1. State Derivative Normalization for Continuous-Time Deep Neural Networks

Abstract

The importance of proper data normalization for deep neural networks is well known. However, in continuous-time state-space model estimation, it has been observed that improper normalization of either the hidden state or hidden state derivative of the model estimate, or even of the time interval can lead to numerical and optimization challenges with deep learning based methods. This results in a reduced model quality. In this contribution, we show that these three normalization tasks are inherently coupled. Due to the existence of this coupling, we propose a solution to all three normalization challenges by introducing a normalization constant at the state derivative level. We show that the appropriate choice of the normalization constant is related to the dynamics of the to-be-identified system and we derive multiple methods of obtaining an effective normalization constant. We compare and discuss all the normalization strategies on a benchmark problem based on experimental data from a cascaded tanks system and compare our results with other methods of the identification literature., Comment: This work has been accepted for presentation at the 20th IFAC Symposium on System Identification 2024

2. State-Level Accessibility of Head Start Data across the United States

Abstract

The preschool landscape is complex, consisting of several publicly funded programs supported by federal, state, and local funds. Included in this landscape is Head Start, a critical early childhood education (ECE) program that serves--in every state and territory--young children in families with incomes at or below the federal poverty line, families experiencing homelessness, families receiving assistance like Temporary Assistance for Needy Families (TANF) or Supplemental Security Income (SSI), families of children with disabilities, and children who are in the foster care system. Comprehensive data on Head Start programs are available nationally but can be challenging to integrate with other preschool and K-12 data, in part because the data typically flow from local Head Start grantees up to the federal Office of Head Start (OHS), bypassing the state. However, without the inclusion of Head Start data, researchers, policymakers, and preschool administrators are unable to answer key questions about the experiences of those being served or understand which children and families are served in states with Head Start and state pre-kindergarten (pre-K). To better understand the ways Head Start data are being accessed, analyzed, and used with other preschool data at the state level, the Early Childhood Data Collaborative (ECDC) at Child Trends conducted a survey of Head Start State Collaboration Offices (HSCOs). HSCOs play a role coordinating Head Start systems at the state level with other early childhood programs, and they are well positioned to understand the data collection efforts within a state. The primary goal of the survey was to better understand the types of Head Start data that HSCOs can access and how these data are used, disaggregated, and linked with other early childhood and K-12 data; in addition, the survey aimed to understand data-related supports and infrastructure.

3. Absolute magneto-optical measurement of magnetic field on a long pulse high electrical current driven solenoid

Abstract

We describe a direct absolute magneto-optical approach to measuring the magnetic field driven by long pulse width (>5 ms) and high electrical current (∼kA) in a solenoidal coil. The magnetic field and electrical current are among the most important operating parameters in lightning research and electrical power distribution and are essential to understanding the properties of the radiation output in pulsed energy accelerators as well as other research platforms. However, accurately measuring these magnetic fields and electrical currents using conventional electrical diagnostics is difficult due to the strength of ionizing radiation and electromagnetic interference. Our approach uses a fiber coupled laser beam with a rare earth element material sensing crystal that is highly resistant to electromagnetic interference, allows for absolute measurement, and does not require an external calibration. Here, we focus on device theory, operating parameters, magneto-optical results from an experiment on a high current solenoid, and comparison with a calculation of the magnetic field and reference electrical current flowing downstream of the solenoid.

4. COVID-19 Research, Evaluation, and Data Agenda for Child Care and Early Education. Special Topics Paper. OPRE Report 2021-162

