A key feature of the Galilean satellite system is its monotonic decrease in bulk density with distance from Jupiter, indicating an ice mass fraction that is zero in the innermost moon Io, and about half in the outer moons Ganymede and Callisto. Jupiter formation models, and perhaps the Juno spacecraft water measurements, are consistent with the possibility that the Jovian system may have formed, at least partly, from ice-poor material. And yet, models of the formation of the Galilean satellites usually assume abundant water ice in the system. Here, we investigate the possibility that the Jovian circumplanetary disk was populated with ice-depleted chondritic minerals, including phyllosilicates. We show that the dehydration of such particles and the outward diffusion of the released water vapor allow condensation of significant amounts of ice in the formation region of Ganymede and Callisto in the Jovian circumplanetary disk. Our model predicts that Europa, Ganymede and Callisto should have accreted little if any volatiles other than water ice, in contrast to the comet-like composition of Saturn's moon Enceladus. Magnetic investigations of icy moons have provided some of the most compelling evidence available confirming the presence of subsurface, liquid water oceans. In the exploration of ocean moons, especially Europa, there is a need for mathematical models capable of predicting the magnetic fields induced under a variety of conditions, including in the case of asymmetric oceans. Existing models are limited to either spherical symmetry or assume an ocean with infinite conductivity. In this work, we derive an analytic result capable of determining the induced magnetic moments for an arbitrary, layered body. Crucially, we find that degree-2 tidal deformation results in changes to the induced dipole moments. We demonstrate application of our results to models of plausible asymmetry from the literature within the oceans of Europa and Miranda and the ionospheres of Callisto and Triton. For the models we consider, we find that in the asymmetric case, the induced magnetic field differs by more than 2 nT near the surface of Europa, 0.25$-$0.5 nT at 1 $R$ above Miranda and Triton, and is essentially unchanged for Callisto. For Miranda and Triton, this difference is as much as 20$-$30% of the induced field magnitude. If measurements near the moons can be made precisely to better than a few tenths of a nT, these values may be used by future spacecraft investigations to characterize asymmetry within the interior of icy moons., Comment: Submitted to Icarus. We recommend that the planetary science and space exploration community engage in a robust reevaluation concerning the ethics of how future crewed and uncrewed missions to the Moon and Mars will interact with those planetary environments. This should occur through a process of community input, with emphasis on how such missions can resist colonial structures. Such discussions must be rooted in the historical context of the violent colonialism in the Americas and across the globe that has accompanied exploration of Earth. The structures created by settler colonialism are very much alive today, impact the scientific community, and are currently replicated in the space exploration communities' plans for human exploration and in-situ resource utilization. These discussions must lead to enforceable planetary protection policies that create a framework for ethical exploration of other worlds. Current policy does not adequately address questions related to in-situ resource utilization and environmental preservation and is without enforcement mechanisms. Further, interactions with potential extraterrestrial life have scientific and moral stakes. Decisions on these topics will be made in the coming decade as the Artemis program enables frequent missions to the Moon and crewed missions to Mars. Those first choices will have irreversible consequences for the future of human space exploration and must be extremely well considered, with input from those beyond the scientific community, including expertise from the humanities and members of the general public. Without planetary protection policy that actively resists colonial practices, they will be replicated in our interactions and exploration of other planetary bodies. Icy satellites represent compelling astrobiological targets, but their rocky interiors must be better characterized. Fundamental research programs and thematic workshops promoting ocean world interdisciplinarity are key. Enceladus is believed to have a saltwater global ocean with a mean depth of at least 30~km, heated from below at the ocean-core interface and cooled at the top, where the ocean loses heat to the icy lithosphere above. This scenario suggests an important role for vertical convection to influence the interior properties and circulation of Enceladus' ocean. Additionally, the ice shell that encompasses the ocean has dramatic meridional thickness variations that, in steady state, must be sustained against processes acting to remove these ice thickness anomalies. One mechanism that would maintain variations in the ice shell thickness involves spatially-separated regions of freezing and melting at the ocean-ice interface. Here, we use an idealized, dynamical ocean model forced by an observationally-guided density forcing at the ocean-ice interface to argue that Enceladus' interior ocean should support a meridional overturning circulation. This circulation establishes an interior density structure that is more complex than in studies that have focused only on convection, including a shallow freshwater lens in the polar regions. Spatially-separated sites of ice formation and melt enable Enceladus to sustain a significant vertical and horizontal stratification, which impacts interior heat transport, and is critical for understanding the relationship between a global ocean and the planetary energy budget. The presence of low salinity layers near the polar ocean-ice interface also influences whether samples measured from the plumes are representative of the global ocean.

Brinicles are self-assembling tubular ice membrane structures, centimeters to meters in length, found beneath sea ice in the polar regions of Earth. We discuss how the properties of brinicles make them of possible importance for chemistry in cold environments-including that of life's emergence-and we consider their formation in icy ocean world. We argue that the non-ice composition of the ice on Europa and Enceladus will vary spatially due to thermodynamic and mechanical properties that serve to separate and fractionate brines and solid materials. The specifics of the composition and dynamics of both the ice and the ocean in these worlds remain poorly constrained. We demonstrate through calculations using FREZCHEM that sulfate likely fractionates out of accreting ice in Europa and Enceladus, and thus that an exogenous origin of sulfate observed on Europa's surface need not preclude additional endogenous sulfate in Europa's ocean. We suggest that, like hydrothermal vents on Earth, brinicles in icy ocean worlds constitute ideal places where ecosystems of organisms might be found.

