У статті розглянуто теоретичні підходи до поняття та сутності неповнолітніх суб’єктів інформаційних відносин у контексті правової комунікації. Мета статті полягає у системному аналізі правового забезпечення інформаційної безпеки неповнолітніх та формуванні комплексного підходу до його розвитку в умовах цифрової трансформації суспільства. Об’єктом є суспільні відносини, спрямовані на правове забезпечення інформаційної безпеки неповнолітніх. Предметом дослідження є сукупність нормативно-правових актів України, міжнародно-правових актів, що регулюють суспільні відносини в галузі забезпечення інформаційної безпеки неповнолітніх під час використання інформаційних технологій. Проведене дослідження ґрунтується на комплексному підході до моделі правового забезпечення інформаційної безпеки неповнолітніх з урахуванням їхнього особливого статусу на основі міждисциплінарного підходу. Системний аналіз розширює уявлення про особливості суб’єктів та об’єктів інформаційних відносин, пов’язаних із правовим забезпеченням інформаційної безпеки неповнолітніх, та понятійно-категоріальний апарат у цій галузі. Правові норми, що стосуються інформаційної безпеки неповнолітніх як суб’єктів інформаційного права, мають однорідний характер. Вони широко використовуються різними галузями права. Зазначено, що система інформаційних прав неповнолітніх повинна містити елемент розвитку та формування неповнолітніх у сучасному цифровому просторі, розглядати неповнолітнього як сформовану особу, яка досягла певного рівня цифрової зрілості. Другим важливим елементом системи інформаційних прав визначено право на застосування безпечних інформаційних технологій в освітньому процесі, виходячи із права на безпечну інформаційну взаємодію, яка виражається у відсутності деструктивного впливу як елемента піклування про інформаційну та психологічну безпеку дітей. Це створює субінститут інформаційної безпеки неповнолітнього як складової інституту правового забезпечення інформаційної безпеки особи, розширює теоретико-інформаційні уявлення щодо змісту особливостей інформаційних прав неповнолітніх як самостійних суб’єктів інформаційних відносин.

As the object of research in the paper practical solutions in terms of material and non-material incentives for personnel in energy companies as well as methodological guidelines justifying their implementation are chosen. The subject area chosen is the processes of personnel motivation in energy companies in Russia. The objective of the study is to formulate directions for improving this work based on the analysis of information presented in the open press about existing approaches to building a system of personnel motivation in energy companies, taking into account modern transformations in the industry and the demand for innovative development. The methods used in this article include theoretical analysis of scientific literature on personnel motivation in relation to the development of the energy sector, graphical method, analysis of statistical data, analysis of documents covering decisions on personnel motivation in energy companies and the application of advanced digital technologies in management. The main result of the study is the conclusion that the basis for the development of the motivation system should be the perception of employees not as one of the company's resources, but as its value asset, the growth of their involvement for the benefit of achieving the goals and objectives which implies a change in the approach to the personnel motivation system, namely, the strengthening of the personalised component. This approach will allow to focus on incentives, tangible and intangible, oriented to each specific specialist, according to his/her role, contribution and prospects for the organisation. Tangible non-monetary incentives may (with equal amounts in terms of monetary equivalent) differ depending on the employee's interests, his/her needs (education, sports, examinations, hobbies, etc.) and the needs of their family. Non-material incentives related to the formal and informal status and personal brand of an employee in the organisation should also be individualised. This implies the use of AI to process an array of information about existing employees and determine their real contribution to the company's development, their performance at their current place of work, and to develop individualised motivational proposals with subsequent measurement of their performance.

The article chooses Atommash Branch of AEM-Technologies JSC in Volgodonsk as the object of study, which is a supplier of integrated solutions including engineering, design, manufacturing, supply, installation and service of power equipment for nuclear power facilities, thermal power plants, as well as for enterprises of the gas and petrochemical industries. The subject area chosen is safety culture (SC), which the enterprise implements in order to fulfil the strategy of ROSATOM to achieve technological leadership and sovereignty on a global scale. The purpose of the study is to identify the main characteristics of this phenomenon based on the analysis of existing theories and practices of safety culture management and to correlate them with the specifics of the process of implementing the safety culture at the Atommash the branch of JSC AEM-Technologies in Volgodonsk. The theoretical analysis of scientific literature on the research problem, graphical method, statistical data analysis, retrospective analysis and study of local acts of the research object in terms of safety culture provision are the main methods used in writing the paper. The main result of the research is the conclusion that safety culture of the branch as well as its organisational culture, refers to collective values and beliefs. Formation and maintenance of high level of safety culture is achieved by prioritising safety over economic and production goals, ensuring that each employee understands the impact of their activities on safety and the consequences that may result from non-compliance or poor performance of safety culture requirements;#, ensuring that each manager and employee understands the inadmissibility of concealing errors in their activities, the need to identify and eliminate the causes of their occurrence, the need for continuous self-improvement, изучения и внедрения передового опыта.

