This article analyses the consistency between the implementation of the EU Youth Guarantee and the fundamental right to work. Focusing on the use of traineeships as an implementation instrument, it explores various types of national Active Labour Market Policies (ALMP) for young unemployed people in Italy, Spain, the Netherlands and Poland. The case studies show that it remains to be seen whether the traineeships considered in this research comply with the right to work. The authors argue for the need to strengthen the Youth Guarantee to accord with the right to work, so that in addition to the right to a first job, it ensures that work-related instruments include the provision of effective training, as well as the right to equal pay for work of equal value, and decent working conditions. This is particularly important in view of the Coronavirus disease 2019 (COVID-19) pandemic, that has had an unprecedented economic impact in the EU and is likely to result in another dramatic upsurge in the number of young unemployed. This papers offers insight in developing the outcomes of the Erasmus+ Knowledge Alliance project Integrating Entrepreneurship and Work Experience in Higher Education (WEXHE) The project concentrated on identifying good cases in developing Work Based Learning (WBL), followed up by describing those cases. It resulted in 77 cases which could actually be prepared. Identifying and preparing the cases offered an excellent way to get into contact with informed experts in WBL as well as the world of work, enterprises as well as organisations, governmental and others, to discuss the relevance of WBL. It also allowed to establish (intensive) contacts with those working in the field of entrepreneurship. These activities proved a first and important step to create anetwork of stakeholders of WBL and potential users of the WEXHE outcomes foreseen.All further activities built on these cases, that is the preparation of the nine WEXHE Packages, the three Summary Reports and the many strategic papers resulting from the project, as well as the International Workshops, the National Workshops, the Policy Workshop and the participation in a Round Table, workshops and conferences organize partly by others. As a result of the products prepared and the activities that have taken place already, a robust basis has been created for further capacity building activities.

The topic of the Bachelor Thesis is the mapping of history and evolution of vocational schools in the town of Písek. It aims to find out in what ways vocational training was realised, what were the initial fields of preference and what fields were preserved throughout the 20th century and beyond. The theoretical part is aimed at the historical development of vocational schools in Bohemia from the second half of the 18th century to date. The Thesis elaborates in multiple chapters on the impact two world wars had on vocational schools, how the system survived normalisation era and ultimately, what changes it went through following the year 1989. The practical part deals with the founding of Vocational School in Písek and its historical development from founding to date. The Thesis uses primary sources, chronicles and archives of the school as its sources. For the purposes of the Thesis, content analysis of archives and primary sources has been conducted. A qualitative research consisting of personal interviews with school alumni and students has further been conducted.

Resumo Finalizados, em 2018, 10 anos do início dos cursos de graduação em saúde coletiva no Brasil, muito se tem discutido sobre a atuação do sanitarista no mundo do trabalho e seu papel entre as diversas profissões da saúde historicamente reconhecidas. Muitas das possibilidades de atuação estão em construção nos espaços de estágio obrigatório nos currículos das universidades. Partindo desse solo, entendemos que os campos de estágio podem ser vistos como espaços propícios para a análise do perfil dos sanitaristas que estão sendo formados e a maneira como as diferentes áreas que fazem parte da saúde coletiva estabelecem os diálogos necessários para a formação do perfil desejado, eminentemente multidisciplinar. A partir de experiências dos autores na supervisão de estágios em saúde coletiva, o artigo debaterá os embates entre as áreas do campo no momento da construção da prática profissional. De que maneiras suas lentes moldam os campos e olhares disparados em ambientes de prática? Assim, inspirados no clássico Os argonautas do Pacífico ocidental, de Malinowski, a ideia é refletir sobre a atuação do sanitarista, especialmente o que e como fazem, bem como sobre o que dizem e pensam sobre o que fazem. Ao final, discorremos sobre a prática da própria saúde coletiva. Abstract In 2018, ten years after undergraduate courses in collective health have begun being offered in Brazil, there has been much discussion about the health worker’s performance in the work environment and their role among the various historically recognized health professions. Many of the possible actions are being developed in the obligatory internships present in the universities’ curricula. From this point, we understand that the internships can be seen as favorable places for the analysis of the profile of the public health workers who are graduating and the way in which the different areas that are part of collective health establish the necessary dialogue to form the desired profile, eminently multidisciplinary. Based on the authors’ experiences in the supervision of internships in collective health, the article will discuss the conflicts between the field’s areas during the establishment of the professional practice. In which ways do its lenses shape the field and the perspectives borne in practice environments? In this sense, inspired by the classic Argonauts of the Western Pacific, by Malinowski, we aim at reflecting on the public health workers’ role, what it entails and how it is performed, as well as about what workers say and think about what they do. Finally, we discuss the practice of Collective Health itself.

