Abstract

Since the late 1800s, fingerprints have been used as a technique of identifying persons. Biometrics technology, which employs physical or behavioral features to identify people, is gaining popularity as a reliable and effective method of personal verification that aids in the identification of a real person. As a result, utilizing MATLAB, this study provides an effective method for automating fingerprint recognition for the verification and authentication of specific people. Human fingerprints contain minute characteristics known as minutiae that can be utilized as identity marks for fingerprint verification. Fingerprint identification is amongst the most effective and popular biometrics, due to their distinctiveness and stability over time. But due to developments in computing power, they have only recently become automated (i.e., biometric). Fingerprint recognition software comes in a number of types and sizes, and it can be utilized for a wide range of purposes. One of the most stimulating pattern recognition problems is fingerprint recognition. The Fingerprint Recognition system consists of three steps. Pre-processing increases binarization and thins the fingerprint image in the first step. The second process is the Feature Extraction Stage, involving the employment of minutiae extractor techniques for extracting ridge termination and ridge bifurcation from the thinned image. The third process is matching (identification and verification), which requires using the minutiae matcher process, that uses distance and similarity metrics to match two minutiae points. Fingerprint images from the FVC2002 database are used to evaluate the algorithm's accuracy and reliability. 2. The application of Langgeh rights law in buying and selling of agricultural land in West Aceh Regency

Abstract

The Government of Aceh is granted the option to investigate and execute several policies to protect and promote customary law, one of which is the Langgeh right, under Law Number 44 of 1999 respecting the Privileges of the Province of the Special Area of Aceh. The Langgeh right is a right that grows in the values of customary law in Aceh Province, but its application has decreased, so it is important to conduct a study to determine the implementation of Langgeh rights in buying and selling agricultural land in West Aceh Regency, as well as efforts to keep Langgeh rights alive in the people of West Aceh. The empirical legal research method was applied, with a descriptive approach. According to field research, not all people in West Aceh Regency use Langgeh rights when buying and selling agricultural land, particularly in Panton Reu Sub District, Woyla Sub District, and Pantee Ceureumin Sub District. This is due to the Aceh Traditional Council's lack of role as an institution empowered to support the development of customs in the West Aceh Regency. The issues that are not optimal in the application of Langgeh Rights in people's lives are a lack of budget and a lack of outreach and legal guidance. The Aceh Traditional Council can make efforts to ensure the availability of the budget included in the DIPA by the West Aceh Government in terms of fostering and supervising customs and traditions in West Aceh Regency, conducting outreach, training for traditional leaders, counselling to society, and publishing books on Langgeh rights.

Abstract

Introduction: The domestic dispute in Nagan Raya Regency have become a serious problem, as the number of such cases remains high every year. Qanun Number 9 of 2008 converning The Development of Customery and Traditional Life regulates domestic dispute that can be resolved through customary in Nagan Raya Regency takes into consideration the lack of information related to this matterPurposes of Devotion: The purpose of the research providing a legal understanding of dispute resolution in domestic affairs through customary court based on Qanun Number 9 of 2008 concerning The Development of Customery and Traditional LifeMethod of Devotion: The method used id legal counseling to the community of Gampong Bumi Sari, Nagan Raya Regency, through panel discussions where speakers present the material and then continue with question and answer session between the speakers and participantsResults of the Devotion: Qanun Number 9 of 2008 concerning The Development of Customery and Traditional Life regulates dispute within households that can be resolver through Indigenous Judiciary. Its implementation prioritizes peace and balance to achieve a sense of justice for all parties involved. The high number of disputes within household in Nagan Raya Regency is attributed to the lack of awareness many communities, especially in Gampong Bumi Sari, about this law, and the mistrust of the Indigenous Judiciary, which is feared to provide subjective decisions. Preventive efforts to reduce the number of disputes are being carried out, including legal education activities that must be conducted continuously.
