In this paper, we seek to contribute to the debate concerning the emergence of a 'new realism' in transport planning in the UK, through an examination of the development of Local Transport Plans. After describing the background to these policy changes, we consider how one central tenet of the new realism--the need to manage demand--is taking shape within the local transport planning process in Cambridgeshire and Leicester. We argue that although a 'climate of desperation' exists in each case over levels of traffic growth and their associated impacts, policy learning and change have been confined to a 'weak' interpretation of new realism where transport planning remains effectively subservient to prevailing local notions of how economic competitiveness ought to be promoted. In conclusion, we argue that this poses fundamental challenges for national government's transport and sustainable development policies.

During the 20th Century the United States built a partnership for financing surface transportation infrastructure that included local, state, and federal expenditures, and relied heavily on user charges to cover the costs of these investments. This paper examines recent changes in the nature of this partnership that are significant, but rarely noted. Policymakers are devolving fiscal responsibility from federal and state to local governments, by increasingly authorizing the use of local option transportation taxes. This trend substitutes general taxes for user fees and charges, and shifts decisions about major transportation projects into the electoral and legislative arena. These changes have significant implications for our understanding of the future of metropolitan transportation planning, and the ways in which we seek to reconcile transportation investments with other public policy objectives.

In his account of the motorization of transit in Los Angeles, Bradford Snell focused on industry-based interest group politics and on modal conflict. These obscure the politicization of transport issues at the metropolitan level. Competition between place-based coalitions to attract and retain mobile capital investment structured not only urban transport politics but also controversial efforts to create governmental transit agencies. In this article the author critiques Snell's account and provides an alternative analysis of the fate of the Pacific Electric Railway that is grounded in the political economy of the Los Angeles region in the period immediately preceding and following World War II.
