The Taiwanese government has been facing severe challenges pressed by population ageing. The government started taking the issue of long-term care seriously since the first rotation of the political parties in 2000. However, early plans for long-term care were limited in terms of coverage. The Long-Term Care 2.0 Plan-a tax-funded, universal plan-was implemented in 2016. Soon after its implementation, the number of service organizations and the coverage of service increased sharply. This paper takes Taiwan as an example to discuss the designs of long-term care, and strategies to expand service. Many countries nowadays are under pressure to expand long-term care services. Taiwan's experience could serve as a good example on how to achieve such policy goal within a short period of time. In addition, policy challenges for expanding long-term care are discussed.

Current research regarding universal child allowance (UCA) programs has largely been undertaken in Western contexts, where family culture and societal norms differ significantly from Asian contexts. The UCA program implemented in Taoyuan, Taiwan in 2015 offers a unique opportunity to study its effects on family expenditure. All families with children aged under three years are eligible to receive a monthly UCA of 3000 New Taiwan Dollar (NTD). We used representative data from the Survey of Family Income and Expenditure (2011–2017) to examine the effects of UCA on household consumption and non-consumption expenditure categories using a difference-in-difference (DD) design. The DD design allows us to compare differences in outcomes before and after the policy change in Taoyuan and other counties in Taiwan. We used ordinary least squares models to estimate the policy effects and controlled for households and county characteristics, and county and year fixed effects. Our findings suggest that the UCA increased health expenditure, decreased expenditure on food at home, and increased expenditure on red/white envelopes (cash contributions for weddings, funerals, and special occasions). UCA did not influence savings rates or other expenditure categories.

PurposeThe purpose of this paper is to analyse the extent to which Taiwan's current policy agenda is moving towards an improved system of integrated health and social services. The paper informs debates about integrated care internationally.Design/methodology/approachThe case study draws on existing literature and policy documents to analyse the progress of integrated care in Taiwan, with wider implications identified internationally.FindingsFor many years Taiwan's health care and social services were separated, however, there is growing momentum for integrated care in politics, policy and practice. There are, however, a number of critical issues that need to be addressed if Taiwan is to realise its ambitions for a truly integrated system.Research limitations/implicationsThis is a small case study and overview, with the limited aim of exploring Taiwan's progress in an international context.Originality/valueThe paper contributes to an emerging body of literature on integrated care in Taiwan (some only available in Chinese), which will be of interest to policy makers and planners, not only in East Asia but internationally.

This article focuses in depth on Taiwan, as a case study, to discuss and review recent development in ageing policies and their impact on older people. The development of ageing policies in Taiwan presents a good example in understanding how a country, under the challenge of rapid population ageing, has developed its social policies. It also demonstrates how policy reforms are shaped by social and political levers and drivers. This article discusses Taiwan's policy development paying special attention to income maintenance and long-term care system for older people. The success and unresolved challenges arising from recent policy reforms in Taiwan are also addressed.

In Western countries, the social security system provides the main source of income for the majority of older people. However, in many Asian countries, the family is still the most important mechanism for providing income security for older people. Arguably, the difference between Western and Asian countries is a result of cultural background and economic development. This paper examines these assumptions and suggests that cultural and economic factors are insufficient in explaining the difference between Western and Asian countries. Using Taiwan as a case study, the paper argues that the lack of social security provisions has resulted in older people's reliance on the family. When social security benefits are available, older people change their major source of income from the family to state benefits within a short period of time. Typhoon Morakot hit Taiwan in 2009 and caused severe damages. The government employs a compulsory relocation strategy for post-disaster reconstruction. This study analyzes the impact of this strategy on community solidarity. It employs a multiple approach for data collection, including semi-structural interview, secondary data, and documentation. The results indicate that the government-s strategy for distributing housing has led to conflicts within the communities. In addition, the relocating process has stimulated tensions between victims of the disaster and those residents whose lands were chosen to be new sites for relocation. The government-s strategy of "collective relocation" also worsened community integration. In addition, the fact that a permanent housing community may accommodate people from different places also posts challenge for the development of new inter-personal relations in the communities.
