The political moment experienced today by so many countries is marked by an intense polarization that intensifies the emotional dimension of political life, bringing feelings such as fear, hate, sympathy, shame and humiliation, among others, to the forefront. The formulation of public policies is one of the arenas in which divergent worldviews clash - a clash that is permeated by emotions. This pervasiveness of emotions attests to the undeniable urgency of turning the anthropological gaze to the role they play in politics. This volume intends to contribute to this effort by taking public policies (their formulation, their reception, their impact) as its objects.

Este artigo pretende refletir sobre a pesquisa qualitativa e seu uso na área da saúde. A partir de considerações sobre os "modos somáticos de atenção" e exemplos de pesquisas realizadas, proponho, primeiramente, um questionamento sobre dicotomias como teoria-metodologia, sujeito-objeto e racionalidade-técnica. Sugiro que essas dicotomias possam estar na base daquelas que são consideradas dificuldades na utilização da metodologia qualitativa em projetos de pesquisa da área da saúde, como (1) o problema da escolha das técnicas de pesquisa; (2) o dilema do número de casos; (3) a participação do contexto da pesquisa; e (4) os procedimentos de análise ou interpretação dos dados. Num segundo momento, busco mostrar como essas dicotomias também podem estar implicadas na ética das pesquisas qualitativas. Finalmente, observo que esses questionamentos, quando projetados para os Comitês de Ética em Pesquisa, apresentam o grande desafio de avaliar a adequação metodológica em conjunto com os procedimentos éticos de cada projeto, respeitando as especificidades da pesquisa qualitativa. This article approaches the use of qualitative methods in health research. Following the concept of "somatic modes of attention" and examples of previous ethnographic research, I discuss the dichotomies theory-methodology, subject-object, rationale-techniques to suggest that they may be responsible for what has been pointed out as important constraints of qualitative research: (1) the problem of choosing the right research techniques; (2) the dilemma of the number of cases to be studied; (3) the role of the context; and (4) data analysis/interpretation procedures. I argue that these separations can affect research ethics. Ethics needs to be incorporated in methodology as a whole and inform the choice of techniques, sampling procedures, the context and data analysis/interpretation. Finally, this paper points out that the specificity of qualitative research needs to be acknowledged by Research Ethics Committees and suggests they should look, more than anything, at each project's methodological adequacy together with ethical procedures.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES This study deals with the formation process of a social movement built by women who recognize themselves as victims of obstetric violence. The research includes the relations between activism and emotions in the formation of the group “Mothers in the fight against obstetric violence”. The research design, predominantly qualitative with ethnographic method, was carried out with the use of childbirth reports on digital media, participant observation and document records related to the group mobilizations and public manifestations in the city of Santa Maria. This work provided a debate about childbirth and the different social actors involved in this event as well as an in-depth knowledge about the operating logic of this group, its formation process, and how emotions are engaged in political actions, in the conversion to activism and its connections on and off-line. It was observed that with different emotional configurations, mothers compose “emotional communities” where they exchange experiences and narratives about a place of recognition of their own bodies. The acknowledge of pain, anger, anguish and violation is what legitimizes and embodies this sensitivity in the condition of being a woman, of being a mother, and impacts in the conversion to activism as an expression of this suffering. O estudo trata sobre o processo de formação de um movimento social construído por mulheres que se reconhecem vítimas de violência obstétrica. Com isso, a pesquisa compreende as relações entre ativismo e emoções na formação do grupo “Mães na luta contra a violência obstétrica”. O delineamento da pesquisa, predominantemente qualitativa, com método etnográfico, foi realizado a partir de relatos de parto nas mídias digitais, observação participante e registros documentais relacionados às mobilizações do grupo e manifestações públicas na cidade de Santa Maria. A pesquisa permitiu uma discussão a respeito do parto e dos diferentes atores sociais envolvidos nesse evento, bem como um conhecimento aprofundado sobre as lógicas de funcionamento do grupo em questão, seu processo de constituição, e sobre como as emoções são mobilizadas na prática política, na conversão ao ativismo e em suas articulações online e off-line. Observou-se que, com diferentes configurações emotivas, as mães compõem “comunidades emocionais” que trocam experiências e narrativas sobre um lugar de reconhecimento de seus corpos. O reconhecimento da dor, da raiva, da angústia, da violação é que legitima e corporifica essa sensibilidade na condição de ser mulher, de ser mãe e reflete na conversão ao ativismo como expressão desse sofrimento.

