This open access book provides the current research on the features of Romanian management theory and practices. It explores Romania’s position in the global supply chain; Romanian firm’s contributions to the new global economy; and the processes and effect of internationalization and digitization on the Romanian economy. Romanian management practices, similar with other Eastern European nations, has a unique development. In the late 19th and early 20th century, they were an integral part of western management thinking. However, with the forced adoption of a communist political system and the nationalization of the Romanian economy, the managerial systems were recalibrated to replace profit maximizing objectives with social objectives yielding mixed results. Since the revolution of 1989 and the integration into NATO and the European Union, Romanian management systems are once again an integral part of the global economy. As the COVID-19 crisis revealed the limitations of globalization and the overreliance on Asian suppliers, Romania, along with the rest of Eastern Europe will continue to be integrated into the global economy and become a dependable alternative to Asian suppliers. 6. Urban Management for Building-Sector Decarbonization: Focusing on the Role of Low-Carbon Policies.

The building sector is a major source of anthropogenic carbon emissions worldwide. While existing studies have extensively explored the socioeconomic and technological impacts on carbon emissions generated from building operations, few have assessed the effectiveness of low-carbon policies in curbing the increasing trend of building sector carbon emissions. This study examines the impacts of low-carbon policy intensity on building sector carbon emissions using a two-way fixed effects model on a 6-year panel (2015–2020) dataset for 286 cities in China. Our findings indicate that, on average, the aggregated intensity of low-carbon policies fails to pose any significant impacts on carbon emissions from building operations. This is partly due to the variations in different types of policy. Specifically, a 10% increase in the intensity of energy conservation policy results in a 0.05% decrease in carbon emissions, whereas capacity utilization policies are associated with an increase in building-operation carbon emissions. Moreover, these policy–emission relationships vary across building types and end-use sources. In particular, energy conservation policies are negatively associated with emissions from cooking and heating, but positively related to emissions generated from appliances and cooling. In comparison, capacity utilization policies tend to encourage additional emissions from most sources. This study highlights the partial effectiveness of energy conservation policies in curbing building sector carbon emissions and underscores the need for additional efforts in tackling the rebound effects to realize building sector decarbonization. Purpose: Aggressive urbanisation is drastically reducing the area of green-blue resources in cities, leading to threats of flooding from heavy rains and drought due to the high degree of pavement sealing. Setting a new direction for urban space management is becoming necessary, emphasising designating new areas for tree planting and water retention. To ensure this process's effectiveness, it is crucial to be aware of the importance and necessity of increasing green-blue infrastructure in urban spaces in the face of climate change. The purpose of this article is to present the results of a survey conducted among people holding public functions in local government, i.e. mayors, councillors, employees of offices, as well as residents of the Górno\ląsko-ZagBębiowska Metropolia (GZM) regarding awareness of the importance and development of green-blue infrastructure in urban spaces in the process of city management. Design/methodology/approach: The research problem is to identify the prevalence of certain beliefs and thoughts among residents and city and municipal leaders of the GZM regarding the importance and benefits of developing green-blue infrastructure in urban space. A quantitative research method (questionnaire survey) was used to carry out the research, as well as the method of analysis and criticism of the literature. Findings: As a result of the analysis of the survey questionnaires filled out by respondents, it was discovered that residents see the need to take measures to develop blue-green infrastructure in the cities and municipalities of the GZM and consider them valuable. A particular group of residents - those who also hold a position in local government do not differ in their assessment of the issues studied from those who live in the GZM; they only declare greater knowledge of green-green infrastructure and actions taken by local governments in this regard. Practical implications: The results of the research can support mayors in managing a city, taking into account concern for the comfort of residents in an increasingly urbanised area and exposure to various weather anomalies in urban space. Social implications: The study's results will help increase the belief that action is needed for climate adaptation and green-blue infrastructure development. Originality /value: For several years, the scientific discourse on public management at the local level has seen a view of the need to adapt urban spaces to climate change. The research fills the knowledge gap in identifying the beliefs and thoughts of city and municipal leaders of the GZM, as well as residents' expectations regarding the development of public space, including the development of green-blue infrastructure. This research aimed to diagnose some mechanisms of urban management (municipality and city council), such as the level of participation of classes and ethnicities, social and economic characteristics, and the spatial distribution of the voting basket of winning and losing groups. This research was developed and carried out using a descriptive and analytical method, with the tool of a researcher-made questionnaire; the sample size was 385 units, and the sampling method was two-stage random. Analysis models were Voting Basket e: Phi-Coefficient, Cramer's V, Lambda, Kolmogorov Smirnov, Chi-2, Cross Table, and Cronbach's Alpha. The problems of Zahedan's urban management were mainly pointed to by the dominance of ethnic approaches. The findings showed that there is a significant and explanatory relationship between the vote basket of the winner and loser list of the election and five relatively key indicators of the voters, including literacy, residential area, ethnicity of the