Abstract

The context for child care and early education (CCEE) changed rapidly in March 2020 as the global pandemic caused the closure of child care programs and schools, widespread job loss, and negative impacts on the broader economy and family life. Black and Latino families and families with lower income experienced disproportionately negative effects of the COVID-19 pandemic as a result of structural racism and a history of inequitable systems. Many of the negative impacts of the pandemic have directly impacted families' access to high-quality CCEE. As leaders in CCEE consider the implications of COVID-19 for children, families, policies, and programs, a research, evaluation, and data agenda that identifies key questions, research methods, and data needs will be a critical tool. This research, evaluation, and data agenda can (1) alert decision makers to racial and economic inequities in outcomes and promote tracking of key equity indicators, (2) encourage the development of new projects and data initiatives, (3) support the synthesis of information across projects, (4) identify key topics for consideration that may be otherwise overlooked, and (5) promote the application of knowledge to planning and development. The goal of this report is to get input on high priority questions that can inform the field's understanding of the pandemic's impact on the CCEE landscape, including children, families, CCEE programs, the CCEE workforce, and the broader system of agencies, local organizations, and institutes of higher education that support CCEE. The purpose of this work is to develop and revise a research, evaluation, and data agenda that can be used by a wide range of stakeholders (state administrators, policymakers, advocates, funders, etc.) to prioritize research questions that need to be addressed and identify potential data sources to answer these questions. 6. Radio frequency emissions from dark-matter-candidate magnetized quark nuggets interacting with matter

Abstract

Quark nuggets are theoretical objects composed of approximately equal numbers of up, down, and strange quarks. They are also called strangelets, nuclearites, AQNs, slets, Macros, and MQNs. Quark nuggets are a candidate for dark matter, which has been a mystery for decades despite constituting ${\sim}85\%$ of matter. Most previous models of quark nuggets have assumed no intrinsic magnetic field; however, Tatsumi found that quark nuggets may exist in magnetars as a ferromagnetic liquid with a magnetic field between $10^{ 11}$ T and $10^{ 13}$ T. We apply that result to quark nuggets, a dark-matter candidate consistent with the Standard Model, and report results of analytic calculations and simulations that show they spin up and emit electromagnetic radiation at ${\sim}10^{ 4}$ Hz to ${\sim}10^{ 9}$ Hz after passage through planetary environments. The results depend strongly on the value of $B_{o}$, which is a parameter to guide and interpret observations. Abstract

Quark nuggets are a candidate for dark matter consistent with the Standard Model. Previous models of quark nuggets have investigated properties arising from their being composed of strange, up, and down quarks and have not included any effects caused by their self-magnetic field. However, Tatsumi found that the core of a magnetar star may be a quark nugget in a ferromagnetic state with core magnetic field B between $10^{ 11}$ T and $10^{ 13}$ T. We apply Tatsumi$'$s result to quark-nugget dark-matter and report results on aggregation of magnetized quark nuggets (MQNs) after formation from the quark-gluon plasma until expansion of the universe freezes out the mass distribution to include $10^{ -24}$ kg to $10^{ 14}$ kg. Aggregation overcomes weak-interaction decay. Computed mass distributions show MQNs are consistent with requirements for dark matter and indicate that geologic detectors (craters in peat bogs) and space-based detectors (satellites measuring radio-frequency emissions after passage through normal matter) should be able to detect MQN dark matter. Null and positive observations narrow the range of a key parameter B to between $10^{ 11}$ T and 3 $10^{ 13}$ T., Comment: 30 pages including 2 page supplement, 6 figures, 1 table, 51 references. 14. Virtual Coaching to Support Early Care and Education Programs during COVID-19

Abstract

In response to executive order mandates from states and governors, many early care and education (ECE) settings closed or transitioned to providing virtual services to children and families during the COVID-19 pandemic. For ECE coaches, these closures resulted in the need for rapid adjustments in the way they provided coaching services. These adjustments occurred with little time to prepare and minimal knowledge of how best to understand ECE program needs, structure coaching sessions, develop and implement coaching content, or assess the progress of teachers and providers in a virtual context. This two-part series of briefs gives an overview of the process and lessons learned during the transition from in-person to virtual coaching for the Detroit Early Learning Coaching Initiative (DELCI). This brief, the first in the series, presents an overview of DELCI, including a summary of the coaching model, the process of adapting it to a virtual format during COVID-19, and initial experiences with virtual coaching implementation. The second brief in the series will describe how virtual coaching was implemented over time, including lessons learned. 15. Lessons Learned from Virtual Early Care and Education Coaching during COVID-19