This paper aims to identify the problems that mediate the shortage of specialists in the energy sector in Russia. The article analyzes the situation related to the insufficient popularity of engineering education among applicants, which leads to the risk of under-enrollment of students by universities within the budget enrollment control figures, which mediates difficulties in providing the quantitative parameter of the required specialists. Reduction of points for admission to technical profiles by universities leads to the attraction of applicants who do not demonstrate a conscious choice of future profession and, with a high probability, may refuse to work in their specialty, which is demonstrated by the presence in the energy sector of only 23% of specialists under 35 years of age, which is below the national average. As a result of the study it was determined that in the course of joint efforts of the state, universities and energy companies themselves to attract young people to engineering profession and work in the energy sector, the most active role should belong to employers. In this regard, the authors consider the expediency of using HR-branding in the format of expanding the target audience of potential employees of energy companies with the inclusion of preschoolers, schoolchildren and students to whom material and moral value proposition is made. Expanding the audience of the HR-brand of the company to preschoolers, schoolchildren and students, applying real moral and material motivators for them will contribute to the growth of popularity of this area of training and conscious choice of profession, which, in the long term, will solve the issue of the shortage of qualified personnel in the energy sector of Russia.

Використовуючи комплексний системний аналіз, автори дослідили право на інформацію в умовах цифровізації. Об’єктом дослідження є суспільні відносини, пов’язані з пошуком, отриманням, передачею, виробництвом та розповсюдженням цифрової інформації в умовах цифровізації економіки. Предметом дослідження виступають правові норми України, нормативні положення міжнародних договорів та правових актів Європейського Союзу, теоретичні наукові праці, пов’язані з правовим регулюванням цифрової інформації. У дослідженні застосовано діалектичний, інтерпретаційний, історико-правовий, формально-юридичний, порівняльно-правовий, системно-структурний метод. Указано, що право на доступ до інформації охоплює та забезпечує реалізацію сукупності прав, що дають змогу шукати, отримувати, передавати, виробляти та поширювати цифрову інформацію в інформаційних системах завдяки наявних правил і вимог чинного законодавства. Розширення можливостей виробництва, використання, обробки, зберігання, отримання та передачі в цифровій формі вплинуло на подальший розвиток права на інформацію. У контексті цифровізації право на інформацію набуває приватно-публічного характеру, що пов’язано із задоволенням потреб особи та реалізацією національних інтересів. Публічні інтереси захищаються механізмами інформаційних заборон та обмежень залежно від змісту інформації. Зазначено, що цифрова форма інформації безпосередньо впливає на зміну сутності окремих правових відносин та інститутів у сфері інформаційного права та інших галузей права. Цифровізація не є системним, послідовним чи структурно-однорідним явищем, хоча забезпечує значне галузеве охоплення. Можливості вільного пошуку, отримання, передачі, виробництва та поширення інформації визначили не тільки появу дистанційної комунікації, але й розвиток і реалізацію інформаційної складової прав і свобод людини та громадянина у віртуальному середовищі, що сприяло віртуалізації суспільних процесів. Подальше дослідження права на інформацію в умовах цифровізації пов’язано з дослідженням впливу мережі Інтернет на доступ до інформації.

A complex approach was made for the deactivation of deuterine micronutrients, which include antioxidant and metabolic metabolism, in individuals with androgen deficiency and idiopathic pathospermia. It has been shown that is using the complex preparation «FEROLL» for 60 days leads to increase the parameters of the spermogram to normal values on the background of normal androgen levels of blood in these patients.

The aim of this work is a theoretical study of noise emission processes created by total acoustic system of overhead cranes in production areas. The paper provides analytical dependencies of sound pressure levels at industrial personnel workplaces. The expressions of octave sound pressure levels take into account the acoustic characteristics of the main sources of the cranes themselves and the parameters of the production premises.In the derivation of theoretical dependencies the main methods of technical vibroacoustics were used. The results of the study are the basis for selection of engineering solutions to ensure sanitary norms of noise in industrial areas.

