It is seen that sectoral development strategies have been replaced by regional development strategies as a result of structural change in developed, democratic, capitalist and industrialized countries, especially in rural areas in Europe. Uncovering internal development potentials in order to utilize the non-agricultural economic potential in rural / regional areas instead of agricultural development, which has been accepted as the dominant development paradigm in rural / regional development in many developed and developing countries, especially in the European Union countries since the 1990s. in the context of endogenous development understanding has become widespread. On the other hand, spatial development, can be seen as a process in which the endogenous and unique development potentials of rural areas / spaces are revealed in line with the decisions of the local people and the state is a partner in the process through development policies that support these decisions. Bu çalışmanın temel amacı Türkiye'de yerel aktörler öncülüğünde ve yerel halkın katılımı ile kırsal/bölgesel sorunlarına yeni ve sürdürülebilir çözümler geliştirmesi olarak tanımlanabilecek sosyal inovasyonun belirleyicilerini ortaya koymaktır. Bu amaca yönelik olarak 15 ilde 22 ilçede 341 kırsal kalkınma paydaşı ile anket çalışması gerçekleştirilmiştir. Örneklem medyada ve akademik araştırmalarda kırsal kalkınmada başarılı örnekler olarak sunulan ilçelerdir. Seçilen ilçelerde yapılan anketlerden elde edilen verilerin analizi sonucunda örneklemin oluşturan bölgelerde ortaya konulan kırsal kalkınma faaliyetlerinin; i) endojen kalkınmaya mekansal yaklaşım kapsamında birer sosyal inovasyon örneği olarak kabul edilip edilemeyeceğinin ortaya konulması ve ii) eğer bunlar kırsal alanda sosyal inovasyon örnekleri olarak kabul edilir ise, bu sosyal inovasyonların gerçekleşmesinde temel belirleyicilerin (ön koşulların) saptanması çalışmanın başlıca odaklandığı sorunsallardır. Anket verilerine göre kırsal kalkınmada sosyal inovasyon olarak tanımlanan faaliyetlerin önkoşullarını belirlemeye yönelik yapılan Faktör Analizi sonucu sekiz faktör belirlenmiştir. Bu faktörler toplam varyansın %64'ünü açıklamaktadır. Faktörler arasında ilk sırada `sosyal sermaye faktörü` olarak adlandırılan faktör yer almakta olup varyansın tek başına yaklaşık %38'ini açıklamaktadır. Diğer faktörler ise sırasıyla Politikalar ve Olanaklar Faktörü, Altyapı Faktörü, Yöreye Özgü Sermaye Faktörü, Kırsal Turizm Faktörü, Tarımsal Potansiyel Faktörü, Ürün, Maliyet ve Gelir Faktörü ve Toplumsal Cinsiyet ve Güçlendirme Faktörü olarak belirlenmiştir.Bu bağlamda kırsal alanlarda yaşayan bireylerin, kırsal alanları diğerlerinden ayıran içsel kalkınma potansiyelleri (sosyal, doğal, tarihi ve kültürel sermaye) hakkındaki farkındalıklarının artırılmasının önemli olduğu görülmektedir. Kırsal alandaki kalkınma paydaşlarının bu potansiyelleri en etkin biçimde nasıl ve ne şekilde açığa çıkarabilecekleri konusunda bilinçlendirilmeleri önemlidir. Kırsal alanlarda kalkınma yolunda ilerleme kaydettirecek sosyal inovasyonların ortaya çıkması için sosyal sermayenin güçlendirilmesine yönelik politikalar geliştirilmelidir. The primary aim of this study is to reveal the preconditions of social innovations in rural development in Turkey which can be defined as enhancing new and sustainable solutions to rural/regional problems with the participation of local communities and the leadership of local actors. In order to determine the drivers (preconditions) of social innovation in rural development, a face to face survey is conducted in 15 cities, 22 counties to 341 rural development stakeholders. The sample includes counties which are presented as successful examples of rural development in turkey at media and in academic research. From the results of the analysis of data obtained from the survey, the rural development activities in the selected rural areas, it is aimed to find out i) whether they can be accepted as social innovation examples according to the territorial approach to endogenous rural development; ii) if so, what the main drivers (preconditions) of these social innovations are.As a result of the factor analysis which is done to determine the drivers (preconditions) of the rural development activities that are accepted as social innovations according to the data, eight facrtors are determined. These factors explain 64% of total variance. The first factor is determined to be social capital factor explaining 38% of the total variance. The other factors are found to be policies and opportunities factor; infrastructure factor; local capital factor; rural tourism potential factor; agricultural potential factor; product, cost and income factor; social gender and empowerment factor respectively.In this context, policy makers, academics and investors representing private sector have important duties to increase the awareness of local community members about the endogenous development potentials (social, natural, historic and cultural capital) and make them conscious about how they will be able to reveal these potantials efficiently. Bu çalışma, Türkiye süt ve et piyasalarına ait tedarik zincirlerinde üretici (çiftlik) fiyatları ile perakende fiyatlar arasındaki fiyat iletiminde asimetri olup olmadığını belirlemeyi amaçlamaktadır. Bu doğrultuda kurulan modelde temel varsayım, söz konusu piyasalardaki nihai tüketim mallarının en büyük maliyet bileşeninin, sanayici tarafından tarımsal ürün üreticisine ödenen miktar olduğudur. Üretici ve perakende fiyat verilerinden oluşan seriler Engle Granger iki aşamalı eşbütünleşme analizine tabi tutulmuş ve söz konusu fiyatlar arası uzun dönemli bir ilişkinin var olduğu bulunmuştur. Fiyatlar arası kısa dönem ilişkisini belirlemek amacıyla kurulan Granger ve Lee hata düzeltme modeli süt piyasasına ait tedarik zincirindeki fiyat iletiminde asimetri olduğunu ortaya koymuştur. Et piyasası için yapılan analizde, pozitif fiyat değişiklikleri istatistiksel olarak anlamlı çıkmamakla beraber sonuçlar kısa dönemde fiyat iletiminde bir asimetri olduğunu işaret etmektedir. Üretici (çiftlik) ve perakende fiyatlar arası fiyat iletiminde asimetri, üretici fiyatlarındaki artışların aynı fiyatlardaki azalışlara göre perakende fiyatlara daha fazla ve/veya daha hızlı yansıtıldığını ifade etmektedir. This study aims to determine whether asymmetry in price transmission between producer (farm-gate) and retail prices exists or not in the supply chains of Turkish milk and beef markets. The main assumption of the model is that the largest cost component of the final consumer goods is the amount that the processor pays to the farmer. The series consisting of producer and retail price data are put through the Engle Granger two-step cointegration analysis and it is found that there is a long run relationship between the given prices. The resullt of Granger and Lee error correction model determining the short run relationship between the prices, indicates that there is asymmetry in the price transmission of the milk supply chain.The result of the analysis for the beef market, however the positive price changes are insignificant, indicate the existence of an asymmetry in the short run. The asymmetry between the producer (farm-gate) and retail prices denotes that the increases in the producer (farm-gate) prices are passed on to retail prices more and/or quicker than the decreases in the producer prices. 95