Esta tese de doutorado parte da problematização dos riscos do trabalho com o amianto em uma perspectiva internacional, projetando a comparação com o caso de Minaçu, município goiano que se fundou e consolidou em função da indústria deste mineral, aí representada pela S.A. Minerações Associadas (SAMA). A etnografia realizada nesta cidade evidenciou e construiu-se sob a evitação e constrangimento dos minaçuenses, em geral, ao diálogo acerca do adoecimento asbesto-relacionado de funcionários e ex-funcionários da SAMA. Tal situação repercute o conluio entre Ciência, Indústria e Estado, enquanto instâncias de poder responsáveis por produzir dúvidas quanto aos perigos das substâncias tóxicas que, em Minaçu, se enredam em estratégias da empresa mineradora de ocultamento dos riscos envolvidos no trabalho com o amianto e de manipulação dos laudos médicos de ex- funcionários. Por meio do conceito antropológico de sofrimento social, traz à luz relatos e experiências de adoecimento e morte de trabalhadores do amianto em Minaçu, em suas buscas (ineficazes) por diagnóstico, tratamento e reconhecimento médico-legal. Demonstra, por fim, como os processos de adoecimento de trabalhadores da SAMA, cujas doenças do amianto nunca foram reconhecidas pela mineradora, são subsumidos e assimilados à rotina “normal”, “ordinária” da vida cotidiana nesta cidade. Esta situação acaba gerando um profundo sentimento de solidão entre os adoecidos e seus familiares que, somado a relações de poder socioeconômico e institucional, impedem o engajamento ético, político e civil local para a efetiva denúncia pública. This doctoral thesis starts from the problematization of the risks involved in working with asbestos, in an international perspective, casting the comparison with the empirical case of Minaçu, a Brazilian city that was founded and consolidated due to the asbestos mining industry – represented here by S.A. Minerações Associadas (SAMA). The ethnography held in this city evidenced and built herself under the avoidance and embarrassment of the locals to a dialogue about asbestos-related illness of SAMA employees and former employees. This situation reflects the collusion between Science, Industry and State, as instances of power responsible for raising doubts about the dangers of toxic substances that, at Minaçu, become entangled in the mining company’s strategies of: (i) concealment of the risks involved in working with asbestos, and (ii) manipulation of the former employees’ medical reports. By means of the anthropological concept of social suffering, the ethnography brings to light narratives and experiences of illness and death of asbestos workers at Minaçu, in their (ineffective) searches by diagnosis, treatment and medical-legal recognition. Finally, it demonstrates how the illness process of SAMA workers, whose asbestos-related diseases were never recognized by the mining company, are subsumed and assimilated to the “normal”, “ordinary” routine of the everyday life in that city. This situation produces a deep sense of loneliness among the sick and their relatives that, added to socioeconomic and institutional power relations, prevent the local ethical, political and civil engagement that would lead to its effective public complaint. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This thesis is based in an ethnografic research developed throughout twelve months with people who participate in two distinct genres of gyms in Santa Maria (RS): Outdoors Gym and Fitness Gym. This work has as its objective to analyze the activities done by people who exercise in both modalities as technologies of the self, from the concept discussed by Michel Foucault. Based on observations in the field, evident differences were found in the way the physical activities are done. Among the practitioners in the Outdoors Gym, the exercises are performed to treat an existing illness or to prevent a future illness, in this genre, physical activities are performed while talking and pleasantry exchanging, without the help of physical education professionals, which highlights sociability as a significant aspect of the use of this gym to these people. On the other hand, in Fitness Gyms, the physical activities are performed aiming to obtain a greater physical conditioning and body muscle, reflecting aesthetics concern. Physical exercise is done through professional body expertise knowledge, in which people do a series of training with the aim to maximize results in the gym. Therefore, research has identified the use of two models of gym, encouraged by different agents, as a way to influence personal behavior. Esta dissertação fundamenta-se numa pesquisa etnográfica desenvolvida durante dozes meses com pessoas que fazem uso de duas modalidades distintas de academias em Santa Maria (RS): Academia ao Ar Livre e Academia de Ginástica e Musculação. O trabalho tem como objetivo analisar, as atividades exercidas por pessoas que realizam atividades físicas nas duas modalidades de academia como técnicas de si, partindo do conceito discutido por Michel Foucault. Com base nas observações em campo foram constatadas diferenças evidentes nos modos como as atividades físicas são realizadas. Entre as praticantes da Academia ao Ar Livre os exercícios físicos são efetuados para tratar de uma doença existente ou para prevenir uma futura enfermidade, nesta modalidade às atividades físicas são realizadas em meio a conversas e brincadeiras, sem o auxílio de profissionais da educação física, o que ressalta a sociabilidade como um aspecto significativo para o uso da academia para estas pessoas. Por outro lado, na Academia de Ginástica e Musculação as atividades físicas são realizadas visando obter maior condicionamento físico e musculatura corporal, refletindo preocupação com a estética. Os exercícios físicos são realizados através dos conhecimentos de profissionais da expertise do corpo, no qual as pessoas realizam séries de treinos com a finalidade de maximizar os resultados esperados com o uso da academia. Portanto, a pesquisa identificou que a utilização dos dois modelos de academias é incentivada por diferentes agentes, de modo a influenciar nas condutas das pessoas.

