The important role of honey bees has been known for a long time, as the successful work of Apis mellifera helps to maintain natural biogeocenoses and provides humanity with food and medicinal production. The massive loss of honeybee colonies in the southern and eastern border regions of Ukraine is putting a strain on beekeeping production in the north-western regions of Ukraine. To intensify apiaries, there is a need for systematic and regular monitoring research. Epizootic monitoring provides data on the health of honey bees in a specific geographical region that can be scientifically substantiated. To analyse the epizootic situation with contagious bee diseases in the Rivne region in 2017–2022, we used official data from the State Service of Ukraine on Food Safety and Consumer Protection in the Rivne region. In addition to epizootic monitoring, the aim of our study was to identify the most common bee diseases in this region. The analysis of the results shows that diagnostic tests for varroosis and nosema, acarapidosis, American and European foulbroods, and amoebiasis are planned and carried out systematically. From 2017 to 2021, the number of diagnostic tests for bacterial diseases of bees was increased. At the same time, in 2022, the activity of such research decreased by 6.4% in comparison to 2021. A different pattern was registered for parasitic diseases of bees. For example, there was an increase in the number of such studies from 2019 (1678 studies) to 2022 (3184 studies). It was found that the Rivne region has been safe from American and European foulbroods, acarapidosis, braulosis and amoebiasis for the last 6 years. Varoosis and nosema are registered annually in 2017–2022, with the infection rate for these diseases set at 11.06 % (2020) – 14.82 % (2022), respectively. This data is likely to indicate a change in the economic situation of beekeepers, which makes it impossible to prevent hives from being treated for certain diseases in a timely manner. Thus, the analysis of laboratory tests for contagious diseases of bees helps to detail the epizootic state of a particular region, which allows to determine the direction for veterinary and sanitary measures for a specific apiary.

The objective of the study was to assess the metabolic burden within the concept of vascular ageing in hypertension (HTN) based on the results the able-bodied population study of a large industrial center. Design and methods. A continuous non-randomized cross-sectional study was performed, it included the employees of two medium-sized industrial and commercial enterprises (n = 547). All subjects underwent a formalized medical questionnaire aimed at identifying cardiovascular risk factors, symptoms and signs of cardiovascular pathology, measuring blood pressure (BP), serum levels of total cholesterol, high-density lipoproteins cholesterol, low-density lipoproteins cholesterol, triglycerides, glucose, creatinine and uric acid. Values for 10-year risk of fatal cardiovascular events, total cardiovascular risk, vascular age, and metabolic burden were calculated. Results. In the formed sample, the metabolic burden varied from 0.00 (0.00; 28.57) % in patients with low BP (without antihypertensive medication) to 42,86 (42,86; 57,14) % in patients with the 3rd degree HTN. Positive relationships were found between the magnitude of the metabolic burden, the level of systolic BP (R = 0,432; p Conclusions. HTN is associated with an increase in metabolic burden, regardless of BP level achieved during treatment. Metabolic burden assessment may be useful in identifying potentially unfavorable HTN phenotypes.

Article 64 of the Constitution of Ukraine defines a list of human rights and freedoms that may be restricted under martial law to protect the national security and territorial integrity of Ukraine, including the right to access information. This provision corresponds to Part 3 of Article 34 of the Constitution of Ukraine, Part 1 of Article 8 of the Law of Ukraine "On the Legal Regime of Martial Law". Due to the military aggression of the Russian Federation against Ukraine, the dissemination of information about the activities of state authorities and their employees, including courts and justice system bodies, can impose a threat to their life and health, cause crimes to be committed and be a threat to national security, and therefore can subject to restrictions by law. The article examines the grounds and conditions for restricting the right to access the public information under martial law; special attention is paid to the issue of restricting access to public information at the disposal of the courts and the State Judicial Administration of Ukraine. The author analyzed statistical data on the number of submitted requests for obtaining public information, cases of filing complaints about illegal actions of managers of public information when considering requests since the introduction of martial law on the territory of Ukraine. The article proves that since the Law of Ukraine "On the Legal Regime of Martial Law" does not provide for a direct possibility to establish any prohibitions or restrictions on the fulfillment of the duties of managers in considering requests or disclosing public information, when deciding the issue of limiting or providing access to that or other information in the conditions of martial law, the need to maintain an appropriate balance between the protected interest of a specific person and public interests and the application of the established practices to approve the request remain. The article also explores the possibility of restricting the dissemination of restricted information during martial law, which is socially necessary, when the public's right to know this information outweighs the potential harm from its dissemination.

Beekeeping is one of the essential branches of agriculture in Ukraine, the main activity of which is aimed at breeding bees and obtaining honey and other products beneficial for human health. Maintaining the physiological state of bee colonies at the proper level is one of the essential tasks of veterinary medicine doctors and beekeepers. Compliance with veterinary and sanitary requirements at bee farms is the basis of preventing infectious pathologies in bee colonies. Since the body of insects has a fast metabolism, any infectious pathology quickly acquires a massive manifestation. One indicative symptom of infectious damage to the “gut” of bees is dyspepsia. Diarrhea, anorexia, and loss of productivity are observed in bees in this condition. The market of means to prevent such pathological manifestations in beekeeping is relatively narrow. The healing and favorable properties of honey, manifested in pain-relieving, antimicrobial and anti-inflammatory effects, have been known since ancient times. Sunflower honey differs from other types in a wide range of components, particularly phytoncides, which inhibit the growth of pathogenic microorganisms. Therefore, the main goal of the experiment was a laboratory study of the effect of different concentrations of sunflower honey sieve on the mixed microbial association isolated from bees with signs of dyspepsia. The activity of sunflower honey in laboratory conditions was studied by the disco-diffusion method in Petri dishes on MPA medium (meat-peptone agar). To obtain syrup from sunflower honey, sunflower honey was diluted with distilled water in a ratio of 1:1, working solutions were prepared from sunflower honey syrup in dilutions of 1:2, 1:4, 1:10, 1:100. The data analysis indicates the bacteriostatic activity of the syrup from sunflower honey in all studied concentrations concerning the mixed microbial association. Moreover, the largest diameter of the growth inhibition zone of the studied microorganisms was noted when the syrup from sunflower honey was diluted in a ratio of 1:10 (19.2 ± 0.42 mm). In turn, the antagonistic effect of the syrup from sunflower honey was observed in all dilutions concerning the mixed microbial association, where the largest diameter of the antagonism was 19.6 ± 0.27 mm when the disc was impregnated with the native working solution. Thus, it is promising to accumulate and identify a pure culture antagonist concerning a mixed culture of bacteria isolated during bee diarrhea to further create a pharmacological agent for preventing infectious pathologies of bees in unhealthy apiaries.