voters, cultural index of the number of children, and finally the level of satisfaction with the performance of the Islamic City Council. However, the damage appears when the larger Voting Basket sometimes includes strata with socio-cultural, spatial-physical, and economic indicators that are lower than average. The fact that the elected officials are indebted to the same Voting Basket as the previous one causes the continuation of the previous defective cycle and the aggravation of the damages. The result is the disillusionment of the entrepreneurial class, the withdrawal of the creative class, the exclusion of the educated, the marginalization of the middle and upper class, and after that, the reduction of participation, the reduction of the sense of belonging to a place, and finally the weakness and weakness of the economic and social foundations of the city. Aim: The ever-increasing population of cities has created many problems for city management. Solving these problems has become a big challenge for urban management. Scientific and research centers and international organizations have introduced the approach of "good urban governance" as the most effective, least costly, and most sustainable method of urban management. Urban governance is a process formed based on the interaction between the official organizations and institutions of the city administration on the one hand, and non-governmental organizations and civil society organizations on the other. This article aims to analyze the feasibility of good governance in the urban management of Maku City by examining the indicators of good urban governance.Material & Method: The research method is descriptive-analytical and is of a functional type. The statistical population of this study includes two groups of citizens and experts (municipality and city council). Statistical tests using mean comparison (T-test and ANOVA) were used to analyze the data collected from the questionnaire. Finding: The findings of this study are significant. From the citizens' viewpoint, all the indicators of good urban governance are at a low level. However, experts believe that only the participation index is low. Furthermore, all neighborhoods of Maku city are at a low level in terms of good urban governance, with significant differences observed in three indicators: rule of law, justice index, and strategic insight index. In summary, this study's results underscore the urgent need to improve the realization of good urban governance in Maku city.Innovation: This research stands out from previous studies as it comprehensively examines eight indicators of good urban governance, both from the perspective of citizens and experts. The findings of this unique approach can be instrumental in various planning initiatives, particularly those that prioritize the decentralization of the urban management process.

In the last few decades, the issue of urban management in the country has been analyzed from various political, social, infrastructural, administrative, legal, etc. dimensions, and integrated management has always been proposed as an answer to current problems. However, the role of information and its infrastructure in this cycle has not been considered much. Therefore, this research aims to identify the weaknesses of the information mechanisms of the urban management complex of Baneh, while providing practical solutions to solve them by using the capabilities of the web-based spatial information system. The statistical population of the current research was all managers and specialist personnel of Baneh Municipality, from whom 10 managers and personnel were randomly selected. The necessary information was collected using specialized interviews and analyzed by the coding method (open, central, and selective) in Nvivo11 software, the general results of which were the weakness in accessing and classifying the information of all departments, as a result of the lack of it shows the appropriate infrastructure for data classification. Finally, after prioritizing the problems of different departments, with the help of personnel and managers, a comprehensive information system for the management of municipal construction charges was designed on the web platform to solve the mentioned problems. In this regard, we designed the frontend part of the system with HTML5, CSS3, and Bootstrap5, and developed the backend part with JavaScript and Python programming language in the Django framework and using the open-source database PostgreSQL11. The results of the implementation of this structure show that in addition to being justifiable, the economy is to improve various mechanisms in this field, including acquisition and management of spatial data, data classification, instant updates with a simple user interface, the possibility of instant reporting of the status of payments, observation of cash and other cash transactions, control of municipal employees and automatic recording of their activities, access to all the data available without the time and place restrictions with the possibility of determining the level of access to them, and instantly view the changes in the desired time interval. Also, an advanced search system has been implemented on the database with 43 information fields, which allows applying any type of filter on the information. Finally, the implementation of the information management system of construction charges has paved the way for the development of complementary systems for urban planning, waste, worn-out fabric, etc. [ABSTRACT FROM AUTHOR]

The global COVID-19 pandemic produced several changes in nearly every aspect of our lives. Ride-sharing platforms such as Uber and Lyft must adapt their strategies and aims to stay afloat. The analysis in this study is based on 216,120 tweets in the U.S. between January 1, 2019, and December 30, 2021, about Uber. It includes four separate analyses: Popularity and Usage Analytics, Sentimental Analytics, Voice Analytics, and Topic Mining Analytics. The result shows that usage and popularity of Uber on Twitter negatively affect Covid and death cases. In contrast, vaccination helps mitigate the shock of Covid. Additionally, ' 'Uber's policy and business model was beneficial in improving its positive image during the pandemic; On the early breakout of Covid in the U.S. Uber had a jump on the positive sentiment, mainly because Uber provided safer service than public transportation. Purpose: Despite the enormous need to succeed in the urban model, scientists and policymakers should work consistently to create blueprints to regulate urbanization. The absence of coordination between the