Safety-II is a recently theorized approach, considering safety as the ability of a system to reach a positive outcome under variable conditions: analyzing “what goes right” can help to understand the dynamics of the analyzed system and improve its inherent safety level. On the contrary, a more traditional perspective, defined as Safety-I, aims at analyzing “what goes wrong”, thereby relating the safety level of a system to the number of adverse events that occurred. This study explores the potentialities of integrating these two approaches in near-miss management. Through a Safety-I approach, near-miss events are analyzed to identify the root causes generating the event chain, in order to delete them and prevent future accidents. Applying a Safety-II approach, the analysis can include elements that contributed to limiting the consequences and blocking the event chain, revealing the resilience level of the systems. This study presents a critical analysis of the two approaches and proposes a practical framework to integrate them into near-miss management systems. A test case shows the potential benefits of this integration. This work provides a tool to support the implementation of Safety-II on the operative level while suggesting a new perspective for near-miss management.

About 67% of workers employed in the industrial and service sectors in the European Union are currently contracted by Small- and Medium-sized Enterprises (SMEs), which represent the economic heart of the European economy. However, this strength is counterbalanced by a considerably higher overall accident rate compared to Large Enterprises (LEs), and this trend seems to be confirmed worldwide. Moreover, most available tools for risk assessment and occupational health and safety (OHS) management are originally designed to fit the needs of LEs, resulting in a gap for SMEs. Therefore, the effective management of OHS in SMEs has become a crucial issue for researchers, practitioners and policymakers, aiming to improve the social and economic sustainability of small companies. The main purpose of this study is to provide guidelines to implement effective risk assessment processes and integrate them with OHS management systems in SMEs. A literature analysis of risk assessment and OHS management in SMEs highlights the main findings and gaps. Then, the three-phases methodology adopted is presented, outlining the main steps and outputs of the project. Finally, the web-based software tool for OHS risk analysis and management, designed to answer the specific needs of SMEs, is presented.

Pallets are fundamental assets critical to worldwide supply chain logistics. This research develops models for closed-loop pallet pooling providers to understand the environmental and economic impact of customer characteristics and design options. First, an analytical model is developed to quantify the effects of repair facility location and pallet service conditions on a pallet pooling system's economic and environmental performance. Next, a simulation model is developed to investigate two common operational policies, crossdocking and take-back, and to quantify the impact of pallet handling and loading conditions and customer network structures on several key performance indicators. Results indicate that pallet handling and loading conditions are the most important factors determining the cost and carbon equivalent emission of a pallet pooling operation. Better pallet handling and appropriate loading increase the percentage of pallets that can be repositioned with little or no repair. This increases the radius within which a closed-loop pallet pooling system is feasible. Under random handling/loading conditions and distances, a crossdocking approach satisfies demand with 28% fewer pallets than a take-back policy. This is due to a quicker reissue time under a crossdocking approach. However, associated costs and emissions of the two policies are nearly identical due to the increased transportation costs associated with crossdocking. The models and insights proposed in this work can help support decision making by pallet pooling providers to determine operational regions and customer selection, among other network design trade-offs.

Manufacturing companies are increasingly shifting their value proposition from a product-centric perspective to Product-Service-System (PSS). This evolution allows companies to improve the customisation of their offer and to contribute to reduce material flows and consumption, thus enhancing sustainability. However, when companies introduce PSS offers, they have to face higher complexity and dynamism, as customer behaviours, process requirements and sustainability assessment must be considered during the design and the development of the new solutions. In the last years, the circular economy (CE) paradigm is being widely explored by researchers and institutions as a possible path to increase the sustainability of our economic system. Reuse, repair and recycling are becoming crucial activities in many sectors. At the same time, companies are showing an increasing interest for this new economic model. However, the state of the art shows that a deep research on CE assessment and indicators is still lacking, in particular on the micro level. This work tries to fill this gap, first analyzing the current literature on CE assessment, then proposing a reference framework for the monitoring phase of a CE strategy. Finally, the main existing environmental assessment methodologies based on indexes are analyzed according to their suitability to evaluate the circularity of a system. A systematic approach for the choice of the adequate methodology is also provided, highlighting the main critical steps in the assessment of a CE strategy. Further research could be focused either on the extension of this approach to include other assessment methods, and on the validation of this proposal in a case study.

The integration of economic and environmental objectives is crucial in the waste collection sector, especially for flows characterized by a high economic value like waste from electric and electronic equipment (WEEE). WEEE needs a complex and flexible reverse logistics system to face high uncertainty and variability of waste flows, while keeping a high efficiency. A few efforts in the literature have focused on planning an efficient collection service on a local scale. In this paper, a simulation-based methodology is adopted to compare different alternatives for a WEEE collection service in Italy. A dynamic collection scheme (i.e. with variable collection frequencies based on the actual level of waste flow) is simulated in two different logistics configurations, i.e. one based on direct connection and one based on an “hub-and-spoke” network. The impact of adopting electric vehicles is also evaluated. Alternatives are compared through economic and environmental key performance indicators to assess the level of sustainability. Results show the advantages of a “hub-and-spoke” configuration with the use of electric vehicles.