First experimental modeling of decarbonation reactions resulting in the formation of CO2-fluid and Mg, Fe, Ca, and Mn garnets, with composition corresponding to the garnets of carbonated eclogites of types I and II (ECI and ECII), was carried out at a wide range of lithospheric mantle pressures and temperatures. Experimental studies were performed on a multi-anvil high-pressure apparatus of a “split sphere” type (BARS), in (Mg, Fe, Ca, Mn)CO3-Al2O3-SiO2 systems (with compositional variations according to those in ECI and ECII), in the pressure interval of 3.0–7.5 GPa and temperatures of 1050–1450 °C (t = 10–60 h). A specially designed high-pressure cell with a hematite buffering container—preventing the diffusion of hydrogen into the platinum capsule—was used, in order to control the fluid composition. Using the mass spectrometry method, it was proven that in all experiments, the fluid composition was pure CO2. The resulting ECI garnet compositions were Prp48Alm35Grs15Sps02–Prp44Alm40Grs14Sps02, and compositions of the ECII garnet were Prp57Alm34Grs08Sps01–Prp68Alm23Grs08Sps01. We established that the composition of the synthesized garnets corresponds strongly to natural garnets of carbonated eclogites of types I and II, as well as to garnets from xenoliths of diamondiferous eclogites from the Robert Victor kimberlite pipe; according to the Raman characteristics, the best match was found with garnets from inclusions in diamonds of eclogitic paragenesis. In this study, we demonstrated that the lower temperature boundary of the stability of natural garnets from carbonated eclogites in the presence of a CO2 fluid is 1000 (±20) °C at depths of ~90 km, 1150–1250 (±20) °C at 190 km, and 1400 (±20) °C at depths of about 225 km. The results make a significant contribution to the reconstruction of the fluid regime and processes of CO2/carbonate-related mantle metasomatism in the lithospheric mantle.

Neutron-induced cross sections represent the main nuclear input to models of stellar and Big-Bang nucleosynthesis. While (n,γ) reactions are relevant for the formation of elements heavier than iron, (n,p) and (n,α) reactions can play an important role in specific cases. The time-of-flight method is routinely used at n_TOF to experimentally determine the cross section data. In addition, recent upgrades of the facility will allow the use of activation techniques as well, possibly opening the way to a systematic study of neutron interaction with radioactive isotopes. In the last 20 years n_TOF has provided a large amount of experimental data for Nuclear Astrophysics. Our plan is to carry on challenging measurements and produce nuclear data in the next decades as well.

Nuclear level densities (NLDs) and photon strength functions (PSFs), also called ¿ -ray or radiation strength functions, represent average properties of the nucleus in the regime of excitation where individual levels and transition probabilities by ¿ decay are not readily accessible by experimental or theoretical means. They are key ingredients for statistical calculations of the reaction cross sections involving ¿ rays via the Hauser-Feshbach approach [1], like inelastic scattering or neutron capture reactions. The seasonal blood pressure variability (BPV) is known to demonstrate a typical winter peak. Recently, more attention is paid to the opposite situation: the summer BP levels being higher than those in winter. This phenomenon is called inverse BPV. The present article summarizes recent data on this topic. The data of the HOMED-BP project, as well as the results of the original prospective study in 770 hypertensive patients from two Russian Federation regions (mean follow-up duration 6.4 years), were used. According to the preliminary knowledge, the prevalence of inverse BPV in hypertensive patients is relatively high (15-25%). This phenomenon is more typical for treated patients, particularly for those on combination therapy, and is associated with beta-blocker intake. Higher duration of hypertension and higher levels of some risk factors (smoking) characterize the patients with inverse BPV. According to the HOMED-BP data, patients with inverse BPV had the highest overall cardiovascular risk (hazard ratio in comparison with the reference group of “minimal” “normal” BPV was 3.07; p=0.004). In summary, inverse BPV is a potentially unfavorable BP phenotype. However, its reproducibility and prospective value deserve further investigation. The absolute magnitude of seasonal BPV in these patients, calculated using different BP measurement methods, warrants special attention.

The goal of the proposed study is a radical reorganization on a cyclical-deed basis of the stages of the historical formation of methodological concept of consciousness in the theory of activity and STA(system-thought-activity)-methodology as a well-known domestic philosophical trend of the second half of the XX century. (G.P. Shchedrovitsky and his school). The process of updating the principles and norms of the STA-approach to understanding the category and mechanism of consciousness became possible due to metatheoretical guidance in its interpretation as an attributive invariant-way of human existence in interpenetration and unity of its modalities such as noumenal and phenomenal, transcendent and immanent, unknowable and cognizable, speechless and speechful, indefinite (unnamed) and signified (named). To solve this supertask, three search steps were performed, which reveal as the author’s vision of the problematic context of philosophical methodologization in working with consciousness and the main modes of its comprehension (consciousness-phenomenon, consciousness-noumen, consciousness-category, conscious experience, consciousness of being) in the format of integral directions of philosophy development (ontology, metaphysics, phenomenology, polymethodology), as well as principles, conditions and features of system-thought-activity ideas about consciousness as a conceptual means of methodological work and intellectual basis and, at the same time a resource of collective and individual thinking activity. First of all, starting from the reasoned distinction of two research strategies of cognition-construction of reality (scientific-natural and metaphysical), which form essentially different ontological pictures of consciousness, it is concluded about the extensiveness and even deadlock of the first and heuristics and productivity of the second. The last one requires not only the critical-reflexive usage of the existing scope of philosophical knowledge, but also the implementation of competent philosophical methodologization on the way to creating a metatheory of consciousness. In fact, such work, within the defined range of goals and tasks and carried out in the format of this study: according to the principle of quintessence, the optimal number of modes of consciousness understanding is singled out, where each of them is subject to meta-description by definition, essential features and functional characteristics, and constructed a fivefold thought-scheme, which in the post-non-classical style mutually reconciles these understanding modes. In the main part of the semantic metaconsideration of the raised methodological issues it is proved that the cultural achievements of STA-methodology in comprehension of the resource potential of human consciousness are unique, firstly, considering the departure of its representatives from the scientific-subject consideration of the phenomenon of consciousness, and the implementation of a purely methodological approach, secondly, considering the peculiarities of their advocated way of using the category of consciousness, namely as a conceptual means, thought-toolkit. Yes, there is every reason to believe that G.P. Shchedrovitskiy and his circle members carried out a full-fledged act of collective thinking activity, particularly in joint understanding work with the sphere of consciousness, which we reconstructed at the stages of canonical thinking-deed: 1) s i t u a t i o n a l stage – conceptual and categorical elaboration of the problem of consciousness is carried out on the achievements of logic, and later methodology, with their main subject – thinking and setting for the creation of its content-genetic theory by means of activity approach; 2) m o t i v a t i o n a l – consciousness, starting from the generalizations of the cultural-historical theory of the development of higher psychic functions of L.S. Vygotskiy, was comprehenced as an intellectual means of domestication and socialization of the person through the mastery of signs as an instrument of determining influence of intersubjective cooperation with others as opposed to the secondary value of knowledge, the functionalities of consciousness; 3) a c t i o n – a wide sign-instrumental use of the concept and category of consciousness in collective and individual thinking activity, especially in such conceptual organizations as “scoreboard of consciousness”(the flow of consciousness, which is intended for both objective actions and on knowledge), “mechanisms of consciousness” (generate thinking in sensual form as images or objective perceptions, or sign form), “pure consciousness” (spontaneous, meaningless, unstructured, self-causal – independent of the experience of sensual perception, from the action of any empiricism), “organized consciousness” (rhythmically balanced in functioning, filled with psychocultural formations, although not durable, fluid, requires considerable internal (motivational, intellectual, volitional, etc.) efforts of the person for its maintenance, harmonization of all available material which has got to its spherical flow of life), herewith pure consciousness, organizing, loses its spontaneity, is freed; 4) a f t e r-a c t i o n – substantiation of reflexivity as one of the main determinants of the cooperation effectiveness of several acts of activity, and at the same time maturity and perfection of consciousness; reflection is responsible for the organization of consciousness, which, however, itself structurally determines the reality of reflection; only in the reflexively enriched, thought-communicative organizational space of methodological seminars and sessions, organizational and organizational-action games do the functionalities of consciousness find their sign-semantic shelter, witness settlement (primarily in texts, formulas, schemes, models, drawings).