crucial requirements and the regional strategies of the local authorities leads to a lack of conformance in urban development. The purpose of this paper is to address this issue. Design/methodology/approach: This study intends to manage future urban growth patterns using integrated methods and then employ the results in the genetic algorithm (GA) model to considerably improve growth behavior. Multi-temporal land-use datasets have been derived from remotely sensed images for the years 1990, 2000, 2010 and 2020. Urban growth patterns and processes were then analyzed with land-use-and-land-cover dynamics. Results were examined for simulation and utilization of the GA. Findings: Model parameters were derived and evaluated, and a preliminary assessment of the effective coefficient in the formation of urbanization is analyzed, showing the city's urbanization pattern has followed along with the transportation infrastructure and outward growth, and the scattering rates are high, with an increase of 5.64% in building area associated with a decrease in agricultural lands and rangelands. Originality/value: The research achieved a considerable improvement over the growth behavior. The conducted research design was the first of its type in that field to be executed to any specific growth pattern parameters in terms of regulating and policymaking. The method has integrated various artificial intelligence models to monitor, measure and optimize the projected growth by applying this design. 15. Economic and waste flow analysis of available scenarios to improve food waste management in Tehran

The increase in food waste and its health, environmental, and economic consequences is a serious concern. In this study, the hierarchy of food waste management in Tehran was investigated. Food waste drivers were considered to define sustainable management policy scenarios. The results showed that, in Tehran the ratio of food waste in municipal solid waste has decreased by 6.6 % in past ten years. In current situation 90 % of food waste landfilled. The financial balance in the current situation showed a cost of 18 million USD/year, while the scenarios leading to a 40 % reduction in food waste and increasing the capacity of 3R–50 % will lead to improve financial balance by 11 million USD/year. Available practices to reduce food waste production will reduce 47.8 % of waste management costs. In the optimum scenario, the environmental consequences of food waste management will decrease by 40 % compared to the current status. Changes in food waste management based on sustainable development policies can be useful in reducing urban management costs and reducing environmental impacts in developing countries.

17. Strategic Planning to Reduce the Social Cost of Air Pollution in Tehran Caused by Buses in the City

Introduction: Due to its large population, lack of green spaces, inappropriate urban structure, and traffic congestion, Tehran is considered one of the most polluted cities in the world. Air pollution in Tehran is one of the basic health and environmental challenges that can have serious consequences for the health of citizens and their social costs. In the meantime, city buses, as one of the main means of public transportation, play an important role in the movement of passengers, but at the same time, due to fossil fuels and old technologies, they are responsible for a major contribution to the emission of pollutants. This release of pollution in turn leads to negative consequences and high costs for society. Therefore, in the present study, while determining the value of environmental damage caused by the emission of pollutants in the terminals of inner-city buses in Tehran in 2020 based on the information obtained from the transportation and urban traffic organization of Tehran municipality, analyzing the strengths and weaknesses, opportunities and threats of inner-city buses in the emission of environmental pollutants with the use of the SWOT model have been discussed.Materials and Methods: The current research is based on an analytical-descriptive approach using field research and library studies. Based on this, the evaluation of the strengths, weaknesses, opportunities and threats of the system and the presentation of pollution reduction solutions have been carried out in the form of strategic SWOT analysis. For this purpose, the required information has been collected by interviewing and completing 60 questionnaires by experts, experts and drivers of six main systems in Tehran Bus Company. Validity of questionnaires was confirmed by 10 experts and its reliability was approved by Cronbach alpha (α=0.93).Results: According to the results, the social cost of pollution during an annual period caused by the consumption of diesel fuel is estimated at 829.43 billion rials, which is imposed on the environment every day. The mentioned figure is based on the shadow price equivalent of CO2 pollutant and based on the price of 2020. Also, the results showed that the most important weaknesses of public transport pollution in the metropolis of Tehran are the adverse effects of high traffic congestion during peak hours on the performance of public and private transport systems, as well as the high use of private cars, especially single-passenger cars. Carrying out intra-city trips is reserved. In addition, according to the results, the most important threats include the multi-nuclear structure of Tehran metropolis and the large size of the urban area, the geographical location of Tehran and climate changes caused by fine dust. It should be mentioned the final scores obtained from the analysis of the internal factor matrix (IFE) and external matrix (EFE) were calculated as 2.75 and 2.59, respectively.Discussion: Based on this, the situation of the desired solutions to reduce pollution is in an aggressive position, based on which it is necessary to get the maximum benefit from the existing capabilities and potentials and the combination of strengths and upcoming opportunities. According to the results of the construction and rapid development of metro lines, the multiplicity of highway networks in the city, and the priority of urban management to build and expand BRT lines in different areas of the city, the most important strengths and also the potential of producing parts related to the bus fleet for its development inside the country The high impact of the media in changing the citizens' traffic perspective and the possibility of more technical monitoring for more efficient use of fuel and reducing its consumption are the most important opportunities in reducing pollution by the public fleet.

