This paper explores the legal challenges of combating cybercrime in Vietnam. We used a legal doctrine method to review the updated Vietnamese legal frameworks, consisting of substantive, procedural, and preventive cybercrime law. We then combined the analysis of four cybercrime cases and in-depth interviews of seven senior police officials to analyse the application of cybercrime law. The main findings reveal that by updating its legal system, Vietnam has shown a determination to prevent and disrupt cybercrime. Despite positive results, Vietnam’s fight against cybercrime still faces legal challenges, including traditional and novel ones. Moreover, active and flexible approaches within Vietnam’s cyberspace management can increase the effectiveness of combating cybercriminal activities; however, they can cause concerns in balancing cybercrime control and human rights protection. These approaches could then constitute a useful case study for other similar situations.

Taenia hydatigena is a globally distributed canine tapeworm. The canine tapeworm results in economic impacts for farmers owing to organ condemnation. T. hydatigena utilizes dogs and other carnivores as definitive hosts while swine and ruminants serve as intermediate hosts. T. hydatigena is endemic in Vietnam; however, information on the prevalence and risk factors associated with infection is scarce. This cross-sectional study aims to identify the prevalence of T. hydatigena taeniasis in dogs and T. hydatigena cysticercosis in pigs and cattle. The risk factors associated with taeniasis in dogs were identified using a fixed effects logistic regression model and quantified using population attributable fractions. The prevalence of T. hydatigena taeniasis in dogs and T. hydatigena cysticercosis in pigs and cattle was 10.31% (95% CI 8.21 to 12.84%), 7.60% (95% CI 6.34 to 9.08%), and 11.11% (95% CI 7.63 to 11.81%), respectively; these levels were lower than those reported in other regions of Vietnam. The population attributable fraction of risk factors associated with T. hydatigena taeniasis in dogs for dogs living in proximity of an abattoir, those having access to raw pork or beef viscera, and those living in multi-dog households were 80%, 19%, and 7%, respectively. This current study identified and quantified the risk factors for taeniasis in dogs thus advocating for targeted community intervention programs to break the lifecycle of T. hydatigena in Dak Lak province.

This study aims to better understand transnational computer fraud in Vietnam utilizing crime script analysis. Data from criminal profiles and in-depth interviews with investigators were combined, and the results showed that Vietnam could become an operational base for both domestic and foreign criminals to implement transnational computer fraud. This type of fraud, which includes crimes with only minor technological elements and those involving almost entirely technological factors, represents the intersection of fraud, transnationality, and technology. Technology can support criminals in defrauding victims transnationally without the need for direct interaction. Moreover, the study clarified the different roles of Vietnamese and foreign offenders in the two types of transnational computer fraud: bank card data fraud and phone scams. As the first study of this nature implemented in Vietnam, this research contributes to the knowledge of computer fraud, especially in Asia, providing a foundation for future investigations related to this kind of cybercrime.

Infectious laryngotracheitis is an important disease of chickens caused by infectious laryngotracheitis virus (ILTV). Outbreaks commonly occur in meat chicken flocks and mass vaccination with live attenuated vaccines, usually in water, is used to control the disease in these populations. Vaccination with live virus via water and nipple drinkers requires stringent adherence to protocols to ensure success, but vaccine administration monitoring is not currently assessed due to a lack of economically viable methods. Vaccinal ILTV has been shown to be detectable in dust in experimental studies and has potential as a method of assessing vaccination success. However, the pattern of vaccinal ILTV detection in dust following vaccination under commercial conditions has not been defined. We report the longitudinal profile of ILTV genome copies (GC) in poultry house dust collected on settle plates following vaccination of 8 flocks of commercial meat chickens on four farms. ILTV GC was enumerated using quantitative real-time polymerase chain reaction (qPCR). There was considerable variation between flocks in the levels of ILTV GC detected post vaccination and this variation was significantly associated with vaccine take measured in individual birds in a companion study. There was no effect of sampling location on ILTV GC in dust but the amount of dust collected was greater in locations closer to the exhaust fans in artificially ventilated houses. Results indicate that measurement of ILTV GC in single or pooled dust samples at 7-8 days post vaccination enables detection of poor vaccine takes and provides a practical means of monitoring ILT vaccination.

Context In Australia and many other countries, free-range eggs can be sold at significantly higher prices than cage eggs. Mislabelling cage eggs as free-range eggs and vice versa has been documented, and has a significant impact on consumer trust and egg consumption. The development of methods to identify eggs produced from different production systems is necessary to satisfy consumer demand. Aims The objective of this study was to determine whether eggshell mineral composition could be used as a way to differentiate eggs originating from each production system. Our hypothesis was that birds with access to soil would have higher levels of trace minerals in shells. Methods Eggs were randomly collected from six commercial caged and six commercial free-range flocks in Australia. Twelve eggshell samples from each flock were analysed for mineral composition (Ca, P, Mg, Na, Al, B, Cu, Mn, Fe, K, S and Zn) by using inductively coupled plasma-optical emission spectrometry. Key results The results showed that free-range eggshells contained significantly higher contents of macro-minerals (P, Mg and Na) but lower contents of micro-minerals (Cu, Fe, K, S and Mn) than the cage eggshells (P < 0.05). For all minerals measured, a high variability was noted within and between production systems. Conclusions Analysis of eggshell mineral composition may not be effective for determining the origin of eggs. Implications Systematic studies of the bird’s environment, including analysis of mineral composition in diets, pastures, soil and drinking water are required for comprehensive evaluation of the influences of production systems of laying hens on mineral composition of eggs and eggshells.

Monitoring of Marek’s disease virus (MDV) and infectious laryngotracheitis virus (ILTV) genome using poultry dust can be useful to monitor on-farm vaccination protocols but there are no set guidelines for collection of this sample type. This study assessed different dust collection methods for MDV and ILTV detection in a vaccinated layer flock (n = 1700) from day-old to 50 weeks of age. Birds were vaccinated against MDV at day-old, and ILTV by drinking water at week 6 and eye drop at week 12. Dust samples were collected weekly by settle plates (1–3 plates/15 m2) or by scraping surfaces in the poultry shed and tested for ILTV and MDV genomic copies (GC) by PCR. ILTV GC were detected 4 weeks post water vaccination, peaked at weeks 12–14 and became mostly undetectable after week 18. MDV was detected in dust on week 1, peaked at weeks 3–6, declined 3 logs by week 26 and remained detectable at this level until week 50. There was no difference in the detection rates of ILTV and MDV collected from settle plates in different locations of the shed (P > 0.10). There was no difference between settle plate and scraped samples in ILTV GC load but higher MDV GC were found in scraped samples. The settle plate method appears to reflect the current level of vaccine virus in the flock while the scrape method likely represents a cumulative record of shedding. Assessment of viral GC in dust samples is a good candidate for a practical method of estimating successful vaccine administration.