Considering the complexity that encompasses the general education of nurses, based on the quality of teaching, this process is evidenced as a responsibility of educational institutions with society. This way, throughout the training, in addition to theoretical-practical contents, the National Curricular Guidelines point out the obligation to carry out the Supervised Curricular Internship. Its development reflects actions resulting from partnerships between the educational institution and the health services, the management organization of the service, the provision of health professionals for the reception of the student and his/her commitment to the training. Considering the importance of this stage in the training of the nurse professional, as well as the necessity and importance of their continuous evaluation, the objective was to analyze the process of accomplishment of the Supervised Curricular Internship from the perspective of internship supervisors, instructors and managers in the training of nurses. Specific objectives included: knowing the profile of study participants; to analyze the influences of the Supervised Curricular Internship in health services; to analyze the weaknesses and potentialities of the Supervised Curricular Internship from the perspective of internship supervisors, instructors and managers. The present study deals with qualitative, exploratory-descriptive field research. The study was carried out in a nursing undergraduate course at a Federal University of Rio Grande do Sul. Nine internships instructor professors, seven nurses supervising hospital care, six nurses supervising primary care and four managers participated in the study, totaling 26 participants. Data collection took place between February and July 2018, through a semi-structured interview. The ethical principles described in Resolution 466/2012 of the National Health Council were respected. Data analysis was performed through the Bardin Content Analysis. The definition of this stage and the singularities that permeate its development emerged as a result of the perspective of those involved in the Supervised Curricular Internship. Potentialities of the internship and its influence on nurses’ training were also described, including the possibility of self-knowledge and self-reflection of the student, the deepening of knowledge and the development of autonomy. Among the limitations, it was highlighted the lack of physical structure and human resources. The study could identify and correlate the attributions and limitations of the student, the internships instructor professors, the nurse supervisor and the manager in the development of the internship. It was also possible to analyze the possibilities, limitations and influences of the internship before the interaction between teaching and the service, identifying the need for advances in its effectiveness, as well as the range of benefits that this relationship can result both for the educational institution, as well as for health services. Regarding the evaluation, it was possible to understand the current panorama, as well as the limitations and suggestions for improvement from the perspective of those involved, including the evaluation instrument used. In view of the diversity of general limitations regarding the internship, it was possible to raise suggestions for (re) thinking and (re) structuring improvement points, making it possible to advance nurses’ training. Considerando a complexidade que engloba a formação generalista do enfermeiro, pautada na qualidade do ensino, evidencia-se esse processo como uma responsabilidade das instituições de ensino com a sociedade. Visto isso, ao longo da formação, além de conteúdos teórico-práticos, as Diretrizes Curriculares Nacionais apontam a obrigatoriedade da realização do Estágio Curricular Supervisionado. Seu desenvolvimento é reflexo de ações resultantes das parcerias realizadas entre a instituição de ensino e os serviços de saúde, da organização gerencial do serviço, da disposição dos profissionais de saúde para o acolhimento do discente e do comprometimento do mesmo com a formação. Considerando a relevância dessa etapa na formação do profissional enfermeiro, bem como a necessidade e importância de sua avaliação contínua, objetivou-se analisar o processo de realização do Estágio Curricular Supervisionado na perspectiva dos supervisores de estágio, docentes orientadores e gestores na formação do enfermeiro. Os objetivos específicos compreenderam: conhecer o perfil dos participantes do estudo; analisar as influências do Estágio Curricular Supervisionado nos serviços de saúde; analisar as fragilidades e potencialidades do Estágio Curricular Supervisionado na perspectiva dos supervisores de estágio, docentes orientadores e gestores. O presente estudo trata de uma pesquisa de campo qualitativa, exploratória-descritiva. O estudo foi desenvolvido em um curso de graduação em enfermagem de uma Universidade Federal do Rio Grande do Sul. Participaram da pesquisa nove docentes orientadores de estágio, sete enfermeiros supervisores da atenção hospitalar, seis enfermeiros supervisores da atenção básica e quatro gestores, totalizando 26 participantes. A coleta dos dados ocorreu no período entre fevereiro e julho de 2018, por meio de uma entrevista semi-estruturada. Foram respeitados os preceitos éticos descritos na resolução nº 466/ 2012 do Conselho Nacional de Saúde. A análise dos dados ocorreu por meio da Análise de Conteúdo de Bardin. Emergiram como resultados da perspectiva dos envolvidos no Estágio Curricular Supervisionado, a definição dessa etapa e as singularidades que permeiam o seu desenvolvimento. Também foram descritas as potencialidades do estágio e suas influências para a formação do enfermeiro, incluindo a possibilidade de autoconhecimento e autorreflexão ao discente, o aprofundamento de conhecimentos e o desenvolvimento da autonomia. Entre as limitações, destacou-se a insuficiência de estrutura física e recursos humanos. O estudo possibilitou identificar e correlacionar as atribuições e limitações do discente, do docente orientador, do enfermeiro supervisor e do gestor no desenvolvimento do estágio. Ainda, foi possível analisar as possibilidades, limitações e influências do estágio diante da interação entre o ensino e o serviço, identificando a necessidade de avanços para sua efetivação, bem como a gama de benefícios que essa relação pode resultar tanto para a instituição de ensino, como para os serviços de saúde. Com relação à avaliação, foi possível compreender o panorama atual, bem como as limitações e sugestões de aprimoramento na perspectiva dos envolvidos, incluindo o instrumento de avaliação utilizado. Diante da diversidade de limitações gerais a respeito do estágio, foi possível levantar sugestões para (re)pensar e (re)estruturar pontos de melhorias, possibilitando o avanço diante da formação do enfermeiro.