Introduction:Urban planning has undergone significant transformations throughout history marked by distinct eras characterized by shifts in planning principles, approaches, and objectives. In recent years, citizens’ participation and democratization of urban management have gained considerable attention and importance. It has become evident that imposing large-scale urban projects on communities without their input or involvement can lead to severe backlash. Traditional methods, such as offline consultations, co-design workshops, and surveys, have facilitated architects and planners in understanding and engaging with communities. However, advancements in technology and online platforms have opened up new avenues for harnessing the collective intelligence of entire cities and communities in the urban planning and design process. The presence of strong democratic institutions, respect for human rights, and participatory accountable governance are essential for enhancing people's lives in a sustainable manner. In an increasingly urbanized world, these factors contribute to unlocking the potential of cities, particularly through improved urban service delivery. Well-managed cities with enhanced services promote peace, security, and greater investment in human capital, thereby driving economic growth. Municipal governments that possess adequate resources and are accountable are more likely to provide timely and efficient services. Collaborative efforts among different levels of government and civil society contribute to optimizing service delivery. Transparent, accountable, and democratic institutions play a vital role in facilitating community participation in demanding and designing improved service delivery. Various models have been developed to expand citizen engagement in urban management. Cities should strive for systemic changes in decision-making processes related to urban planning, incorporating deliberative and democratic procedures. This paper introduced a novel model for citizen participation in urban management. Materials & Methods:This study adopted a qualitative, interpretive, applied, and cross-sectional research design. The statistical population consisted of municipality managers, NGO managers, and urban scholars in Isfahan City. A total of 15 experts were selected from this population using the snowball sampling technique and were subsequently interviewed. The collected data were analyzed inductively using a content analysis approach. To ensure the reliability of the analysis, 5 interviews were randomly selected and subjected to thematic analysis once again. This process aimed to validate the findings.To further enhance the robustness of the results, a fuzzy Delphi method was employed, involving 10 municipality managers and 5 academicians. The participants were requested to evaluate the relevance and significance of the identified themes, aiming to achieve a fuzzy consensus. Their suggestions and feedback were incorporated into the final model, thereby strengthening the overall quality of the findings. Discussion of Results & Conclusion:The data for this study were collected through semi-structured interviews and analyzed using thematic analysis. The analysis revealed 55 basic themes, 15 organizing themes, and 5 global themes. The content validity ratio, which exceeded the threshold of 60%, confirmed the validity of the results. Furthermore, the results of the fuzzy Delphi method, after defuzzification, indicated unanimous agreement among the experts, thus affirming the reliability of the findings.Based on the research outcomes, a spiral-fractal model for citizen participation in urban governance was proposed. The model comprised 5 key elements: citizens, cituards, citgentsia, citally, and cityors. Cituards were citizens, who demonstrated slightly higher levels of engagement than the average citizen. They actively monitored the city, provided reflections, and followed up on their suggestions. Citgentsia were individuals, who contributed novel ideas and offered original recommendations to benefit the city. When the ideas of the Citgentsia were put into practice, they were referred to as citally within this model. The final level of the spiral-fractal model was occupied by cityors, who were involved, either officially or unofficially, in the theoretical and practical dimensions of all aspects of urban management.

