Abstract

Washington lawyer Charlene Barshefsky's 1983 law review article may jeopardize her nomination as deputy US trade representative. Her article supported major exceptions to US trade law which allowed other countries to subsidize steel production and shut down older steel plants. She proposed the imposition of anti-subsidy penalties on federal funding of the production of particular product. She also stated that foreign steel producers do not need an incentive to decrease surplus capacity. Barsgefsky's statements clashwith the US subsidy law which batt;es government subsidies abroad.
