A change of government or minister constitutes a stress test for the relationship between ministers and bureaucrats. The new political masters may question the loyalty of incumbent bureaucrats and seek to replace them. However, the relationship between political changes and administrative turnover is poorly understood in meritocratic systems. This article analyses how changes of either government or minister affect the turnover of permanent secretaries in Denmark and Norway (1970–2020). Whereas ministers are completely reliant on career bureaucrats in pure meritocratic systems, they are supported by political appointees in hybrid meritocratic systems. The article investigates whether the effect of political changes on administrative turnover is mediated by the presence or absence of political appointees. Changes of government increase the risk of administrative turnover in Norway (hybrid system), but there are no such effects in Denmark (pure system), suggesting that political appointees potentially undermine the permanence of career bureaucrats.

A key claim in bureaucratic reputation literature is that reputation has several dimensions. This presents agencies with a difficult choice concerning which dimension(s) they should emphasize in the management of their reputation. This paper analyzes how regulatory agencies manage their reputation through communicative responses to public judgments, based on a single-case study of the German financial regulator BaFin. Our theoretical argument underscores the importance of different reputational dimensions for regulatory agencies that simultaneously considers their distinct reputation reserves. Our main finding was that BaFin prioritizes responses to public judgments targeting reputational dimensions that are central to its mission and for which the agency has a weak reputation, as opposed to judgments targeting dimensions that are central to its mission and for which it has a strong reputation, or judgments targeting peripheral dimensions. The paper demonstrates the importance of agency missions for reputation management and suggests directions for further research.

This essay elaborates how the analysis of administrative careers – both as dependent and independent variables – can be leveraged to gain a more systematic understanding of the relationship between politics and administration. It highlights how the analysis of administrative careers can provide answers to pertinent questions about the relationship between politics and administration, including civil service politicization, politicians’ motivations in patronage decisions, the interplay of organizational characteristics and top officials’ careers, and performance effects of administrative careers. It also includes suggestions on how to move forward in terms of research methods and how the systematic analysis of administrative careers can strengthen the comparative analysis of the relationship between politics and administration.

This book addresses the practices of the German Bundestag in controlling the federal administration. Siefken elaborates on different notions of parliamentary control and provides a detailed mapping of the parliament’s use of formal control instruments from 1949 - 2017. Most interestingly for scholars of public administration, Siefken conducted eight case studies of parliamentary control of federal agencies – both “traditional” and “modern” agencies established according to the ideas of the New Public Management or the independent regulatory agency model. Those case studies are instrumental for answering the book’s overarching research question about the exercise of parliamentary control under the conditions of major changes in the organizational setup of the state. With the exception of regulatory agencies, Siefken finds no major differences in control practices according to those categories, but fleshes out middle-range explanations of parliamentary control behaviour. The idea of a clear separation between policymaking and implementation is difficult to sustain for policy bureaucracies in which public officials have “policy work” as their main activity. A diverse body of scholarship indicates that bureaucrats may enjoy substantial levels of discretion in defining the nature of policy problems and elaborating on policy alternatives. This observation raises questions about the conditions under which bureaucratic policy ideas make their way into authoritative policy decisions, the nature of those policy ideas, and how bureaucratic policymaking has evolved. A main point is that bureaucratic policy ideas are developed in a political context, meaning that bureaucrats have to anticipate that political decision makers will eventually have to endorse a policy proposal. The power relations between politicians and bureaucrats may, however, vary, and bureaucrats may gain the upper hand, which is likely if a bureaucracy is professionally homogenous and able to develop a coherent policy idea. Another perspective concerns the origins of policy ideas. There is limited evidence for individual-level explanations of policy ideas, according to which bureaucrats pursue exogenously defined preferences to maximize their own utility. A competing organizational perspective, which considers policy preferences as the result of organizational specialization, the development of local rationalities, and the defense of organizational turf, stands out as a more plausible explanation for the origins of bureaucratic policy ideas. The policymaking role, and thereby the importance of bureaucratic policy ideas, is being challenged by the rise of ministerial advisors, agencification, and better regulation reforms. Those developments have the potential to change the substance of bureaucratic policy ideas, but they may also generate strategic behavior, which should be of interest to scholars of the politics of bureaucracy.

