Resumen La relación de Rosario con el río Paraná estuvo mediada por el puerto. Este vínculo comenzó a revertirse en la década de 1990, cuando se reemplazaron las instalaciones ferroportuarias fuera de uso por una cadena de espacios públicos, ramblas y avenidas. Este procedimiento mejoró la conectividad de la ciudad con la ribera, a partir de una escala menor pensada para el transporte automotor y la circulación peatonal, así, la interface ferroportuaria que había regido la relación ciudad-río fue reemplazada por un continuum de espacios públicos. Gran parte de los estudios efectuados sobre esta transformación urbana se han concentrado en las inspiraciones, la planificación y los impactos de esos grandes proyectos urbanos en los usos del suelo, el mercado inmobiliario, la gentrificación del área y las metamorfosis de la ciudad, pero no se ha analizado otros cambios aledaños vinculados al ambiente, el hábitat y los oficios de los antiguos habitantes de la barranca. Mientras los espacios públicos crecían y eran parcialmente concesionados, los pescadores artesanales observaron cómo su hábitat y fuentes de trabajo quedaban reducidas. En este artículo, procuramos comprender cómo esos sujetos-otros experimentan los procesos de acumulación por desposesión y de desterritorializacion de los que son objeto con la reinvención del frente costero de Rosario. Abstract Rosario's relationship with the Paraná was mediated by the port. This link began to revent in the 1990s. A chain of public spaces, wadis and avenues replaced the out-of-use ferroportuary facilities. This procedure improved the connectivity of the city with the riverbank, from a smaller scale designed for automotive transport and pedestrian traffic. The ferroportuary interface that had governed the city-rail relationship was replaced by a continuum of public spaces. A large part of the studies carried out on this great urban transformation have concentrated on the inspirations, planning, impacts of these Great Urban Projects on land use, the real estate market, the gentrification of the area and the metamorphosis of the city. However, other changes linked to the environment, habitat and occupation of the ancient inhabitants of the ravine have not been analyzed. While the public spaces grew and were partially concessioned, the small-scale fishermen observed how their habitat and sources of work were reduced. In this article, we try to understand how these subject-others experience the process of accumulation by dispossession and deterritorialization of which they are the object with the reinvention of Rosario's waterfront. Une chaîne d'espaces publics, de ramblas et d'avenues a remplacé les installations de ferroportuarias inutilisées. Cette procédure a amélioré la connectivité de la ville avec le rivage, à partir d'une échelle plus petite conçue pour le transport automobile et la circulation piétonne. L'interface ferroportuaire qui régissait la relation ville-rail a été remplacée par un continuum d'espaces publics. La plupart des études menées sur cette transformation urbaine se sont concentrées sur les inspirations, la planification, les impacts de ces Grands Projets Urbains sur l'aménagement du territoire, le marché immobilier, la gentrification du quartier et la métamorphose de la ville. Cependant, d'autres changements liés à l'environnement, à l'habitat et au commerce des anciens habitants du ravin n'ont pas été analysés. Pendant que les espaces publics s'agrandissaient et étaient partiellement concédés, les pêcheurs artisanaux ont observé comment leur habitat et leurs sources de travail étaient réduits. Dans cet article, nous tentons de comprendre comment ces sujets - d'autres vivent les processus d'accumulation par dépossession et déterritorialisation de ceux qui sont soumis à la réinvention du front de mer Rosario. Uma cadeia de espaços públicos e avenidas substituiu as instalações ferroportuárias fora de uso. Esse procedimento melhorou a conectividade da cidade com a margem do rio, a partir de uma escala menor, projetada para o transporte automotivo e o tráfego de pedestres. A interface ferropor-tuária que havia regido a relação cidade-trail foi substituída por um continuum de espaços públicos. Grande parte dos estudos realizados sobre esta grande transformação urbana concentraram-se nas inspirações, planeamento, impactos destes Grandes Projectos Urbanos no uso do solo, no mercado imobiliário, na gentrificação da área e na metamorfose da cidade. No entanto, não foram analisadas outras alterações relacionadas com o ambiente, o habitat e o comércio dos antigos habitantes da ravina. Enquanto os espaços públicos cresciam e eram parcialmente concessionados, os pescadores artesanais observavam como seu habitat e fontes de trabalho eram reduzidos. Neste artigo, tentamos compreender como estes sujeitos-outros experimentam os processos de acumulação por desapropriação y desterritorialização do qual são objeto com a reinvenção da frente ribeirinha de Rosário.