O estágio supervisionado constitui item obrigatório para a formação superior. Neste contexto, destaca-se a figura do preceptor, um ator importante e indispensável para o desenvolvimento do estágio. A preceptoria é um exercício relativamente novo que deve ser acompanhada de uma formação pedagógica que propicie capacitação aos profissionais para o desenvolvimento de tal função. Estudos que abordam a preceptoria em áreas da saúde são comuns na literatura, porém há poucos estudos que abordam essa temática na área da nutrição, tornando-se relevante a coleta, a sistematização e a análise de temas relativos a esse assunto. O objetivo foi analisar o estágio em Nutrição Clínica do curso de nutrição da Universidade Federal Goiás, em hospitais de ensino no âmbito do preceptor. Pesquisa de natureza exploratória, utilizando-se a abordagem qualitativa. Foi aplicado um questionário aos preceptores do estágio de nutrição clínica, onde foram avaliadas três dimensões: processo ensino-aprendizagem, competências gerais para a formação do estudante e a relação interpessoal da equipe do estágio. Após tabulação dos dados, foram realizados dois grupos focais com os preceptores de cada local. Para a aplicação do questionário e a realização dos grupos focais foi aplicado o termo de consentimento livre e esclarecido. A análise dos dados qualitativos foi realizada, utilizando-se a técnica de análise de conteúdo, segundo Bardin. Nos resultados, observou-se uma falta de clareza na conceituação e na delegação das funções do preceptor e do professor. O relacionamento e o diálogo entre eles foram avaliados de forma negativa, isto porque tal relacionamento foi intimamente ligado à presença do professor no local do estágio, que foi considerada insuficiente por alguns preceptores. A falta de formação em preceptoria foi apontada como fator limitador da atuação do preceptor no estágio. A presença do estagiário no local de trabalho foi considerada um agente de mudanças positivas. Ações que visem uma atuação conjunta entre preceptores e professores são importantes para o desenvolvimento adequado do estágio. A universidade tem o papel de desenvolver educação permanente e capacitação para os profissionais preceptores com objetivo de esclarecer os papéis e a importância de cada ator. The supervised internship is a compulsory item for higher education. In this context, we highlight the figure of the preceptor, an important and indispensable actor for the development of the stage. The preceptory is a relatively new exercise that must be accompanied by a pedagogical training that offers training to professionals for the development of this function. Studies that address the preceptory in health areas such are common in the literature, but few studies that address this issue in the area of ​​nutrition, so it becomes relevant to collect, systematize and analyze topics related to this issue. The objective was to analyze the preceptor in Clinical Nutrition of the nutrition course of the Federal University of Goiás, in teaching hospitals in the ambit of the preceptor. Research of exploratory nature using the qualitative approach. A questionnaire was applied to preceptors of the clinical nutrition in two teaching hospitals where the internship were carried out, where three dimensions were evaluated: teaching-learning process, general competences for student training and interpersonal relationship of the trainees team. After tabulation of the data, two focus groups were performed with the preceptors of each site. For the application of the questionnaire and the realization of the focus groups, the term of free and informed consent was applied. Qualitative data analysis was performed using the Bardin content analysis technique. The results showed a lack of clarity in the conceptualization and delegation of the functions of the preceptor and the teacher. The relationship and the dialogue between them were evaluated in a negative way, because this relation was closely linked to the presence of the teacher in the place of the internship, considered insufficient by some preceptors. The lack of preceptor training was pointed out as a limiting factor in the performance of the preceptor at the stage. The presence of the trainee in the work environment was considered an agent of positive changes. Actions aimed at joint action between preceptors and teachers are important for the proper development of the internship. The university has the role of developing continuing education and training for preceptory professionals in order to clarify the roles and importance of each actor.

