We measure the energy emitted by extensive air showers in the form of radio emission in the frequency range from 30 to 80 MHz. Exploiting the accurate energy scale of the Pierre Auger Observatory, we obtain a radiation energy of 15.8 \pm 0.7 (stat) \pm 6.7 (sys) MeV for cosmic rays with an energy of 1 EeV arriving perpendicularly to a geomagnetic field of 0.24 G, scaling quadratically with the cosmic-ray energy. A comparison with predictions from state-of-the-art first-principle calculations shows agreement with our measurement. The radiation energy provides direct access to the calorimetric energy in the electromagnetic cascade of extensive air showers. Comparison with our result thus allows the direct calibration of any cosmic-ray radio detector against the well-established energy scale of the Pierre Auger Observatory., Comment: Replaced with published version. The Auger Engineering Radio Array (AERA) is part of the Pierre Auger Observatory and is used to detect the radio emission of cosmic-ray air showers. These observations are compared to the data of the surface detector stations of the Observatory, which provide well-calibrated information on the cosmic-ray energies and arrival directions. The response of the radio stations in the 30 to 80 MHz regime has been thoroughly calibrated to enable the reconstruction of the incoming electric field. For the latter, the energy deposit per area is determined from the radio pulses at each observer position and is interpolated using a two-dimensional function that takes into account signal asymmetries due to interference between the geomagnetic and charge-excess emission components. The spatial integral over the signal distribution gives a direct measurement of the energy transferred from the primary cosmic ray into radio emission in the AERA frequency range. We measure 15.8 MeV of radiation energy for a 1 EeV air shower arriving perpendicularly to the geomagnetic field. This radiation energy -- corrected for geometrical effects -- is used as a cosmic-ray energy estimator. Performing an absolute energy calibration against the surface-detector information, we observe that this radio-energy estimator scales quadratically with the cosmic-ray energy as expected for coherent emission. We find an energy resolution of the radio reconstruction of 22% for the data set and 17% for a high-quality subset containing only events with at least five radio stations with signal., Comment: Replaced with published version. Neutrinos in the cosmic ray flux with energies near 1 EeV and above are detectable with the Surface Detector array of the Pierre Auger Observatory. We report here on searches through Auger data from 1 January 2004 until 20 June 2013. No neutrino candidates were found, yielding a limit to the diffuse flux of ultra-high energy neutrinos that challenges the Waxman-Bahcall bound predictions. Neutrino identification is attempted using the broad time-structure of the signals expected in the SD stations, and is efficiently done for neutrinos of all flavors interacting in the atmosphere at large zenith angles, as well as for "Earth-skimming" neutrino interactions in the case of tau neutrinos. In this paper the searches for downward-going neutrinos in the zenith angle bins $60^\circ-75^\circ$ and $75^\circ-90^\circ$ as well as for upward-going neutrinos, are combined to give a single limit. The $90\%$ C.L. single-flavor limit to the diffuse flux of ultra-high energy neutrinos with an $E^{-2}$ spectrum in the energy range $1.0 \times 10^{17}$ eV - $2.5 \times 10^{19}$ eV is $E_\nu^2 dN_\nu/dE_\nu < 6.4 \times 10^{-9}~ {\rm GeV~ cm^{-2}~ s^{-1}~ sr^{-1}}$., Comment: Replaced with published version. A measurement of the cosmic-ray spectrum for energies exceeding $4{\times}10^{18}$ eV is presented, which is based on the analysis of showers with zenith angles greater than $60^{\circ}$ detected with the Pierre Auger Observatory between 1 January 2004 and 31 December 2013. The measured spectrum confirms a flux suppression at the highest energies. Above $5.3{\times}10^{18}$ eV, the "ankle", the flux can be described by a power law $E^{-\gamma}$ with index $\gamma=2.70 \pm 0.02 \,\text{(stat)} \pm 0.1\,\text{(sys)}$ followed by a smooth suppression region. For the energy ($E_\text{s}$) at which the spectral flux has fallen to one-half of its extrapolated value in the absence of suppression, we find $E_\text{s}=(5.12\pm0.25\,\text{(stat)}^{+1.0}_{-1.2}\,\text{(sys)}){\times}10^{19}$ eV., Comment: Replaced with published version. - Abstract
The Millennium Development Goals have ended and the Sustainable Development Goals have begun, marking a shift in the global health landscape. The frame of reference has changed from a focus on 8 development priorities to an expansive set of 17 interrelated goals intended to improve the well-being of all people. In this time of change, several groups, including the Lancet Commission on Global Surgery, have brought a critical problem to the fore: 5 billion people lack access to safe, affordable surgical and anaesthesia care when needed. The magnitude of this problem and the world's new focus on strengthening health systems mandate reimagined roles for and renewed commitments from high income country actors in global surgery. To discuss the way forward, on 6 May 2015, the Commission held its North American launch event in Boston, Massachusetts. Panels of experts outlined the current state of knowledge and agreed on the roles of surgical colleges and academic medical centres; trainees and training programmes; academia; global health funders; the biomedical devices industry, and news media and advocacy organisations in building sustainable, resilient surgical systems. This paper summarises these discussions and serves as a consensus statement providing practical advice to these groups. It traces a common policy agenda between major actors and provides a roadmap for maximising benefit to surgical patients worldwide. To close the access gap by 2030, individuals and organisations must work collectively, interprofessionally and globally. High income country actors must abandon colonial narratives and work alongside low and middle income country partners to build the surgical systems of the future.