Most small‐scale fisheries of large floodplain rivers are still managed under conventional top‐down regulations that limit the application of an ecosystem approach to fisheries (EAF) due to inappropriate legal frameworks. Using the Parana–Paraguay River fisheries (Argentina) as an example, this study examines the extent to which existing provincial legislations can be prepared for the adoption of an EAF. An Ecosystem Fishing Legal Approach (EFLA) framework is proposed based on different criteria across an environmental–ecological, fishing, social, economic and institutional template. Policy Component Scores (PCS) and an Integrated Policy Legal Index (IPLI) were applied to assess the degree of compliance by current provincial legislations to EAF implementation. Cluster analysis was used to recognise the potential for articulating a legal framework at a basin scale. The EFLA framework, which provided an accurate picture of how provinces were poorly prepared to adopt an EAF for the Paraguay–Parana fisheries, and represents a suitable tool that can be adapted and extended to other basins around the world. Small-scale fisheries exhibit diverse territorial conflicts with other users and productive activities coexistent in fluvial environments, which usually are difficult to handle by management agencies. The aim of this study is to identify and spatialize the conflicts which most affect small-scale artisanal fisheries on the Middle and Lower Parana River, as well as to expand the fishing territory concept for large rivers through the development of a participatory mapping (PM) process along with artisanal fishers. PM was performed in different fishing communities of the Middle and Lower Parana River. The information gathered was processed by the Quantum GIS software and local fishing maps were drawn up. Livestock represented the main conflictive factor in terms of limiting fishing activity. Shore use and occupancy were identified as one of the main sources of conflict for fishers, due to the reduction of mooring and landing areas that have been lost or allocated for other purposes. The ‘sustainable fishing territory’ was proposed as a new concept, based on integration of the fishing territory idea and the areas of ecological value, proposing such framework as an umbrella area for conservation purposes. Differences in attributes used for developing the fishing territories suggested that PM was effective in recognizing local characteristics on a small scale. Although PM remains still poorly explored for large floodplain rivers, it provides an opportunity to understand the complexity of fishing territories within a context of fisheries management and territorial planning. In this context, PM represents also an effective tool for dealing with conflicts between stakeholders who share the fluvial space through different productive and recreational activities.

We conducted structured surveys using photographs of 88 fish species grouped by commercial and non-commercial relevance to analyze the characteristics of the folk taxonomy of artisanal fisheries in the lower La Plata river basin (Argentina). The photographs were shown to 60 artisanal fishers from the Parana and Uruguay Rivers. Out of a set of 332 folk names recorded, monotypic names (79%) prevailed and over-differentiation (68%) was the most frequent correspondence among generic folk names. Morphology (68%) and ecology (29%) were the most common categories related to specific folk nomenclature. The number of folk names per species was lower amongst the most relevant commercial species; the percentage of species recognized decreases inversely with species relevance but increases with species body size. A comparison of species similarity based on presence/absence data in five fishing sites showed a more accurate picture of species distribution according to fishers' knowledge than that based on the scientific literature. Our observed results suggest that ethnoichthyological information can be successfully applied to improve fish conservation and fisheries management; it also provides new insights on species abundance and distribution. We conclude that the folk taxonomy method is a valuable tool for long-term monitoring research programs oriented to species conservation and resource management.