Abstract

The COVID-19 pandemic has impacted early care and education (ECE) programs across the country in many ways, including changes to enrollment, staffing, and daily operations. Many programs closed or transitioned to providing virtual learning and services in response to state guidance and mandates, especially in the early months of the pandemic. ECE coaches--who provide support, training, and assistance to providers and programs--have responded to these program changes by adjusting both the structure and content of their coaching services to meet programs' evolving needs. These adjustments have included transitioning from in-person to virtual coaching and covering additional topics, such as identifying and accessing resources related to COVID-19 and developing health and safety processes. This two-part brief series focuses on the key components of virtual coaching for the Detroit Early Learning Coaching Initiative (DELCI). The first brief presented an overview of the DELCI coaching model and how it was adapted during COVID-19, including the transition to a virtual format. This second brief describes the key activities and components of virtual coaching used in DELCI and highlights lessons learned that may be informative for others interested in the provision of virtual coaching. Abstract

Abstract We describe a direct electro-optical approach to measuring a strong 118 MV/m narrow pulse width (~ 33 ns) electric field in the magnetically insulated transmission line (MITL) of a pulsed power accelerator. To date, this is the highest direct external electric field measured electro-optically in a pulsed power accelerator, and it is between two to three orders of magnitude higher than values reported in comparable high energy scientific experiments. The MITL electric field is one of the most important operating parameters in an accelerator and is critical to understanding the properties of the radiation output. However, accurately measuring these high fields using conventional pulsed power diagnostics is difficult due to the strength of interfering particles and fields. Our approach uses a free-space laser beam with a dielectric crystal sensor that is highly immune to electromagnetic interference and does not require an external calibration. Here we focus on device theory, operating parameters, laboratory and pulsed power accelerator experiments as well as challenges that were overcome in the measurement environment.

Abstract

We present a search for gravitational waves from 116 known millisecond and young pulsars using data from the fifth science run of the LIGO detectors. For this search ephemerides overlapping the run period were obtained for all pulsars using radio and X-ray observations. We demonstrate an updated search method that allows for small uncertainties in the pulsar phase parameters to be included in the search. We report no signal detection from any of the targets and therefore interpret our results as upper limits on the gravitational wave signal strength. The most interesting limits are those for young pulsars. We present updated limits on gravitational radiation from the Crab pulsar, where the measured limit is now a factor of seven below the spin-down limit. This limits the power radiated via gravitational waves to be less than ~2% of the available spin-down power. For the X-ray pulsar J0537-6910 we reach the spin-down limit under the assumption that any gravitational wave signal from it stays phase locked to the X-ray pulses over timing glitches, and for pulsars J1913+1011 and J1952+3252 we are only a factor of a few above the spin-down limit. Of the recycled millisecond pulsars several of the measured upper limits are only about an order of magnitude above their spin-down limits. For these our best (lowest) upper limit on gravitational wave amplitude is 2.3x10^-26 for J1603-7202 and our best (lowest) limit on the inferred pulsar ellipticity is 7.0x10^-8 for J2124-3358., Comment: 39 pages, 5 figures, Accepted in The Astrophysical Journal

Abstract

We present the results of a search for gravitational-wave bursts associated with 137 gamma-ray bursts (GRBs) that were detected by satellite-based gamma-ray experiments during the fifth LIGO science run and first Virgo science run. The data used in this analysis were collected from 2005 November 4 to 2007 October 1, and most of the GRB triggers were from the Swift satellite. The search uses a coherent network analysis method that takes into account the different locations and orientations of the interferometers at the three LIGO-Virgo sites. We find no evidence for gravitational-wave burst signals associated with this sample of GRBs. Using simulated short-duration (<1 s) waveforms, we set upper limits on the amplitude of gravitational waves associated with each GRB. We also place lower bounds on the distance to each GRB under the assumption of a fixed energy emission in gravitational waves, with typical limits of D ~ 15 Mpc (E_GW^iso / 0.01 M_o c^2)^1/2 for emission at frequencies around 150 Hz, where the LIGO-Virgo detector network has best sensitivity. Abstract

