In this article, we review the process of building relationships around education and international development at IOE (Institute of Education), UCL's Faculty of Education and Society (University College London, UK). The analysis looks at how hierarchies linked to colonialism were inscribed in initial structures, and unevenly and disparately contested by students, staff and a range of interlocutors around the world over one hundred years. The article considers how this history shapes practice in the present and perspectives on the future. In describing and reflecting on processes for change, the article considers some of the questioning, discussion and new forms of relationship that are emerging as part of trying to develop an orientation away from a colonial past. Efforts to decolonise education have raised questions and actions associated with reimagining practice. We reflect on what we have learned and unlearned from our efforts to promote decolonial, socially just alternatives.

The harmful effects of COVID-19 on children living in poverty have refocused attention on the complex nature of child poverty and the vexed question of its relationship to education. The paper examines a tension at the heart of much discussion of child poverty and education. On the one hand, education is often regarded as essential for children's flourishing and a means by which children can "escape" poverty; yet on the other hand, education systems, institutions, and practices, often reflect and entrench the disadvantages associated with poverty. Narratives concerning education as an escape from poverty tend not to deal in any depth with the injustices associated with poverty, stressing instead the transformative potential of education. By contrast, largely sociological analyses of the ways in which schooling reproduces inequalities tend to stop short of developing a normative account of how education can contribute to transforming the structural injustices related to poverty and its effects on children's lives. In working to move beyond this analytic impasse, the paper shows how the cluster of concepts, which Robeyns (2018) locates as central to the capability approach, give insights which help to address these two different lacunae. The notion of conversion factors highlights the significance of taking account of existing relationships in education, while the distinction between capabilities and functionings helps guide practices regarding the education of children living in poverty. Drawing on literature on the heightened inequalities associated with poor children's experience of lack of schooling during the COVID pandemic, the paper sketches some of the ways in which sociological analysis and normative evaluation can be linked in taking forward an "ethically engaged political philosophy" (Wolff, 2018) to discuss child poverty and education in real schools.

Girls' education has been widely promoted as the answer to a wide range of problems. This article maps four key ideas that have framed this formulation. These are firstly, a techno-rationalist approach linked to narrowly defined interventions, termed here 'what works'. Secondly, a more normative engagement is outlined, termed 'what matters' which explores how girls' education is part of processes to extend and defend rights, support feminism or decoloniality. Thirdly, an approach termed 'what disorganises' looks at the ways in which girls' education has been used deceitfully and hypocritically to mask the perpetuation of unjust power. Lastly, an approach termed 'what connects' maps processes associated with building connections and epistemologies of co-ordination. The implications of these four framings are considered for the development of discussions on girls' education and gender equality and methods in comparative education.

Given that tertiary education (TE) is a sector often associated with exclusion, particularly in low- and middle-income countries (LMICs), where only a small proportion of the population gain access, how well placed is this sector to support the implementation of the SDGs? This article extends our reflections from a recent rigorous review of literature, published from 2010, which looked at the role of tertiary education in low- and lower-middle-income countries. The review noted the sparse literature on a range of development outcomes, with limited attention to some of the key themes of inclusion and sustainability associated with the SDGs. Many studies report on some form of limited connection between TE and development outcomes, also drawing attention to contextual conditions beyond TE that contribute to this. The article considers the reasons for these findings, and some of the difficulties of forming conclusions on a still limited base of research evidence. A second theme in the literature reviewed highlights that where TE establishes partnerships, engagements or cross-institutional alliances, joint and valuable learning in support of the SDGs ensues, enhancing practice and building institutions. Some of the implications of these findings for the positioning of TE in developing countries in the wake of COVID-19 are considered.

The article is an attempt to explore through the lens of my identification as a foreigner, a number of different themes around work in comparative education, particularly aspects of the question of method, and some reflections on the relationship with education and international development. The discussion begins with some reflection on internal or external foreignness, and the ways in which these identifications within my autobiography are heterodox, not singular and co-constructed with many relationships, changing over time. Some different formulations of pluralism and engagements with the capability approach are discussed drawing out some of the resources they provide for exploring approaches in comparative education. In the final section, some features of the idea of reflexive comparison as a methodological resource are sketched.

