We conducted a baseline assessment of management effectiveness in the state and local protected areas, where Phase 1 of the Biodiversity and Adaptation to Climate Change Project was implemented, using the “Management Effectiveness Tracking Tool” (METT), approved by Order No. A/374 of the Minister of Environment and Tourism on October 1, 2018. The assessment involved more than 50 percent of stakeholder representation and was conducted with Protected Area (PA) managers, experts, and rangers. Management efficiency of the PAs in the western region increased to 67.08% in 2016, 70.32% in 2018, and 80.30% in 2021. The key values of PAs varied, however, the state of key values was improved due to the annual increase in management efficiency of PAs. In addition, improved efficiency of resource management of the protection administration, regularity of the control and monitoring studies carried out by the rangers, and increasing training and publicity for the public had an impact on the improvement of the state of key values. However, it was observed that the conservation of the key values was also likely affected by nature and climate change. Үнэлгээнд тусгай хамгаалалттай газар нутгийн (ТХГН) удирдлага, мэргэжилтнүүд, байгаль хамгаалагчид болон 50 хувиас доошгүй хувийг хамруулав. Үнэлгээнд хамрагдсан баруун бүсийн ТХГН-уудын менежментийн үр ашигт байдал 2016 онд 67.08%, 2018 онд 70.32%, 2021 онд 80.30% болж нэмэгдсэн байв. ТХГН-ийн үнэт зүйлсүүд адилгүй боловч ТХГН-уудын менежментийн үр ашигт байдал жил бүр өсөж хамгааллын үнэт зүйлсийн төлөв байдал ч мөн сайжирсан үзүүлэлттэй байна. Мөн хамгаалалтын захиргааны нөөц боломжийн менежментийн үр ашигт байдал сайжирсан, байгаль хамгаалагчийн хяналт, мониторинг судалгаа тогтмол хийгдэж, иргэд, олон нийтэд хандах сургалт, сурталчилгаа нэмэгдсэн нь хамгааллын үнэт зүйлийн төлөв байдал сайжрахад нөлөөлж байна. Planning afforestation and restoration activities based on the study is important for Mongolia, which has a sparsely populated large territory and extreme weather conditions, and only 7.9% of the total territory is covered by the forest. Afforestation and reforestation activities are effective in the long term when the characteristics of natural resource conditions including geography and climate, and socioeconomic condition are accounted for. This study aimed to identify potential forest suitability in Khuvsgul province using an approach combining Multi-Criteria Decision Making (MCDM) of the Geographic Information System, and 14 selected natural and socioeconomic variables. Obtaining the seasonal location of herders, settlement areas, roads, and agricultural data and including them for identifying the socioeconomic impact on the resources of the natural forest increased the accuracy of the spatial analysis. MCDM provides an approach to combine a variety of natural and socioeconomic factors and determine which one of the factors has the highest impact on the forest suitability analysis for defining afforestation and restoration, and thus, allows decision-makers to solve problems. The results indicated that for the total area of the Khuvsgul province, approximately 24.5 percent (24794.2 km2) is highly suitable, about 74.4 percent (75337.6 km2) is suitable, and 1.1 percent (1123.3 km2) is moderately suitable for forest restoration. Therefore, developing a plan for forest restoration activities in the determined suitable area is necessary. The objective of this study was to determine the variation of seed and cone characteristics of Scots pine (Pinus sylvestris L.) from different seed collection sites in the Tujiin nars region of the Selenge province in Northern Mongolia. The cones and seeds of P. sylvestris showed significant differences in size and color. There were three major groups in seed coat color, black, brown and light, respectively, that were tested for seed quality. Seed quality was examined by the weight of 1000 seeds, germination energy, and germination capacity. Study results showed considerable disparities in seed quality among the seed color groups. At 92.3 percent, germination of black colored seeds was higher than brown (81.2 percent) and light (60.7 percent) colored seeds. Based on weight of 1000 seeds, average weight of black colored seed was 7.2 g while the weight of brown and light colored seed was 6.4 g and 5.7 g. The highest seed germination energy was observed in the black colored seeds 78.7 percent, and then brown colored seeds 74.3 percent, the lowest germination energy were in light colored seed 46.0 percent, respectively. These findings suggest that seed color group can be considered as one of the crucial indicators for selecting qualified seeds.
