The paper reviews two recent monographs by Vladimir S. Lazarev, a well-known expert in scientific information, scientometrics, and bibliometrics as its application area – “Nobel Class Citedness Level and the Notions that Designate Characteristics and Properties of Cited Scientific Documents”; “Citedness as the Means of Representation of Value and Quality of Scientific Documents, Performance of Scientists and the Nobel Level of Research”. We selected the monographs of 2018 and current year for review since they both represented the complete nature of the author’s perception of termbase in applied bibliometrics: to a great extent, those books summarized multi-year author’s research of citedness nature and various properties of scientific documents that they may express. In addition to original and meticulous specifying of citedness features as the main phenomenon in bibliometrics, books provide a survey of international perception models regarding citedness, which is especially valuable in the absence of similar extended studies. Books may be interesting to scientimetricians; however, their studying may also help experts in research policy to improve the current system of research evaluation among scientists, research teams, and research organizations.

The phenomenon of scientific mobility, actively developing in recent decades, attracts increasing attention of researchers in view of its importance for the development of science, dissemination of scientific knowledge, making informed decisions in the management of science and training of qualified personnel. Based on an extensive analysis of the literature on the topic in the last 30 years with the use of bibliometric approaches, this paper outlines the main evolutionary stages of scientific mobility in the context of brain drain and circulation concepts; considers relations, advantages and disadvantages of scientific mobility in relation to scientific inbreeding; describes the main approaches and methodological aspects formed today in the study of the scientists mobility; discusses its positive and negative consequences for researchers, organizations, countries, and individual disciplines, and summarizes the motivations and driving forces of scientists when leaving the country and when returning.

Publication ethics principles became one of the main aspects of conducting scientific research and presenting its results. Publication ethics challenges cover a wide range of problems of varying importance that involve all participants of publication processes: authors, academic authorities, peer-reviewers, editorial board members, publishers, and funders. All stakeholders put efforts to make modern science and publication processes ethical. This goal is achieved first of all through detailed criteria of publication ethics and extensive author guidelines, as well as by increasing the level of awareness of these criteria in educational programs aimed at prophylactics of research misconduct. However, there is a need for technical facilities for detecting different cases of violation of ethical principles, and bibliometric methods are one of the most promising approaches. The paper summarizes the authors' recent studies on bibliometric perspectives for detecting plagiarism, inappropriate authorship, and official misconduct among editorial board members.

Detection of research priority is of key importance for the development of researchorganizations, universities, country, and society. The paper briefly reviews a range of issuesaccompanying the processes of research priority setting. These issues are primarily discussedin biomedical papers due to their utmost importance in the system of healthcare.The paper describes the main participants who set research priority including research organizationsand universities, grant funds, business companies and their investors, and governmentagencies. It is shown how relationships between participants can lead to a potential conflict of interest when prioritizing research. Resolution of conflicts at initial stages of researchpriority setting is especially important to maintain principles of fair competition, humanrights observance, development of collaboration, and enhancement of transparency inresearch. Problems of biased priority setting are detected toward international, basic, or hottopics, which requires the development of special criteria for each type of research. Issuesof dual-purpose research are studied from the perspective of publication ethics as they canresult in both advantages and damage for society. Modern approaches to research prioritysetting are reviewed. Methods of the detection of research trends and fronts are also brieflydescribed due to their impact on further priority setting. The mutual influence of researchfronts and research priority was shown. Tools for the detection of research trends and frontscomprise bibliometric analysis while research priority setting is significantly based on expertreview. Multiphase processes using various approaches seem to be the most promising inresearch priority setting.

The phenomenon of academic mobility attracts the increased attention of researchers in recent years due to complicating scientific interactions, escalation of research migration flows and enhanced significance of mobility for scientific progress, dissemination of knowledge, and career development of researchers. The rapid increase in the number of papers on academic mobility is also caused by the emergence of new analytical tools including bibliometric ones. The report demonstrates current types of academic mobility and development of main subject areas detected via citation analysis in the last 30 years.

This report presents a bibliometric approach to identifying research fronts in scientific organizations, based on a multiplex analysis of the flow of publications of authors from the analyzed organization. A model for more accurate subject clustering of publications of a scientific organization based on the GRNTI classification is proposed and tested using the example of geophysics research area. Based on metadata from the publication clusters allocated by GRNTI, algorithms for compiling query profiles in a scientometric database for further detection of research fronts are presented.

Influenza is one of highly contagious acute virus diseases that primarily affects respiratory ways. Annual seasonal epidemics afflict approximately 15% population worldwide and lead to 250,000–500,000 deaths each year. That is why studies on influenza vaccines and vaccination that prevent spreading of the virus remain highly important. This paper presents the results of informetric analysis of publications on influenza vaccine development and vaccination against influenza based on Web of Science databases. The authors analyzed scholarly output from 2001 to 2015. We detected annual increase in the number of publications since 2002, but the highest interest to influenza vaccination was observed in 2009–2011 years due to emergence of new H1N1 virus. After 2011 we registered decrease in publication activity although this subject area is still in the focus of researchers. Journal original papers and reviews seem to be the main source of information, while a share of conference papers consistently decreased over the analyzed period. United States is a leader in the number of research with 40% of all papers which account for 55% of all citations. Elsevier’s Vaccine is a primary journal publishing nearly 20% of papers; however, results of influenza vaccine development have also been published in extremely authoritative journals including The New England Journal of Medicine, Lancet, Science, British Medical Journal, Nature Medicine, etc. This also highlights the great importance of studies on the analyzed topic. Thus, the paper represents different aspects and trends in influenza vaccine development in the last 15 years using a broad range of bibliometric approaches including citation analysis, collaboration networks, revealing the most active countries studying influenza vaccine development, the most authoritative journals and funding organizations.