Micro and Small enterprises (MiSEs) are the most widespread kinds of company present in the world. As far as these companies’ management structures are concerned, huge variety and fragmentation seem to be critical factors in the effective and efficient implementation of a standard (e.g., BS OHSAS 18001, now ISO 45001) occupational safety and health management system (OHSMS), together with a systematic lack of resources (both economic and in terms of available man-hours). This research identifies and discusses the barriers to and drivers of the implementation of a OSHMS and its impact on MiSEs through a multistep research methodology consisting of: (1) a review of the existent literature; (2) a survey; (3) a dialogue workshop; and (4) follow-up interviews. The results are reported and discussed, so as to underline critical aspects linked to OSHMS implementation, together with practical suggestions aiming at supporting such companies in their implementation process.

This research is the first attempt to characterize the carbon equivalent emissions associated with pallet remanufacturing operations for two repositioning scenarios (cross-docking and take-back), and under multiple levels of pallet loading and service conditions. Industry data was acquired through observations and time studies at 12 facilities in North America. Models of pallet component breakdown patterns were used to characterize the carbon equivalent emissions of pallet remanufacturing over the predicted service life. Results show that materials account for the vast majority of remanufacturing operation emissions with three board components responsible for 50–90% of total remanufacturing emissions. The loading and handling environment significantly impacts remanufacturing emissions thus breakeven points where remanufacturing emissions exceed those from newly manufactured pallets are provided for each condition. Also, a pallet-cross-docking policy was shown to reduce emissions when compared to a take-back policy. Finally, a linear optimization model is provided to understand the benefits of preemptive component repair. Results show that preemptive remanufacturing schedules can reduce carbon equivalent emissions by up to 40%. These insights can help guide the pallet industry towards more sustainable pallet management strategies.

Pay-As-You-Throw (PAYT) strategies are becoming widely applied in solid waste management systems; the main purpose is to support a more sustainable - from economic, environmental and social points of view - management of waste flows. Adopting PAYT charging models increases the complexity level of the waste management service as new organizational issues have to be evaluated compared to flat charging models. In addition, innovative technological solutions could also be adopted to increase the overall efficiency of the service. Unit pricing, user identification and waste measurement represent the three most important processes to be defined in a PAYT system. The paper proposes a holistic framework to support an effective design and management process. The framework defines most critical processes and effective organizational and technological solutions for supporting waste managers as well as researchers.

A worldwide trend is leading the international community to explore the possible paths for the transition from a linear to a circular economic model. Recent studies identified the main enabling factors to facilitate this transition, among which closed loop logistics models and new service-based and function-oriented business models play a significant role. The diffusion of new business models relating to the use of a product rather than its ownership can indeed reduce material consumption and the related environmental impacts, while customer loyalty and company revenues are expected to increase. However, the overall impacts of such models on the environmental, economic and social perspectives are not clear, as several uncertainty factors arise with the implementation of non-ownership models. Therefore, the aim of this work is to evaluate impacts on sustainability dimensions due to the transition from an ownership-based to a product-as-a-service based model in direct and reverse supply chain of a large appliance product, i.e. washing machines. The analysis is carried out developing a fuzzy cognitive map model to quantify direct and indirect effects on the social, economic and environmental dimensions due to the adoption of a new business model. First, both the traditional and the leasing supply chain models are investigated. Then, the key drivers and their causal relationships affecting systems performance are identified and discussed. Results stress out the great potential of such a change in the improving of the sustainable dimensions highlighting the enabling strategies viable by a policy maker to facilitate the transition to a product-as-a-service based model.

The circular economy paradigm is being widely studied as a possible path to a sustainable development, decoupling economic growth from material consumption and environmental impacts. The introduction of new business models, based on use rather than ownership, has been identified as one of the possible enabling actions for the implementation of circular economy strategies. Thus, product-service systems (PSS) can represent a viable way for companies and customers to switch from a linear to a circular scheme, keeping together the advantages of a customer-oriented offer to those of dematerialization. In this work, an example of innovative, circular business model for the large appliances sector is proposed, based on a PSS and a closed-loop supply chain. A context study, supported by a deep literature analysis, is performed to identify the main changes involved in the transition from a traditional to a circular supply chain in the sector, as well as the main impacts on the actors involved, through causal loop diagrams. The study is a first step for the realization of a system dynamics model, for a further research on impact assessment.

Nowadays, a lot of manufacturing companies are shifting their value proposition from a product-centric perspective to sustainable Product-Service-Systems (PSS). This transition allows companies to improve the customization of their offer and to contribute to the reduction of material flow and consumption; nonetheless, it poses some new challenges in terms of mindset and organization. In particular, the analysis of the literature about PSS shows that there is still a gap concerning the evaluation and the monitoring of new or reengineered PSS provision processes using business process simulation. Few examples of simulation in PSS field can be found, and multidimensional models considering customer perspective and environmental sustainability beyond the economic driver are not yet available. Thus, the purpose of this paper is to compare different simulation paradigms and to define the most suitable to support the engineering phase of a sustainable, customer-oriented PSS. Two possible alternatives were identified and discussed through a test-case.
