The paper is art attempt to translate the changes in the operation of the Venezuelan State since 1999, whose devices have the purpose of making a new institutionalization in the political system for which the government is sowing new political and organizational practices, as well as the development of new structural power properties, having as integration axis the co-presence of the State with the new actors and their practices. We are using the expositions of the New Institutionalism (Powell & Di Maggio, 1999) and the Structuration Theories (Giddens, 1995) to explain the practices in the processes of decentralization in Venezuela, between 1989 and 1998, as well as the new centralization which begins with the Constitution in 1999, it is fried to redefine with the Communal Councils from 2006, and to strength with the adjustment of the Public Administration to the Popular Power in 2007. All these show a process of progressive alteration that is causing both a power centralization and a hierarquical control of resources on the different levels of government and the national territory, moving the model of public management that have came consolidating from the local practices, the vanish of its practices and the implantation of new actors and their routines in the public matters, with different organizations and political shapes.