'Comprehensive law enforcement' is an important part of the Chinese Communist Party's (CCP's) thinking on urban management. It involves all government departments and units related to law enforcement working together to improve their administrative efficiency. Since 2009, the CCP has absorbed some elements of the Western concept of the 'smart city', including the use of big data analysis and technology in implementing and enforcing the law. At the heart of the Chinese smart city is the 'city brain'. For the CCP regime, the primary purpose of the smart city is to monitor society and improve the efficiency of urban management; making life more convenient for residents is a secondary consideration. In other words, this mechanism is strongly state led in nature, and it is aimed at ensuring the regime's survival by strengthening the CCP's capacity to govern. We found that due to incentives built into the cadre evaluation system, grassroots officials use the information gathered through smart city technology to achieve 'hard' law enforcement targets rather to improve people's lives. This study explores the nexus between urban green space (UGS) and sustainable tourism (ST) and its potential for achieving a green economy. The Preferred Reporting Items for Systematic Reviews and Meta‐Analyses (PRISMA) approach was applied to reveal the most relevant documents. This study has identified the 35 most relevant documents from the Scopus database. This study reveals a strong nexus between UGS and ST and a strong linkage between various components of UGS and ST. UGS provides several benefits (economic, social, and environmental benefits) in tourism. UGS also promotes tourism in various aspects like environmental, social, and economic aspects. We argue that tourism has become one of the world's most rapidly rising economic industries that promotes a green economy based on UGS with sustainability. The potential challenges of achieving ST and a green economy are lack of proper planning, GHG emissions, maintaining cultural heritage, and poor information systems and communication. BACKGROUND AND OBJECTIVES: Peri-urban land development is crucial to achieving the UN Sustainable Development Goal of equitable and sustainable urban areas. Fair land, infrastructure, and resource management improves land management services and reduces social and economic inequities. However, the peri-urban land management system has contributed to unequal rapid urbanization in neighboring regions. This study examines the complex relationships between peri-urban land development barriers in India. The goal is to understand how these barriers induce unequal urbanization transcending the city, resulting in uncontrolled growth, urban sprawl, and inadequate services in peri-urban areas. The main goal is to improve decision-making and promote fair peri-urban growth in Indian cities using a multi-criteria decision-making tool. This application gives experts a new perspective on peri-urban issues. METHODS: A questionnaire-based survey was conducted by 122 planners and academicians from north Indian cities using snowball sampling techniques. The study collects expert perspectives to create a causal map, using the DEMATEL ISM method, classifying these barriers as "determinants or causes," "dependent barriers," "independent barriers," and "effects," presenting a new perspective on peri-urban development complexity. that depicts these roadblocks and highlights the most significant drivers impeding peri-urban land development. FINDINGS: Findings revealed four interdependent challenges as the leading 'causes' based on DEMATEL Weight; Imprecise spatial policies with 0.10119, undemarcated land boundaries with 0.10082, weak institutions with 0.10003, and absence of planning regulations with 0.09945 weight. Within these barriers, addressing the governance capability and spatial policies would have a beneficial cascading effect on catering to other challenges. Findings have valuable insights for policymakers, aiding in the formulation and prioritization of effective policies and resource allocation. CONCLUSION: This study extensive analysis of causal linkages among Indian city periurban land development challenges. Beyond identifying barriers, it explains their causes, interdependencies, and hierarchical links. Grid systems for local governance and administration in China, known as grid management or wanggehua guanli (网格化管理), have been implemented since the mid-2000s. Where existing research focuses on the embeddedness of grid technology in state-society relations, the spatial dynamics of urban grid administration and their significance in China's state structure receive less attention. This analysis adopts the idea of the spatial process for a dynamic approach to grid governance, from its incorporation in China's urban management efficiency drive to its implementation in city districts through local territorialization, to assess the urban grid system as an administrative area and inter-scaled spatial governing strategy. Implementation of the grid system establishes smaller governing areas while networking higherlevel jurisdictions, with the result of overcoming some of the authority fragmentation in the state structure. Introduction: Urban planning has undergone significant transformations throughout history marked by distinct eras characterized by shifts in planning principles, approaches, and objectives. In recent years, citizens’ participation and democratization of urban management have gained considerable attention and importance. It has become evident that imposing large-scale urban projects on communities without their input or involvement can lead to severe backlash. Traditional methods, such as offline consultations, co-design workshops, and surveys, have facilitated architects and planners in understanding and engaging with communities. However, advancements in technology and online platforms have opened up new avenues for harnessing the collective intelligence of entire cities and communities in the urban planning and design process. The presence of strong democratic institutions, respect for human rights, and participatory accountable governance are essential for enhancing people's lives in a sustainable manner. In an increasingly urbanized world, these factors contribute to unlocking the potential of cities, particularly through improved urban service delivery. Well-managed cities with enhanced services promote peace, security, and greater investment in human capital, thereby driving economic growth. Municipal governments that possess adequate resources and are accountable are more likely to provide timely and