Geophysical measurements can reveal the structure of icy ocean worlds and cycling of volatiles. The associated density, temperature, sound speed, and electrical conductivity of such worlds thus characterizes their habitability. To explore the variability and correlation of these parameters, and to provide tools for planning and data analyses, we develop 1-D calculations of internal structure, which use available constraints on the thermodynamics of aqueous MgSO$_4$, NaCl (as seawater), and NH$_3$, water ices, and silicate content. Limits in available thermodynamic data narrow the parameter space that can be explored: insufficient coverage in pressure, temperature, and composition for end-member salinities of MgSO$_4$ and NaCl, and for relevant water ices; and a dearth of suitable data for aqueous mixtures of Na-Mg-Cl-SO$_4$-NH$_3$. For Europa, ocean compositions that are oxidized and dominated by MgSO$_4$, vs reduced (NaCl), illustrate these gaps, but also show the potential for diagnostic and measurable combinations of geophysical parameters. The low-density rocky core of Enceladus may comprise hydrated minerals, or anydrous minerals with high porosity comparable to Earth's upper mantle. Titan's ocean must be dense, but not necessarily saline, as previously noted, and may have little or no high-pressure ice at its base. Ganymede's silicious interior is deepest among all known ocean worlds, and may contain multiple phases of high-pressure ice, which will become buoyant if the ocean is sufficiently salty. Callisto's likely near-eutectic ocean cannot be adequately modeled using available data. Callisto may also lack high-pressure ices, but this cannot be confirmed due to uncertainty in its moment of inertia.

Seismic data will be a vital geophysical constraint on internal structure of Europa if we land instruments on the surface. Quantifying expected seismic activity on Europa both in terms of large, recognizable signals and ambient background noise is important for understanding dynamics of the moon, as well as interpretation of potential future data. Seismic energy sources will likely include cracking in the ice shell and turbulent motion in the oceans. We define a range of models of seismic activity in Europa's ice shell by assuming each model follows a Gutenberg-Richter relationship with varying parameters. A range of cumulative seismic moment release between $10^{16}$ and $10^{18}$ Nm/yr is defined by scaling tidal dissipation energy to tectonic events on the Earth's moon. Random catalogs are generated and used to create synthetic continuous noise records through numerical wave propagation in thermodynamically self-consistent models of the interior structure of Europa. Spectral characteristics of the noise are calculated by determining probabilistic power spectral densities of the synthetic records. While the range of seismicity models predicts noise levels that vary by 80 dB, we show that most noise estimates are below the self-noise floor of high-frequency geophones, but may be recorded by more sensitive instruments. The largest expected signals exceed background noise by $\sim$50 dB. Noise records may allow for constraints on interior structure through autocorrelation. Ice-covered ocean worlds possess diverse energy sources and associated mechanisms that are capable of driving significant seismic activity, but to date no measurements of their seismic activity have been obtained. Such investigations could probe their transport properties and radial structures, with possibilities for locating and characterizing trapped liquids that may host life and yielding critical constraints on redox fluxes, and thus on habitability. Modeling efforts have examined seismic sources from tectonic fracturing and impacts. Here, we describe other possible seismic sources, their associations with science questions constraining habitability, and the feasibility of implementing such investigations. We argue, by analogy with the Moon, that detectable seismic activity on tidally flexed ocean worlds should occur frequently. Their ices fracture more easily than rocks, and dissipate more tidal energy than the <1 GW of the Moon and Mars. Icy ocean worlds also should create less thermal noise for a due to their greater distance and consequently smaller diurnal temperature variations. They also lack substantial atmospheres (except in the case of Titan) that would create additional noise. In this article, we summarize the work of the NASA Outer Planets Assessment Group (OPAG) Roadmaps to Ocean Worlds (ROW) group. The aim of this group is to assemble the scientific framework that will guide the exploration of ocean worlds, and to identify and prioritize science objectives for ocean worlds over the next several decades. The overarching goal of an Ocean Worlds exploration program as defined by ROW is to “identify ocean worlds, characterize their oceans, evaluate their habitability, search for life, and ultimately understand any life we find.” The ROW team supports the creation of an exploration program that studies the full spectrum of ocean worlds, that is, not just the exploration of known ocean worlds such as Europa but candidate ocean worlds such as Triton as well. The ROW team finds that the confirmed ocean worlds Enceladus, Titan, and Europa are the highest priority bodies to target in the near term to address ROW goals. Triton is the highest priority candidate ocean world to target in the near term. A major finding of this study is that, to map out a coherent Ocean Worlds Program, significant input is required from studies here on Earth; rigorous Research and Analysis studies are called for to enable some future ocean worlds missions to be thoughtfully planned and undertaken. A second finding is that progress needs to be made in the area of collaborations between Earth ocean scientists and extraterrestrial ocean scientists.
