Under the current conditions characterized by the exhaustion of sources for extensive industrial growth, developing an innovation-driven economy is particularly important: the impact of science and technology on the transformation of the industrial complex has been growing exponentially in recent years. Aim . The presented study aims to determine ways to improve the monitoring system for innovative industrial development in the Russian Federation. Tasks . The authors identify directions for the transformation of the system of indicators of innovative industrial development and provide recommendations for improving the efficiency of monitoring the achievement of target values with regard to these indicators. Methods . This study uses a comprehensive methodological platform that includes an approach to assessing the government policy on innovation, program- and goal-oriented methods of innovative industrial development management, and quantitative methods for analyzing indicators of innovative industrial development. Results . It is found that indicators in the system of target indicators of innovative industrial development in different government programs are duplicated and discrepant. In a number of key areas, there are no indicators whatsoever. The authors identify shortcomings in the methodology for evaluating the efficiency of government programs and propose their own approach to the formation of a system for monitoring target indicators of industrial development. Conclusions . The study makes it possible to formulate a number of proposals for improving the monitoring system for innovative industrial development, the essence of which is not only to improve the methodological tools, but also to provide institutional support for the monitoring process.

The article develops the methodological approach to coordinating the priorities of scientific, technological and spatial development of regions. The relevance of the study is due to the significance of choosing the benchmarks for the transformation of regional economic systems. These systems are based on the principles of harmonisation of the social and economic interests of individuals, business entities, territories of different levels, and modern prospects for the development of science and technology. The study aims to substantiate the methodology for assessing and selecting priorities for coordinating scientific, technological and spatial development of the economies of industrialised regions. The methodology is based on a combination of the individual territories’ interests due to their joint participation in integrated investment projects of interregional significance. We applied general scientific methods of theoretical and empirical knowledge, including a causal method, a method of analysis and synthesis, a method of scientific abstraction. We substantiated the role of macro-regions in the process of integration of the local territories’ initiatives with the national development guidelines. Then, we identified the characteristics of integrated investment projects with significant potential, which can be the basis for determining the criteria for assessing and selecting projects and project initiatives proposed for implementation at the supra-regional level. Further, we offered an algorithm for developing an integrated investment project that determines the sequence of events. Such events allow realisation of opportunities of scientific and technological development available for industrialised regions, taking into account the priorities of their spatial transformations. We tested the algorithm using the industrial Ural-Siberian macro-region as an example, identifying key aspects of the “Ural Highway” pilot project. A specific feature of the developed approach is the proposal of a “bipolar” system for determining priorities. It allows integration of the national guidelines for scientific, technological and spatial development with the prospects for transformation defined by individual territories (industrialised regions). The proposed approach can be used to substantiate proposals and strategic measures aimed at implementing the priorities of spatial development and the development of science and technology in industrialised regions. © 2019 Institute of Economics, Ural Branch of the Russian Academy of Sciences. The relevance of the research is caused by the need to form a high-quality concept of a system for management and forecasting of the socio-economic development of the sectoral and inter-sectoral complex of a region. The subject of the research is the methods for forecasting the economic security under conditions of uncertainty. The purpose of the research was to consider and evaluate a model of dynamic integration of economic security for a regional inter-sectoral complex under uncertainty conditions based on the institutional approach principles. The paper analyzes the vectors of structural changes in the regional inter-sectoral complex that includes the mining, manufacturing and construction industries. A methodology for predicting the impact of the digital economy on the economic security of the regional inter-sectoral complex is considered. A new model of forecasting the economic security of the above-mentioned complex was built to be used as a tool for regulating the socio-economic development at the regional level. A set of key conditions for the development of an institutional mechanism to ensure the economic security of the region in terms of its sustainable operation and withstanding internal and external threats and risks were formed. In turn, the institutional concept of the economic security mechanism involves constant selection, analysis and evaluation of judgments about the economic security of a region, country or economic entity. This task is achieved by comparing the numerous characteristics of economic activity. The paper concludes that the proposed method of forecasting using econometric models makes it possible to assess the economic security of a regional inter-sectoral complex and timely respond to negative performance indicators.

The article presents an approach to assessing the transformation of an industrial complex in the con? ditions of deep penetration of digital technologies into the material sector of the economy. It formulates a theoretical research platform based on the theory of the new industrial society, and substantiates a methodology encompassing reproductive, institutional and synergetic approaches. The paper shows that the transformation of the industrial complex, caused by any factors and implemented in any conditions, is always a discrete process of qualitative changes, leading to significant structural changes and institu? tional transformations. The author proposes a method for identifying the stages of the industrial complex transformation in the digital economy, representing them in the form of a pyramid, each of which has a certain “gene of digitalisation”. The author’s digitalisation pyramid includes five stages: primary ICT digitalisation; electronic data exchange with external partners; application of special software; own pro? duction of information and communication technologies and equipment; production and application of industrial robots and sensors. Having applied the described method, the author assesses the level of digi? talisation of the Russian industrial complex and makes a conclusion about quite high degree of primary computerisation, inclusion of industrial enterprises into “digital” exchange with suppliers and consumers, and dynamic development of the domestic software. At the same time, the analysis demonstrated that the process of digital transformation of the Russian industry is at its initial stages, and the achievement of the ambitious goals is possible only provided the goverment implements a competent industrial policy.

This paper deals with questions on cross-sector cooperation between the government, business and education as part of an innovative model of «triple helix», by implementing state programs of development of agriculture in Transbaikal region. «Triple helix» model is organized in accordance with the principles of intersection of three sets of relationships; it describes innovative development through the dynamics of relations between science (education), business and government (represented by the Cabinet) at national and regional levels. «Double helix» of cross-sectoral interactions in the regions where the innovation network is not developed enough, are regarded as an evolutionary step in the development of the full «triple helix». Alignment of competent cross-sectoral interactions and designing of institutes in «double helix» (state-to-business, state-to-science (education), business-to-science (education)) is the key to the formation of an innovational tripartite model.