Organisational transitions in governments have long been discussed in the literature. While, more recently, organisational life cycle changes between birth and death have been the focus of research, a systematic comparison of organisational transitions across countries has barely been initiated. We aim to bridge this gap in the literature by providing comparative metrics for organisational transitions, which could be later enriched with structural data from researchers working in this domain. Termination literature mainly hails from the West, wherein this article brings in Pakistan’s developing context – long considered a terra incognita in comparative research – and breaks new analytical ground by comparing the intensity of organisational transitions in Pakistan with those of developed countries. The lack of vivid variance in the intensity of transitions among developing and developed countries, raises interesting questions as to the relationship between the intensity of structural reform and administrative performance. The article thereby seeks to encourage future comparative research.

The terahertz range of the electromagnetic spectrum reveals important insights when studying material properties. An ultra-broadband terahertz time-domain spectroscopy system based on state-of-the-art, high-stability organic nonlinear optical crystals used as both THz wave generator and detector is presented. In transmission geometry, a broad spectrum exceeding 20 THz and a high dynamic range of more than 80 dB is achieved using a compact 100 MHz femtosecond laser working at telecom wavelength 1560 nm. In the normal-incidence reflection geometry, a similar bandwidth with a dynamic range surpassing 60 dB is reported. The experimental results are supported by a complete theoretical model, which includes the pump pulse duration, THz phonon/vibrational modes of the organic crystals and optical/THz beam path optimizations. The effectiveness of the newly developed system is demonstrated by measuring pharmaceutical samples with distinct THz features in the ultra-broadband THz range and by measuring narrow water vapor lines at a spectral resolution of 2.7 GHz (0.090 cm−1), resulting in an excellent accuracy with a frequency deviation of less than 0.05% from the reference values.

Artikkelen studerer tilsetting av norske toppbyråkrater i et politiseringsperspektiv og ser på sammenhengen mellom politisk bakgrunn og kompetanse. Forskningsspørsmålene er (1) om toppbyråkrater med politisk bakgrunn er bedre eller dårligere kvalifisert enn andre toppbyråkrater når det gjelder fagkunnskap og ledererfaring og (2) om de som er tilknyttet regjeringspartiene, er bedre eller dårligere kvalifisert enn de som er tilknyttet opposisjonen. Artikkelen studerer 120 etatsledertilsettinger i 48 virksomheter på fire departementsområder fra 1980 til 2020. I 14 % av tilfellene ble det tilsatt en etatsleder som hadde erfaring fra toppolitikken. Resultatene viser at etatsledere med politisk erfaring har lavere fagkunnskap enn etatsledere uten politisk erfaring, men at denne forskjellen drives av de som er regjeringstilknyttet. De opposisjonstilknyttede har ikke statistisk signifikant dårligere fagkunnskap enn de upolitiske etatsledere. Tre teoretiske perspektiver brukes til å tolke funnene. At det er få regjeringstilknyttede blant etatslederne støtter meritokratiperspektivet, men at de som er regjeringstilknyttet er relativt dårlig kvalifisert, støtter politiseringsperspektivet. At de de opposisjonstilknyttede scorer noe lavere, dog ikke statistisk signifikant lavere enn de upolitiske, når det gjelder fagkunnskap, lar seg best forklare med politikkforståelsesperspektivet.