Objective:describe and analyze the historical trajectory of the legislation underlying undergraduate Nursing education in Brazil, focusing on the development of the Curricular Trainingfrom the start of vocational education until today.Method:qualitative and historical study using documentary analysis. The data were collected between February and April 2017. The primary data sources were laws, decrees, resolutions and official opinions of federal and professional entities issued between 1890 and 2017.Results:twenty-one official documents were identified that regulated the historical trajectory of higher Nursing education and curricular training. The intentionality of the traineeships underwent profound changes in the course of history, from the supply of workforce to professional competency building.Conclusion:despite disputes between the educational sphere and the job world, it should be weighted that these are not contrary but complementary systems. Objetivo: descrever e analisar a trajetória histórica da legislação que sustenta o ensino de graduação em Enfermagem no Brasil, com foco no desenvolvimento do Estágio Curricular desde o princípio da formação profissional até os dias atuais. Método: estudo qualitativo, de natureza histórica, que utilizou a análise documental como abordagem. Os dados foram coletados entre fevereiro e abril de 2017. As fontes primárias dos dados foram leis, decretos, resoluções e pareceres oficiais de órgãos federais e da profissão, no período de 1890 a 2017. Resultados: foram identificados 21 documentos oficiais que regulamentaram a trajetória histórica do ensino superior em Enfermagem e do estágio curricular.A intencionalidade dos estágios passou por profundas modificações ao longo da história, partindo da oferta de mão de obra para momento de edificação de competências profissionais. Conclusão: embora haja disputas entre o campo da formação e o mundo do trabalho, há que se ponderar que não se trata de forças contrárias, mas de sistemas que se complementam. Objetivo: describir y analizar la trayectoria histórica de la legislación que soporta la enseñanza de pregrado en Enfermería en Brasil, con foco en el desarrollo de la Pasantía Curricular desde el principio de la formación profesional hasta los días actuales.Método: estudio cualitativo, del tipo histórico, que utilizó el análisis documental como aproximación. Los datos fueron recolectados entre febrero y abril del 2017. Las fuentes primarias de los datos fueron leyes, decretos, resoluciones y opiniones oficiales de entidades federales y profesionales, en el período desde 1890 hasta 2017. Resultados: fueron identificados 21 documentos oficiales que regularon la trayectoria histórica de la educación superior en Enfermería y de la pasantía curricular. La intencionalidad de las pasantías pasó por modificaciones profundas a lo largo de la historia, avanzando desde la oferta de mano de obra hacia la construcción de competencias profesionales. Conclusión: a pesar de disputas entre el campo de la formación y el mundo del trabajo, se debe ponderar que no se trata de fuerzas contrarias, pero de sistemas complementarios.

Objective: To report experiences in the academic training of nurses in undergraduate schools through extension activities addressing the care of the disabled person. Data Synthesis: Tutors, preceptors and students carried out activities at the Association of Parents and Friends of the Exceptional Children (Associação de Pais e Amigos dos Excepcionais – APAE) in the municipality of Palmeira das Missões, Rio Grande do Sul, Brazil, during the period from 2013 to 2015. Activities included lectures and educational activities addressing different subjects targeted at regularly enrolled students and parents and/or guardians followed by discussions with different health professionals. Conclusion: The program contributed significantly to the training of those involved and allowed them to recognize the difficulties faced by people with special needs and know the system and the proposals targeted at this public, thus contributing to the health service. Objetivo: Relatar las experiencias vividas durante la formación académica de enfermeros de curso de grado a través de actividades de extensión sobre el cuidado de la persona con discapacidad. Síntesis de los datos: Se realizaron actividades con tutores, preceptores y académicos de la Asociación de Padres y Amigos de los Excepcionales (APAE) del municipio de Palmeira de las Missões, Rio Grande do Sul, Brasil, durante el período entre 2013 y 2015 con ponencias y actividades educacionales sobre distintos asuntos dirigidas a los alumnos matriculados y también a los padres y/o responsables generando discusiones con distintos profesionales sanitarios. Conclusión: El programa ha contribuido significativamente para la formación de los involucrados permitiéndoles reconocer las dificultades afrontadas por las personas con necesidades especiales y conocer el sistema y las propuestas dirigidas a ellos así como contribuye para el servicio de salud. Objetivo: Relatar experiências vivenciadas na formação acadêmica de enfermeiros em curso de graduação por meio de atividades de extensão abordando o cuidado à pessoa com deficiência. Síntese dos Dados: Realizaram-se atividades por tutores, preceptores e acadêmicos na Associação de Pais e Amigos dos Excepcionais (APAE) do município de Palmeira das Missões, Rio Grande do Sul, Brasil, durante o período de 2013 a 2015, por meio de palestras e atividades educacionais sobre diferentes assuntos voltadas aos alunos devidamente matriculados e também pais e/ou responsáveis, proporcionando discussões com diferentes profissionais da área da saúde. Conclusão: O programa contribuiu significativamente para a formação dos envolvidos, permitindo reconhecer as dificuldades enfrentadas pelas pessoas com necessidades especiais e conhecer o sistema e propostas voltadas a esse público, assim contribuindo com o serviço de saúde.
