The H2020 funded project HARMONY aims to develop a new generation of harmonised spatial and multimodal transport planning tool, representing new forms of mobility for freight and people, enabling metropolitan areas authorities to lead the transition to a low carbon new mobility era in a sustainable manner. More specifically, the main goal of the HARMONY project is to develop a Model Suite (MS) as a multi-scale, software-agnostic, integrated activity-based model system, which enables end-users to link independent models and analyse a portfolio of regional and urban interventions for both passenger and freight mobility. As part of the activities of the HARMONY project, the mobile application MobyApp was developed to collect mobility data and a passenger travel survey based on this smartphone application was carried out in the pilot city of Turin (Italy). This paper provides an overview of the smartphone application and of the data collection process as well as a summary of the outcome of the survey regarding the mobility patterns in the Turin metropolitan area.

The introduction of shared autonomous vehicles into the transport system is suggested to bring significant impacts on traffic conditions, road safety and emissions, as well as overall reshaping travel behaviour. Compared with a private autonomous vehicle, a shared automated vehicle (SAV) is associated with different willingness-to-adopt and willingness-to-pay characteristics. An important aspect of future SAV adoption is the presence of other passengers in the SAV—often people unknown to the cotravellers. This study presents a cross-country exploration of user preferences and WTP calculations regarding mode choice between a private non-autonomous vehicle, and private and shared autonomous vehicles. To explore user preferences, the study launched a survey in seven European countries, including a stated-preference experiment of user choices. To model and quantify the effect of travel mode attributes and socio-demographic characteristics, the study employs a mixed logit model. The model results were the basis for calculating willingness-to-pay values for all countries and travel modes, and provide insight into the significant heterogeneous, gender-wise effect of cotravellers in the choice to use an SAV. The study results highlight the importance of analysis of the effect of SAV attributes and shared-ride conditions on the future acceptance and adoption rates of such services.

This deliverable aims to build a rich knowledge bank to be used as a basis for the discussion of key topics with stakeholders and the definition of the conceptual HARMONY MS architecture. Three different areas of analysis are covered: i) the new mobility technologies and services for passenger and freight, complemented by the analysis of strategic, tactical and operational models that are currently developed and used; ii) the policy appraisal methods, the KPIs, and SUMPs guidelines that EU uses for regional spatial and transport planning has been conducted and iii) the SUMPs and the spatial and transport strategies of the six HARMONY areas (Rotterdam, Oxfordshire county, Turin, Athens, Trikala and Upper Silesian-Zaglebe). The review the new mobility technologies and services for passenger and freight has been completed by conducting extensive desk research on documents regarding the European Union’s strategies as well as publications from individual researchers and research groups. This analysis is reported in Section A, and it has been the basis to extrapolate the key input for the definition of baseline scenarios for regional and transport planning. Having in mind the projected timeline of the new services and technologies, different baseline scenarios have been defined for short-term (about 5 years), mid-term (up to 15 years from today), and long-term (15 to 30) years regional and transport planning. To complement the analysis, an extensive and comprehensive review of the state-of-the-art of for multiscale spatial and transport planning has been conducted. Considering that HARMONY’s ultimate objective is to deliver a fully operational integrated land-use and transport simulation platform, a few attempts to integrate and operationalize independent simulators have been presented. The analysis of the Sustainable Urban Mobility Plans (SUMPs) guidelines is presented in Section B of the report, identifying gaps and evaluating the validity of the process in the light of new mobility services. An overview of policy appraisal methods used for regional spatial and transport planning is also included, together with the analysis of Key performance indicators used to measure sustainable mobility in urban areas. Following the overview on SUMP and appraisal methods, the final section of the deliverable provides a description of the status of spatial and transport strategies and SUMPs of the six HARMONY areas: Rotterdam, Oxfordshire county, Turin, Athens, Trikala and Upper Silesian-Zaglebe. The picture resulting from the analysis of the involved metropolitan areas is quite heterogeneous: in some case a SUMP has been developed and it is planned to be updated or integrated with action programmes for specific aspects, in other cases it is under definition for the first time, while in some others similar planning documents (sharing most of the basic principles) are being developed. For each case study the document provides a description of the metropolitan area, an overview of the status of urban planning and finally focuses on the key elements of the SUMP or the similar planning document (depending case by case on the respective development stage).

The emergence of internet and smartphones had played an important role in the increase of on-demand economy. Crowdshipping (CS) is an emerging trend that is expected to reduce the externalities caused by Urban Freight Transport (UFT). However, modelling the CS services, predicting their market share and their effect in the network is not a trivial task. CS matches the demand created by freight transport companies with the available capacity offered by passengers. Currently a gap exists in the literature on models that integrate the decisions relatedto the supply and the choices that identify the demand and matches them in the real-time. Thispaper presents a theoretical methodological framework that proposes an innovative collection of preference data in order to develop choice models that identify the need willingness of commuters to crowdship. In parallel it calculates the demand and proposes the development ofa real-time matching simulator for the assignment of packets to crowdshippers and then to the network.