The tax burden on alcoholic beverages has been rising remarkably in Turkey. This policy has significantly increased tax revenue in Turkish Lira, but it has not generated more tax revenues in terms of U.S. dollars since 2013. This study estimates price and income elasticities for select alcoholic beverages using demand models and simulates the impact of changing tax policies on demand in Turkey. Results show that the cumulative effect of increasing prices will eventually decrease total tax revenue. Simulations suggest that the government should periodically reassess its tax policy to prevent bootleg drinking which results in deadly incidents and hospitalizations. No sponsor

This paper aims to investigate the effects of information and communication technologies (ICT) on carbon emissions (CO2) in the OECD area. For this purpose, a comprehensive panel data set is utilized covering the 1994–2018 period for 38 countries and a novel method of moments panel quantile regression model which allows to account for fixed effects and endogenous explanatory variables. Results suggest that the ICT, represented by the percentage of individuals using the Internet in the total population, contributes positively to CO2 emissions up to 0.40th quantile and has no effect after this level. The results imply that countries with relatively low per capita emissions are susceptible to the rebound effects, in which better energy efficiency results in increased demand for energy and ICT-related items, hence increasing carbon emissions. At this juncture, one policy idea would be to include a carbon tax into the per-unit purchase price of smartphones, tablets, smart gadgets, and any other relevant ICT items. Additionally, this legislation can assist decrease conspicuous consumption, which can be viewed as a trigger for the demand for ICT products. Additionally, these countries should encourage enterprises to invest in and employ energy-efficient technologies through tax incentives or subsidies. No sponsor

In this context the results of Logistic Performance Index (LPI), Information Technologies Development Index (IDI), Ease of Doing Business Index and Global Digital and Sustainable Trade Facilitation Survey are analyzed and the situation of Turkey.