efficient services. Collaborative efforts among different levels of government and civil society contribute to optimizing service delivery. Transparent, accountable, and democratic institutions play a vital role in facilitating community participation in demanding and designing improved service delivery. Various models have been developed to expand citizen engagement in urban management. Cities should strive for systemic changes in decision-making processes related to urban planning, incorporating deliberative and democratic procedures. This paper introduced a novel model for citizen participation in urban management. Materials & Methods: This study adopted a qualitative, interpretive, applied, and cross-sectional research design. The statistical population consisted of municipality managers, NGO managers, and urban scholars in Isfahan City. A total of 15 experts were selected from this population using the snowball sampling technique and were subsequently interviewed. The collected data were analyzed inductively using a content analysis approach. To ensure the reliability of the analysis, 5 interviews were randomly selected and subjected to thematic analysis once again. This process aimed to validate the findings. To further enhance the robustness of the results, a fuzzy Delphi method was employed, involving 10 municipality managers and 5 academicians. Including pedestrians in urban design is vital so that they prefer walking over motorized transport. Motorized mobility, which mainly involves automobiles, has conditioned urban design, pedestrian movement, sustainability, and urban resilience. Studies of walkability in cities have recently been conducted, and they can be classified into those that use a qualitative observer-perception-based approach and a second approach based on the measurement of observable variables. This work aims to develop a tool that allows for walkability in public spaces to be evaluated based on directly observing reality while considering both approaches: those related to perceiving the environment and physical reality. Walking is one of the main ways of moving around and achieving sustainable urban mobility. The conditions of public spaces are fundamental for people in their preference for moving around by walking. A literature review related to walkability revealed that previous works included a variety of viewpoints, scales, tools, variables, and approaches. This study included a developed tool by modeling a definition of working areas, processing walkability data, and determining the Walkability Index (WI). The reliability of the data observed from the walkability variables was verified, and the tool's usefulness for urban planning was demonstrated. Pedestrian-centered urban design promotes cities' sustainable mobility, sustainability, and resilience. People's conduct reveals how the urban environment is perceived. Cities will face increasing challenges due to the impacts of global climate change, particularly in the form of cyclonic events, necessitating a deeper understanding and the establishment of effective response mechanisms at both institutional and citizen levels. In this research, we tested the efficiency of crowdsourcing in fostering participatory resilience and improving urban management. The main aim was to design novel and accurate proactive response strategies and mitigate the adverse effects of cyclonic wind events through volunteerism, citizen science, and urban science. To achieve this goal, as a case study, the municipality of Soledad, Colombia was used. This research employed a two-phase methodological approach: (i) initially evaluating the spatial distribution of emergency response resources, and (ii) developing a geo-referenced survey to map, systematize, and categorize data and outcomes. A total of three hundred and seventy-eight residents across five neighborhoods in Soledad, which have experienced a high frequency of atmospheric wind phenomena over the past two decades, were surveyed. The results indicate that the crowdsourcing mechanism effectively enhanced the empirical understanding of atmospheric wind events in Soledad, facilitating the establishment of a geo-referenced volunteer network for real-time responses. Additionally, this study shed light on previously undocumented challenges, in terms of reducing the number of people affected, and the actions that would lead to improved urban development to reduce the impacts of cyclonic events, emphasizing the significance of citizen science in the social construction of risk and disaster risk reduction (DDR) efforts. In today's era, we are witnessing rapid growth and complexity of cities and the spread of urban crises. Unilateral governance and management by the government to manage the urban society is no longer desirable and responsive. Therefore, the use of multiinteractive strategies to attract the cooperation and participation of civil-union institutions has become more necessary. One of these proposed applications is the model of urban good governance. Most international organizations have suggested this model for the citizen-oriented administration of the world's cities. This research realizes the need for Sanandaj city to use the model of good urban governance, and it has investigated the status of good governance indicators in Sanandaj city. It has also been discussed how the performance of urban management in different areas is different based on the model of good governance. The research method in this research is descriptive and analytical. The information needed for this research was obtained using library study and the questionnaire methods. Student's t-test, ANOVA, and Tukey's tests were used to analyze the data. This research shows the poor condition of good urban governance indicators in Sanandaj city. However, the status of the participation index is in a better position than other indices, and the legality index is in a relatively unfavorable position. Also, a significant difference has been observed between the performance of urban management in different areas of Sanandaj city. This means that the surrounding areas of the city, as well as the northern areas of the city, do not have a favorable position, while the southern part of the city has relatively good conditions. In 2009 the San José macro-project was formulated in Manizales (Colombia) to renew 111 hectares of urban fabric in the central area of the city. In a decade it was intended to provide more than 3,500 social housing units and develop a mixed-use area. Fourteen years later, only 6% of the project has been developed and the public resources committed have been exhausted. This article