This chapter studies decision-making behaviour of independent regulatory agencies. Theoretical accounts of delegation to regulatory agencies emphasise that losses of political accountability of regulators are traded off against potential gains in regulatory efficiency. The theory of credible commitment suggests that independent (non-majoritarian) regulatory agencies are more effective in regulating markets than organisations under direct political control. However, independent regulatory agencies operate in a political context and need to demonstrate their benefit to a diverse set of stakeholders, including elected politicians. We are hence confronted with a ‘paradox of autonomisation’ according to which more autonomous public organisations have to take into consideration external demands to a greater degree than less autonomous organisations. Independent regulatory agencies will thus be subjected to high accountability demands. We use the analytical lens of bureaucratic reputation theory to analyse how different types of external demands affect regulatory agencies’ attention to stakeholders. The chapter argues that reputation-sensitive regulatory agencies will exhibit differential response patterns to negative public judgements, depending on the kind of negative judgements and the type of actor criticising the regulator. In this chapter we use data from a systematic media analysis of public judgements and regulators’ communicative response, with the financial regulator and the utility regulator (electricity, railways, etc.) in Germany as empirical cases . We find that regulatory agencies respond differently to negative public judgements yet are not more (or less) responsive to political actors’ criticism compared to other types of actors. This finding questions independent regulatory agencies’ democratic accountability, yet the chapter also suggests that public criticism and debate is only one channel, among many others, through which regulators are held democratically accountable.

Political executives depend on bureaucrats in the formulation and implementation of public policy. This raises fundamental questions about the balancing of bureaucratic autonomy and political control. The chapter primarily focuses on the relationship between political executives and public officials tasked with policy development (‘policy bureaucrats’). It provides an overview of the main scholarly debates: the recruitment and replacement of public officials; sources of bureaucratic power; and interactions between policy bureaucrats and political executives. We also provide an overview of the main theories on politico-administrative relations, including political economy and Public Service Bargain (PSB) perspectives. The chapter then highlights key developments in current research, including comparative analyses, the study of ministerial advisers, and the politicization of regulatory agencies. We conclude with a research agenda on the impact of increasingly complex problems and political polarization on role understandings and patterns of decision-making, as well as on the motivations and effects of politicization.

This article contributes to the literature on the politicization of appointments to increase political control over public bureaucracies with often substantial managerial and policy autonomy. Using data from a large-scale executive survey from central government ministries and agencies in 18 European countries, the article provides a comprehensive cross-national and cross-organizational analysis of the autonomy-politicization conundrum and the drivers of the politicization of senior-level appointments. We find that national patterns of politicization correspond fairly well to country families as defined by administrative traditions, with some traditions being more coherent than others. At the organizational level, we find no evidence of efforts by politicians to compensate for extended autonomy by politicizing senior-level appointments, yet we provide evidence of differential effects of both formal and informal organizational characteristics on patterns of politicization. Our analyses show that politicization of senior appointments is lower in organizations with agency status, higher organizational social capital, higher financial autonomy and more extensive use of management tools. The article thereby not only offers comprehensive evidence of cross-country differences in politicization; it also adds to the literature on sub-national variation, by fleshing out an organizational perspective to the study of politicized appointments in the European context. © 2018 SAGE Publications

Soldering has a high potential for electrically connecting single battery cells even for multicellular battery assemblies. This work evaluates soldered connections for battery cells by assessing the electrical connection resistance with a special measuring and calculation method. Due to the solder layer in between the joint partners, the current paths differ from welded connections. A resistance network and a finite element model (FEM) simulation are applied to understand these current paths. For the chosen test scenario, simulation predicts a reduction of the total connection resistance by the solder layer. Measured connection resistances and tensile strength are compared to series of measurements with resistance spot welding, ultrasonic welding, laser beam welding and press connections. Not only the connection resistances are lower for soldered brass samples but also the tensile strength is higher. For iron soldering on lithium-ion battery cells, the solder’s liquidus temperature should be below ca. 150 °C. Other heating techniques, such as laser soldering, seem more promising, because the heat input is rapid and extremely localized. As a conclusion, soldering is a good option for connecting battery cells. If the right heating technique is chosen and the parameters are optimally adjusted, soldering could overtrump other connection techniques in some aspects.

For electrically powered applications such as consumer electronics and especially for electric vehicles a precise state-of-charge estimation for their lithium-ion batteries is desired to reduce aging, e.g. avoiding detrimental states-of-charge. Today, this estimation is performed by battery management systems that solely rely on charge bookkeeping and cell voltage measurements. In the present work we introduce a new, physical probe for the state-of-charge based on ultrasonic transmission. Within the simple experimental setup raised cosine pulses are applied to lithium-ion battery pouch cells, whose signals are sensitive to changes in porosity of the graphite anode during charging/dis-charging and, therefore, to the state-of-charge. The underlying physical principle can be related to Biot's theory about propagation of waves in fluid saturated porous media and by including scattering by boundary layers inside the cell.

