The escalating risk of precarious employment underscores the necessity to examine the impact of digitalization of the labour market on sustainable economic development. The precarization of employment may result in diminished performance metrics for the achievement of decent work goals. The study is aimed at the development of a theoretical approach in order to supplement sustainable development indicators with the characteristics of vacancies in the labour market in the context of its digitalization. Official statistical data, as well as online information sources for the period 2013-2023, summarized with the help of Big Data and AI technologies serve as the empirical basis of the study. A forecasting model for demand metrics of the labour market was chosen on the basis of evidence from the labour market in Minsk. The XGBoost model demonstrated superior results compared to other time series models. The results of October 2023 - October 2024 forecasting of the number of vacancies in Minsk are given in the article. The results are received after the predictive model of gradient boosting was adjusted. The predictive model of gradient boosting was trained using actual data. Further research to improve the quality of forecasts will focus on the following: optimization of the model of gradient boosting using deep learning; identification of additional features and factors that influence appearance of new vacancies in the regions of Belarus.

The actual methods of labor market analysis are based on outdated technologies for collecting information and do not consider the competencies available in the CV and in demand by vacancies. In order to obtain reliable current information on the balance of the workforce quality, as the carrier of certain competencies, and market requirements, the method is proposed for determining the degree of their consistency through the ratio of competencies available to applicants and those requested by employers. The proposed methodology, based on big data technologies, uses artificial intelligence as the main toolkit which makes it possible to quickly and efficiently collect, process and visualize the obtained data, which makes it possible to conduct its further qualitative analysis in the context of the proposed / demanded competencies, professions, regions and types of economic activities. As a practical interpretation of the proposed methodology, the paper analyzes the degree of consistency of existing / demanded competencies in the context of the regions of Belarus.

Sustainable economic growth requires a system for forecasting the in-demand skills and competencies. The existing methods of analysis and forecasting of the labor market use truncated databases based on surveys of employers or registered vacancies on the state portal, which do provide reliable forecasts of the required competencies for the education system to ensure their timely formation. It is also impossible to analyze the need in terms of competencies, and not the number of employees. Therefore, a more reliable source of data is the analysis of vacancies and resumes collected by scraping from online job portals, which allows you to analyze vacancies and resumes in the context of the described competencies, and develop a forecast of their dynamics. The article presents an algorithm for using artificial intelligence in the analysis and forecasting of skills and competencies in demand, the advantages of which lie not only in the volume and speed of the processed information, but also in ensuring the quality and comparability of data.

In the article problems of the theory and practice of development of personnel strategy of the enterprises are reflected. The basic kinds of personnel strategy are opened, the forms of their realization, the international experience is investigated. The dialectics of personnel positions of the Belarus enterprises for 1991–2003 is investigated, influence of a labor market on the given processes is shown. Necessity of transition to strategy of socially responsible re‐structuring is proved. Mobile lifestyle is a comparatively little studied phenomenon, although the development of information and communication technologies significantly changes almost all manifestations of our life. Mobility, network capital, social and humanitarian technologies are becoming substantial conditions for successful employment. The purpose of the article is to analyse the results of the sociological project where youth of Latvia and Belarus became the object of research, in order to determine problems of mobile lifestyle in the aspect of employment through general and special perception of young people of two countries with differing economic systems.