evaluates this project based on the trialectic analysis of the production of space suggested by Bourdieu and other authors, adapted to the realities of social housing policy in Colombia. Three variables of analysis were defined: Norms, Space and Rights. The integration of these variables made it possible to unveil the habitus of the decision makers in the planning-management of the project. The hermeneutic analysis of the transformations produced in space-time makes it possible to demonstrate that the urban operation is oriented towards dismantling the democratic instruments of social housing financing through a normative turn that prioritizes the measures of exception to avoid the equitable distribution of burdens and benefits. There is a tension between the integral urban actions foreseen in the national territorial planning and the general urban project rescued from the practices of nineteenth-century urbanism. The construction industry, business models, and smart cities are recognized as pivotal domains with profound implications for fostering sustainability, prompting extensive research endeavors. However, there remains a dearth of interdisciplinary integration within this sphere aimed at fostering sustainable development. Nevertheless, current studies suggest that research in this area could provide theoretical and practical guidance for the sustainable transformation of society and make a positive contribution to the realization of the Sustainable Development Goals (SDGs). Therefore, this paper aims to utilize an innovative mixed research approach combining macro-quantitative bibliometric analysis with subsequent micro-qualitative content examination based on the SDGs to explore the relationship between BIM and smart cities in promoting a sustainability-oriented business model, which provides a comprehensive understanding of the overall situation and development of research topics in the field and contributes to the improvement of the SDGs. The results show that, during the last 13 years (from the year 2011 to 2023), the period from the year 2011 to 2016 was the initial stage of the field, followed by a rapid growth after the year 2018, of which "BIM", "Smart City", "Business Model", "Building Life Cycle", "Urban Management", and "Business Model Innovation" are the keywords representing the current research hotspots. The circular economy model that has been developed since 2021 has contributed to life cycle stages, including "briefing stages" and "procurement stages". As such, the "whole life cycle", "strategic urban planning frameworks", and "sustainable business models" have become future research trends, whilst real-world applications such as "smart tourism", "e-government", and "green building" have emerged. Further, the key partnerships of "city managers", "corporate enterprises", and "public participation" for smart cities contribute to the achievement of SDGs 8 and 17 in terms of integrating urban information technology and urban infrastructure, policy regulation, knowledge-sharing, improving economic efficiency, and promoting sustainable economic growth. 33. Content analysis of Mashhad's urban management to regenerate its old texture during the period of 1998-2021.

An important part of the efforts of urban management in cities with historical textures is to improve their dilapidating parts. Considering the variety of possible actions, it is necessary to avoid unorganized everyday approaches in decisions for reconstruction. In Mashhad City, 12.4% of the area and 28% of the population are in the worn-out texture; therefore, the present study seeks to provide a complete picture of the activities of the Fifth Islamic Council of Mashhad regarding the regeneration of those worn-out parts. In terms of purpose, the study is an applied type, and the research method is descriptive-analytical. In the first step, by studying Persian and English sources, the main dimensions of the reconstruction of the worn texture were determined. Then, by referring to the archive of the council's approvals (including 4530 approvals) and checking each one, identifying those related to the worn out texture, including 58 approvals (1.28% of all the approvals and an average of 11.6 approvals for each period) and storing them, the data were entered in the Excel database. Using descriptive statistics, the data were categorized. Further, by using the content analysis method (in the form of open, central and selective coding), we clarified the approaches governing the planning of each course and finally the whole courses regarding the regeneration of the worn-out texture of Mashhad. The results were processed in open coding, including 39 key issues in central coding and 9 important issues in selective coding. There were 4 central categories including 1) procedures related to implementation, management and human resources, 2) financial and economic fields, 3) the main domain of promotion and empowerment, and 4) management of land and body. The interpretation of information indicates a change in the approaches of each period of the council in various issues. In other words, there is no coordinated approach in any era in dealing with the worn texture. Although the headings of urban management measures (with the exception of the environmental domain) are in accordance with sustainable regeneration, the dimensions emphasized in each domain do not show compatibility with the approach of sustainable regeneration. The concept of digital twin has acquired attention in urban planning and design for its potential to revolutionize city understanding, planning, and management. This article explores the contributions of digital twin technology to smart city planning and development, aiming to understand its functionalities, benefits, and limitations. An overview of digital twin definition and functionalities is provided, emphasizing their ability to create virtual city replicas and simulate different scenarios. Case studies from London, Zürich, and Athens exemplify digital twin applications, and a comparative analysis reveals diverse objectives, technology deployments, user interaction levels, outcomes, and funding sources. Findings demonstrate digital twins as powerful tools for improved decision-making, resource allocation, and infrastructure management. They also facilitate stakeholder collaboration, community engagement, and evidence-based policy design. However, challenges related to data integration, privacy, and scalability exist. Nonetheless, results underscore the relevance and transformative potential of digital twins in shaping smart cities and fostering sustainable urban environments.

