Many university students depend on employment during their studies. The closing of universities and the loss of many typical student jobs during the COVID-19 pandemic particularly affected their situation. Based on survey data from a major German university, we analyze changes in students' income and its composition throughout the different phases of the pandemic. Students' job income declined by 66% (total income by 19%), on average, during the first lockdown. There was a quick recovery during the reopening. Job income fell again in the second lockdown, but this decrease was only half as large as that in the first lockdown. Women and students from non-academic backgrounds were particularly affected by job income loss, which widened pre-existing financial inequalities. Students compensated for income losses by increasing loan financing and by reducing their leisure expenses. Although dropout intentions increased for all students, there are no differences across socio-economic groups thus far.

Over the last decade, German housing prices have increased unprecedentedly. Drawing on quality-adjusted housing price data at the district level, we document large and increasing regional disparities: growth rates were higher in 1) the largest seven cities, 2) districts located in the south, and 3) districts with higher initial price levels. Indications of price bubbles are concentrated in the largest cities and in the purchasing market. Prices seem to be driven by the demand side: increasing population density, higher shares of academically educated employees and increasing purchasing power explain our findings, while supply remained relatively constrained in the short term.

Die Bologna-Reform hat vor 22 Jahren die Hochschullandschaft in Europa verändert und die bisherigen Studienstrukturen vielfach abgelöst. Untersuchungen, die die kausalen Wirkungen der Reform auf Studienentscheidungen, Studienerfolg, Studierendenmobilität und Arbeitsmarkterträge analysieren, sind jedoch rar. Prof. Dr. Stephan Thomsen und Johannes Trunzer vom Institut für Wirtschaftspolitik formulieren methodische Überlegungen, wie offene Fragen aus dem Bologna-Prozess untersucht werden könnten.

In 1999, the "Bologna Process" was initiated to improve higher education enrolment, study success and students' employability across Europe, mainly by introducing the two-cycle degree structure of Bachelor (BA) and Master (MA). More than 20 years later, we examine whether these goals were met by reviewing quantitative articles from sociology and economics. We find that the literature is surprisingly small, selective, and ambiguous. While enrolment seems to have increased in countries implementing the reform more quickly, the evidence on study success is mixed and hardly available regarding student mobility. The results on employment outcomes are more consistent, with BA graduates having lower labour market returns than graduates with MA or traditional degrees. Altogether, studies often do not allow for causal conclusions and only provide a fragmented picture, which makes evidence-based adjustments in reform implementation difficult. This calls for further research using better data, more state-of-the-art methods and deeper theoretical reasoning.

Die Ergebnisse bestätigen erwartungsgemäß Zusammenhänge zwischen Input- und Outputgrößen. Besonders bedeutsam ist die Ausstattung der Professuren mit wissenschaftlichem Personal. Zugleich lassen sich gemeinsame Forschungsprofile in den verschiedenen Gruppen erkennen: z.B. sind einige wenige (tendenziell große und junge) Standorte auf Top-Publikationen spezialisiert; andere sind darauf weniger ausgerichtet, leisten aber vielzitierte und drittmittelstarke Forschung. Die Analyse unterstreicht die notwendige Differenzierung bei Leistungsvergleichen und soll als Diskussionsanstoß für Weiterentwicklungen dienen.

Starting in 1999, the Bologna Process reformed the German five-year study system for a first degree into the three-year bachelor's (BA) system to harmonize study lengths in Europe and improve competitiveness. This reform unintentionally challenged the German apprenticeship system that offers three-year professional training for the majority of school leavers. Approximately 29% of new apprentices are university-eligible graduates from academic-track schools. We evaluate the effects of the Bologna reform on new highly educated apprentices using a generalized difference-in-differences design based on detailed administrative student and labor market data. Our estimates show that the average regional expansion in first-year BA students decreased the number of new highly educated apprentices by 3%-5%; average treatment effects on those indecisive at school graduation range between -18% and -29%. We reveal substantial gender and occupational heterogeneity: males in STEM apprenticeships experienced the strongest negative effects. The reform aggravated the skills shortage in the economy.