DNA nanotechnology has significantly advanced and might be used in biomedical applications, drug delivery, and cancer treatment during the past few decades. DNA nanomaterials are widely used in biomedical research involving biosensing, bioimaging, and drug delivery since they are remarkably addressable and biocompatible. Gradually, modified nucleic acids have begun to be employed to construct multifunctional DNA nanostructures with a variety of architectural designs. Aptamers are single-stranded nucleic acids (both DNAs and RNAs) capable of self-pairing to acquire secondary structure and of specifically binding with the target. Diagnosis and tumor therapy are prospective fields in which aptamers can be applied. Many DNA nanomaterials with three-dimensional structures have been studied as drug delivery systems for different anticancer medications or gene therapy agents. Different chemical alterations can be employed to construct a wide range of modified DNA nanostructures. Chemically altered DNA-based nanomaterials are useful for drug delivery because of their improved stability and inclusion of functional groups. In this work, the most common oligonucleotide nanomaterials were reviewed as modern drug delivery systems in tumor cells.

Varoatosis is the most dangerous disease of bees. A number of synthetic preparations are used for its treatment. In organic beekeeping they are forbidden; and the search for new effective acaricides, which are not toxic to bees and do not contaminate bee products, is highly relevant. Therefore, our purpose was to investigate the effectiveness of using natural spruce extract to fight against varroatosis at an organic apiary. In this study, we compared the effectiveness of using natural spruce extract and formic acid extract to combat varroatosis in 24 bee families (12 each the group). The preparations were administered according to the guidelines once in the spring and once in the autumn. In the course of the study, a number of indicators were evaluated such as spring and autumn mite infestation, the strengthening and weakening of families, honey and wax productivity, the percentage of families that died (lost their queen bee) during the winter. The results of our investigation show that natural spruce extract effectively controls the varroa mite. This is confirmed by the significant difference in mite infestation between the groups treated with formic acid and spruce extract. This indicator was lower in bee families treated with spruce extract. After the spring treatment, the difference was 3 times (??

There are still many complex issues in the management of autoimmune pathologies in gynecology and reproductology, endometriosis in particular. Naltrexone, a competitive antagonist of opiate receptors in the central and peripheral nervous systems, reveals new qualities such as effects on autoimmune processes. Naltrexone in low doses of 1.7–5 mg (Low Dose Naltrexone, LDN) revealed the opposite effect on opiate receptors in the form of a rebound effect and, as a consequence, a strong increase in endogenous endorphins and enkephalins. Studies of elevated levels of these neurotransmitters have provided evidence of a multidisciplinary beneficial effect on the immune system of people with endorphin and enkephalin deficiency, an association between the endogenous opiate system and cells and tissue growth in general and healthy immune function was confirmed. The most explored effects of them are such as blocking the synthesis of pro inflammatory cytokines IL-6, IL-12, tumor necrosis factor, the effect on neuroglia through toll-like receptors, the effect on the cycle cells growth, especially malignant tumor cells, through interaction with opiate growth factor, modulation synthesis of T- and B-lymphocytes. Growing evidence of LDN efficacy is becoming a potentially effective clinical practice in autoimmune pathologies, but still off-label used. Some data of clinical trials is presented. Four studies with Crohn's disease with results of relief of symptoms and remission, including experience in pediatrics. Three clinical trials with LDN results in multiple sclerosis with improved quality of life and improved symptoms. The scientific hypothesis suggests the success of LDN due to the reduction of induced nitric oxide synthase activity. The success of management of patients with malignant tumors is also presented. The article contains the latest data from clinical trials on reported serious and non-serious side effects of naltrexone at various doses, including data confirming the safety of taking mid-therapeutic naltrexone doses throughout pregnancy. These effects of LDN may prove to be effective in management patients with endometriosis.