Comparative scholars emphasise that public administration should be understood in terms of context-bound patterns of organising and decision-making. Agencies in the same context will display more commonalities than those in another. At the same time, there is good empirical evidence for organisational-level variation in decision-making. For instance, not all agencies in one country are delegated similar levels of personnel management autonomy. This article develops a theoretical argument about how administrative tradition moderates the effect of organisational drivers of personnel management autonomy. We identify the degree of uniformity embedded in administrative tradition as a key explanatory factor for this relationship. In empirical terms, the article compares the perceived personnel management autonomy of agencies in 10 European countries nested in three country clusters (Scandinavian, Latin-Napoleonic and Continental). The analysis confirms theoretical expectations about the context-specific effects of organisational characteristics on personnel management autonomy in agencies. Points for practitioners This article explains why agency managers’ perceived degree of personnel management autonomy varies between different administrative traditions. It shows that some contexts display a greater heterogeneity of delegating personnel management autonomy to agency managers, whereas other contexts are characterised by homogeneous practices of delegation to agencies of the same legal type. This finding suggests that changes in agencies’ legal type are important instruments of effective reform in high-uniformity contexts, whereas they will have only a limited effect in low-uniformity contexts.

DSTMS organic electro-optic crystal is a very promising and efficient THz-wave generation material. It allows for both very high THz electric fields generation, exceeding several GV/m using optical rectification of femtosecond laser pulses, as well as the possibility for extremely broad bandwidth extending well beyond 10 THz [1]. However, the usual laboratory THz systems based on these crystals exploit very bulky and expensive fs laser systems [2], which are not desired for industrial THz imaging and spectroscopy applications [3,4]. Recently, some compact system employing organic crystals were demonstrated [5], however they use a conventional photoconductive antenna as a THz-wave detector. Here we present a compact THz time-domain spectroscopy system based on a relatively low-cost and small-size femtosecond fiber lasers operating at 1560 nm. As the THz generation and detection material, we choose the organic crystal DSTMS (4-N,N-dimethylamino-4‘-N‘-methyl-stilbazolium 2,4,6-trimethylbenzenesulfonate), since it reaches the highest overall efficiency and the flattest spectrum among the presently known state-of-the-art organic crystals (Figure 1).

Recent scholarship on advisory systems has focussed on the externalization of advisory capacities and sectoral dynamics of change, whereas changes of internal policy advisory systems have not yet been approached systematically. This article proposes an analytical concept for exploring change dynamics in internal policy advisory systems by means of three logics for assessing policy advice (political salience, credibility and representativeness). The approach is illustrated by analysing changes within the internal policy advisory system of the German federal government (1990–2015). The analysis relies on three original datasets on ministerial departments, research agencies and governmental advisory bodies. We find that the internal advisory system of the German federal government is characterized by a differentiated hybridization of advisory logics, which has changed the nature of policy advice. This contribution introduces our symposium by highlighting four distinctive aspects of transnational governance from a bureaucratic politics perspective: the emergence of transnational institutions, their functioning, their impact on the domestic level, and the diffusion of regulatory standards. The general argument is that many accounts of transnational governance seem to be overly optimistic about the conditions for effective problem-solving and fail to take into account that institutional rivalry may either support or constrain the implementation of supranational policies. The aim of this piece is to review existing research, to highlight the contribution of the symposium articles in furthering an institutional rivalry perspective on transnational governance, and to sketch pertinent areas for further research building upon this perspective.

