining at the sidelines of haze diplomacy and cooperation at the ASEAN level. Further, the paper points out a lack of attention to the role of infrastructure development on peatlands in driving fires and haze in the country and how this is also increasingly becoming an issue in neighbouring countries, where massive infrastructure projects are underway, cutting through Borneo's peatlands. Abstract

In the pursuit of the 17 Sustainable Development Goals (SDGs) societies and policy makers are confronted with trade-offs between goals, both perceived and actual. It has often been argued that the pursuit of environmental and social goals comes at the expense of economic goals and also that it is important to engage with citizens to understand how they conceptualize this potential trade-off. In this study we use conjoint analysis as a tool for understanding Malaysian citizens’ preferences about policy instruments to achieve sustainable development goals. We use this tool to test a number of hypotheses about how both the costs of policy instruments and their character will lead to particular patterns of policy support. In a second step we use conjoint analysis in order to understand Malaysian citizens’ preferences over and public support for sustainable development outcomes through an exploratory analysis.

38. From competition to cooperation: the global palm oil 'sustainability turn' as a turning point for the Malaysia-Indonesia 'special relationship'

Abstract

Palm oil is the source of a common identity between Malaysia and Indonesia, the two largest palm oil producers globally. As with many other socio-cultural aspects of the Malaysia-Indonesia “special relationship”, palm oil has also led to heightened competition between both nations. However, recent negative sentiments towards palm oil originating from sustainability-conscious markets in the north have threatened both states’ access to important export markets. This paper examines how these developments have marked an important turning point in Malaysia-Indonesia relations. Faced with such external pressures, both states are now increasingly reliant on each other’s continued prominence for their own market survival — their shared strategic interests tending to facilitate cooperation instead of conflict or competition. This paper takes the Malaysian perspective in illustrating the shift from competition to cooperation within the palm oil sector. Of particular interest are the issues over transboundary haze, where Malaysia’s responses have been increasingly geared towards appeasement, restrained by concerns about related fallouts in the palm oil sector.

Nature-based climate solutions (NbS) are widely available, scalable and cost-effective mechanisms to sequester carbon and safeguard Southeast Asia’s large carbon stocks. NbS additionally provide other benefits such as reducing haze, protecting biodiversity and shorelines, ecosystem services, and can provide economic opportunities through carbon credits and small-scale economies.

Abstract

The rise of palm oil as the world’s most consumed vegetable oil has coincided with exponential growth in palm oil research activity. Bibliometric analysis of research outputs reveals a distinct imbalance in the type of research being undertaken, notably a disproportionate focus on biofuel and engineering topics. Recognising the expansion of oil palm agriculture across the tropics and the increasing awareness of environmental, social and economic impacts, we seek to re-orient the existing research agenda towards one that addresses the most fundamental and urgent questions defined by the palm oil stakeholder community. Following consultation with 659 stakeholders from 38 countries, including palm oil growers, government agencies, non-governmental organisations and researchers, the highest priority research questions were identified within 13 themes. The resulting 279 questions, including 26 ranked as top priority, reveal a diversity of environmental and social research challenges facing the industry, ranging from the ecological and ecosystem impacts of production, to the livelihoods of plantation workers and smallholder communities. Analysis of the knowledge type produced from these questions underscores a clear need for fundamental science programmes, and studies that involve the consultation of non-academic stakeholders to develop ‘transformative’ solutions to the oil palm sector. Stakeholders were most aligned in their choice of priority questions across the themes of policy and certification related themes, and differed the most in environmental feedback, technology and smallholder related themes. Our recommendations include improved regional academic leadership and coordination, greater engagement with private and public stakeholders of Africa, and Central and South America, and enhanced collaborative efforts with researchers in the major consuming countries of India and China.