BACKGROUND: Seasonal influenza vaccination is recommended for patients with cardiovascular diseases. Low vaccination coverage among these patients is due to insufficient knowledge about vaccine efficiency and its regular annual use. This work aimed to study the repeated 6-month changes in hemagglutinin antibody titers (AT) for 3 years in patients with cardiac pathology in a comparative study of influenza preventive vaccination. MATERIALS AND METHODS: Analysis of ATs obtained based on the hemagglutination-inhibition test (HAI) was performed in 235 of 817 participants in a prospective follow-up. Blood sampling was performed at baseline, before the vaccination, and 6 months after, and at the same term in unvaccinated patients in the 2012–2013 and 2014–2015 seasons, respectively. The seropositive and seronegative responses to vaccination or acute respiratory or influenza infection were used, according to the reference values of seroconversion and seroprotection and the fact of seroconversion. Multiple regression analysis with a logarithmic scale was used to assess the vaccine effectiveness indices. RESULTS : With vaccination coverage of at least 40% against seasonal influenza within 3 years, the trends of a decrease in seropositive and an increase in seronegative responses in the vaccination group and its reverse nature in the comparison group were determined by traditional analysis. Using logarithmic calculation, an increase in HAI AT seroconversion was revealed over a 3-year follow-up period. It was characterized by a homogeneous serological response at annual vaccination and heterogeneous with a higher serological response in cases without vaccination (p = 0.002 for H1N1 and p = 0.005 for H3N2, respectively). This trend can be determined by a higher and more stable prevaccination level of HAI AT than the same residual level of AT among unvaccinated patients. CONCLUSION : During long-term cardiac studies, the logarithmic calculation in interpreting the results of HAI AT overcomes the limitations of the traditional analysis of assessing the efficiency of the annual influenza vaccine. Further serological programs are required to better understand the role of routine seasonal influenza vaccination in preventing morbidity and mortality of patients with cardiovascular diseases.

Aim. To study the changes that have occurred in the pharmacotherapy of atrial fibrillation (AF) in the Saratov Region for 5 years by analyzing the antithrombotic therapy of patients who were admitted in a specialized department of the multidisciplinary hospital in Saratov in 2011-2012 and in 2016-2017.Material and methods. A pharmacoepidemiological retrospective study was conducted. The object of the study was the medical records of inpatients (Form 003/y) with the diagnosis “Atrial fibrillation” (ICD-X code I48), that consecutively admitted to the cardiology department of the multidisciplinary hospital in Saratov from January 1, 2011 to December, 31, 2012 (n=211) and from January 1, 2016 to December, 31, 2017 (n=227). Criteria for inclusion in the study: patients over 18 years of age, established diagnosis of non-valvular AF of ischemic genesis. Exclusion criteria from the study: non-ischemic cardiomyopathy, thyrotoxicosis, congenital heart defects, rheumatic heart damage, acute coronary syndrome, endocarditis, myocarditis, pericarditis, pulmonary thromboembolism, the presence of prosthetic heart valve. Pharmacoepidemiological analysis was carried out for the drugs prescribed during hospitalization and given by doctors at discharge of patients from the hospital. The risk of ischemic stroke was assessed using the CHA2DS2-VASc score, and the risk of bleeding – according to the HAS-BLED score.Results. When analyzing the risk of ischemic stroke, it was found that 100% of patients in 2011-2012 years and 98.2% in 2016-2017 years had indications for the prescription of oral anticoagulants (OAСs). In 2011-2012 there were no patients with a low risk of stroke (CHA2DS2-VASc=0). High risk of bleeding (HAS-BLED≥3) occurred in 4.7% of patients in 2011-2012 and in 10.6% in 2016-2017, however, due to the high risk of stroke, the refusal to prescribe OAC in these patients was inappropriate in accordance with the recommendations for the treatment of AF. In the group of patients with CHA2DS2-VASc=0 in 2016-2017 antiplatelet therapy was prescribed in 100% at the hospital stage and at discharge, which contradicts the guidelines, according to which antithrombotic therapy is not recommended to patients with CHA2DS2-VASc=0. In patients with CHA2DS2-VASc=1, a low percentage of anticoagulants prescription was noted. In 2016-2017 OACs were prescribed only in 12.5% of patients at all stages of observation. In 2011-2012 OAC alone was prescribed only to 1 person (20%) at the hospital stage, which does not comply with modern guidelines for the treatment of patients with AF, according to which patients with a risk score CHA2DS2-VASc=1 are recommended to receive OACs in the absence of contraindications. OACs prescription in group CHA2DS2-VASc≥2 occurred only in 15% of patients in 2011-2012 and in a third of patients in 2016-2017 (pConclusion. For 5 years there have been significant changes in the antithrombotic therapy of AF in the Saratov Region. The frequency of prescribing OACs according to indications has increased mainly due to the introduction of the DOACs into clinical practice. However, prevention of stroke remains insufficient.

Background. Early diagnostics of masked hypertension (MH) is one of the key problems in modern cardiology due to the association of this blood pressure (BP) phenotype with doubled cardiovascular risk in comparison with normotension (NT). The current hypertension guidelines list numerous conditions, when the ambulatory BP monitoring (ABPM) is desirable in patients with normal office BP. However this list does not represent clearly defined, agreed and approved indications for ABPM as a diagnostic tool for MH.Aim. To develop a method of MH diagnostics for the use in routine clinical practice based on the comparing characteristics of patients with reproducible MH vs NT.Material and methods. The patients were selected from two trials that used ABPM (n=1778). The selection criteria included age 40-79 years, office BPResults. In total, 153 patients with reproducible (both winter and summer) BP phenotype were included: 127 with MH, and 26 with NT (mean age 49.1Ѓ}7.8 years, 36.1% males). In multivariate analysis, reproducible MH was associated with body mass index (β2.097; pConclusions. MH is often found in patients with normal and optimal office BP and without “hypertension” diagnosis. The method described in the article helps to detect MH with high probability and define the individual indications for ABPM. The MH phenomenon in the category of patients warrants further investigation.

A significant role in solving the problem of vegetable protein deficiency is playing soybeans, modern high-performance varieties of which, with developing and improving of adaptive components its growing technologies, are able to form consistently high yields of high-quality seeds. Among these components, selection of varieties, clarification of fertilizing doses and seed inoculation in accordance with soil and climatic conditions of a particular region, are of great importance. The purpose of research was to identify features of soybean productivity formation of different varieties depending on seeds inoculation and doses and timing of mineral fertilizers application in conditions of the Right-Bank Forest-Steppe. The experiment was laid during 2013–2015 in conditions of the SERF "Salivonkivske" of the Institute of Bioenergetic Crops and Sugar Beet of N AAS on typical low humus chernozems. According to the results of research, was established that in conditions of the Right-Bank Forest-Steppe of Ukraine the maximum yields studied hybrids formed under condition of combination seed treatment before sowing by phosphonitragin and application of N 30 P 60 K 60 like the main fertilizer and extra feeding N 15 in the budding phase, what allowed to obtain at early-ripening variety Vilshanka 2.91 t/ha and at mid-season variety Suzir’ya – 3.17 t/ha. Compared with the absolute control, the yield increase in these variants by 1.02 and 0.98 t/ha, respectively

