Unconventional features of relativistic Dirac/Weyl quasi-particles in topological materials are most evidently manifested in the 2D quantum Hall effect (QHE), whose variety is further enriched by their spin and/or valley polarization. Although its extension to three dimensions has been long-sought and inspired theoretical proposals, material candidates have been lacking. Here we have discovered valley-contrasting spin-polarized Dirac fermions in a multilayer form in bulk antiferromagnet BaMnSb$_2$, where the out-of-plane Zeeman-type spin splitting is induced by the in-plane inversion symmetry breaking and spin-orbit coupling (SOC) in the distorted Sb square net. Furthermore, we have observed well-defined quantized Hall plateaus together with vanishing interlayer conductivity at low temperatures as a hallmark of the half-integer QHE in a bulk form. The Hall conductance of each layer is found to be nearly quantized to $2(N+1/2)e^2/h$ with $N$ being the Landau index, which is consistent with two spin-polarized Dirac valleys protected by the strong spin-valley coupling., Comment: 14 pages, 4 figures. Intense low frequency waves and large amplitude spiky electric fields are commonly observed in the active magnetotail. These fields are of dynamic significance for substorms because the amplitude of the waves is large enough to provide the dissipation necessary for reconnection. The waves modify the trajectories of ions in the magnetotail, resulting in enhanced energization and pitch angle scattering in comparison with the trajectories obtained without waves. The spikes may represent the nonlinear evolution of the waves. Observations are presented of low frequency waves and spiky electric fields measured in the plasma sheet. The relationship between the waves and the spikes is compared to wave evolution theories. The Lundquist number is evaluated for the magnetotail based on the wave observations and previously published studies of the current sheet scale sizes. The effects of the waves on the ion trajectories are discussed using the results from a particle tracing code.

Observations of waves at frequencies below approximately 200 Hz obtained near the magnetopause are presented. For one case identified in the ISEE 1 data as a period when steady state reconnection was occurring, there were waves below the lower hybrid frequency with amplitudes up to approximately 7 mV/m. Intense low-frequency waves with amplitudes up to approximately 20 mV/m at the subsolar magnetopause have also been observed by the Geotail electric field instrument. In some cases, large spiky fields were embedded in the waves. The waves observed by ISEE 1 and Geotail were large enough to provide the dissipation required for reconnection to occur.

This paper reports a peculiar series of events observed with Geotail on October 24, 1992 at X approximately equals -80 R(sub E). On this day a combination of a bipolar perturbation in B(sub y) and a double-peaked perturbation in B(sub z), signature of a flux rope, was observed. Following this flux rope, bipolar B(sub z) events, identifiable as Traveling Compression Regions (TCRs), were recurrently observed. The axis of the flux rope was deduced to be field-aligned. Energetic ions (electrons) streamed earthward (tailward) in the flux rope. During the TCRs, the E x B flow showed a bipolar north-then-south perturbation, consistent with expected lobe plasma motion. The TCRs corresponded to weak ground magnetic disturbances and Pi2 waves. The observations can be explained by a model in which quasi-stagnant plasmoids are recurrently generated.

On October 17, 1992, the Geotail satellite crossed the dawnside magnetopause approximately 41 times. At the majority of these crossings, the magnetic field and the normal component of the electric field were larger and the plasma density was smaller in a low-latitude boundary layer than they were in either the nearby magnetosheath or in the magnetosphere. These results are intepreted in terms of the Kelvin-Helmholtz instability associated with velocity shear at the magnetopause. Consistent with this interpretation, it is shown that the low-latitude boundary layer was the region where the flow decreased from its magnetosheath to magnetospheric value. Evidence is presented that the magnetopause was locally oriented within less than 20 deg of its nominal geometry on these crossings and that it moved with an amplitude of 1500-6000 kilometers. The thickness of the low-latitude boundary layer averaged 800 kilometers and the electric potential across it averaged 4 kilovolts with a spread of a factor of 2. Thus, the viscous interaction and similar processes are not significant contributors to magnetospheric convection.

The Geotail satellite quasi-periodically crossed the dawn flank of magnetopause more than ten times during an interval of 1.5 hours on November 4, 1992. Magnetopause crossings were characterized by quasi-periodic pulses of a sawtooth wave form in the magnetic field and the plasma flow components tangential to the magnetopause. The magnetic field strength in the magnetosheath was larger than that in the magnetosphere. The direction of magnetic field outside the magnetopause current layer was northward with antisunward tilt, indicating the draping of magnetic field on the magnetopause. Boundary normals of wavy magnetopause systematically incline sunward on the upstream side, while they tend to incline antisunward with considerable deviation on the downstream side. Comparison with other multiple crossing events suggests that the November 4 event exhibits wavy structure of the dawn flank magnetopause associated with the northward interplanetary magnetic field (IMF).