A key argument in recent theorizing on the drivers of bureaucratic behaviour is that agencies seek to establish and maintain a unique reputation. While recent years have witnessed substantial empirical support for this claim, the field lacks comparative examinations of the dynamics of reputation and its management throughout crisis periods. This article draws on a systematic media content analysis to explore the exposure and communication responses of the German, Belgian and Danish financial regulators to reputational threats before, during, and after the financial crisis. Our results point at the dynamic and context-sensitive nature of reputation management. Ein zentrales Argument der aktuellen Literatur zu bürokratischem Entscheidungsverhalten lautet, dass Behörden danach streben, eine einzigartige Reputation zu erlangen und aufrechtzuerhalten. Diese Aussage wurde in den vergangenen Jahren in zahlreichen empirischen Studien bestätigt. Allerdings liegen bislang keine vergleichenden Analysen vor, die sich mit der Veränderung bürokratischer Reputation und dem Reputationsmanagement in Krisenzeiten auseinandersetzen. Der vorliegende Beitrag untersucht auf der Grundlage einer systematischen Medienanalyse, welchen reputationsbezogenen Bedrohungen die Finanzmarktbehörden in Deutschland, Belgien und Dänemark vor, während und nach der Finanzkrise ausgesetzt waren und wie diese hierauf mit Hilfe öffentlicher Kommunikation reagiert haben. Die Ergebnisse zeigen, dass Reputationsmanagement zeitlichen Schwankungen unterliegt und kontextabhängig ist.

We demonstrate ultrabroadband THz-wave generation and detection in a compact system based on a femtosecond fiber laser at 1560 nm and optical rectification in organic electro-optic crystals DSTMS. Terahertz time-domain spectroscopy with a spectrum extending up to 20 THz with a maximum bandwidth exceeding 70 dB is possible with this system.

Bach and Wegrich introduce the key theme of the volume, which revolves around understanding how routine processes of decision-making in public sector organizations potentially lead to problematic outcomes in terms of coordination and problem solving. Instead of viewing those outcomes as the result of organizational or individual pathologies, the chapter traces the origins of non-coordination within and between organizations to intentionally rational organizational behaviour. Conceptualizing blind spots as part of a larger universe of biases in organizational attention, based on established theoretical notions of bounded rationality and institutionalized organizations, the authors show how different types of attention biases provide novel insights into seemingly irrational or uncoordinated administrative behaviour.

This concluding chapter addresses two ‘so what?’ questions raised throughout the volume. First, if attention biases are a pertinent factor in organizational life in political contexts, what can be done about them? Bach and Wegrich discuss three public sector reform approaches (joined-up government, impact assessment, and behavioural insights) in terms of how, and how successfully, they address different attention biases. Second, how can research on organizational attention biases take the role of institutional context systematically into account and explore particular different institutions’ vulnerabilities to organizational attention biases? Two ideal-type institutional modes of coordination—hierarchical and negotiated coordination—are discussed in terms of their susceptibility to attention biases. Taken together, the discussion of these two questions outlines an agenda for future research the volume seeks to stimulate.

Second-life applications of automotive lithium-ion batteries are currently investigated for grid stabilization. Reutilization depends on reliable projections of the remaining useful life. However, reports on sudden degradation of lithium-ion-cells near 80% state of health challenge these extrapolations. Sudden degradation was demonstrated for different positive active materials. This work elucidates the cause of sudden degradation in detail. As part of a larger study on nonlinear degradation, in-depth analyses of cells with different residual capacities are performed. Sudden degradation of capacity is found to be triggered by the appearance of lithium plating confined to small characteristic areas, generated by heterogeneous compression. The resulting lithium loss rapidly alters the balancing of the electrodes, thus generating a self-amplifying circle of active material and lithium loss. Changes in impedance and open-circuit voltage are explained by the expansion of degraded patches. Destructive analysis reveals that sudden degradation is caused by the graphite electrode while the positive electrode is found unchanged except for delithiation caused by side reactions on the negative electrode. Our findings illustrate the importance of homogeneous compression of the electrode assembly and carbon electrode formulation. Finally, a quick test to evaluate the vulnerability of cell designs toward sudden degradation is proposed.