Introduction: in the article the authors turn to the question of the development of the social competence of the teacher on the basis of media education. In the society at the present stage there are many changes concerning the sphere of education, which put forward new and higher requirements for students, teachers and the educational process. In an information society focused on innovation, the rapid introduction of technological innovations, data exchange, students of schools and universities carry out through the Internet, various social media and various information resources. They can easily receive various information that they need to be able to correctly assess and interpret, and they can easily check the information they have received from the teacher, who in this situation ceases to be the only source of knowledge. These circumstances justify the increased demands on the teacher. Trained in their professional careers and in the process of life in the modern society will need to be constantly involved in the processes of consciousness, processing, rethinking and broadcasting (transfer) media texts. For this reason, media education is of paramount importance in modern society. In the current reality, the educator must have media literacy and train the students within the framework of the media education paradigm, in order to be successful in a professional way. The authors have considered the possibility of developing social competence of a teacher on the example of a state in South-East Asia - Indonesia, since this country shows a steady growth of those who want to get a higher education.Materials and methods: The methods of investigation were determined based on the tasks of the problem being solved. We used methods such as analysis of scientific sources, comparative analysis, a method of comparison and generalization.Results: the carried out research has allowed to reveal essence of concept of social competence; quality of the teacher; the role of media culture in the educational process; the role of spiritual and emotional intelligence; key aspects of emotional intelligence; Characteristics of a teacher with spiritual intelligence.Discussion and Conclusions: emotional and spiritual intelligence are interrelated with communicative ability of teachers. The social competence of the teacher in a modern, informative society, focused on innovation, in which students spend their free time with the involvement of various media, is possible in full on the platform of media education. The teacher should correspond to the time and self-improvement, be able to build literate communications in society, and also transfer skills to critically think, comprehend, create and broadcast various media texts. These qualities, in turn, will help them to fully adapt in the society and realize their professional career trajectory.

Introduction: In the article the authors address the issue of increasing the motivation to learn a foreign language; using new methods in the learning process. One of the main tasks of the 21st century is to improve the quality of education; including higher education. In addition; the Russian education must meet international standards. This means that there must be an exchange of knowledge; mobility of students and teachers; participation of students in various international projects. Unfortunately; currently developed language education programs for non-linguistic areas do not fully reflect the organization of teaching foreign languages and the role of practical realization of linguoculture as one of the main factors in the education and upbringing of students of non-linguistic specialties. To develop cognitive activity in modern education; it is necessary to use methods that would make the students interested in gaining knowledge. Currently; there are various methods of teaching foreign languages: audio-lingual; the method of "Silent Way"; the method of suggestion; methods using Internet resources (hotlist; multimedia scrapbook; trick hunt; sample sampler; web quest).Materials and methods: The study was conducted on the basis of the Faculty of Management and Social and Technical Services of Nizhny Novgorod State Pedagogical University named after K. Minin. The study involved students from 1 to 3 courses; both in full-time and part-time studies of non-linguistic specialties. The methods of investigation were determined by the tasks of the problem being solved. We used empirical methods (questionnaire); statistical methods (qualitative and quantitative analysis of results).Results of the study: The conducted research has allowed to reveal the frequency of use of the Internet; the most popular Internet resources; the purpose of using Internet resources; the amount of time to use Internet resources; degree of interest in learning a foreign language using network resources by students of non-linguistic specialties.Discussion and conclusions: The use of network resources in the study of a foreign language by students of non-linguistic directions is one of the effective methods of teaching. The use of this method of training gives a number of advantages: students will be able to fulfill assignments in a foreign language at a time when it is convenient for them (especially for students studying by correspondence courses); stimulates students to develop cognitive activity; interaction between the teacher and students is more rapid; independent learning ceases to be passive.

In this paper, we study polyhedral properties of two spanning tree problems with additional constraints. In the first problem, it is required to find a tree with a minimum sum of edge weights among all spanning trees with the number of leaves less than or equal to a given value. In the second problem, an additional constraint is the assumption that the degree of all nodes of the spanning tree does not exceed a given value. The recognition versions of both problems are NP-complete. We consider polytopes of these problems and their 1-skeletons. We prove that in both cases it is a NP-complete problem to determine whether the vertices of 1-skeleton are adjacent. Although it is possible to obtain a superpolynomial lower bounds on the clique numbers of these graphs. These values characterize the time complexity in a broad class of algorithms based on linear comparisons. The results indicate a fundamental difference between combinatorial and geometric properties of the considered problems from the classical minimum spanning tree problem.