We present direct upper limits on gravitational wave emission from the Crab pulsar using data from the first nine months of the fifth science run of the Laser Interferometer Gravitational-wave Observatory (LIGO). These limits are based on two searches. In the first we assume that the gravitational wave emission follows the observed radio timing, giving an upper limit on gravitational wave emission that beats indirect limits inferred from the spin-down and braking index of the pulsar and the energetics of the nebula. In the second we allow for a small mismatch between the gravitational and radio signal frequencies and interpret our results in the context of two possible gravitational wave emission mechanisms., Comment: Accepted for Ap. Abstract

Background: NANS-CDG is a recently described congenital disorder of glycosylation caused by biallelic genetic variants in NANS, encoding an essential enzyme in de novo sialic acid synthesis. Sialic acid at the end of glycoconjugates plays a key role in biological processes such as brain and skeletal development. Here, we present an observational cohort study to delineate the genetic, biochemical, and clinical phenotype and assess possible correlations.Methods: Medical and laboratory records were reviewed with retrospective extraction and analysis of genetic, biochemical, and clinical data (2016–2020).Results: Nine NANS-CDG patients (nine families, six countries) referred to the Radboudumc CDG Center of Expertise were included. Phenotyping confirmed the hallmark features including intellectual developmental disorder (IDD) (n = 9/9; 100%), facial dysmorphisms (n = 9/9; 100%), neurologic impairment (n = 9/9; 100%), short stature (n = 8/9; 89%), skeletal dysplasia (n = 8/9; 89%), and short limbs (n = 8/9; 89%). Newly identified features include ophthalmological abnormalities (n = 6/9; 67%), an abnormal septum pellucidum (n = 6/9; 67%), (progressive) cerebral atrophy and ventricular dilatation (n = 5/9; 56%), gastrointestinal dysfunction (n = 5/9; 56%), thrombocytopenia (n = 5/9; 56%), and hypo–low-density lipoprotein cholesterol (n = 4/9; 44%). Biochemically, elevated urinary excretion of N-acetylmannosamine (ManNAc) is pathognomonic, the concentrations of which show a significant correlation with clinical severity. Genotypically, eight novel NANS variants were identified. Three severely affected patients harbored identical compound heterozygous pathogenic variants, one of whom was initiated on experimental prenatal and postnatal treatment with oral sialic acid. This patient showed markedly better psychomotor development than the other two genotypically identical males.Conclusions: ManNAc screening should be considered in all patients with IDD, short stature with short limbs, facial dysmorphisms, neurologic impairment, and an abnormal septum pellucidum +/– congenital and neurodegenerative lesions on brain imaging, to establish a precise diagnosis and contribute to prognostication. Personalized management includes accurate genetic counseling and access to proper supports and tailored care for gastrointestinal symptoms, thrombocytopenia, and epilepsy, as well as rehabilitation services for cognitive and physical impairments. Motivated by the short-term positive effects of experimental treatment with oral sialic, we have initiated this intervention with protocolized follow-up of neurologic, systemic, and growth outcomes in four patients. Research is ongoing to unravel pathophysiology and identify novel therapeutic targets.

Abstract

The ongoing COVID-19 pandemic has posed tremendous challenges for economies and individuals around the world. At the same time, it has also laid bare the blatant and growing inequities that many individuals, particularly children, are confronted with on a daily basis. With communities in lockdowns and schools going virtual in many parts of the United States, the important role that schools and school-based services play in the lives of many children have gained new attention. Nonetheless, only 3% of American schools have school-based health centers on campus, and they remain relegated to the fringes of both health care and education. One key limitation has been the lack of appropriately trained health-care professionals. Over the past 2 years, we have interviewed dozens of individuals about their experiences in school-based health centers. Based on this study, we explore what it means for a health-care professional to work in school-based health care and how it differs from more traditional health-care settings. Our analysis particularly focuses on training and education, work environments, and their unique demands that come from being embedded within the educational setting. We conclude by addressing the important role that governmental policies could play in augmenting this crucial workforce.