The potential reuse of lithium-ion batteries exhausted upon electric vehicle operation is a broadly discussed topic. However, a profound understanding of battery aging behavior is a prerequisite to assess overall system cost and economic benefit of battery reuse: Whereas the capacity fade under load is commonly reported to show a linear dependency on charge throughput, a turning point to nonlinear aging characteristics is observed at residual capacities of about 80% under different operational conditions. Based on a widespread aging matrix, results indicate an earlier appearance of nonlinear characteristics at high charging rates and operational voltage windows but low temperatures. Scanning electron microscopy images reveal areas of thick surface films at the anode while the cathode stays unmodified. Therefore, a thickening of the solid electrolyte interphase, catalyzed by oxidation products migrating to the anode, is believed to be the dominating aging mechanism before the turning point. Afterwards, lithium plating might even occur at moderate temperatures and charging rates due to deteriorated ionic kinetics and graphite active material loss. As all these mechanisms are dependent on the cell potential, an optimized operational strategy may avoid or retard nonlinear aging characteristics and extend the life of lithium-ion cells.

Within this paper, the structural optimization of stiffened composite panels is considered. The application example is a wing of a long–range aircraft, whereby the flexibility has to be increased due to flight physical demands. To develop the new structural design concept, numerical optimization is used. The structural analysis is carried out utilizing detailed finite element models (DFEM) with linear static and linear eigenvalue simulations. Using this DFEM– and gradient–based optimization environment, designs are analyzed and optimized regarding their mass, considering damage tolerance and stability requirements.

The chapter starts by identifying the drivers of entanglement between European (supranational) and national administrations. A lack of administrative capacities and implementation competences on the Commission’s side, and member states’ interests in implementation as well as the disaggregation of the nation-state foster the development of tight administrative networks. This development has implications for the national level, the European level and the interplay between the two. National administrations obtain a stronger role in European policy-making and adapt to some extent their organizational structure. European administrative structures are influenced by the bureaucratic interests of national administrative actors. An integrated perspective suggests that top-down and bottom-up processes drive each other: Europeanization strengthens national administrations, which in turn become more influential players on the European scene.

Zusammenfassung Transnationale Netzwerke nationaler Behorden haben vor allem innerhalb der Europaischen Union (EU) in den letzten beiden Jahrzehnten erheblich an Bedeutung gewonnen. Die Forschung dazu konzentriert sich jedoch uberwiegend darauf, Arbeitsweise und Einfluss dieser Netzwerke auf europaischer Ebene zu untersuchen. Der Artikel untersucht administrative Netzwerke aus der bisher vernachlassigten Perspektive nationalstaatlicher Behorden. Er leistet dabei einen Beitrag zu zwei zentralen Forschungsfragen: Zum einen wird die Behauptung zunehmender europaischer Einbindung empirisch untermauert. Zum anderen wird fur vier wichtige deutsche Regulierungsbehorden ein Mapping der Einbindung und institutionellen Verfestigung europaischer Verwaltungsnetzwerke durchgefuhrt. Dabei wird gezeigt, dass es typische Muster der Netzwerkbildung gibt und dass unterschiedliche Formen von Netzwerken oftmals nebeneinander bestehen bleiben. However, the literature focuses almost exclusively on the functioning and impact of these networks on EU policy making. This article examines these networks from the hitherto neglected perspective of national agencies. Thereby it contributes to two important research questions: On the one hand, the article provides empirical evidence for the assumption of a clear increase of national agencies’ involvement in European networks. On the other hand, the article provides a mapping of the involvement of four key German regulatory agencies in EU administrative networks. In doing so we show that there are typical patterns of network building and that different types of networks often persist side by side. This article examines the influence of Europeanization on the relationship between ministries and agencies at the national level. The core argument is that the differentiated nature of the international environment (with policy development often transferred to the international level and policy implementation left at the national level) transforms national agencies into policy-developing actors that shape policies without being directly influenced by their national political principals. The increasingly common involvement of national agencies in European policymaking processes thereby increases these agencies' policy-development autonomy but does not change their role in policy implementation. We examine this argument by testing an innovative hypothesis—the differentiation hypothesis—on a combined data set of German and Dutch national agencies. Our empirical findings support the hypothesis in both countries, suggesting that similar effects can be expected in other contexts in which semiautonomous agencies are involved in transnational policymaking.
