Build-ERS project (2019-2022) has developed knowledge and insights to improve resili-ence in society. This has been done, in particular, focusing on the ability and capacity of the most vulnerable to be prepared and respond to disasters. Improving and supporting their capacity to act will develop society as a whole to be prepared and respond to natural and man-made disasters. Thus, the societal resilience of European communities will increase.In the BuildERS project, it has become clear that the concept of vulnerability is not straightforward; it changes depending on the situation and is dynamic in its nature. Anyone can be vulnerable at a certain point of time and place. However, there are people who have a higher or very high risk of being vulnerable in certain situations. A range of practical solutions have been developed to support disaster management actors in assessing vulnerabilities and supporting vulnerable people, and improving the resilience of society against crises. These tools and guidelines help to assess different aspects of vulnerability, build new knowledge, or establish various forms of collaboration.A wide range of policy recommendations have been made to reduce vulnerability, build social capital, and raise risk awareness of the European population. Based on the research results and findings, the policy recommendations include key actions and new ways of working towards a more resilient society. BuildERS Policy recommendations include several key actions for both authorities and practitioners on different levels: EU, national and local. These together with the tools and guidelines developed provide guidance on what to do and how to act to help preparedness and respond to disasters.

This report contains the results of the work conducted to fulfil T1.2 and T1.3 by the contributing partners of the BuildERS consortium. Both tasks focus on vulnerability. To better aligned this report with the work done in D1.2, these two tasks have been slightly reframed to address two questions: 1. Who is considered vulnerable in a sample of European countries and why? 2. Who is overlooked or not seen? The report promotes the application of intersectionality as a useful analytical tool to uncover the variety of secondary factors affecting primary factors of vulnerability within the context of crises and disasters, where the multiplicity and fluidity of identities and experiences tend to be overlooked and individuals are simply categorised in so-called ʻtypicalʼ vulnerable groups. This intersection makes the study on vulnerability more complex, but at the same time more nuanced and helpful for a fine-grained understanding of vulnerabilities. The report calls for a shift in the way we ʻtalkʼ about vulnerability. Rather than assessing individuals belonging to a certain group, a better approach could be to take a look at the conditions that hinder them from accessing, understanding and acting upon crises and disaster and therefore improve their ability to deal with extreme events. Thus, the work of reducing vulnerability starts from answering the question What hinders individuals in building capacities?

Töö eesmärk on kohandada Sina Weibo sotsiaalmeedia platvormile loodud kuulujutte ennustav mudel nii, et see suudaks automaatselt tuvastada Eesti perspektiivist NATO kohta käiva väärinfo. Selle jaoks kohandatakse algoritm toimima sotsiaalmeedia asemel uudismeedia kontekstis. Esimeses osas tuuakse ülevaade väärinfo teoreetilistest aspektidest. Defineeritakse desinformatsioon, väärinformatsioon ja malinformatsioon. Seejärel antakse ülevaade, kuidas väärinfo levib ning millised võivad olla kahjud, nii teoreetiliselt kui ka päris elu näidetel. Teises osas esitatakse ülevaade narratiividest, mis käivad Eesti perspektiivist NATO kohta ning on ka välja toodud vastavad väärinfot sisaldavad artiklid. Seejärel kohendatakse mudelit ning luuakse baas analüüsiks. Järgnevalt sobitatakse kohendatud mudelisse erinevaid väärinfot sisaldavaid artikleid. Tulemuseks leitakse, et mudel on kohandatav, kuid, algoritmi tööle saamiseks on vaja leida mõned lisalahendused, mida sotsiaalmeediaplatvormil Sina Weibo polnud vaja. Mudeli kohendamist antud töö raamidesse saab pidada edukaks, kuid selle tööefektiivsust saab adekvaatselt hinnata alles siis, kui algoritmi on reaalses keskkonnas katsetatud., https://www.ester.ee/record=b5546993*est