Twenty two science Russian periodicals in informatics and library studies are selected for the bibliometrical analysis of key journal indicators, including publication activity of the same journals’ editorial staff. For the first time for domestic journals, the study reveals hidden self-citation when editorial members include links to their journal from other publications. The available instruments of scientometrical databases, including Web of Science and Scopus, and the national system Russian Science Citation Index do not enable to identify this form of self-citation. The mentioned manipulations are aimed at boosting journal rating. In several cases, intensive and unjustified citation by journals’ editorial staff in other periodicals which we consider the violation of publication ethical principles, is revealed.

Unfair authorship is one of the most common violations of the publication ethics. These violations comprise «guest», «donated» and «invisible» authorship when the author line indicates the persons that actually are not the authors, or, instead lacks actual executors of studies. This phenomenon is characteristic for the world as a whole; however the developing states striving to carry science to a new level, are the most vulnerable. This is due to inefficient science management, in particular due to formal approach to researcher efficiency evaluation, due to the citation and publication activity indicators use when employing staff, career promotion, giving grants, etc. Scientific and publication communities develop approaches to fight unfair authorship, including implementation of special authorship indicators, new regulations and instructions for editors, reviewers and authors. The bibliometrical approaches are also seen as promising ones. The current status of the problems and solutions are characterized.

Various models of editorial board members’ publishing in parent journal are examined. Editorial membership makes an important stage of the academic career; hence, this requires careful bibliometric examination of editor researchers’ publication strategies. We examine the popular approaches of editors-in-chief toward publications by their editorial board members’ in the parent journal, in the range from encouragement to prohibition. Using a sample of Russian library and information science journals, we demonstrate that the publication models of editorial board members depend on the journal’s rank.

Identifying research priorities and trends is one of the most important strategic tasks of scientific organizations. Its accomplishment enables to distribute limited funds more efficiently and to establish an interest balance between various stakeholders in research activity; it also makes research organization and its structural divisions more competitive in the academic space. The paper reports the findings of bibliometric analysis; research priorities for an individual research organization specialized in the earth sciences, are revealed. The discussed approaches based on the use of citation analysis and content analysis can significantly enhance expert evaluation process at the stage of setting research priorities.

Initial screening of donors and population at high risk of infection with blood transmitted diseases involves a number of analyses using monospesific diagnostic systems, and therefore is expensive labor- and time-consuming process. The goal of this work is to construct a multiplex test enabling to carry out rapid initial complex testing at a low price. The paper describes a kit making it possible to detect simultaneously antibodies to six agents of the most significant blood transmitted diseases: HIV virus, hepatitis B and C viruses, cytomegalovirus, T. pallidum and T. gondii in blood products. The kit comprises multiplex dot-immunoassay based on plane protein arrays (immune chips) using colloidal gold conjugates and silver development. It provides an opportunity to carry out complex analysis within 70min at room temperature, and there is no need of well-qualified personnel. We compared laboratory findings of the kit with monospecific kits for ELISA produced by two Russian commercial companies. Dot-assay results correlate well with data obtained using commercial kits for ELISA. Furthermore, multiplex analysis is quicker and cheaper in comparison with ELISA and can be carried out in non-laboratory conditions. The kit for multiplex dot-immunoassay of antibodies to blood transmitted agents can significantly simplify initial complex testing.

Precise identification in bibliographic systems is a basic condition to data exchange and carrying out complete and verifiable bibliometric analysis of scholarly output and research capacity of scientific organization or university. Such an analysis can be conducted at different levels - the whole organization level, department, laboratory, research team or individual researcher level. Unique accepted and standardized method for identifying journal articles, authors, their affiliations, and other elements of bibliographic metadata are absent despite the high efforts made in that direction. Initiatives to construct identifiers and systems appear regularly in scientific papers and reports; however, they have not achieved the necessary degree of interoperability. This paper describes the main challenges in identification of various bibliographic metadata and their solutions at the level of scientific organization.

The paper presents results of bibliometric analysis of papers on phage display technology written in the past 30 years. More than 2000 Scopus-indexed papers have been published in 638 journals. 73.95% papers were published by 10 most productive countries out of 58: The USA, China, Great Britain, Germany, Japan, the Netherlands, Switzerland, Italy, France and Australia. Rapid growth in scholarly output began in 1993, i.e., 8 years after discovery of phage display in 1985 and up to 2000 was equal to 26.85% per year. Later, the number of papers stabilized. In some countries, number of studies is decreasing: The USA, Great Britain, the Netherlands, Switzerland, Italy and Australia; the other countries show increase in the number of annually published papers: Germany, Japan, France and China. Average number of citations per paper in 3-year citation window is 5.09. Swiss papers are the most cited: 9.09 citations per paper, whereas Chinese papers are lowly cited ranking 2nd: 2.51 citations per paper. Results of studies on phage display are published in 11 languages with two leading ones: English (92.19%) and Chinese (6.29%). Biochemistry, genetics and molecular biology subject area uses phage display technology more intensively (61.04% papers), followed by immunology and microbiology (31.06%) and medicine (24.09%). The core of serials published the majority of papers on phage display began to lose strong borders. Only PLoS One shows obvious growth in the number of papers describing phage display studies.

This article analyzes shares and rankings of Russian bioscience publications and journals in international bibliometric databases. Studying scholarly output, international collaboration, and the share of Russian papers both in national and international journals enables the authors to highlight the current state of biological science and journals in Russia and outline some pronounced trends. A comparative analysis with the leading countries confirms good representation of Russian bioscience journals among other international serials. Certain problems remain unsolved, however: low impact factors, overrepresentation of national papers, and poor online services. Thus, Russian publishers should correct their editorial policy to improve availability and performance of serials.