Introduction. In the article the authors tackle the problem of identifying the features of the contingent of students of the extramural form of studies and identifying their motives for learning a foreign language. The main task of the higher education system in the Russian Federation is training of competent specialists ready for continuous professional education and professional mobility. The extramural form of education in higher educational institutions is one of the main forms of continuing education, which is currently considered as an effective, open and democratic form of vocational education. The problem of development of cognitive activity in modern education is considered together with the problem of personal growth, the success of students in learning, achievement and independence in a variety of activities. Cognitive activity is revealed through the motivation of a person to learn something new or unusual, which requires extra work and effort to add this information to the original database in long-term memory., The authors understand the term “foreign language cognitive activity” as the students' awareness of the consistent implementation of the hierarchy of short-term, medium and long-term goals for professional development.Materials and methods. The authors analyzed the set of first-year students in extramural department, since the study of a foreign language begins in the first year of higher educational institutions, they analyzed their age characteristics, as well as their motivation to enter the university. The study was conducted on the basis of the Faculty of Management and Social and Technical Services of Nizhny Novgorod State Pedagogical University named after K. Minin. The study involved students enrolled in the 1st course in the areas of "Management" and "Tourism". The methods of investigation were determined by the tasks of the problem being solved. We used empirical methods (observation, questioning); statistical methods (qualitative and quantitative analysis of results).Results of the study. The conducted research made it possible to identify the following features of the contingent of extramural students in the faculty of management and social and technical services in the areas of "Management" and "Tourism": diverse set; age differences; sustainable motivation.Discussion and conclusions. The extramural form of training is a flexible system of training that allows a person to acquire knowledge whenever and wherever he wants. Therefore, their self-study should not be passive. The student should conduct active cognitive activity and learn to apply the received knowledge in practice.

The authors refer to the issue of identification of motifs in the study of a foreign language. The authors point to the need for learning a foreign language, as it provides the most best performance of professional activities. Provided motivation as the main driving force in learning a foreign language, it is noted that the motives related to the subjective world of the person, which is determined by its internal motives. The authors examine the external and internal motivation. To reveal the motives of learning a foreign language of students of not language directions in Minin University authors have conducted surveillance and questioning. The main motivating factors in learning a foreign language made by a desire to acquire professional competencies, suggesting foreign language, and the motive of self-improvement: the predominance of their own well-being of motives, the desire for personal superiority and prestige.

The authors seek to address issues relevant for the company to attract more customers, increase sales and profits in the conditions of the Russian economy. The authors point to the fact that traditional advertising methods are not effective. For many companies that do not have large budgets for advertising and promotion, the use of this type of marketing - guerrilla is a chance to attract customers. The authors present a different interpretation, determining the "guerilla marketing" as the totality of the inexpensive ways to attract customers, increase sales and raise turnover to the client. It provided a number of guerrilla marketing advantages over traditional advertising. We consider the principles of guerrilla marketing. The authors identify the tasks that helps to solve guerilla marketing. Stands out the use of guerrilla marketing in Russia, as well as offers of guerrilla marketing techniques.

The integrality recognition problem is considered on the sequence Mn,k of the nested Boolean quadric polytope relaxations, including the rooted semimetric Mn and the metric Mn,3 polytopes. Constraints of the metric polytope cut off all faces of the rooted semimetric polytope, containing only fractional vertices, that allows to solve the problem of integrality recognition on Mn in polynomial time. To solve the problem of integrality recognition on the metric polytope, we consider the possibility of cutting off all fractional faces of Mn,3 by some relaxation Mn,k. We represent the coordinates of the metric polytope in a homogeneous form by a three-dimensional block matrix. We show that to answer the question of the metric polytope fractional faces cutting off, it is sufficient to consider only constraints of the triangle inequalities form.

Analysis of surgical treatment of 106 patients with ulcerative gastroduodenal hemorrhage arising in the presence of pyloroduodenal stenosis of varying severity. The patients were divided into 2 groups: 50 people, made a comparison group received traditional surgical treatment, and 56 people. A group of patients who received surgical treatment developed. It is shown that the application of a rational preoperative surgicaltion election tactics and postoperative therapy with the introduction of oxygen-containing solution intraenteric improve treatment outcomes.