The 235U(n,f) cross section was measured in a wide energy range (18 meV–170 keV) at the n_TOF facility at CERN, relative to 6Li(n,t) and 10B(n,α) standard reactions, with high resolution and accuracy, with a setup based on a stack of six samples and six silicon detectors placed in the neutron beam. In this paper we report on the results in the region between 18 meV and 10 keV neutron energy. A resonance analysis has been performed up to 200 eV, with the code SAMMY. The resulting fission kernels are compared with the ones extracted on the basis of the resonance parameters of the most recent major evaluated data libraries.Acomparison of the n_TOF datawith the evaluated cross sections is also performed from thermal to 10 keV neutron energy for the energy-averaged cross section in energy groups of suitably chosen width. A good agreement, within 0.5%, is found on average between the new results and the latest evaluated data files ENDF/B-VIII.0 and JEFF-3.3, as well as with respect to the broad group average fission cross section established in the framework of the standard working group of IAEA (the so-called reference file). However, some discrepancies, of up to 4%, are still present in some specific energy regions. The newdataset here presented, characterized by a unique combination of high resolution and accuracy, low background and wide energy range, can help to improve the evaluations from the Resolved Resonance Region up to 10 keV, also reducing the uncertainties that affect this region., CERN (European Organization for Nuclear Research)

The defining condition for increasing soybean crops productivity is the development and implementation of technologies for its cultivation, which most fully meet the genetic characteristics of the variety and take into account the interaction of plant organisms with the combined effects of hydrothermal conditions and anthropogenic factors. Among the criteria for assessing the effectiveness of technological methods of growing crops, one of the most important is their impact on the yield and quality of marketable products. The aim of the research is to establish the effect of seed inoculation by a multifunctional microbial preparation based on nitrogen-fixing and phosphorus-mobilizing bacteria and different doses and terms of mineral fertilizers application on yield and quality indicators of soybean seeds of different maturity groups in the Right-Bank Forest-Steppe conditions. Field research was conducted during 2013-2015 in the research field of SE "RF" Salivonkivske " Institute of Bioenergy Crops and Sugar Beets NAAS, of Ukraine. The soil of the experimental site is typical low-humus medium loam chernozem. The humus content in the layer 0-20 cm - 4.56%, in the layer 20-50 cm - 4.27%, the pH of the salt extract - 6.7-7.2. Content of easily hydrolyzed nitrogen (according to Cornfield) - 155-161 mg/kg of soil, mobile phosphorus (according to Chyrikov) - 44-54 mg/kg of soil, exchangeable potassium - 95-107 mg/kg of soil. The establishment of the field experiment involved the study of the action and interaction of three factors: A – variety: Vilshanka (early-ripening), Suzirya (medium-ripening); B – pre-sowing seed treatment: without inoculation, Phosphonitragin; C - fertilizers: without fertilizers (control); P60K60; N15P60K60; N30P60K60; N45P60K60; P60K60 + N15; N15P60K60 + N15; N30Р60К60 + N15. Predecessor - winter wheat. Soybean cultivation technology is generally accepted for the Right-Bank Forest-Steppe of Ukraine, except for the factors studied in the experiment. The fertilizing system provided for the application of phosphorus and potassium fertilizers (granular superphosphate and potassium salt) at the rate of P60K60 for basic tillage, as well as nitrogen (ammonium nitrate) - according to the experimental scheme: for pre-sowing cultivation and fertilizing in the budding phase. Inoculation was performed by a complex bacterial preparation for soybeans based on strains of nodule bacteria (Br.japonicum) and phosphorus-mobilizing microorganisms (B. mucilaginosus). Weather conditions in the years of research differed significantly from each other and relative to long-term averages. In 2013, the growth and development of plants took place at an average daily temperature in the range of 19.1-19.8 ℃, the amount of precipitation - 251.4-334.0 mm and the amount of active temperatures (> 10, ℃) - 2036.3-2258, 7 ℃. In 2014, the values of these indicators were, respectively, 18.6-19.5 ℃, 308.7-337.2 mm and 2020.4-2216.7 ℃; in 2015 - 21.1-21.6 ℃, 135.3-166.5 mm and 2040.5-2324.4 ℃. The aim of the research to establish the effect of seed inoculation by multifunctional microbial preparation based on nitrogen-fixing and phosphorus-mobilizing bacteria and different doses and terms of mineral fertilizers on yield and quality of soybean seeds different ripeness groups. Methods - field (to study the interaction of the research object with biotic and abiotic factors), combine harvesting (to determine the seed yield), biochemical - to determine the quality of the crop; statistical (to determine the probability of research results). It was found that the most favourable conditions for the maximum productivity of crops formation of early-maturing soybean variety Vilshanka and medium-ripening variety Suzirya both in terms of yield and yield of crude protein and oil were created by seeds bacterization by Phosphonitragin and mineral fertilizers + N30P60 . According to these indicators, the reaction of varieties to the action and interaction of technological techniques studied in the experiment was similar. Retail application of nitrogen fertilizers (for pre-sowing cultivation and fertilizing in the budding phase) contributed to the formation of higher plant productivity than a single application of the same rate of nitrogen fertilizers. Model of growing technology of intensive soybean varieties Vilshanka and Suzirya, which involved seeds inoculation by bacterial preparation based on strains of nodule bacteria (Br. Japonicum) and phosphate-mobilizing microorganisms (B. mucilaginosus) and application of N30P60K60 as base fertilizer and fertilizing provided the highest yields - 2.91 and 3.17 t/ha, respectively, which is more than in the control by 54.0 and 44.7%. In the same variant, the highest yield of crude protein and oil was obtained - in the precocious variety, respectively, 1.18 and 0.62 t/ha, in the medium-ripe variety - 1.32 and 0.63 t/ha.