The importance of integrated spatial and transport planning in regional and urban policy making stems from the fundamentally interdependent relationship of land-use, transport demand and transport supply. The adoption of integrated approaches would offer local authorities the possibility to steer urban development towards simultaneously pursuing economic competitiveness, social cohesion, mobility and environmental sustainability. This is even more important in the current situation where the latest developments in innovative mobility services and technology would significantly influence the passenger and freight transport systems. Against this background, the HARMONY research project envisages developing a new generation of harmonised spatial and multimodal transport planning tools which comprehensively model the dynamics of spatial organisation and changing transport sector, taking into consideration the dynamics that new services and technologies introduce. The ambition is to represent new forms of mobility for freight and people in order to enable metropolitan area authorities to lead the transition to a low carbon new mobility era in a sustainable manner. This deliverable is part of WP3, and more specifically T3.1 “Design of data collection techniques and tools”. The goal of this deliverable is to present the sampling strategy and the data collection techniques and tools that will be used in HARMONY pilot areas to collect the data needed for modelling purposes in WP4 to WP8. More specifically, it focuses on designing the questionnaires, preparing and customising the smartphone-based travel survey tool for collecting primary data, designing the survey participants support interfaces (helpdesks), as well as developing the sampling strategies to be used in each pilot area. For the pilot cities of Oxfordshire and Turin was designed a passenger survey for each one of them. The questionnaires for passengers will collect both quantitative and qualitative data regarding individual and household socio-economic characteristics, mobility tool ownership, attitudes and perceptions towards multimodality, traditional and new mobility services. Also, for Oxfordshire was designed two rounds of questionnaires for “before-after AV-bus freight demonstrations” and two rounds “before and after unmanned aerial flying vehicles (UAVs) freight demonstrations”. For Rotterdam, two round “before and after AV-bus freight demonstration” was developed. Also, State-of-the-art experiments using serious gaming techniques were designed to capture individual preferences for a residential location, mobility tool ownership, mode choice, app-based mobility usage and spatiotemporal activity changes given new mobility services and spatial policies. The questionnaires for the freight stakeholders in Rotterdam and Oxfordshire are also designed to collect information about their decisions and barriers to adopting new technologies (i.e., AVs and unmanned aerial flying vehicles (UAVs)) or services (i.e., crowd-shipping). For pilot city of Trikala, four rounds of questionnaires (two for pharmacists and two for residents) was designed for the “before and after” unmanned aerial flying vehicles (UAVs) freight demonstrations. Also, an online questionnaire after unmanned aerial flying vehicles (UAVs) freight demonstration was designed for the residents of the broader area of Trikala as well. The passenger and freight questionnaires were translated for each case study area in the local language. Table 1 (page 9) presents the survey tools that are designed for each of the HARMONY metropolitan areas. Finally, this deliverable presents the Ethics and GDPR forms that will accompany the surveys, as well as the storage of the collected data.

Aligned with the Horizon 2020 Responsible Research and Innovation (RRI) approach, HARMONY envisages and works towards the formulation and operation of both metropolitan and crossmetropolitan co-creation labs. These labs comprise a multi-stakeholder network and a series of activities. The aim is to align HARMONY’s research and outcomes with societal requirements and expectations as well as raise awareness. Deliverable 9.1 describes a general guidelines for the setting up, operation, evaluation and knowledge exchange of six HARMONY co-creation labs. All of the co-creation labs contain a set of activities aiming to contribute to the further development of the innovative approaches to the mobility services on the local level, as well as to contribute to the HARMONY modelling activities. Next to it, three of the co-creation labs will carry out physical demonstrations of the drones or autonomous vehicles.

Aligned with the main goals of the project, HARMONY WP9 envisages and works towards efficiently organized demonstration activities. In this framework, task 9.1 specifically focuses on setting up the HARMONY case studies and managing cross-metropolitan activities. It covers all preparatory steps, which are necessary to set-up and coordinate the demonstrations, as well as the stakeholders engagement activities, the primary and secondary data collection and the evaluation of the case studies. The current deliverable aims at identifying the secondary data requirements for the HARMONY models, defining their availability as well as potential limitations, which is an essential part of the process in order to ensure consistent data developments and standards. Deliverable 9.2 firstly provides the secondary data template, developed as a guideline for the different areas on the types of data which need to be considered. Following, the four different case study areas, i.e. Rotterdam, Oxfordshire, Turin and Athens, and their urban development plans are shortly described in separate sections, focusing on their secondary data requirements, availability and limitations. Alternative data sources have been suggested when secondary data are not available. Next to these, a summary of the data management plan for the secondary data is presented, consisting of sections on data security, storage of sensitive data, adherence to the General Data Protection Regulation and data access and usage. The deliverable is completed by the sections on conclusions and references. Lastly, an annex is provided showing the secondary data template, including Land Use Model Data Requirements, Transport Demand Model Data Requirements, Transport Supply Model Data Requirements, Calibration Data Requirements and New Mobility Service Data Requirements.

Management of data is an important element of large scale multi-disciplinary projects. As such, HARMONY will be collecting, using and generating a heterogeneous set of data throughout its lifecycle. This deliverable is the initial version of the project’s Data Management Plan and explains the proposed actions for the overall control of HARMONY’s data and publications. The deliverable embarks with a summarisation of the types and sources of data and continues with the description of the practices for safeguarding that the HARMONY research data are findable, accessible, interoperable and re-usable (FAIR). An account of the allocated resources for data management is included. The deliverable concludes with an appreciation of the data security and ethical considerations principles to be adopted.
