The service is the benefit of materialism or moral offered to the community they represent activities provided by public, private and mixed sector in the city to achieve the materialism and non-materialism benefits to the inhabitants in order to improve their living standard. The purified water processed by the municipal primary importance as a master service in the city, so it is very necessary indigenization through that this water be within the real and realistic and local kinetic standards, within the prescribed periods time and in parallel to the kinetics of urban environmental pollution variables. This research will be addressed the importance of settlement of this service through the use of quantitative analysis using digital indicators within the specified year of research with different climatic changes, using a matrix to achieve the goals style (GAM) and allergy testing to compare the localization settlement of service indicators between 2007 - 2008, concluded that the numerical targets indicators for the year 2008 is the best and so spotting the light on these numerical targets with careful to highlight them to ensure the resettlement of this service to gain access to service delivery according to its own social welfare of perspective.