At the current stage of world agricultural production development, soy occupies the leading place among the most critical high-protein and oil crops. Ukraine is the leader in soybean production on the Eurasian continent, however, the biological yield potential of domestic soybean varieties is not yet sufficiently realized, and therefore there is a need to find ways to increase the productivity of soybean agro phytocoenoses. The basis of the creation of the dry weight of the soybean seed crop, like any agricultural crop, is photosynthesis. The intensity of which reflects plants' reaction to the conditions of growth and development, including the technological model of cultivation. Therefore, studying laws that determine the photosynthesis process productivity is an essential way of managing the level of crop productivity. The purpose of the research was to establish the influence of seed inoculation by microbial preparation of multifunctional action Phosphonitragin and rates and terms of mineral fertilizers application on photosynthetic and seed productivity formation. Visual, measuring-weighing, calculation, and statistical-mathematical methods of observation and research were used during the research. Field research was conducted during 2013-2016 at the experimental field of the State Enterprise "DG Salivonkivske" of the Institute of Bioenergy Crops and Sugar Beet of the National Academy of Sciences of Ukraine. The soil of the experimental site is a typical low-humus chernozem. Humus content in the 0-20 cm layer - 4.55%, easily hydrolyzed nitrogen (according to Kornfield) - 154-160 mg/kg of soil, mobile phosphorus (according to Chirikov) - 43-55 mg/kg of soil, exchangeable potassium - 94-106 mg/kg of soil, the pH of the salt extract is 6.7-7.1. The field experiment was laid according to the scheme: factor A - variety: Vilshanka (early ripening), Suzirya (medium ripening); factor B – pre-sowing seeds treatment: without inoculation, bacterial preparation Phosphonitragin; factor C – mineral fertilizer: without fertilizers (control); P60K60; N15P60K60; N30P60K60; N45P60K60; P60K60 +N15; N15Р60K60 + N15; N30Р60K60 + N15. Phosphorous and potash fertilizers were applied during the main tillage, nitrogen fertilizers were applied in accordance with the scheme of the experiment: for pre-sowing cultivation and extra-feeding of soybean plants in the budding phase. Seed inoculation was carried out by a complex bacterial preparation based on phosphorus-mobilizing microorganisms (B. mucilaginosus) and strains of nodule bacteria (Br. japonicum). In our research, both soybean varieties were characterized by a high level of leaf surface growth, but the medium-ripe Suzirya variety formed a larger leaf area in all phases of development. The most powerful in terms of size - at the level of 34.3-44.9 thousand m2/ha (variety Vilshanka) and 35.5-46.4 thousand m2/ha (variety Suzirya) - the leaf surface in soybean crops was formed in the phase of seeds swelling. The growth of the maximum leaf area was ensured by the combined action of the inoculant and mineral fertilizers in a dose of N30P60K60 + N15 – 44.9-46.4 thousand m2/ha. The highest content of chlorophyll pigments was noted for the retail application of nitrogen fertilizers - N30 in pre-sowing cultivation on the background of P60K60 and N15 in extra-feeding the budding phase. Compared with a single application of the same amount of nitrogen fertilizers sum of chlorophyll "a" and "c" content was increased by 0.26-0.30 mg/g of raw mass. Bacterization of soybean seeds by Phosphonitragin increased the content of chlorophylls a+b by 20.0-23.1%. Improvement of nutrition conditions due to the introduction of mineral fertilizers and seeds bacterization by Phosphonitragin had a positive effect on the formation of the net productivity of photosynthesis. Seed inoculation provided an increase in the dry matter by 20.0-29.1%, application of phosphorus-potassium fertilizers by 16.1-17.7%, complete mineral fertilizer by 22.0-45.0% (Vilshanka variety) and 19.1-44.1% (Suzirya variety), including the retail application of nitrogen fertilizers - by 41.0-45.0 and 37.3-44.1%, respectively. The most productive according to this indicator - at the level of 6.28-7.04 t/ha, were the options where seeds were inoculated by Phosphonitragin and N15-30Р60K60 + N15 was applied in the budding phase. In all years of research, the medium-ripe variety Suzirya formed a higher yield of dry mass. According to the results of the correlation-regression analysis, it was determined that the strength of the relationship between the yield level is significant and closely correlated with dry matter accumulation - the correlation coefficient for the Vilshanka variety is r = 0.957, for the Suzirya variety - r = 0.971. The main criterion for evaluating the performance of the photosynthetic potential is the yield level. The maximum yield - at the level of 2.86 t/ha (early-ripening variety Vilshanka) and 3.15 t/ha (medium-ripening variety Suzirya) was formed in the areas with the highest photosynthetic productivity. Compared to the absolute control the yield increase in the specified options was 53.9 and 44.6%.

Accurate neutron capture cross section data for minor actinides (MAs) are required to estimate the production and transmutation rates of MAs in light water reactors, critical fast reactors like Gen-IV systems, and other innovative reactor systems such as accelerator driven systems (ADS). In particular, 244Cm, 246Cm and 248Cm play a role in the transport, storage and transmutation of the nuclear waste of the current nuclear reactors, due to the contribution of these isotopes to the radiotoxicity, neutron emission, and decay heat in the spent nuclear fuel. Also, capture reactions in these Cm isotopes open the path for the formation of heavier elements. In this work, the results of the capture cross section measurement on 244Cm, 246Cm and 248Cm performed at the CERN n_TOF facility are presented. It is important to notice that the Cm samples used in the experiment at n_TOF have been used previously in an experiment at J-PARC, this experiment and the previous one done in the 70s with a nuclear explosion were the only previous capture experiments for these isotopes. At n_TOF, the capture cross section measurements of 244Cm, 246Cm and 248Cm were performed at the 20 m vertical flight path (EAR2) with three C6D6 total energy detectors. In addition, the cross section of 244Cm was measured at the 185 m flight path (EAR1) with a Total Absorption Calorimeter (TAC). The combination of measurements in EAR1 and EAR2 has contributed to controlling and reducing the systematic uncertainties in the results. The compatibility of the different measurements performed and the techniques to obtain the results are presented in this paper as well as the procedure to obtain the resonance parameters.

The n_TOF neutron time-of-flight facility at CERN is used for nuclear data measurements. The n_TOF Collaboration works closely with the Nuclear Reaction Data Centres (NRDC) network to disseminate the experimental data through the international EXFOR library. In addition, the Collaboration helps integrate the results in the evaluated library projects. The present contribution describes the dissemination status of n_TOF results, their impact on evaluated libraries and ongoing efforts to provide n_TOF resonance parameters in ENDF-6 format for further use by evaluation projects.

The neutron capture cross section of 241Am is an important quantity for nuclear energy production and fuel cycle scenarios. Several measurements have been performed in recent years with the aim to reduce existing uncertainties in evaluated data. Two previous measurements, performed at the 185 m flight-path station EAR1 of the neutron time-of-flight facility n_TOF at CERN, have permitted to substantially extend the resolved resonance region, but suffered in the near-thermal energy range from the unfavorable signal-to-background ratio resulting from the combination of the high radioactivity of 241Am and the rather low thermal neutron flux. The here presented 241Am(n,γ) measurement, performed with C6D6 liquid scintillator gamma detectors at the 20 m flight-path station EAR2 of the n_TOF facility, took advantage of the much higher neutron flux. The current status of the analysis of the data, focussed on the low-energy region, will be described here.