40. Modeling of Transient Gasoline Engine Emissions using Data-Driven Modeling Techniques

Abstract

In recent years, the automotive industry has shifted from purely combustion engine-driven vehicles towards hybridization due to the introduction of CO2 emission legislation. Hybrid powertrains also represent an important pillar and starting point in the journey towards zero-emission and full electrification. Fulfilling the most recent emission standards requires efficient control strategies for the engine, capable of real-time operation. Model accuracy is one of the main parameters which directly influence the performance of such control strategies. Specific methodologies developed in the past, such as physically- or phenomenologically-based approaches, have already facilitated the modeling of the combustion engine. Even though these models can accurately predict emissions in steady state conditions, their performance during transient engine operation is time-consuming and still not sufficiently reliable. The major contribution of the current work is to clarify and apply the recent advancements in data-driven modeling techniques, especially in time series forecasting with feedforward neural networks (FFNNs) and long short-term memory networks (LSTMs), to address the limitations mentioned above and to compare the different approaches.The quantity and quality of data are significant challenges for data-driven modeling. This paper studies the modeling of gasoline engine emissions using FFNNs and LSTMs. The data quantity and quality requirements are studied based on a portable emission measurement system (PEMS), measuring at 1 Hz, and additional analyses on an engine test bench with a HiL setup, providing the possibility of increasing the measurement frequency with more sophisticated devices by a factor of five. Subsequently, the training and validation of the FFNNs and LSTMs are outlined, and finally, the model accuracy is discussed.

Abstract

We describe a direct magneto-optical approach to measuring the magnetic field driven by a narrow pulse width (<10 ns), 20 kA electrical current flow in the transmission line of a high energy pulsed power accelerator. The magnetic field and electrical current are among the most important operating parameters in a pulsed power accelerator and are critical to understanding the properties of the radiation output. However, accurately measuring these fields and electrical currents using conventional pulsed power diagnostics is difficult due to the strength of ionizing radiation and electromagnetic interference. Our approach uses a fiber coupled laser beam with a rare earth element sensing crystal sensor that is highly resistant to electromagnetic interference and does not require external calibration. Here, we focus on device theory, operating parameters, results from an experiment on a high energy pulsed power accelerator, and comparison to a conventional electrical current shunt sensor. Abstract

We present the technology-aided computer design (TCAD) device simulation and modeling of a silicon p-i-n diode for detecting time-dependent X-ray radiation. We show that the simulated forward and reverse breakdown current–voltage characteristics agree well with the measured data under nonradiation environment by only calibrating carrier lifetimes for the forward bias case and avalanche model critical fields for the reverse bias condition. Using the calibrated parameters and other nominal material properties, we simulated the radiation responses of the p-i-n diode and compared with experimental data when the diode was exposed to X-ray radiation at Sandia’s Saturn facility and the Idaho State University (ISU) TriMeV facility. For Saturn’s Gaussian dose-rate pulses, we show three findings from TCAD simulations. First, the simulated photocurrents are in excellent agreement with the measured data for two dose-rate pulses with peak values of $1.16 \times 10 ^{10}$ and $1.88 \times 10 ^{10}$ rad(Si)/s. Second, the simulation results of high dose-rate pulses predict increased delayed photocurrents with longer time tails in the diode electrical responses due to excess carrier generation. Third, simulated peak values of diode radiation responses versus peak dose rates at different bias conditions provide useful guidance to determine the dose-rate range that the p-i-n diode can reliably detect in experiment. For TriMeV’s non-Gaussian dose-rate pulse, our simulated diode response is in decent agreement with the measured data without further calibration. We also studied the effects of device geometry, recombination process, and dose-rate enhancement via TCAD simulations to understand the higher measured response in the time after the peak dose-rate radiation for the p-i-n diode exposed to TriMeV irradiation.