The discourse on the city, its forms, planning and management under uncertainty is undoubtedly the most widespread and relevant in the last ten years. The prospects for the development of the city and its urban community depend rather on the articulation and representation of the content of social demand from society, the population of specific cities, than on external factors. Citizens have a clear vision for the future and present of their city. The city perception of its inhabitants is correlated with the citizens’ ideas about the modern city and appears as a discourse in their judgments, opinions and assessments. Urban discourse is defined as positioning, representation of urban identity of citizens and reflection of the perception of the city identity. The presence of this discourse is found in the citizens’ narratives about the city. The study is based on the personal experience narratives, specifically the informants’ reflections upon their evaluation and perception of their city were analyzed. Narrative analysis, supplemented by sentiment analysis (positive or negative presentation of the material) was chosen as a research tactic, the research method is content analysis. The major purpose of this work is to study the perception of the identity of the city by citizens. The novelty of the work is determined by the design of the study, combining qualitative and quantitative approaches, the method of triangulation according to N. Denzin., as well as the choice of a subjective parameter (perception by citizens of their city) as a guideline for managerial actions in shaping the identity of the city in order to achieve connectivity “city – citizen”. An additional contribution of this paper is the construction of a paired logic of connectivity: “city – citizen” through the correlation between the citizens urban identity indicators and the identity of the city on the basis of empirical data of six cities in the Tyumen region. The study showed that citizens with a high level of urban identity perceive the city through personal participation in its life, through the manifestation of subjectivity.

Background The objective of this research is to propose a method for evaluating the effectiveness of Atal Mission for Rejuvenation and Urban Transformation (AMRUT) schemes across different parameters and subsequently rank different cities based on the perception of resident citizens. The research contributes to the academic literature of urban management by suggesting a comprehensive evaluation model based on academic literature review, identifying an assessment method to assign criteria to the parameters of the selected evaluation model, and finally proposing an approach to rank select cities covered under AMRUT scheme based on the suggested quantified model. Methods Conceptual research model is suggested based on review of the past literature. The study further purposes a quantitative method Analytic Hierarchy Process (AHP) to operationalize the identified model by assigning weights to the criteria. Finally, the research demonstrates how the weighted model can be applied to rank cities under AMRUT scheme by using Technique for Order of Preference by Similarity to the Ideal Solution (TOPSIS). Results Conceptual model to assess the effectiveness of AMRUT scheme has been arrived at by reviewing past literature. The model is found to be exhaustive and applicable for the research problem being investigated. The study further identifies the method for assigning the criteria weights and then eventually how to apply it to rank cities covered under AMRUT scheme on those weights. Conclusion The study contributes to the academic literature in the context of urban management by evaluating AMRUT scheme. The research proposes that impact of AMRUT can be studied by selecting a comprehensive evaluation model based on academic literature review, identifying an assessment method to assign criteria to the parameters of the selected evaluation model, and finally proposing a method to apply the weighted model to rank the cities covered under AMRUT scheme.

Urban Social Innovation Capacity is determined as a key aspect to explain Social Value creation in European cities suffering increased social problems derived from the urban growth and exacerbated by COVID-19. New Public Value Management paradigm has appeared involving urban managers in new city-centred management models based on Social Innovation networking processes, increasing their capacity to innovate as they face the current social challenges. The main purpose in this study is to assess the Social Value performed within specific systems and to propose instruments to provide local managers with valid and reliable tools for assessing both Social Value and Urban Social Innovation Capacity. The study conducted a mixed-method research technique. A qualitative study to validate the theoretical approach and, with the objective to examine the positive effect of Urban Social Innovation Capacity on Social Value, an empirical work based on PLS well stocked with data collected from a survey aimed at urban social innovation managers in Eurocities. Results showed a direct positive effect of Urban Social Innovation Capacity on Social Value but no effect between Socioeconomic Context and Social Value. This paper promotes critical realism as a suitable and fruitful philosophical foundation for the development and implementation of urban digital twins. The proliferation of a-theoretical digital twin research and practices, not declaring their philosophical positions, is threatening the scientific soundness of this new paradigm and offers little evidence for reflecting on the knowledge it produces. To address this issue, first, this paper uses focus group discussions to explore digital twin experts' perceptions of digital twin best practices for urban management and uncover the philosophical worldviews underlying these perceptions. A philosophical worldview is a general orientation about the world that is described in terms of ontological and epistemological assumptions and views on human nature. The inferred philosophical worldviews are then compared with critical realism principles, supporting the argument that critical realism provides a suitable philosophical foundation for digital twin practices in urban management envisaged by participating experts, as well as enhancing current forms of digital twin practice.