Muons comprise an important contribution of the natural radiation dose in air (approx. 30 nSv/h of a total dose rate of 65-130 nSv/h), as well as in underground sites even when the flux and relative contribution are significantly reduced. The flux of the muons observed in underground can be used as an estimator for the depth in mwe (meter water equivalent) of the underground site. The water equivalent depth is an important information to devise physics experiments feasible for a specific site. A mobile detector for performing measurements of the muon's flux was developed in IFIN-HH, Bucharest. Consisting of 2 scintillator plates (approx. 0.9 m2) which measure in coincidence, the detector is installed on a van which facilitates measurements at different locations at surface or underground. The detector was used to determine muon fluxes at different sites in Romania. In particular, data were taken and the values of meter water equivalents were assessed for several locations from the salt mine from Slanic Prahova, Romania. The measurements have been performed in 2 different galleries of the Slanic mine at different depths. In order to test the stability of the method, also measure- ments of the muon flux at surface at different elevations were performed. The results were compared with predictions of Monte-Carlo simulations using the CORSIKA and MUSIC codes.

The issue of social inequalities is imbued with numerous ideological, social and ethical connotations. From a sociological point of view, the phenomenon of social inequalities involves complex processes of social construction accomplished through institutionalized power structures and recurrent social practices. All of these are assimilated to multifaceted systems of legitimation. A system of social legitimation could be understood as an apparatus through which certain aspects of the social order are stabilized and activated, hence allowing manifestations of power and social influence through particular mechanisms of resource allocation. This paper theoretically overviews four modes through which social inequalities are socially legitimated: (1) political ideologies as repertoires of governmental interventionism, (2) institutionalized systems of opportunity and meritocracy, (3) ethical cultures of fairness and equity and (4) class consciousness through intersubjective beliefs and values. Social entrepreneurship is a pivotal theme that generates debates both in academia and industry. Even though the concept of social entrepreneurship has gained traction and become influential in a wide spectrum of areas, such as sociology, social work, the economy, and politics, an ambiguity persists with regard to its models and meanings. In this context, the paper aims to clarify the definition of social entrepreneurship by considering how the concept has informed a variety of theoretical approaches used to explore socioeconomic reality. This paper distinguishes between three perspectives: social entrepreneurship as a cultural orientation, social entrepreneurship as a management strategy, and social entrepreneurship as a political philosophy. Such a clarification could help entrepreneurial studies reach a new level of understanding by providing an analytical framework to navigate the intricate landscape of what constitutes the double and triple bottom lines. 19. Misinformation ecosystems: A typology of fake news.

The paper proposes the concept of "misinformation ecosystems" to make sense of the contemporary fake news phenomenon. Misinformation ecosystems are interconnected chains of false or misleading reports that become real in their consequences. Misinformation ecosystems are discourse communities that emerged as side effects of affective and linguistic capitalism in contemporary society. Therefore, the performative character of mutually reinforcing false reports explains the social and political impact of fake news. By exploring the manifestation of fake news in Romania, the data analysis reveals a typology of deceptive content circulated in online environments. The typology includes five analytical categories of fake news that constitutes misinformation ecosystems: "recurrent occurrences", "scapegoat offensives", "pseudoscientific gaze", "combo strikes", and "humorous hijacks". Empirical evidence supports measures against fake news that should address the social validation processes at the level of media or intermedia networks. [ABSTRACT FROM AUTHOR]

- Abstract
The KASCADE-Grande experiment has significantly contributed to the current knowledge about the energy spectrum and composition of cosmic rays for energies between the knee and the ankle. Meanwhile, post-LHC versions of the hadronic interaction models are available and used to interpret the entire data set of KASCADE-Grande. In addition, a new, combined analysis of both arrays, KASCADE and Grande, was developed significantly increasing the accuracy of the shower observables. First results of the new analysis with the entire data set of the KASCADE-Grande experiment will be the focus of this contribution.

Since 2006 a modern laboratory has been developed by IFIN-HH in the underground of Slanic Prahova salt ore. This work presents a short review of previous scientific activities performed in the underground laboratory, in parallel with some plans for the future. A mobile detector for cosmic muon flux measurements has been set up at IFIN-HH, Romania. The device is used to measure the muon flux on different locations at the surface and underground and it consists of two detection layers, each one including four large scintillator plates. A new rotatable detector for measurements of the directional variation of the muon flux has been designed and it is presently under preliminary tests. Built from four layers of sensitive material and using for collecting the signals and directing them to the micro PMTs a new technique, through optical fibers instead wave length shifters, it allows an easy discrimination of the moun flux on the arrival directions of muons. Combining the possibility to rotate and the directionality properties, the underground muon detector is acting like a muon tomography device, being able to scan, using cosmic muons, the rock material above the detector. In parallel new detection system based on SiPM will be also installed in the following weeks. It should be composed by four layers, each layer consisting in 4 scintillator plates what we consider in the following as a module of detection. For this purpose, first two scintillator layers, with the optical fibers positioned on perpendicular directions are put in coincidence with other two layers, 1 m distance from the first two, with similar optical fiber arrangement, thus allowing reconstructing muon trajectory. It is intended also to design and construct an experimental device for the investigation of such radio antennas and the behavior of the signal in rock salt at the Slanic salt mine in Romania. Another method to detect high energy neutrinos is based on the detection of secondary particles resulting from the interaction with the salt massive.