The author’s position of the extended interpretation of the theoretical psychology subject field is substantiated in the methodological research. It realizes the principles, regularities and norms of the cyclic-deed approach and views it as a distinctive sphere of the reflective thought activity of metatheoretical dimension of an intellectual working out. In this epistemic context, evidences of significant features-differences in the subject matter of general and theoretical psychologies are presented. A substantive-normative features of removal and configuration as logical and methodological procedures of self-reflection of psychological science are revealed. Both advantages and achievements, and the sins and faults of methodological concepts of determining the subject of theoretical psychology are revealed. The basic theoretical disciplines of modern psychology are substantiated and the special position of canonical psychology of V. A. Romenets is indicated, which dialectically combines basic, symbolizing universal philosophical and psychological knowledge, as well as an extremely important place (in the destination - self-reflection, in methodologems positioning - metatheorising) of theoretical psychology among them. In particular, the four main components of the object of canonical psychology are outlined: as a philosophical-psychological direction of the modern human studies development, as a scientific-ideological «transition from the XX to the XXI century in psychological thought», as a metasystem of fundamental psychological knowledge and as the main current of psychology development by intellectual and semantic means of its self-reflection. Focusing on the study and construction of exemplary phenomena and events of human life, it acquires a cultural weight as a kind of worldview posture or meta-position of the vision and comprehension of the mental, because the super-complex metatheoretical construction encompasses «all the prominent theories that emerged in historical-psychological discourse» giving them a true, evidenced by act event, a sense of cognition, has a polyaspectic subject, which is integrally enters into the subject field of theoretical psychology. It is proved that the effectiveness of metatheoretical thinking is primarily dependent on the professionally competent methodologization and in its format – from the perfect secondary reflection (ie self-reflection) of fundamental theoretical works (directions, systems and other knowledge organization) of modern psychology. As a result of such deliberate work-activity, the four main vectors of development and enrichment of the subject of theoretical psychology are substantiated: a) situational dimension characterizes the professional realization (by goals, principles, norms, forms, substitutions, etc.) of psychological cognition as a perfect practice of thinking; b) motivational - highlights the key and newly emerging ideas of cultural-historical development of psychology (psychophysical, psychophysiological, psychosocial and psycho-diagnostic, on the one hand, and psycho-informational, psychocultural, psychosemantic and psycho-spiritual - on the other); c) action dimension is embraced by explanatory principles, methodological approaches and meta-approaches, non-classical and post-nonclassical search strategies for the proper performance of psychological researches, both theoretical and empirical, d) post-action dimension is the study and creation of the full-fledged categorical structure of psychological science.

Aim . To assess the P2Y 12 inhibitors switch in patients ST segment elevation myocardial infarction (STEMI) in real-life’ clinical practice, evaluate the functional activity of thrombocytes and thrombocytopoiesis and determine the clinical and prognostic value of P2Y 12 inhibitors switch in the framework of dual antiplatelet therapy in patients with STEMI. Material and methods . We conducted local, stratified, prospective study in which were involved 101 patients, hospitalized no later than 12 hours after the STEMI manifestation. The antiplatelet therapy (APT), prescribed by the physicians at the pre-hospital and inpatient phases of treatment, was analyzed. Functional activity of thrombocytes, levels of thrombopoietin (THPO), stromal cell-derived factor 1 (SDF1) and thrombopoietic receptor (MPL) were investigated. The minimum observation period was 2 years. Death and repeated hospitalizations due to cardiovascular causes were monitored. Results . P2Y 12 inhibitors were switched in 32,7% of patients with STEMI. In the hospital, clopidogrel, which was prescribed at the prehospital phase, was replaced with ticagrelor (early APT escalation) — 22,8%. Patients with early APT escalation by the seventh day had significantly greater inhibition of platelet aggregation activity parameters (slope of the aggregation curve, latent aggregation time and area under the aggregation curve). Activation of the collagen-induced platelet aggregation was detected. With the early escalation of APT, the THPO level was statistically significantly higher, both on the second and on the 7th day measurements: 256,2 (209,0; 396,8) pg/ml vs 137,5 (105,7; 179,1) pg/ml (p=0,000) and 283,4 (228,9; 334,3) pg/ml vs 226,5 (163,2; 287,3) pg/ml (p=0,045), respectively. The frequency of reaching the combined endpoint (death + re-hospitalization) was 7,9% in patients who had a P2Y12 switch, and 28,1% in patients who did not change the P2Y 12 blocker. Conclusion . In actual clinical practice, patients with STEMI had the most frequent early APT escalation, which was characterized by a more significant suppression of adenosine diphosphate-induced platelet aggregation and secretion than in patients without P2Y 12 inhibitors switch, but with activation of collagen-induced aggregation. An increase in thrombocytogenesis was revealed in early replacement of clopidogrel by ticagrelor. Intrahospital replacement of the P2Y 12 inhibitor in patients with STEMI was accompanied by a decrease in the two-year death risk and repeated hospitalizations.

In the article the features of the organization of international and Russian registers of patients with atrial fibrillation (AF), the clinical and demographic characteristics of patients included in the registers, as well as the features of antithrombotic therapy of AF and its compliance with current clinical guidelines were observed. In a number of large randomized controlled trials (RCTs), not less effectiveness, and in some cases, the superiority of direct oral anticoagulants (DOACs) over warfarin, were proved in the prevention of ischemic insulin stroke patients with non-valvular AF with better safety profile and ease of use. However, the problem of the use of data obtained during RCTs in real clinical practice, for the solution of which medical registers are gaining much popularity, remains relevant. The article provides an analysis of 16 prospective multicenter international and Russian registers of patients with AF. For convenience of comparison, registers were divided into three groups in accordance with the features of the organization and inclusion criteria. Unambiguous conclusions were drawn about the incompatibility of the real clinical practice of antithrombotic therapy of AF with current clinical recommendations. Differences in the population of patients with AF in Russia compared with European countries were found, which led to the conclusion that insufficient detection of AF at the outpatient stage of diagnosis and the resulting inappropriate anticoagulant therapy aiming the prevention of stroke and ischemic complications take place, which may be due to the differences in the socioeconomic status of the regions and the characteristics of the organization of medical treatment and preventive care to the population.