Electric field, magnetic field, and spacecraft potential measurements on the Geotail satellite have confirmed earlier observations of relatively dense flowing plasmas in the magnetotail lobes. Within these flowing plasmas, density discontinuities of factors of 2 to 4 were observed. At least 15 of the 18 magnetopause crossings that occurred during a 24-hour interval when the spacecraft was at GSM coordinates near X = -140 R(sub e), Y = 0, and Z = 15 R(sub e), were rotational discontinuities across which the magnetosheath plasma had direct entry into the tail lobes. Within the lobes near the rotational discontinuities, the spacecraft typically crossed a second boundary at which the plasma density decreased from its magnetosheath value by a typical factor of 1.5 to 3 while the magnetic field strength and flow speed increased. Equatorward of this density discontinuity, the plasma density and flow remained appreciable. At least 2 of the 18 magnetopause crossings may have been tangential discontinuities across which the density and magnetic field strength both changed. Within the lobes near these tangential discontinuities, significant densities of flowing plasma were observed. Since 11 of the 18 discontinuities were crossed within a time interval of less than 7 seconds, the bondary current layer was well-defined and very thin.

Electric field data from the Geotail spacecraft provide an opportunity to extend the observations of spiky fields made by International Sun Earth Explorer-1 (ISEE-1) to a region of the magnetosphere where quasistatic electric field measurements have not previously been msde, to examine their possible importance in the dynamics of the middle and distant tail, and to test some hypotheses about their formation. In this paper, examples of large fields in the plasma sheet and its boundary at radial distances up to approximately 90 R(sub E) are presented. It is shown that three different types of large electric fields can occur: (1) spiky fields; (2) 'DC' fields; and (3) waves at frequencies comparable to the lower hybrid frequency. There is usually a gradation between (1) and (3), and often large electric field spikes are embedded in regions of lower amplitude waves. The waves tend to occur in short (few to 10's of seconds) packets whose start and stop times are not always correlated with changes in the magnetic field and/or density (as indicated by the spacecraft potential). The peak frequency is often less than but comparable to the lower hybrid frequency in agreement with theories of lower hybrid drift waves in the magnetotail. The largest spikes are not always associated with the largest changes in the spacecraft potential and/or magnetic field. It is suggested that the spiky fields may represent the nonlinear development of the waves.

An introduction is given to a Japanese Mars mission (Planet-B) which is being planned at the Institute of Space and Aeronautical Science (ISAS), Japan. Planet-B aims to study the upper atmosphere of Mars and its interaction with the solar wind. The launch of Planet-B is planned for 1996 on a new launcher, M-L, which is being developed at ISAS. In addition to the interaction with the solar wind, the structure of the Martian upper atmosphere is thought to be controlled by the meteorological condition in the lower atmosphere. The orbit of Planet-B was chosen so that it will pass two important regions, the region where the solar wind interacts with the Martian upper atmosphere and the tail region where ion acceleration is taking place. Considering the drag due to the Martian atmosphere, the periapsis altitude of 150 km and apoapsis of 10 Martian radii are planned. The orbit plane will be nearly parallel to the ecliptic plane. The altitude of the spacecraft will be spin stabilized and its spin axis will be controlled to the point of the earth. The dry weight of the spacecraft will be about 250 kg, including the scientific payload which consists of a magnetometer, plasma instruments, HF sounder, UV imaging spectrometer, and lower atmosphere monitor.

Simultaneous VLF/ULF observations carried out near Winnipeg, Manitoba show that geomagnetic disturbances control the behavior of harmonics of 60 Hz man-made electric power. The harmonics of 60 Hz detected by the VLF receiver are at multiples of 180 Hz, indicating that they originated from a 3 phase ac power system. Under geomagnetically quiet conditions, only odd harmonics of 70 Hz were detected. In disturbed conditions, both odd and even harmonics were excited. The strength of each harmonic changed concurrently with geomagnetic pulsation (ULF) activity. These findings seem to indicate that a portion of telluric currents shunted into the power line system through the neutrals of the Y-connected transformers give rise to a dc bias to the transformer core materials and that it distorts their hysteresis loops, activating harmonics of 60 Hz power. A mathematical proof is given that a hysteresis loop having a point of symmetry generates odd harmonics only, whereas loops lacking in point-symmetry generally give rise to both odd and even harmonics. A general formula was obtained to calculate the strength of each harmonic based on the shape of the hysteresis loop.