Research on well-being and concern over the well-being of students and teachers has grown dramatically in recent years. Researchers and reformers in positive psychology and education, self-determination theory, social and emotional learning, liberal-democratic political and educational philosophy, and neo-Aristotelian theories of flourishing and character education have played formative and intersecting roles in what is now an international movement to promote the lifelong flourishing of students as an alternative to a human capital and economic growth focus for education. This article defends this flourishing-focused reorientation of education policy and practice, using a value-led and evidence-informed methodology. It sorts through the conceptual disputes and clarifies the ethical considerations that should guide efforts to advance the well-being of students and teachers, assesses key claims and arguments, and brings together compatible aspects of the leading philosophical and psychological perspectives on flourishing as an aim of education. It identifies ethically and evidentially justifiable points of consensus on well-being and flourishing in education, presents a consensus model of relationships between educational environments, learning, and flourishing, and concludes with some recommendations for educational policy and practice. This introductory article to the special issue of "Comparative Education" on measuring the unmeasurable in education considers measurement as reflecting facts and uncertainties. The notion of negative capability is used metaphorically to depict some limits of what is measurable, and portray aspects of the process of education, associated with uncertainty and public scrutiny of complexity. Four overarching questions--what, when, why and how--have guided the reflections of the authors who have contributed to the special issue. "What" are we measuring when we try to measure the unmeasurable in education and what are we not measuring? "When" have attempts been made to measure the unmeasurable in education, what metrics have been adopted in which contexts, and with what outcomes? "Why" have measures been adopted as indicators of the unmeasurable, such as human rights? "How" have particular historically located organisations approached the problem of measuring the apparently unmeasurable in education, with what epistemological, normative and conceptual resources, and consequences? The introductory article looks at measurement as a form of negative capability in some discussions of history of social statistics in education, the current debate over indicators for the Sustainable Development Goals, and how to measure gender equality in education.

The article argues teachers matter because of their potential to engage in critical reflection on values associated with connecting the local, the national and the global. Their practice can support those who are dislocated, and who have no place. Teachers matter because they can help us understand how we share humanity and aspirations across many differences. The discussion identifies some similarities between approaches to pedagogy and Seyla Benhabib's notion of democratic iteration. Both concepts suggest a navigation between the general, the particular and some of the complexities of their contradictions which can guide teachers' work. Frameworks from cosmopolitanism and the capability approach are explored for detail they provide on how this navigation can be considered in practice across differently politically constituted formations and diverse, unequally situated groups. Drawing on some reflections on work in an international classroom, the conclusion explores some of these navigations across inequalities.

Comparative and international education has been both a particularly generative area for the exploration of themes in relation to gender and education, but has also tended to impose limits regarding how gender and education are understood. In reflecting critically on the history of my own work in this field, and some of the early scholarship of the 1970s and 1980s, this article poses questions about how and why particular theorisations of gender and education are selected and used. It also considers how and why particular integrations are made between gender frameworks, what this suggests about comparison, and what pointers this may help to provide for thinking about gender in the contemporary period. The analysis delineates the current epoch as one marked by a shift to a multi-polar world in which forms of political economy are realigning. Shifts associated with changing approaches to the public, the private and the personal entail gender identities and relations reconfiguring and a dispersed set of meanings. One outcome is that it can become difficult to connect ideas about gender in a simple way with an integrated social justice agenda. This has become apparent in education, which is crucial to policies of social protection, enhancing social justice, but is also linked with increasing monetisation of information and of the relationships of learning and teaching. The invocation of gender in both spaces, and the identification of its differences, requires particular acuity. In trying to formulate an approach that speaks to this process and developing a normative compass in contemporary times, the article tries to reflect critically on comparison as an intellectual move and a political position.

In a number of countries in Africa, young women who become pregnant are excluded from school. This article presents a critique of policy and practice in this area drawing partly on Diana Leonard's scholarship concerning the relational dynamic of gender, generation, social division, and household forms. Much of the policy prescription of large global organisations concerned with the expansion of secondary schooling in Africa does not sufficiently take account of the connection between the gender dynamics of the private and that of the public outlined in Leonard's work. In showing some of the effects of this oversight, this article reports on data from research studies in five countries in Africa (Kenya,( Tanzania, South Africa, Nigeria, and Ghana) to show how aspects of silence, evasion, and stereotyping often characterise teachers' and education officials' reflections on youth and pregnancy. Young women's concerns with the risk of pregnancy are often given inadequate attention, while harsh actions to shame young women who become pregnant are reported. The importance of working across sectors to link social policy in this area is shown to be difficult and in need of much more focused resource. (Contains 5 notes.)