Objective Introduction: Recently, the concept of vascular cognitive impairment, combining all variants of cognitive decline due to cerebrovascular insufficiency, is actively being developed. This concept goes far beyond traditionally existing ideas about the problem of vascular cognitive disturbances. The aim of the study is to demonstrate the correlation between the indices of structural and functional rearrangement of the cardiovascular system and the state of intellectualmnemonic functions in patients with hypertension. Patients and methods Materials and methods: A comprehensive survey of 146 patients with hypertension of the II and III stage according to ESH / ESC 2013, 2017, 2018 has been performed. The study included patients with mild and moderate cognitive impairment (CI). Depending on the state of the cognitive sphere and on the basis of the results of the neuronpsychological testing, The patients were divided into 3 groups depending on the state of the cognitive sphere and on the basis of the results of the neuron-psychological testing with further comparisons of their clinical and instrumental data. Results Results: According to the results of our study, it has been found that an increase of the signs of cardiovascular remodeling was observed in patients with more pronounced changes in cognitive activity. The analysis of intracardiac hemodynamic parameters in patients of the studied groups revealed more significant pathological changes in patients with cognitive impairments than in patients without them. Patients with mild and moderate CI had significantly higher heart rates, left ventricular wall thickness (LV) which led to impairment of the diastolic function of LV and had already been registered in patients without cognitive dysfunction. Moreover, it increased with the appearance (mild) and growth of the degree (moderate) cognitive impairment. The average daily values of BP (SBP, DBP) in patients of all studied groups significantly exceeded the recommended norms, while in patients with moderate CI these rates were significantly higher than those in the group with mild CI (p = 0.028). In addition, the variability of systolic blood pressure was increasing simultaneously with the deterioration of cognitive function of our patients. Also, signs of remodeling were being observed during the study of the state of peripheral vessels (increase of peripheral resistance, pulsation index, linear velocity and thickening of the intima-media complex), which is the main cause of cognitive impairment and causes their appearance and reflects their degree. Conclusion Conclusions: The presented study revealed a clear correlation between the degree of cognitive impairment and the degree of changes in the daily blood pressure profile, the most important of which were the average daily systolic blood pressure and systolic blood pressure variability. On the basis of the conducted research, in the future it will be possible to predict the level of the cognitive sphere involvement, depending on the state of the daily blood pressure profile, changes of the ventricle and vessels geometry, which will enable timely diagnosis of cognitive impairment and the prescription an adequate therapy.

The Ge72(n,γ) cross section was measured for neutron energies up to 300keV at the neutron time-of-flight facility n_TOF (CERN), Geneva, for the first time covering energies relevant to heavy-element synthesis in stars. The measurement was performed at the high-resolution beamline EAR-1, using an isotopically enriched GeO272 sample. The prompt capture γ rays were detected with four liquid scintillation detectors, optimized for low neutron sensitivity. We determined resonance capture kernels up to a neutron energy of 43keV, and averaged cross sections from 43 to 300keV. Maxwellian-averaged cross section values were calculated from kT=5 to 100keV, with uncertainties between 3.2% and 7.1%. The new results significantly reduce uncertainties of abundances produced in the slow neutron capture process in massive stars.

Babiano-Suárez, V., et al., i-TED is an innovative detection system which exploits Compton imaging techniques to achieve a superior signal-to-background ratio in (n, γ) cross-section measurements using time-of-flight technique. This work presents the first experimental validation of the i-TED apparatus for high-resolution time-of-flight experiments and demonstrates for the first time the concept proposed for background rejection. To this aim, the Au(n, γ) and Fe(n, γ) reactions were studied at CERN n_TOF using an i-TED demonstrator based on three position-sensitive detectors. Two CD detectors were also used to benchmark the performance of i-TED. The i-TED prototype built for this study shows a factor of ∼ 3 higher detection sensitivity than state-of-the-art CD detectors in the 10 keV neutron-energy region of astrophysical interest. Results for Ge-70 [Phys. Rev. C 100, 045804 (2019)] and Ge-73 [Phys. Lett. B 790, 458 (2019)] are already published. We measured the neutron capture-to-fission cross-section ratio (α ratio) and the capture cross section of $^{235}$U between 0.2 and 200 eV at the n_TOF facility at CERN. The simultaneous measurement of neutron-induced capture and fission rates was performed by means of the n_TOF BaF$_{2}$ Total Absorption Calorimeter (TAC), used for detection of γ rays, in combination with a set of micromegas detectors used as fission tagging detectors. The energy dependence of the capture cross section was obtained with help of the $^{6}$Li(n,t) standard reaction determining the n_TOF neutron fluence; the well-known integral of the $^{235}$U(n,f) cross section between 7.8 and 11 eV was then used for its absolute normalization. The α ratio, obtained with slightly higher statistical fluctuations, was determined directly, without need for any reference cross section. To perform the analysis of this measurement we developed a new methodology to correct the experimentally observed effect that the probabilities of detecting a fission reaction in the TAC and the micromegas detectors are not independent. The results of this work have been used in a new evaluation of $^{235}$U performed within the scope of the Collaborative International Evaluated Library Organisation (CIELO) Project, and are consistent with the ENDF/B-VIII.0 and JEFF-3.3 capture cross sections below 4 eV and above 100 eV. However, the measured capture cross section is on average 10% larger between 4 and 100 eV.

The neutron capture cross sections of several unstable nuclides acting as branching points in the s process are crucial for stellar nucleosynthesis studies. The unstable $^{171}$Tm(t$_{1/2}$=1.92 yr) is part of the branching around mass A∼170 but its neutron capture cross section as a function of the neutron energy is not known to date. In this work, following the production for the first time of more than 5 mg of $^{171}$Tm at the high-flux reactor Institut Laue-Langevin in France, a sample was produced at the Paul Scherrer Institute in Switzerland. Two complementary experiments were carried out at the neutron time-of-flight facility (n_TOF) at CERN in Switzerland and at the SARAF liquid lithium target facility at Soreq Nuclear Research Center in Israel by time of flight and activation, respectively. The result of the time-of-flight experiment consists of the first ever set of resonance parameters and the corresponding average resonance parameters, allowing us to make an estimation of the Maxwellian-averaged cross sections (MACS) by extrapolation. The activation measurement provides a direct and more precise measurement of the MACS at 30 keV: 384(40) mb, with which the estimation from the n_TOF data agree at the limit of 1 standard deviation. This value is 2.6 times lower than the JEFF-3.3 and ENDF/B-VIII evaluations, 25% lower than that of the Bao et al. compilation, and 1.6 times larger than the value recommended in the KADoNiS (v1) database, based on the only previous experiment. Our result affects the nucleosynthesis at the A∼170 branching, namely, the $^{171}$Yb abundance increases in the material lost by asymptotic giant branch stars, providing a better match to the available pre-solar SiC grain measurements compared to the calculations based on the current JEFF-3.3 model-based evaluation.