His work presents the use of the Maria da Penha Law by women who carry case record at the station to protect women in the city of Santa Maria. Legal bodies such as police protection to woman, symbolized a space for the implementation of the law and the record of the police report the first instrument for this process. The opportunity that women achieved with the creation of the law to denounce opened precedent for interpretations and understandings of what the law actually punishes and on the situations which have led to make the case record for punishment of domestic violence through criminalization, on the other hand, do not have other forms of conflict resolution which are not insusceptible of law, but are made by women in the police station. Este trabalho apresenta o uso da Lei Maria da Penha pelas mulheres que realizam registro de ocorrência na delegacia de proteção à mulher na cidade de Santa Maria. Instâncias jurídicas como as delegacias de proteção a mulher, simbolizaram um espaço para a execução da lei, sendo o registro de boletim de ocorrência o primeiro instrumento para esse processo. A oportunidade que as mulheres obtiveram com a criação da lei para denunciar, abriu precedente para interpretações e entendimentos do que verdadeiramente a lei pune e sobre quais situações as têm levado a fazer o registro de ocorrência para a punição da violência doméstica por meio da criminalização, por outro lado, não se têm outras formas de resolução de conflitos aos quais não são passiveis da lei, mas são apresentados pelas mulheres na delegacia.

Este trabalho trata da relação entre adoecimento mental e polícia militar por meio da análise de narrativas. O seu referencial teórico apoia-se nas formulações teóricometodológicas do campo da antropologia da saúde empreendidas por B. Good (1994), A. Kleinman (1980;1988;1995) e outros, como Das et al (1997), Csordas (1994;1999;2008) e também Bourdieu (1980), que procuram articular as dimensões individuais e socioculturais ao privilegiar noções como as de experiência, sofrimento social, intersubjetividade, agenciamento e corpo. Seu recorte empírico é composto por cabos e soldados da Polícia Militar do Estado de Goiás (PMGO), do sexo masculino, na ativa, atendidos pelo serviço de psiquiatria oferecido pela instituição militar. As observações de campo e as entrevistas semiestruturadas e abertas aconteceram no Hospital da Polícia Militar da PMGO (HPM), onde são realizados consultas psiquiátricas periciais e atendimentos psicológicos ao efetivo da PMGO. Fundamentalmente, esta pesquisa busca responder dois questionamentos mutuamente implicados: de que maneira a ordem militar se apresenta nos significados atribuídos por policiais militares às suas experiências de adoecimento mental, vez que os seus corpos construídos constituem terreno de identidade e masculinidade; e, do contrário, o que os significados atribuídos às experiências de adoecimento mental têm a dizer sobre os indivíduos inseridos na ordem militar e sobre as relações sociais nela dramatizadas. This thesis studies the relationship between mental illness and military police through the analysis of oral narratives. The theoretical bases for this study are the theoreticalmethodological formulations in the field of medical anthropology as studied by Good (1994), Kleinman (1980; 1988; 1995) and others, such as Das et al (1997), Csordas (1994; 1999; 2008), and also Bourdieu (1980) who tried to articulate the individual and socio-cultural dimensions when privileging such notions as experience, social suffering, inter-subjectivity, agency and body. The empirical narrowing of the research privileged corporal and police officers from the Military Police of the State of Goiás (PMGO), males only and in active duty, under psychiatric care by the military institution. The field observations and semi-structured opened interviews took place at the Military Police Hospital of PMGO (HPM), where forensic psychiatric appointments take place as well as psychological care for those who work for the PMGO. Above all this research tries to answer two mutually implied questions: how a military order appears in the meaning attributed by military policemen to their experience of mental illness since their trained bodies signify identity and masculinity; and, on the other hand, what do the meaning attributed to their experience of illness have to say about individuals inscribed in the military order and about the social relationships dramatized in it.
