Unemployment is a global phenomenon, which includes a profound economic and social imbalance, especially in transition economies such as the Republic of Moldova. This paper proposes to explore the complex effects of unemployment on social, psychological and economic life, highlighting both passive measures (unemployment benefits) and active ones (job creation, vocational training programs). It argues that an effective strategy to combat unemployment must combine financial support with active interventions to facilitate rapid reintegration into the labor market and improve the prospects of the unemployed. This analysis is supported by data provided by the National Agency for Employment, in line with international methodologies, highlighting the impact of long-term unemployment on poverty levels and employment prospects in the Republic of Moldova.

Given a general utility and income distribution and positive unemployment benefits, we analyze the impact of a universal basic income (UBI) financed by an income tax and reducing unemployment benefits. With extensive margins only and identical fixed costs of work, we show that UBI can benefit a poor majority. Plausible conditions can ensure similar results with different fixed costs. With both extensive and intensive margins but identical fixed costs, a modest UBI can still benefit a poor majority provided the income weighted tax elasticity of labor supply from intensive margins is less than the non-employment rate, which is usually true. The objective of this study is to offer a snapshot of the level of unemployment protection provided in Spain to self-employed workers and platform economy workers, compared to employed workers affiliated with the general regime. This allows us to reflect on the convergent and divergent aspects of the protection provided to the two groups, as well as the greater or lesser proximity to the levels of protection indicated by the EU. Thus, the study is structured in three points: the protection afforded to the various groups and the differences in terms of the cessation of activity and unemployment benefit; some of the most characteristic aspects of these two types of unemployment protection; the financing of the cessation of activity benefit and the creation of an alternative protection mechanism as key points in the current Spanish political debate. Purpose: Following the COVID-19 outbreak, there are concerns whether economies are becoming farther from equality and competency. While this matters to every economy, it is more crucial for developing ones who already suffer from income inequalities and lack of competency. The purpose of this paper is to address this issue. Design/methodology/approach: This study uses an administrative data from the Iran's Social Security Organization (ISSO) that provides insurance to workers entitled to the Labor Law of Iran. The data contain more than 7,000,000 workers. The authors assess heterogeneous impact of the first wave of the pandemic by firms' size and average payment. Findings: The authors' estimation results indicate that, following the initiation of the pandemic, the workers whose corresponding firms are smaller, overall, are more prone to the pandemic and are more likely to submit a request for unemployment benefits. However, the relation is neither homogeneous across sectors nor linear among micro-sized firms. Few sectors indicate a positive relationship between size and likelihood of request submission, including cultural activity, shoemaking and clothing sectors. Besides the size, the authors investigate whether pay grades could explain the probability of becoming unemployed after the pandemic. Results show that workers whose corresponding firms pay less are more likely to submit a request. This is robust within different sectors. Research limitations/implications: The ISSO dataset is not a panel, so the authors cannot employ methods of causal inferences. The authors' results should be seen as correlation; however, due to exogeneity and sharpness of the pandemic the result infers to some degree of causality. The data does not cover the informal sector, so the estimates are at lower boundary. Originality/value: Administrative data on unemployment benefits during COVID-19 show that the pandemic interferes with competition by forcing low-paid workers and small firms to exit the market. This study explores the role of the welfare state in reducing young people not being in education, employment, or training (NEET)s across 15 European countries. Using data from the Survey of Adult Skills in the Program for the International Assessment of Adult Competencies (PIAAC) in combination with the Social Expenditure Database, we conducted crossnational analysis to reveal whether the increase in public social spending moderates the risk of being NEET at a young adult age, especially for socially disadvantaged young people. Our results highlighted that the rise of one percentage point of public social spending per gross domestic product, including social expenditure on education, active labor market, and unemployment, is significantly associated with decreasing the odds of being NEET. Furthermore, these social expenditures appeared to lower the NEET risk given socially disadvantaged backgrounds suggesting that young people with low educational levels, whose parents have low educational attainment levels, non-immigrant families, and females are likely to benefit given the robust social protection system. For the public employment services of many Member countries of the Organisation for Economic Co‐operation and Development, the importance of using profiling tools for job seekers is increasing rapidly in importance. With this trend, there is also widening concern about the risks of an over reliance on such tools. Part of the concern lies with a lack of transparency concerning how such tools work. This article aims to address this by offering a detailed investigation of the Work Profiler – the instrument used in the Netherlands by the Institute for Employee Benefits (Uitvoeringsinstituut Werknemersverzekeringen – UWV) to predict re‐employment success and provide a diagnosis of key factors hindering job seekers' return to work. Professionals use these insights to deepen their understanding of the situation of job seekers and decide together with job seekers how to support their return to work. UWV decided to maintain and revise the Work Profiler through a large‐scale study involving a sample of 53,238 people. Work Profiler 1.0 was developed in 2007–2010 and has been in use on a regional basis since 2011 and nationwide since 2015. This article explains how the new tool (version 2.0; implemented in 2018) works and, most importantly, demonstrates the choices made to ensure that it functions well and is used effectively by professionals. Policy evaluation is the missing part of policymaking in general and social policymaking in particular in Iran. This has caused implementing of some similar projects with the same goals under different titles during different periods which resulted similar unsuccessful experiences, despite spending a lot of money. In this regard, the purpose of this research is to evaluate a scheme which was implemented to support the unemployed from Coronavirus Pandemic in Iran. This research is an applied research in terms of purpose and is a descriptive-analytical research in terms of methodology, which uses document analysis and interviews with experts and key informants to evaluate Corona Unemployment Benefit Scheme from administrative, judicial and political dimensions. In the administrative evaluation, the criteria introduced by the OECD have been used according to the available data and information. The results show that the scheme had serious shortcomings in providing adequate and timely support to those involved, but acceptable results in expanding coverage among the target population and reducing referrals to executive branches have been achieved. COVID‐19 has gone beyond a public health crisis and poses a serious threat to people's livelihoods. In response to the growing employment and income crisis, most OECD countries have introduced various policies and programs to alleviate rapidly rising social risks and stabilise people's livelihoods. However, these measures vary, with some governments spending only 1% of GDP in 2020, while others spent more than 10%. We conducted a multiple regression analysis to examine factors associated with the level of additional social spending in 31 OECD countries. The results indicate that lower generosity of unemployment benefits was associated with additional social policy spending. However, contrary to the hypothesis, higher additional spending was found among countries with higher levels of government debt. We ended with policy recommendations. [ABSTRACT FROM AUTHOR]

