The approaching middle of the 20th electoral period in Germany was marked by significant fluctuations in the electoral popularity of established parties, which were recorded by numerous surveys of leading German demoscopic institutions. Respondents' moods were influenced by a variety of factors. According to the author of the article, the main problems were numerous problems in the state of the national economy, including the decline in the international competitiveness of the German socio-economic space (Standort). It was they who largely led to the growth of protest moods, reflected in the record high ratings of the Alternative for Germany party. The author substantiates the position that negative processes in the economy, including deindustrialization, high inflation, lack of qualified personnel, problems with digital and energy transformation, are associated with the inefficient policy of the current cabinet of ministers. In this context, current trends in the preferences of German voters, the processes taking place in the parties of the government coalition and the opposition are analyzed, and a forecast is made for the further development of partypolitical life in Germany.

The purpose of the study is to determine the nature of the actions of the German government in relation to politically active Russian citizens staying in Germany in the context of the deterioration of Russian-German relations in 2022 and to consider the dynamics of the transformation of the approach of the German authorities to interaction with certain groups of the Russian-speaking population. Based on the analysis of public speeches by German politicians, official government and party documents, it was concluded that Berlin is moving towards the institutionalization of the political activities of Russian activists and promoting the formation of horizontal ties between political movements. In this context, special attention is paid to the work of «near-party» political funds as structures formally independent of the parties, indirectly contributing to the implementation of their political programs – the key features of their cooperation with representatives of the Russian-speaking community are highlighted. The conclusion is made about the actualization of human rights issues in the framework of the interaction of the government with representatives of Russian civil society and the use of the latter as a resource for influencing political processes in Russia. The fact of the work of the German authorities with Russian supporters of the ideas of separatism and changes in the constitutional order of the Russian Federation living in Germany is also emphasized. The conclusions are of particular importance in the context of countering external interference in internal affairs and adapting Russia’s national security policy to new challenges and threats.

Описан процесс «перестройки» германской политики после 16-летнего нахождения у власти канцлера Ангелы Меркель, а также формирования и функционирования нового правительства ФРГ. Проанализированы главные проблемы, стоящие перед трехпартийным кабинетом министров, рассмотрены основные «линии напряжения» внутри правящей триады, а также внутри- и внешнеполитические вызовы, перед которыми оказалось правительство. Отдельное внимание уделено фактору «зеленых», а также перспективам российско-германских отношений., The review is mainly focused on the process of “restructuring” and reshaping of German politics after the 16-year tenure of Chancellor Angela Merkel, as well as functioning of the new german government of Germany based in agreement between three parties. The article provides the analysis of the whole range of problems faced by the new cabinet of ministers, the main “lines of tension” within the new ruling coalition are considered. Special attention is paid to the “Green” factor in german politics, as well as the prospects for Russian-German relations.

U radu se analizira značaj programske saglasnosti između Zelenih i FDP u formiranju koalicije nakon izbora za Bundestag 2021. Autor brani tezu da je moguće kreiranje održive koalicije između ideološki suprostavljenih partija. Glavni argument je da uprkos trendu ublažavanja ideoloških razlika i dominaciji teme klimatskih promena tokom predizborne kampanje, osnovu za formiranje tzv. “citrus” koalicije nije predstavljao politički pragmatizam, utilitarna namera za vršenjem vlasti, već bazični konsenzus političkih aktera koji počiva na ideji ustavnog patriotizma. U prvom delu autor pruža teorijski pregled koncepta ustavnog patriotizma. U drugom delu ustavnom patriotizmu suprotstavlja elemente postdemokratije i ideološkog približavanja različitih političkih opcija., The paper analyzes the importance of program compliance between the Greens and the FDP in forming a coalition after the Bundestag election 2021. The author argue that it is possible to create a sustainable coalition between ideologically opposed parties. The main argument is that despite the trend of mitigating ideological differences and the dominance of the climate change topic during the election campaign, the basis for the formation of the “Citrus” coalition was not political pragmatism, a utilitarian intention to exercise power, but a consensus of political actors based on the idea of constitutional patriotism. In the first part, the author provides a theoretical overview of the concept of constitutional patriotism. In the second part, he opposes constitutional patriotism with elements of post-democracy and ideological rapprochement of different political options.