Coronavirus is a big challenge not only for public health, but also for employment. Emergency restrictions have been affecting the regular business functioning. There are various plan to involve associations in the management of the crisis and attempts to arrange remote working, especially in the field of education and in the public sector. In the private sector, it has been left to the employer to arrange it. The Government here has not imposed any business shut down or a reduction of working hours, as well as remote working arrangements.

The Norwegian Government has in March announced immediate measures to avoid unnecessary layoffs and bankruptcies in viable companies from the shock of corona virus and Covid-19 pandemic. It has therefor responded to the situation with different measures, from closing down schools to financially support businesses and employees.

The large increase in Eastern European migrants entering the Dutch labour market has led to concerns about their potential claim on Dutch unemployment benefits. We use a decomposition analysis to investigate differences in uptake of unemployment benefits between migrants and native Dutch employees by analysing register data for all employees in the Netherlands in 2015. The results show that Eastern European migrants, similar to other migrants, receive unemployment benefit more often than native Dutch employees. This difference can be largely ascribed to job characteristics. The inclusion of unemployment risk in the analysis reveals that non‐working migrants are much less likely to receive unemployment benefits than Dutch natives. [ABSTRACT FROM AUTHOR]

This article investigates to what extent instrument substitution between early exit pathways took place in Europe between 1995 and 2015. Using Eurostat aggregate data on labour market inactivity and employment rates among the population aged 55–64 in 19 European countries, we analyse substitution effects between pathways and overall spill‐over effects into non‐employment. In spite of a strong decline in early exit and rises in older workers' employment rates, findings suggest that instrument substitution was common especially between early retirement and disability. Reductions in early exit coincided with considerable spill‐overs into non‐employment, yet these spill‐overs were limited when pathways contracted simultaneously. [ABSTRACT FROM AUTHOR]

The rise of atypical forms of employment invites us to scrutinize unemployment benefit provision. Unlike the modern world of employment, based on “standard employment contract,” wage-earners in the performing arts advocate for the highly flexible regime of “intermittent” employment. Through the study of the effects of a deregulated market on careers, status and meaning of work, shared by atypical wage-earners, our aim is to understand the informal role of this compensation policy for their self-conception.
